Land resource sustainability for urban development characterizes the problem of decision-making with multiplicity and uncertainty. A decision support system prototype aids in the assessment of incremental land development plan proposals put forth within the long-term community priority of a sustainable growth. Facilitating this assessment is the analytic hierarchy process (AHP), a multicriteria evaluation and decision support system. The decision support system incorporates multiple sustainability criteria, weighted strategically responsive to local public policy priorities and community–specific situations and values, while gauging and directing desirable future courses of development. Furthermore, the decision support system uses a GIS, which facilitates an assessment of urban form with multiple indicators of sustainability as spatial criteria thematically. The resultant land-use sustainability scores indicate, on the ratio-scale of AHP, whether or not a desirable urban form is likely in the long run, and if so, to what degree. The two alternative modes of synthesis in AHP—ideal and distributive—provide assessments of a land development plan incrementally (short-term) and city-wide pattern comprehensively (long-term), respectively. Thus, the spatial decision support system facilitates proactive and collective public policy determination of land resource for future sustainable urban development. 相似文献

This paper examines the use of economic instruments in the implementation of environmental policy, based upon a recent study into the European Union Packaging and Packaging Waste Directive (94/62/EC). It explores the introduction of competitionbased models in the UK implementation of the Directive, and assesses their ability to achieve positive environmentaloutcomes in a cost-efficient manner. Several problems for the competition model are discussed, particularly the fear of profiteering within marketbased systems by some economic operators; the behaviour of economic operators towards non-profitable market segments; the ability of free-market models to engender public participation in recycling programmes; and the failure of private sector solutions to consider the full environmental costs of packaging. Neo-liberalist competitive models do not address such problems convincingly, and therefore continued government intervention is required if the UK is to meet its targets under the EU Directive. Whilst economic instruments and competition provide avenues for a more effective environmental policy, there is a continuing need for government regulation rather than unquestioning faith in the benefits of the free market. 相似文献

Wildlife resources the world over have long been subject to harvest and management. As wildlife uses have grown, so too have the need and desire to ensure their sustainability.
This new context of sustainability presents opportunities to merge ecological, economic and social elements to foster development. This paper presents the management and harvesting of wild kangaroos as an example of the potentially sustainable use of a natural resource. Some comparisons are drawn between the use of other wild living resources, deer in Europe and crayfish in Western Australia. However, sustainability of kangaroo species and the industry is not just a matter of market economics and ecology, it must also be socially sustainable. The public policy instrument of a statutory advisory board with a marketing function is proposed in order to integrate the cultural and social aspects of kangaroo management with the economic and ecological aspects. Pressure on the world’s water resources is increasing, restraining social and economic development in many countries, and
threatening ecological values in others. In order to manage water resources in a more sustainable manner, new planning methodologies/processes
for river basin management need to be developed. This study attempts to construct a set of useable normative criteria for
the analysis and evaluation of such processes. The criteria were designed as a response to the lack of deductive approaches
in the evaluation of methodologies and working procedures used in the context of river basin management, making it possible
to highlight their potential for sustainable development. The criteria are based on the twin concepts of participation and integration. These concepts function as well-established dimensions of both sustainable development and sustainable river basin management,
and they are of significant methodological relevance. A synthesis of the key aspects connected to the two concepts is undertaken,
based on a broad literature review. Focus is laid on how in methodological terms, and in relation to regional water management,
to achieve participation and integration in a decision-making or planning process. The criteria are concerned with how knowledge
and values are integrated into the planning process and how commitment, legitimacy, or acceptance for the resulting plan is

Many of Canada's ex-urban and rural areas face a daunting array of sustainability challenges. In developing effective sustainability strategies, these areas must rely heavily upon local resources and capacities and existing social capital. Part of the solution for these areas may lie in multi-stakeholder collaborative approaches built on sustainability principles and strategies. These include the engagement and mobilization of civil society networks; the cultivation of strategic partnerships among key stakeholders in civil society, the private sector and government; and long-term local programmes of research, education and advocacy that are supportive of sustainability. This article describes and analyses a Canadian case study—Dufferin County, part of the Headwaters Country region in southern Ontario—in which a multi-stakeholder, civil society based approach to fostering sustainability is currently unfolding. The ideological and theoretical underpinnings of the initiative are explored, key process-oriented and substantive challenges to the approach are analysed and action research strategies are discussed. 相似文献

The Mediterranean environment is exposed to various hazards, including oil spills, forest fires, and floods, making the development of a decision support system (DSS) for emergency management an objective of utmost importance. The present work presents a complete DSS for managing marine pollution events caused by oil spills. The system provides all the necessary tools for early detection of oil-spills from satellite images, monitoring of their evolution, estimation of the accident consequences and provision of support to responsible Public Authorities during clean-up operations. The heart of the system is an image processing–geographic information system and other assistant individual software tools that perform oil spill evolution simulation and all other necessary numerical calculations as well as cartographic and reporting tasks related to a specific management of the oil spill event. The cartographic information is derived from the extant general maps representing detailed information concerning several regional environmental and land-cover characteristics as well as financial activities of the application area. Early notification of the authorities with up-to-date accurate information on the position and evolution of the oil spill, combined with the detailed coastal maps, is of paramount importance for emergency assessment and effective clean-up operations that would prevent environmental hazard. An application was developed for the Region of Crete, an area particularly vulnerable to oil spills due to its location, ecological characteristics, and local economic activities. 相似文献

This paper presents a decision support framework for environmental planning in developing countries. The interest in protecting the natural environment from pollution gained increased importance in the 1990s with a push by world communities for sustainable development. Developing countries as well as the industrialized nations are expected to cut down on pollution and control the use of non-renewable natural resources. Although the concept of sustainable development sounds plausible, it is difficult to implement in many countries due to their conflicting goals. The world-wide targets on emissions, use of fossil fuels, reduction in water and atmospheric pollution require the participation of every nation. These goals are not easily achievable by some of the poorer developing countries partly because of their economic dependence on natural resources and partly because of their inability to afford more modern and efficient technologies. Thus, environmental planning goals are often in conflict with the development,social and economic needs of a country. In this paper, we develop a decision support framework that utilizes multicriteria and optimization models to address environmental planning problems. This framework is based on identifying the priorities of conflicting goals by working through and reducing the conflicts. A strategic planning framework is introduced into the decision support system since national planning is a strategic issue and these goals can only be achieved by adopting a systemic view. 相似文献

Environmental decision support systems (EDSSs) are an emerging tool used to integrate the evaluation of highly complex and
interrelated physicochemical, biological, hydrological, social, and economic aspects of environmental problems. An EDSS approach
is developed to address hot-spot concerns for a water quality trading program intended to implement the total maximum daily
load (TMDL) for phosphorus in the Non-Tidal Passaic River Basin of New Jersey. Twenty-two wastewater treatment plants (WWTPs)
spread throughout the watershed are considered the major sources of phosphorus loading to the river system. Periodic surface
water diversions to a major reservoir from the confluence of two key tributaries alter the natural hydrology of the watershed
and must be considered in the development of a trading framework that ensures protection of water quality. An EDSS is applied
that enables the selection of a water quality trading framework that protects the watershed from phosphorus-induced hot spots.
The EDSS employs Simon’s (1960) three stages of the decision-making process: intelligence, design, and choice. The identification of two potential hot spots
and three diversion scenarios enables the delineation of three management areas for buying and selling of phosphorus credits
among WWTPs. The result shows that the most conservative option entails consideration of two possible diversion scenarios,
and trading between management areas is restricted accordingly. The method described here is believed to be the first application
of an EDSS to a water quality trading program that explicitly accounts for surface water diversions. 相似文献

Translating sustainability policy goals into concrete action has proven to be a complex challenge for government agencies, municipalities and businesses. Existing planning and decision-making methods, such as Comprehensive Planning, Environmental Impact Assessment and Environmental Management Systems, are being used to address this focus on sustainability. United States Army policy requires the use of these three procedures by installation planners and managers, providing a unique opportunity for innovation. This paper examines the applicability of these procedures for implementing the Army's sustainable operations policy goals, and explores how the current independent and disconnected implementation can be improved through integration. Included in this analysis is a review of organizational barriers to integrated planning and management. The analysis is applicable outside the Army as these three decision-making procedures are used in many contexts, and installation management shares many characteristics with local government land use planning, federal land management, and corporate business operations. 相似文献

A wildland fire is a serious threat for forest ecosystems in Southern Europe affecting severely and irreversibly regions of significant ecological value as well as human communities. To support decision makers during large-scale forest fire incidents, a multidisciplinary system has been developed that provides rational and quantitative information based on the site-specific circumstances and the possible consequences. The systems architecture consists of several distinct supplementary modules of near real-time satellite monitoring and fire forecast using an integrated framework of satellite Remote Sensing, GIS, and RDBMS technologies equipped with interactive communication capabilities. The system may handle multiple fire ignitions and support decisions regarding dispatching of utilities, equipment, and personnel that would appropriately attack the fire front. The operational system was developed for the region of Penteli Mountain in Attika, Greece, one of the mountain areas in the country most hit by fires. Starting from a real fire incident in August 2000, a scenario is presented to illustrate the effectiveness of the proposed approach. 相似文献

While expansion of agricultural land area and intensification of agricultural practices through irrigation and fertilizer use can bring many benefits to communities, intensifying land use also causes more contaminants, such as nutrients and pesticides, to enter rivers, lakes, and groundwater. For lakes such as Benmore in the Waitaki catchment, South Island, New Zealand, an area which is currently undergoing agricultural intensification, this could potentially lead to marked degradation of water clarity as well as effects on ecological, recreational, commercial, and tourism values. We undertook a modeling study to demonstrate science-based options for consideration of agricultural intensification in the catchment of Lake Benmore. Based on model simulations of a range of potential future nutrient loadings, it is clear that different areas within Lake Benmore may respond differently to increased nutrient loadings. A western arm (Ahuriri) could be most severely affected by land-use changes and associated increases in nutrient loadings. Lake-wide annual averages of an eutrophication indicator, the trophic level index (TLI) were derived from simulated chlorophyll a, total nitrogen, and total phosphorus concentrations. Results suggest that the lake will shift from oligotrophic (TLI = 2–3) to eutrophic (TLI = 4–5) as external loadings are increased eightfold over current baseline loads, corresponding to the potential land-use intensification in the catchment. This study provides a basis for use of model results in a decision-making process by outlining the environmental consequences of a series of land-use management options, and quantifying nutrient load limits needed to achieve defined trophic state objectives. 相似文献

Decision Support for Road System Analysis and Modification on the Tahoe National Forest 总被引:1,自引:0,他引:1
The United States Forest Service is required to analyze road systems on each of the national forests for potential environmental impacts. We have developed a novel and inexpensive way to do this using the Ecosystem Management Decision Support program (EMDS). We used EMDS to integrate a user-developed fuzzy logic knowledge base with a grid-based geographic information system to evaluate the degree of truth for assertions about a roads environmental impact. Using spatial data for natural and human processes in the Tahoc National Forest (TNF, California, USA), we evaluated the assertion the road has a high potential for impacting the environment. We found a high level of agreement between the products of this evaluation and ground observations of a TNF transportation engineer, as well as occurrences of road failures. We used the modeled potential environmental impact to negatively weight roads for a least-cost path network analysis to 1573 points of interest in the forest. The network analysis showed that out of 8233 km of road analyzed in the forest, 3483 km (42%) must be kept in a modified road network to ensure access to these points. We found that the modified network had improved patch characteristics, such as significantly fewer cherry stem roads intruding into patches, an improved area-weighted mean shape index, and larger mean patch sizes, as compared to the original network. This analysis system could be used by any public agency to analyze infrastructure for environmental or other risk and included in other mandated analyses such as risks to watersheds. 相似文献

The decision-making environment in forest management (FM) has changed drastically during the last decades. Forest management
planning is facing increasing complexity due to a widening portfolio of forest goods and services, a societal demand for a
rational, transparent decision process and rising uncertainties concerning future environmental conditions (e.g., climate
change). Methodological responses to these challenges include an intensified use of ecosystem models to provide an enriched,
quantitative information base for FM planning. Furthermore, multi-criteria methods are increasingly used to amalgamate information,
preferences, expert judgments and value expressions, in support of the participatory and communicative dimensions of modern
forestry. Although the potential of combining these two approaches has been demonstrated in a number of studies, methodological
aspects in interfacing forest ecosystem models (FEM) and multi-criteria decision analysis (MCDA) are scarcely addressed explicitly.
In this contribution we review the state of the art in FEM and MCDA in the context of FM planning and highlight some of the
crucial issues when combining ecosystem and preference modeling. We discuss issues and requirements in selecting approaches
suitable for supporting FM planning problems from the growing body of FEM and MCDA concepts. We furthermore identify two major
challenges in a harmonized application of FEM-MCDA: (i) the design and implementation of an indicator-based analysis framework
capturing ecological and social aspects and their interactions relevant for the decision process, and (ii) holistic information
management that supports consistent use of different information sources, provides meta-information as well as information

Vegetation management is a critical component of rights-of-way (ROW) maintenance for preventing electrical outages and safety
hazards resulting from tree contact with conductors during storms. Northeast Utility’s (NU) transmission lines are a critical
element of the nation’s power grid; NU is therefore under scrutiny from federal agencies charged with protecting the electrical
transmission infrastructure of the United States. We developed a decision support system to focus right-of-way maintenance
and minimize the potential for a tree fall episode that disables transmission capacity across the state of Connecticut. We
used field data on tree characteristics to develop a system for identifying hazard trees (HTs) in the field using limited
equipment to manage Connecticut power line ROW. Results from this study indicated that the tree height-to-diameter ratio,
total tree height, and live crown ratio were the key characteristics that differentiated potential risk trees (danger trees)
from trees with a high probability of tree fall (HTs). Products from this research can be transferred to adaptive right-of-way
management, and the methods we used have great potential for future application to other regions of the United States and
elsewhere where tree failure can disrupt electrical power. 相似文献
