This study explores the potential for societies to create more green jobs for the disadvantaged. The research questions are related to how policy instruments can support green jobs and how green jobs can support the disadvantaged. These questions are asked in the context of the province of British Columbia in Canada, with implications for the global economy. Findings indicate that green jobs policies have direct and indirect effects on the growth of sustainable industries at a municipal level. Furthermore, in BC policy, green jobs are unmistakably connected to the government perception of green growth. Finally, the preferred pathway for policy implementation appears to involve local municipalities that apply for funding for projects that can potentially connect local actors and include the disadvantaged. Several policies accomplish the inclusion of the disadvantaged. The first section of this paper provides the BC provincial context on green jobs. The second section describes and analyzes a sample of thirteen BC policy instruments, as well as concurrent labor market policy activities for their inclusion of the disadvantaged. The third section posits a provisional policy framework for training and hiring more inclusively for green jobs. The fourth section offers six recommendations to bolster green jobs for all at a national and international level. 相似文献

Environmental policy is characterised by complexity, in causes and effects, resulting in various combinations of policy instruments. However, evaluating these policy instrument mixes and assessing their effectiveness is difficult because of a lack of methodological approaches. This paper therefore proposes a methodology which comprises: (a) describing the underlying policy theory; (b) describing the policy instruments; (c) analysing goal attainment; and (d) evaluating effectiveness, focusing on coverage of points of intervention, steering power of policy instruments and coherence of the policy instruments mix. The methodology is illustrated with an evaluation of noise policy in the Netherlands – a typical complex policy domain in which a mix of policy instruments has been in place for decades, and thus provides a good empirical case. 相似文献

In 1997 the European Commission presented a communication to clarify the link between environmental strategy and job creation, and the Kyoto Protocol was also negotiated during that year. While it may be considered that implementation of the protocol has contributed to environmental and socio-economic phases in the response to climate change, the method of accounting for carbon offsets is ambiguous and uncertain from the management viewpoint. In addition, from the planning viewpoint there is doubt as to how to realise a low-carbon society without any socio-economic burden. Since it is important to know the real value of carbon offsets when considering the environment for future generations, it is necessary to prepare a management tool to accurately account for carbon offsets. The identification of the effects of climate change will be a key to properly planning global-scale projects, and financial options will depend upon how greenhouse gases are categorised (pollution or a global warming threat). Mounting evidence of global climate change encourages planning responses that seek to mitigate change and to adapt to changes considered to be inevitable. The province of British Columbia recently mandated that municipal official community plans (OCPs) contain targets and policies for reducing greenhouse gas emissions. The authors use content analysis to evaluate mitigation and adaptation content in 39 OCPs, and find that 25 of the OCPs explicitly address climate change, and that the OCPs are stronger with respect to goals and policies than to fact base and implementation provisions. The paper concludes with recommendations for strengthening municipal climate change planning. 相似文献

Biotic pressure in and around protected areas (PA) is the primary cause of biodiversity loss in many developing countries across the globe. The pressure comes partly from biomass energy dependency in the form of heavy extraction of fuelwood from the forests. Although biomass fuels provide easily accessible and affordable sources of domestic energy to the rural masses, their combustion results in environmental and health‐related hazards. The objectives of this paper are to assess the patterns of household energy use in a subsistence forest economy and analyze the factors that influence their energy use choice for cooking and lighting. The paper uses primary data collected randomly from 244 households located in and around the Similipal Tiger Reserve (STR), situated in the eastern Indian state of Odisha. Age of the household head, number of days in wage employment, number of adult males and females in a household, education of the household head and landholding size are found to be the major variables that determine household fuelwood collection sources inside the reserve. Considering household structure as an income indicator, the analysis clearly shows that non‐poor households prefer to use clean energy (i.e. solar) for lighting, while poor households tend to use solid fuel. Energy policies for development should be based on the realistic proposition that fuelwood will remain the major source of energy for cooking for substantial proportions of the world’s population. Promotion of public education, social forestry schemes and fuel‐efficient improved chulhas should be encouraged in order to reduce household dependence on fuelwood. Moreover, devolving sufficient property rights over forest resources to local communities may help secure their broad‐based and active participation in the decision‐making process, which may result in a positive change in the attitude of the local people towards biodiversity conservation. 相似文献

This study investigates how gender-diverse boards are related to the adoption of clean energy and examines whether environmental, social, and governance (ESG) controversies have an impact on this link. The study analyzes 2395 firm-year observations from 13 European countries from 2006 to 2021. Drawing on the gender socialization theory and diversity theory, the research reveals a favorable effect of board gender diversity on a company's utilization of clean energy. It also demonstrates that ESG controversies play a significant role in moderating this relationship. Furthermore, the study affirms the critical mass theory by indicating that companies with at least three female board members exhibit a greater use of clean energy. The findings are robust to various methods, such as controlling for endogeneity problems, propensity score matching, sub-sample analysis, and alternative econometric models. This study's implications are important for stakeholders, policymakers, and managers. It suggests that having a gender-diverse board can increase the adoption of clean energy, benefiting a company's reputation and attractiveness to stakeholders. Policymakers can use these findings to design policies that encourage gender diversity on boards and achieve environmental goals, while managers can make informed decisions about board composition and clean energy adoption. 相似文献

Community-owned energy projects are viewed as compelling contributors towards renewable energy targets. They contribute to curtailing the use of carbon intensive energy sources, consequently aiding mitigation of climate change, and can contribute towards a sustainable, localised economy. The success and expansion of the sector varies. However, there is a lack of knowledge regarding the development of the sector between sub-state nations. This qualitative, comparative study looks at the sector in the sub-state, devolved nations of Wales and Scotland within the UK. Through a series of in-depth interviews with community energy practitioners in four case study sites in Scotland and Wales, this study shows how policy and governance practices can influence the sector and those working at grassroots level. The study shows a disparity in confidence and outlook for the sector, based on the perceived (in)effective governance in each devolved nation. 相似文献

This paper identifies the coalitions involved in the topic of shale oil and gas development in India and identifies the circumstances surrounding a change in policy in 2013 by the Ministry of Petroleum and Natural Gas to promote shale exploration. Using the Advocacy Coalition Framework as the theoretical lens, the data are collected primarily from newspaper articles from 2010 to 2015 to identify coalitions, including actors’ positions, priorities, and interactions. The findings show the presence of a dominant advocacy coalition in favor of shale oil and gas development with priorities about energy security and a regulatory framework. The findings indicate some internal coalition disagreement, but stronger internal coalition agreement. Policy change was preceded by a spike in disagreement internal to the dominant coalition. This paper shows how a change in a dominant coalition can precede a change in policy, offers a replicable method of identifying and measuring coalitions via newspaper content analysis, provides a rare application of the Advocacy Coalition Framework outside of North America and Western Europe, and provides evidence of support for shale oil and gas development in India. 相似文献

Environmental problems are often multi-faceted and complex by nature, consisting of diverse, intertwined dimensions. In this article, we argue that environmental problem characteristics have consequences for the selection of appropriate governance modes, and finally on policy effectiveness. We rely on an in-depth literature review to proceed in two steps. First, we outline three key environmental problem characteristics: uncertainties, cause–effect mismatches and norm plurality. We then outline six different governance modes capable of producing policies and solutions to tackle challenges arising from the three problem characteristics. Next, through empirical illustrations, we demonstrate the relevance of linking governance modes to these characteristics via the introduction and articulation of the concept of ‘connectivity’, i.e., linking actors, issues, sectors and scale levels towards realizing effective policy solutions for complex environmental problems. 相似文献

Any discussion of distributed energy systems inevitably centres on how they compare with the large energy systems, i.e. the traditional centralised model of energy production, and on the viability of local energy systems as alternatives in terms of efficiency and sustainability. At present, the debate on local energy systems and distributed energy production hinges mainly on questions of technology and engineering; at most, some reflections on economy are thrown in. What we believe is essential is to cast the net wider and include other dimensions. In particular, we also need to consider in greater depth the organisational and institutional issues involved – until now, less considered and discussed. In this perspective, the main question addressed by the present article is if and how new forms of local organisations can provide the crucial catalyst for a new polycentric distributed energy scenario. 相似文献

Municipal solid waste (MSW) is one of the most well-known biomass resources that can be utilized to produce renewable energy. Numerous countries are plagued by the proliferation of waste, particularly organic waste that can be utilized for energy recovery. Palestine suffers from inefficient solid waste management, and only recently have a few projects focused on bioenergy production been implemented. Throughout the years, the city of Tulkarm experiences power outages which cause a challenge to the Palestine Technical University-Kadoorie campus in Tulkarm. Thus, the possibility of energy recovery from the organic portion in Palestine Technical University-Kadoorie was evaluated. The analysis of an economic impact included discussions of a number of economic aspects, including Levelized cost of energy, internal rate of return, present worth, annual worth, and payback period. On the other hand, a carbon dioxide savings analysis and gas emission were evaluated. The outcomes of the energy optimization demonstrated that the suggested system could supply the institution with an average of roughly 7 MWh of electrical energy. According to the economic study, this project offers 0.25 million dollars in present value, 0.144 million dollars in annual value, a 13 percent internal rate of return, a payback period of 6 years, and a levelized cost of energy of 0.11 dollars for each kWh generated. Additionally, the environmental assessment revealed that this system might reduce CO2 emissions by around 8,343,778 tons. For effective waste management, energy recovery, and emission reduction, it is advised to implement anaerobic digestion technology. 相似文献

The Sustainable Development Goal (SDG) 7 targets universal access to affordable, reliable, and modern energy services by 2030. Modern or clean energy is perceived to be the golden thread that connects economic growth, human development, and environmental sustainability. However, one third of the world's population still uses solid fuels for cooking, endangering human health, and the environment. This paper, therefore, analyses demographic, socio-economic, and housing characteristics that affect the fuel choice for cooking. Further, it identifies how SDG 4 (quality education) and SDG 6 (clean water) create synergies with SDG 7 (clean energy). The data are obtained from the four waves of the Sri Lankan Households Income and Expenditure Survey, covering more than 79,000 households. The random-effects panel multinomial logit results reveal that household income, wealth, marital status and education of the head, age and education of the spouse, household size, number of children, housing characteristics, and residential sector are vital in selecting clean fuel for cooking. Furthermore, advanced sustainability analysis shows SDG 4 and 6 have a strong synergistic effect on SDG 7. Policymakers can use the findings to prioritise educational, water, and sanitation programmes in national policies aimed at enhancing the use of clean cooking fuel and technologies to meet SDG 7 by 2030. 相似文献

ABSTRACTRecent research has allowed us to quantify the costs and benefits of adopting renewable energy in specific municipalities, but how do these outcomes vary among communities at the national scale? This study uses survey responses from 47 Japanese municipalities to model these impacts and identifies key technological, social, and demographic factors that shape which communities benefit more from the renewable energy transition. On average, introducing renewable energy improves social equity, any financial burden on electricity prices is born most by wealthier residents, not the poor, and towns are predisposed to benefit from renewables no matter the amount introduced. To improve these impacts, towns can increase the amount of solar they host, or they can adjust the amount of CO2 emissions, PM emissions, tax revenue, jobs gained, or unpopular renewable power plants in their town. However, preferences and demographics matter as well. Age, education, and local preferences in favor of employment and community development all significantly relate to equity potential outcomes. Policymakers should consider adjusting their local energy priorities using these levers if they hope to engineer a renewable energy transition that is both positive and popular for their constituents. 相似文献

Renewable energy can address rising demand for energy, environmental protection, energy security, and job creation. This paper assesses resource, economic, social, and political drivers for the adoption of renewable energy. Analysis of the data collected from over 100 interviews with utility managers reveals that production tax credits significantly influence the percent of renewable energy in a utility's portfolio. The availability of renewable energy resources, economic drivers, social influences, and political drivers such as renewable portfolio standards and government grants are not significant drivers. Understanding these drivers can help electric utilities, governments, and other stakeholders with their efforts to reap the benefits of renewable energy. 相似文献
