This article discusses an 8-year, ongoing project that evaluates the Environmental Protection Agency's Superfund community involvement program. The project originated as a response to the Government Performance and Results Act, which requires federal agencies to articulate program goals, and evaluate and report their progress in meeting those goals. The evaluation project assesses how effective the Superfund community involvement program is in promoting public participation in decisions about how to clean up hazardous wastes at Superfund sites. We do three things in the article: (1) share our experience with evaluating an Agency public participation program, including lessons learned about methods of evaluation; (2) report evaluation results; and (3) address a number of issues pertaining to the evaluation of public participation in environmental decision-making. Our goal is to encourage more environmental managers to incorporate evaluation into their public participation programs as a tool for improving them. We found that written mail surveys were an effective and economical tool for obtaining feedback on EPA's community involvement program at Superfund sites. The evaluation focused on four criteria: citizen satisfaction with EPA information about the Superfund site, citizen understanding of environmental and human health risks associated with the site, citizen satisfaction with opportunities provided by EPA for community input, and citizen satisfaction with EPA's response to community input. While the evaluation results were mixed, in general, community members who were most informed about and involved in the cleanup process at Superfund sites generally were also the most satisfied with the community involvement process, and the job that EPA was doing cleaning up the site. We conclude that systematic evaluation provides meaningful and useful information that agencies can use to improve their public participation programs. However, there need to be institutionalized processes that ensure evaluation results are used to develop and implement strategies for improvement.  相似文献

Environmental justice (EJ) is prominent in environmental policy, yet EJ research is plagued by debates over methodological procedures. A well-established economic approach, the hedonic price method, can offer guidance on one contentious aspect of EJ research: the choice of the spatial unit of analysis. Environmental managers charged with preventing or remedying inequities grapple with these framing problems. This article reviews the theoretical and empirical literature on unit choice in EJ, as well as research employing hedonic pricing to assess the spatial extent of hazardous waste site impacts. The insights from hedonics are demonstrated in a series of EJ analyses for a national inventory of Superfund sites. First, as evidence of injustice exhibits substantial sensitivity to the choice of spatial unit, hedonics suggests some units conform better to Superfund impacts than others. Second, hedonic estimates for a particular site can inform the design of appropriate tests of environmental inequity for that site. Implications for policymakers and practitioners of EJ analyses are discussed.  相似文献

Here we examine one of those—penalties—and the policies of three of the largest companies in the chemical industry. Traditional high resolution mass spectrometry (HRMS) analysis for polychlorinated dibenzo-p-dioxins and polychlorinated dibenzofurans (PCDD/Fs) can be time consuming and expensive. Consequently, alternative methods are of great interest to regulatory agencies and others characterizing contaminated sites. One factor that hinders acceptance of alternative methods is a lack of performance information that assesses the alternative method's impacts on analytical results. The U.S. Environmental Protection Agency's Superfund Innovative Technology Evaluation Monitoring and Measurement Technologies Program (EPA SITE MMT) encourages the development and implementation of innovative and alternative monitoring methods by providing performance information on site characterization technologies. This paper presents a comparison of the results obtained from laboratory-based alternative approaches for screening sediment and soil samples for dioxin toxicity equivalents (TEQ(D/F)) to results obtained using traditional HRMS. The laboratory-based approaches included modifying the traditional HRMS analysis to make it more cost-effective (alternate 1613B), analyzing extracts that had been prepared for HRMS using low resolution mass spectrometry, and determining total organic carbon (TOC) content as an indicator of PCDD/F content. These comparisons demonstrated that TEQ(D/F) values generated using toxicity equivalency factors proposed by the World Health Organization in 1998 applied to alternate 1613B and LRMS analyses have a strong linear correlation to the TEQ(D/F) values derived in the same fashion from traditional HRMS analysis. These results would have placed >90% of the samples within the same concentration intervals using ranges of <0.05, 0.05-0.50, 0.50-5, and >5ng TEQ/g. Natural log transformed data for TOC had significantly weaker correlation to TEQ(D/F), indicating that TOC is not a reliable indicator of TEQ(D/F) concentrations.  相似文献

Ten years ago, environmental problems were easy to define: The Hudson and Potomac were polluted; Los Angeles had lousy air; some waste dumps were highly toxic. Solutions were also relatively straightforward: the Clean Air Act for dirty airsheds; the Clean Water Act for dirty rivers; the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA, better known as Superfund) for hazardous waste sites. ABSTRACT: The Environmental Display Manager, EDM, is a development system on an IBM 3090 mainframe at the U.S. EPA National Computer Center in Research Triangle Park, North Carolina. EDM provides mapping, display, analysis support, and information management capabilities to workstations located across the United States, and connected to EPA through federal, state, academic, and private communications networks. Through interactive software, EDM can quickly support analyses, create maps and graphics, and generate reports that integrate millions of pieces of environmental data. The concept of EDM is to provide easy access to environmental information, to provide automated environmental analyses and reports, and then to provide data, graphics, images, text, and documents that can be used by numerous output devices, software packages, and computers. The mapping cumponent works with an electronic version of the 54,000 7.5 minute quad sheets of the U.S. Geological Survey. The software also works with a hydrographic data base of the surface waters of the United States. With the maps, a user can look at the rivers in any state, can zoom in on a small pond, and can overlay and identify particular features such as industrial waste dischargers and factories. The hydrography allows routing for modeling programs, identification of upstream and downstream components, and linkage of environmental features associated with surface waters. Alternatively, users can query data based on latitude/longitude, city name, EPA permit number, state agency and station code, river name or number, and river cataloging unit. The maps can be overlaid with roads and environmental sites such as: municipal and industrial dischargers, Superfund sites, public drinking water supplies, water quality monitoring stations, stream gages, and city locations. Retrievals from related systems can be performed for selected sites creating graphics showing water quality trends, discharge monitoring reports, and permit discharge limits.  相似文献

美国为应对环境污染带来的公共健康灾难,建立了环保局与卫生部既分工又协作的体制,两个部门都关注环境污染对人类健康的危害。在职能上,环保局侧重于管制和"污染者",卫生部侧重于服务和"潜在受害者"。联邦层面,环保局与卫生部在管制方面和研究(信息共享)方面紧密合作。地方层面,环保局的主要职能是监督各州执行联邦标准,卫生部的主要职能是提供健康和医疗服务,并在具体工作中密切配合。借鉴美国的经验教训,明确建立"公众健康优先"的环境管理价值取向,针对环境与健康风险管理的特点推进生态环境统一监管机构改革,以法治思维和法治方法推进环境与健康治理体系建设;加强科学研究,加快建设环境与健康风险控制信息系统。  相似文献

"十五"以来,我国涉重行业高速发展,造成了严重的重金属污染和多起群体性污染事故。从2009年起,环保部等九部委连续四年对重金属排放企业违法排污行为进行环保专项行动。本文以2011年铅蓄电池行业环保专项行动为例,分析重金属污染治理的环境影响、经济影响和社会影响。专项行动对行业短期赢利能力和中小企业就业有一定负面影响,但是显著改善了行业产能利用率,提升了行业整体技术水平,提高了产业集中度,促进了空间布局向工业园区、向东部地区集中。总体来看,铅蓄电池行业环保专项行动达到了预期的环境和经济目标,行业发展从高增长、高代价的"非常态"模式进入相对可持续的中高速、低代价的"新常态"。"十三五"期间,要实现经济中高速增长和环境质量总体改善的双重目标,必须加强对高污染行业的环境管理。将行政执法与刑事执法紧密衔接,通过提高企业违法成本从源头遏制违法排污行为;根据污染企业的空间布局建设相应的环保机构,加强农村地区的环保能力;在欠发达地区要保持经济规划、城镇规划和环境规划的一致性,在区域协调发展过程中实现绿色发展。  相似文献

Recent years have seen the environment emerge as one of the most pressing issues facing American business. Eventually, environmental costs will affect the bottom line of every American company. A recent study in the National Law Journal estimates that cleanup of the nation's known hazardous wastes sites will cost $752 billion over thirty years under current environmental policies. Environmental legislation and regulations impose annual compliance costs estimated by the Environmental Protection Agency at more than $30 billion. In the near future, environmental expenses for cleanup, regulatory compliance, and management are anticipated to grow to between 2.5 and 3 percent of GNP. Corporations that wish to be competitive must successfully manage these costs while maintaining or improving their role as responsible corporate citizens. Implementing a comprehensive system for identifying and managing environmental costs requires a multidisciplinary team effort. Environmental costs impact product selection, design and pricing, capital budgeting, and future strategic direction. In order to make informed and meaningful managerial decisions on environmental programs, real cost data are vital. An environmental management systems (EMS) requires information to set goals and then monitor progress towards those goals over time. This article will discuss the current cost accounting systems (CASs) available to support the myriad goals of environmental management systems. In addition, the article will outline a framework for plotting the location of your current EMS on a matrix of regulatory and information requirements and evaluating whether your corporation's CAS is adequate to support the goals and objectives set by your environmental management program. By anticipating future regulatory and information requirements, flexible systems can be developed to adapt to new and more stringent regulations and more complex information requirements.  相似文献

ABSTRACT: The visualization of water quality data in lakes was achieved by integrating the U.S. Environmental Protection Agency's (EPA) STORET water quality database, lake shoreline polygons from EPA's Reach File (version 3), and the UNIMAP 2-D and 3-D interactive mapping and modeling software. Based on lake name (and state abbreviation), a lake shoreline polygon can be accessed from the Reach File. The coordinates of the polygon are portrayed by the U.S. Geological Survey (USGS) 1:100,000 scale Digital Line Graph (DLG) hydrography layer. This polygon is passed, in turn, to the STORET water quality file. Monitoring stations located within the polygon boundary are extracted along with the complete sampling survey. Specific parameters, such as total phosphorus, pH, ammonia, and optional time and depth restrictions can be selected to build a file of x, y, z1, z1…, zn data which is imported to UNIMAP. Up to four parameters, including depth, can be selected at a time. Within UNIMAP, the data is gridded and then displayed as a 2-D color contour map, 3-D perspective contour map, or 2-D projected time or depth slices. This system operates on the EPA ES9000 mainframe computer located in Research Triangle Park (RIP), North Carolina. LAKEMAP is the culmination of an effort to bridge the gap between the vast array of environmental data collected by the EPA and the complex analytical and display software resident on the mainframe.  相似文献

ABSTRACT: Maintenance of the more than 24 million septic tanks in the U.S. requires removal and disposal of septage. Disposal options include application to agricultural lands where the nutrients and organic matter can provide soil benefits. However, pathogens and contaminants are also contained in septage. An extensive search turned up very few data on septage quality, and those reveal high variability. The data used by the U.S. Environmental Protection Agency (EPA) in developing regulations had the lowest metal concentrations among the nine data sets that could be compared. Based on these data, EPA assumed that septage could be applied to agricultural land for more than 100 applications before reaching unacceptable cumulative loading of metals. They thus did not establish federal standards for metals in septage, and no monitoring is required under federal rules governing septage disposal. Analysis of the nine data sets we found showed that field site life would be reached in less than 100 applications for most septage and cumulative loading limits established by EPA for sewage sludges will be exceeded in 16 applications for some septage as opposed to the 100 application estimate used by EPA. Determination of acceptable cumulative loading depends on numerous technical and policy considerations. All septage sources reached the more restrictive loading limits such as those established by the New York State Department of Environmental Conservation (NYSDEC) and the recommendations in Cornell publications in less than 100 applications. In one case the cumulative limit for copper was exceeded in a single application. These findings suggest additional data are needed on septage quality and that the federal and state agencies responsible for regulating application of septage to agricultural land should reassess their standards.  相似文献

New systems approaches by the U.S. Environmental Protection Agency (EPA) have attempted to prevent and limit environmental damages through multimedia management of resources, energy, and environmental impacts, while engaging communities, environmental groups, facilities, industries, states, and local agencies. Collectively these diverse interests have begun to partner with corporate management to work toward a shared vision of how multimedia management and multistakeholder participation can best evolve in concert with environmental management system approaches. This article analyzes one industry-specific program under the Common Sense Initiative, called an Alternative System of Environmental Protection (ASEP) for the Computers and Electronics Subcommittee. The significance of this working group's attempt to increase regulatory flexibility lies in its collective establishment of an alternative regulatory framework for an entire industry. Contrary to many other EPA single-facility pilot programs, this method cuts across the entire computer and electronics industry. The group hopes to achieve sector-wide regulatory improvements through a process providing funding for shared research, dynamic feedback, and technical assistance, while engaging in multistakeholder relationships with communities, workers, local governmental agencies, and other stakeholders.  相似文献

The need for a national consensus standard for quality assurance (QA) for environmental programs emerged from efforts to clean up sites contaminated by hazardous chemical and/or radioactive wastes. The waste management community has been using several different standards or sets of requirements for establishing the QA and quality control (QC) procedures for use during the cleanup of contaminated sites. Some of these requirements have been imposed by federal agencies, including the Department of Energy (DOE), the Department of Defense (DOD), the Nuclear Regulatory Commission (NRC), and the Environmental Protection Agency (EPA). Often, requirements have been chosen to fit a particular mission or regulatory requirements. The remediation and restoration of federally owned or operated hazardous waste sites has created a situation in which multiple organizations (including federal and state regulators, site operators, and remedial contractors) are overseeing or addressing the same technical problem, often at the same site, and using different QA requirements. The occurrence of multiple QA/QC requirements has resulted in costly and time-consuming duplication of effort. In addition, the perception of inconsistent and often conflicting requirements has created confusion and frustration. The need for a single set of QA/QC criteria to bring order and consistency to the application of QA in the environmental waste management area became increasingly clear, and led to the development of ANSI/ASQC E4, which may be approved and issued by this year.  相似文献

The mitigation and reuse of contaminated land is a central element of environmental risk management practice in high-income nations. In the United States, with approximately 1500 Superfund sites (National Research Council, 1991), over 400,000 hazardous waste sites (Environmental Research Foundation, 1993) and an indeterminate number of sites that are qualitatively less contaminated, generally known as 'brownfields', there is ample opportunity for environmental professionals interested in becoming actively involved in such work. The reuse of previously developed plots of land is an important environmental risk management strategy as well as a primary trajectory for advancing communities through local decision-making that seeks economic, aesthetic or recreational advantages. 美国作为工业发达国家,经过百余年的发展,建立了世界领先的环境应急管理制度。自2005年松花江水污染事件爆发至今,我国的环境应急管理需求迫切,管理水平也在飞速提升。对美国的环境应急管理制度的分析能为我国环境应急管理工作提供借鉴。首先,美国设立了以宪法为根基,以应急管理法律法规为主要枝干,以针对突发性环境事件的专门性立法为具体内容的管理体系。其次,美国建立了包括总统、联邦应急管理署、美国国家环境保护局,以及州、县和地方政府中的管理机构在内的多层级应急管理系统。再次,美国基于国家应急系统(NRS)及其核心国家应急计划(NCP),为环境应急响应工作制定了清晰的工作流程。此外,美国还设立了超级基金,有助于有效解决应对环境突发事件的资金来源问题。2014年1月,美国西弗吉尼亚州发生埃尔克河化学品泄漏污染水源事件,通过将该污染事故作为案例进行分析,本文详细梳理了美国各层级政府对该污染事故的应急响应处理流程,体现出其具有的流程规范、分工清晰、属地处理、联邦支持等特点。  相似文献
