Interaction with nature has a range of significant health, ecological and economic benefits and a number of governments are implementing policies to increase humans’ engagement with nature. Using a large nationally representative survey sample in Australia, this study provides a detailed comment on the feasibility of such a policy, as well as contributing to an understanding of the characteristics of individuals who engaged in one or more of five dimensions of nature interaction, namely: nature engagement; conservation participation; nature advocacy; environmentally friendly purchasing and future engagement with nature conservation. The results indicate that age, income, education, marital status and household structure are all important influences on various types of nature engagement. It is suggested that increasing opportunities for young people to interact with nature is important, as well as supporting older people's involvement in conservation, plus focusing on the need to target and direct various policies.  相似文献

Wildlife conservation policy for endangered species restoration follows a six-phase process. Population viability analysis (PVA) can play a major contributing role in four of these. PVA, as discussed here, is a technique where extinction vulnerabilities of small populations are estimated using computer simulation modeling. The benefits and limitations of using PVA in wildlife decision and policy processes are reviewed based on our direct experience. PVA permits decision makers to set time frames for management, estimate the required magnitude of restoration efforts, identify quantitative targets for species recovery, and select, implement, monitor, and evaluate management strategies. PVA is of greatest value for rare species policy and management. However, a limitation of PVA simulation models is that they are constrained by the amount of biological data available, and such data are difficult to obtain from small populations that are at immediate risk of extinction. These problems may be overcome with improved models and more data. Our experience shows benefits of PVA far outweigh its limitations, and applications of the approach are most useful when integrated with decision analysis and completed within an adaptive management philosophy. PVAs have been carried out for 14 Victorian species and less used elsewhere in Australia. Management and recovery plans are developed from these PVAs. We recommend that PVA be used to guide research programs, develop conservation strategies, and inform decision and policy making for both endangered and nonendangered species because it can significantly improve many aspects of natural resource policy and management.  相似文献

In response to domestic development challenges and calls from the international community for countries to develop and begin the implementation of national sustainable development strategies by 2005, the Government of Saint Lucia initiated a project named Integrated Planning for Sustainable National Development in 2002. Under this initiative, it was intended to articulate a vision for the country's development and use this as the basis for identifying a set of development imperatives through a process that will superimpose identified national development goals and targets on the international sustainable development agenda to arrive at a national strategy and plan for sustainable development. The plan also called for institutional and structural adjustments to move the country away from current sectoral‐based development planning to an environment of dialogue, cooperation and collaboration among development partners in the articulation of development policies, plans and projects. The initiative did not evolve as planned mainly due to inadequate political and financial support and the inability of key institutions to see the bigger picture this initiative tried to paint for the nation.  相似文献

Summary While there is a burgeoning literature on national approaches to environmental policy and programmes, much less interest thus far has been shown in the role of local government. However, the State of Victoria in Australia, in the period 1988–1990, took a world lead in encouraging local municipalities to formulate Local Conservation Strategies (LCSs) with a high level of citizen input. The paper places this programme initiative in context and reports on the results of consultations and workshops with local Municipal Conservation Officers who have been in the front line in terms of developing and implementing LCSs in that State. In particular, the paper explores the process of LCS formulation and highlights some of the benefits and problems with the programme so far.Dr David Mercer is a Senior Lecturer in the Department of Geography and Environmental Science at Monash University, Melbourne. Economic theory asserts that to achieve maximum conservation benefits land acquisition needs to be cost effective. Yet the most common planning technique used by land conservation organizations is ‘benefit-targeting’ that focuses only on acquiring parcels with the highest benefits and ignores costs. Unlike most of the literature which focuses on covering problems, this research applies optimization techniques to achieve maximum aggregate conservation benefits for an ongoing land acquisition effort in the Catoctin Mountain Region in central Maryland. For this case study, optimization yields additional conservation benefits worth an estimated $3.1–$3.9 million or achieves the same level of conservation benefits but at a cost savings ranging from $0.9 to $3.5 million, depending on the initial budget size. Finally, the highest efficiencies are achieved in low budget scenarios, like those most prevalent in conservation efforts.  相似文献

Summary In Tasmania's rugged south-west, the Gordon River Power Development, Stage 1, with several dams and one power station has been in operation since 1978. A Committee of Enquiry severely criticised environmental aspects of the scheme. The Gordon River Power Development, Stage II, with the construction of another dam and power station on the Gordon River, was put forward by the Hydro Electric Commission of Tasmania to satisfy the electricity demand growth rate expected. Many objections were raised.A Senate Select Committee on South-west Tasmania received many submissions disputing the need for the dam, objecting to its intrusion into the World Heritage Wilderness area and disagreeing on several scientific aspects. Simultaneously, extensive debate was carried on in the media and in technical and scientific journals. A popular protest movement against building the dam grew throughout Australia and a blockade against the work of the Hydro Electric Commission was successfully maintained. Elections, influenced by the popular movement against the dam, changed the Government of Australia in March 1983. In July 1983, the High Court of Australia determined that construction of the Gordon below Franklin Dam was illegal and work by the Hydro Electric Commission in the area had to be terminated.This case illustrates that the importance of environmental implications of water structures must never be under-estimated. In special cases, popular support can be gained, to bring about political and legal action to counteract transgression of environmental principles. It is to be hoped that in future the kind of situation which developed in this case will not recur.We will be judged, not by what we built, but by what we destroyed.Mr H. This study evaluates four policy options to secure the water supply needed for wetland conservation in Qixinghe--a national wetland nature reserve in China--using four criteria: cost effectiveness, probability of success in achieving the water-saving goal, political feasibility, and farmer acceptance. This multi-criteria analysis framework reveals the ecological, economic, and socio-political trade-offs for policymakers when choosing among the four policy options. Results suggest that upgrading irrigation infrastructure in the area surrounding the wetland (Option I) is the most politically feasible option, but it is the second best option in terms of cost effectiveness. Constructing a dam to store and control floodwater (Option II) is the most reliable for achieving the water-saving goal. It is also the farmers' most favored strategy. But this option is the least cost effective and receives little support from local governments. Promoting farmers' adoption of water-saving practices (Option III) is the most cost effective, but it is less reliable for achieving the water-saving goal than Options I or II. Converting paddy crops to dry-land crops (Option IV) is politically infeasible and least reliable for achieving the water-saving goal. The overall ranking of the four options is determined using the policymakers' revealed weights on the four criteria. Option I is ranked first, followed by Options II, III, and IV.  相似文献

A systematic approach to optimizing water network has traditionally been utilized to exam and plan water conservation in industrial processes. In the present case study, water-pinch technology was used to analyze and optimize the water network of a steel plant near China's Zhangjiakou city. A system design was developed and a limiting constraint (Cl(-) concentration) was identified based on investigations of water quality then the minimum freshwater and wastewater targets were determined without considering water losses. The analysis was then extended by calculating the additional input of freshwater required to balance the actual water losses. A nearest-neighbor algorithm (NNA) was used to distribute the freshwater and recycled water among each of the plant's operations. The results showed that with some reconstruction of the water network, the flow rates of freshwater and wastewater could be decreased by 57.5% and 81.9%, respectively.  相似文献

Sacred groves are well recognized in the world in terms of biodiversity conservation. The present study was conducted in the Nakuleshwar sacred grove, in the valley of Thal kedar hill in the Kumaon region of Pithoragarh district in Indian Himalaya, in appreciation of its role in biodiversity conservation. The study aimed at the documentation and inventory of the sacred grove, its phytodiversity, threats and conservation in the Himalayan region, and to achieve this, systematic field surveys were conducted during 2007?C2010 covering all four seasons. A total of 83 species from 71 genera and 50 families were identified, of which 43 species are flowering plants, including 7 trees, 7 shrubs, 4 climbers and 25 herbs, and 40 species are non-flowering plants of which lichens are represented by 12 species from 8 genera, bryophytes 6 species from 5 genera, and pteridophytes 7 species from 9 genera, while gymnosperms are represented by a single species. Acer oblongum, Cinnamomum tamala, Cedrus deodara, Coriaria nepalensis act as keystone species in the grove. Ophiopogon inermis is a common herb during the rainy season while Goodyera hemsleyana (Orchid) is a new distribution record for the western Himalaya. A total of 43 species from 38 genera are used ethnobotanically by local people for various ailments. Mahonia nepaulensis, Asparagus adscendens, Thalictrum foliolosum, Cinnamomum tamala and Berberis asiatica are highly exploited species and need to be conserved. Climatic conditions of the grove are moderate and the floristic patch of the grove is completely different from the plant diversity of the surrounding area and matches with the diversified floral wealth of comparatively higher altitudes. Due to anthropogenic pressure, this grove is facing new threats of degradation, hence needing special attention.  相似文献

Summary In Queensland, Australia, instream resources planning ranges from "fragmentary" to overlooked. But the State of Queensland, with engineer dominant water management, is only a little behind some other Australian States and Western countries in evaluating the environmental uses and values of river systems. Management is pragmatic about its abundant water endowment! Highly contrasting biophysical environments, from arid to tropical rainforest, as well as a dominance of ephemeral river systems should not preclude instream assessment. The new coastal $A430 million, Burdekin Falls Dam, the "1800's dream" has radically altered that river and delta region for economically amorphous agricultural purposes and, seemingly, to encourage crocodiles to recreate. In comparison, the "urbanised" Brisbane River is the focus of southern state water use competition issues such as flooding, eutrophication, turbidity, public access, preservation of river islands, sand and gravel mining, and recreation. A veritable host of river related management authorities preside!Dr Diana Day is trained as a fluvial geomorphologist and a water policy analyst. Her research has focused on natural resources management especially related to water and soil/land assets. Dr Day is an editor of the newAustralian Journal of Soil and Water Conservation. Her many publications include a recent book entitledWater and Coal -Industry, Environment and Institutions in the Hunter Valley, N.S.W., published by The Australian National University, Canberra, where until recently she was a Research Fellow. Summary The author argues that sound, profitable and sustainable development should be pursued by all sections of the community: that there exist economic benefits to Governments in promoting sound ecological principles in development policies. This paper describes the development and implementation ofPREPLAN, A Pristine Environment Planning Language and Simulator, for two conservation areas in Australia, Kosciusko National Park (New South Wales) and Tutanning Nature Reserve (Western Australia).PREPLAN was derived from the North American gradient modeling systems and theForest Planning Language and Simulator (FORPLAN), but includes unique characteristics not previously available.PREPLAN includes an integrated resource management data base, modules for predicting site-specific vegetation, fuels, animals, fire behavior, and fire effects, and an English language instruction set.PREPLAN was developed specifically to provide available information and understanding of ecosystems to managers in a readily accessible and usable form, and to provide the motivation to conduct additional required research projects. An evaluation of the system's advantages and limitations is presented, and the way the utilization of such systems is improving natural area decision making throughout Australia is discussed.  相似文献

Sweden has led the way in Europe in environmental protection, ecologically based technological innovation and social democracy. As new economic and ethnographic realities impact upon it, it faces challenges to its policies and practices long familiar elsewhere in Europe. We report on a study for the Swedish Research Councils in which we examined the national framework and political strategy for sustainable development, and how the strategy is being implemented in Sweden's three major cities and two case-study municipalities. History and tradition, cultural homogeneity and a strong and shared sense between sectors of 'the public good', emerged as very important. Until recently, these have obviated the need for formal links between the environmental, social and economic agendas. They now appear inadequately developed at all levels of governance. Tensions in policy are being played out at the level of the municipality, to which power is highly devolved, and Local Agenda 21, interpreted as project rather than process, seems unequal to the task of integration. We suggest what lessons may be drawn from the Swedish experience if issues of power and trust, leadership and participatory vs representative democracy are to be resolved.  相似文献

The multi-disciplinary evaluation of a national agri-environment scheme   总被引:8,自引:0,他引:8  
With an increasing amount of public funds being spent on agri-environmental schemes effective methods have to be developed to evaluate them. As many schemes have multiple objectives there is a need for a multi-disciplinary approach to any evaluation. A method was developed to assess the degree to which ecological, landscape, historical and access objectives for the Countryside Stewardship Scheme (CSS) in England have been met. The method used a sample of 484 agreements for which data were collected from surveys, a desk study and an interview with the agreement holder. These data were then evaluated by an expert team of an ecologist, landscape architect, landscape historian, and a social scientist specializing in rural affairs. The team were subsequently brought together with a Chair to discuss their findings for each agreement, allocating scores for each of five criteria: agreement negotiation; appropriateness, environmental effectiveness, compliance and side effects. The additionality that each agreement was likely to provide was also assessed. The results of this process suggest that in the majority of cases the CSS agreements should maintain or enhance the environment in terms of ecology, landscape, and landscape history and increase public enjoyment of the countryside. Thirty-six percent of agreements showed high additionality and 38% medium additionality which demonstrates that the CSS is likely to provide a benefit to society. Agreement negotiation, predicted environmental effectiveness and predicted compliance all improved significantly over the period 1996-98. Recommendations made from this project have been implemented by the Government department to improve the CSS. The multi-disciplinary method was successful and, with further development, could be used for assessment of any agri-environment scheme, or potentially any conservation project or broader 'rural development' scheme encompassing environmental, economic and social objectives. A key to success is the need for the criteria to be tailored for the project concerned and clearly established at the beginning.  相似文献

The controversy surrounding planning approval for certain developments associated with a proposal to generate electricity from gas produced at a large coke works is examined. Although the case begins as another conflict in the ‘planning versus pollution control jurisdiction’ tradition, these concerns are eventually superseded by the wider implications for planning of a residents group's attempt to advance its campaign against this long‐standing ‘bad neighbour’ by citing the principle of the ‘direct effect’ of a European Community directive on industrial air pollution.  相似文献
