As population growth continues there is greater pressure to manage cities and regions sustainably. These pressures are particularly acute in Australia's fastest growing peri-urban regions. Despite efforts to contain and consolidate urban growth, pressure on the peri-urban interface remains a key challenge. The reliance on traditional regulatory approaches to manage land use change in high growth peri-urban areas is proving to be ineffective. The use of market-based instruments (MBIs) are among the many options available to planners and policy makers to manage growth and development. Tradeable development rights (TDRs) are one type of MBI that have been used widely throughout the US to preserve open space and agricultural lands; however, their application in Australia has been limited. This paper uses a simple case study approach to review two Australian peri-urban TDR cases based on the findings of a large-scale US TDR study. The findings suggest that any attempt to implement TDR programmes in Australia should have regard for the key factors found in successful US TDR programmes. Planners also need to develop an intricate understanding of the internal and external factors that influence peri-urban areas.  相似文献

In order to find out an alternative to traditional environmental policies in the State of São Paulo (Brazil), which have been mainly focused on legal standard compliance for air and water emissions, as well as in soil contamination, the Environmental Agency of São Paulo State — CETESB — launched a research project entitled Industrial Toxic Substances Use Reduction Programme. The project was launched in 2006 with funding from the United States Trade and Development Agency. Its aim was to propose new policies and strategies to reduce industrial releases of toxic compounds to the environment. Its general steps were the identification of an initial toxic chemical targets list; a review of successful programmes in the United States; the development of key elements and the establishment of alternative combinations of those elements for the implementation of an indigenous programme. Since project completion, CETESB has been discussing the possibility of implementing the results through a pilot project being developed jointly with industry representatives. This pilot project will serve as a model for a broader industrial toxic substances reduction programme to be implemented in São Paulo State.  相似文献

Waste facility siting successes depend on many linked factors of facility design and impacts, site characteristics, and community beliefs and values. A facility siting framework is constructed to combine important elements and cause–effect linkages that affect the siting outcome. The framework consists of three main components: (1) core elements of facility design, effects, and community beliefs, attitude and response; (2) contributing factors of site and community characteristics, community beliefs and values that affect the interpretation of the facility and its effects; and (3) siting management interventions to manage the process and facility impacts. The framework is applied in an unsuccessful and a successful siting case to determine the key elements that contribute to siting outcome: (1) thorough need justification for the facility from the proponent's and the community's perspective; (2) careful facility design and prediction of the impacts and to select impact management compensation measures; (3) screening and selection of communities where the beliefs and values are compatible with the type of facility and its effects, (4) cooperatively selected impact reduction (i.e., prevention, control, and mitigation) measures followed by compensation and incentives; and (5) intensive process management to balance the community characteristics and values with the proponent's efforts to plan, design, assess and manage impacts, and ultimately, gain approval of the facility. The siting framework provides a comprehensive and robust structure of key factors that contribute to siting outcome and, therefore, provides the tool to identify, evaluate, and design siting interventions to enhance the chances of successful siting outcome.  相似文献

Public participation has been increasingly recognized as one of the most important aspects of environmental impact assessment. However, the definition of adequate evaluative criteria for public participation, with a strong theoretical backing, the functionality of empirical best practice and the consideration of the country-specific context, has remained elusive. The evaluative framework developed here is an attempt to fill this gap. Best-practice public participation is defined as consisting of two components: (1) legal provisions; and (2) actors' attitudes and capacities (towards participation). The theoretical model, defined on the basis of Webler's adaptation of Habermas's theory of communicative action, is then translated into evaluative criteria for bestpractice public participation.  相似文献

The paper concludes its first section by answering the title question: no, QOL indicators cannot be purely objective but yes, they can be relevant while being subjective. The second section develops a framework for making measures of urban QOL more relevant. The objective is that such indicators can be a useful tool for sustaining urban development into the next millennium. The framework consists of three elements: (a) a process—QOL indicators should be locally developed through an approach that combines expertise with stakeholder consultation; (b) an output—developing, collecting and evaluating QOL measurements should be linked to implementation of policies, programmes and/or projects; and (c) a method—a series of tested guidelines should be applied to ensure that QOL indicators are realistic, both logistically (they can be collected) and analytically (they are appropriate measures). Non-sustainability of programmes and projects has become an overriding concern for the water supply and sanitation sector. Poor programme conceptualization, unimaginative planning, use of inappropriate technologies and rigid management approaches have contributed to high rates of programme failure. Five major water supply programmes undertaken during the UN Water Decade in the Western Sudan were analysed for their management approaches, appropriateness and sustainability. Results prompt the conclusion that sustainable projects need to adopt an adaptive and flexible management approach and to employ a conceptual framework which emphasizes community management, the empowerment of women, selection of appropriate low cost technologies, built in operation and maintenance strategies, cost recovery and institutional support to government.  相似文献

The article explores and examines challenges and lessons learned from the implementation of community based natural resources management (CBNRM) programmes in Ngamiland, northern Botswana. The article, based largely on primary data, with some secondary data sources, draws on the CBNRM framework, which promotes rural socio‐economic development and natural resources management. Among the key factors identified as pivotal to the success of CBNRM is broadening the consultation base during the mobilization phase of the programme to facilitate effective community participation and representation. Preparedness by both the implementing institutions and participating communities is also highlighted as key to effective mobilization. This means moving away from a conventional consultative forum, to a more multi‐faceted approach that will facilitate capturing the views of diverse user groups within the community. The article also suggests that feasibility studies are needed to address socio‐economic, political and cultural characteristics inherent in communities to guide programme implementation. To achieve increased community participation and enhance positive conservation attitudes, the article advocates a mobilization approach and practice that will effectively facilitate the process.  相似文献

Community water supply programmes are seen as instrumental in achieving the goal of ‘safe’ water for all. Women, a principal target group of these programmes, are to be benefited with greater convenience, enhanced socio‐cultural opportunities and better health for themselves and their families, provided through improved water facilities. Water supply programmes largely consist of three essential components, namely: technology, people and institutions. Although such programmes are intended to benefit women members of local communities, scant attention is paid to the impacts of the socio‐cultural context of the community on these programmes. This article explores the influence of social and cultural intricacies on the implementation of community water supply programmes, and assesses their effectiveness. The article offers important lessons for the design and implementation of this type of programme. It concludes that the local socio‐cultural context sets the stage for programme implementation, being a dynamic factor that determines actual access to water sources, more so than mere physical availability, which is often used as a criterion for programme performance. The article stresses the urgent need to integrate socio‐cultural factors as a fourth dimension in designing community water supply programmes, and suggests practical measures for enhancing the effectiveness of such programmes.  相似文献

Place attachment has been researched quite broadly, and so has been defined in a variety of ways. The various definitions of the concept are reviewed and synthesized into a three-dimensional, person–process–place organizing framework. The person dimension of place attachment refers to its individually or collectively determined meanings. The psychological dimension includes the affective, cognitive, and behavioral components of attachment. The place dimension emphasizes the place characteristics of attachment, including spatial level, specificity, and the prominence of social or physical elements. In addition, potential functions of place attachment are reviewed. The framework organizes related place attachment concepts and thus clarifies the term. The framework may also be used to stimulate new research, investigate multidimensionality, create operational definitions for quantitative studies, guide semi-structured interviews for qualitative studies, and assist in conflict resolution for successful land-use management.  相似文献

The Water Framework Directive (WFD) has initiated a shift towards a targeted approach to implementation through its focus on river basin districts as management units and the natural ecological characteristics of waterbodies. Due to its role in eutrophication, phosphorus (P) has received considerable attention, resulting in a significant body of research, which now forms the evidence base for the programme of measures (POMs) adopted in WFD River Basin Management Plans (RBMP). Targeting POMs at critical sources areas (CSAs) of P could significantly improve environmental efficiency and cost effectiveness of proposed mitigation strategies. This paper summarises the progress made towards targeting mitigation measures at CSAs in Irish catchments. A review of current research highlights that knowledge related to P export at field scale is relatively comprehensive however; the availability of site-specific data and tools limits widespread identification of CSA at this scale. Increasing complexity of hydrological processes at larger scales limits accurate identification of CSA at catchment scale. Implementation of a tiered approach, using catchment scale tools in conjunction with field-by-field surveys could decrease uncertainty and provide a more practical and cost effective method of delineating CSA in a range of catchments. Despite scientific and practical uncertainties, development of a tiered CSA-based approach to assist in the development of supplementary measures would provide a means of developing catchment-specific and cost-effective programmes of measures for diffuse P. The paper presents a conceptual framework for such an approach, which would have particular relevance for the development of supplementary measures in High Status Waterbodies (HSW). The cost and resources necessary for implementation are justified based on HSWs' value as undisturbed reference condition ecosystems.  相似文献

Community involvement has been identified as an important factor in the successful redevelopment of contaminated land, and access to technical resources has been a barrier for some communities. This paper describes how the US Environmental Protection Agency funded Technical Outreach Services to Communities programme was used to support four communities involved in land revitalization. The four New England case studies were used to retrospectively draw lessons learned that could be useful to others interested in similar community work. We suggest that the broad lessons point to four factors for success, namely, where there is: (1) a common vision in the community; (2) a cohesive community; (3) an opportunity for co-learning; and (4) a commitment among the parties for long-term engagement. We conclude that technical support can serve as a useful framework for developing trustful and long-term relationships with communities.  相似文献

Multi-criteria analysis (MCA) is a family of decision-making tools that can be used in strategic environmental assessment (SEA) procedures to ensure that environmental, social and economic aspects are integrated into the design of human development strategies and planning, in order to increase the contribution of the environment and natural resources to poverty reduction. The aim of this paper is to highlight the contribution of a particular multi-criteria technique, the analytic hierarchy process (AHP), in two stages of the SEA procedure applied to water programmes in developing countries: the comparison of alternatives and monitoring. This proposal was validated through its application to a case study in Brazilian semi-arid region. The objective was to select and subsequently monitor the most appropriate programme for safe water availability. On the basis of the SEA results, a project was identified and implemented with successful results. In terms of comparisons of alternatives, AHP meets the requirements of human development programme assessment, including the importance of simplicity, a multidisciplinary and flexible approach, and a focus on the beneficiaries' concerns. With respect to monitoring, the study shows that AHP contributes to SEA by identifying the most appropriate indicators, in order to control the impacts of a project.  相似文献

Many countries in sub‐Saharan Africa have adopted similar approaches to tackle the challenges of rural water supply, including community‐based management, community participation and the demand‐responsive approach. These are often combined with nationwide programmes of capacity‐building and decentralization. This paper first shows how Uganda has adopted these approaches in its rural water supply programme. Based on Government documents, we construct an organizational framework that illustrates the overall programme and outlines the roles and responsibilities which actors are expected to fulfil. Second, based on interviews with sector staff and a review of Government documents, the paper examines challenges to successfully “walk the talk”; that is, it provides insight into challenges affecting programme implementation. Among numerous difficulties, two key issues are highlighted: local political interference and the weak capacity of local governments. Concerning local political interference, local planning processes need to be reformed so that local politicians commit more strongly to improving water supply. Regarding local government capacity, the Government department responsible for the programme has established eight regional units that provide support to local governments. This promising strategy, combined with more appropriate engagement and the commitment of local politicians, should help to improve the implementation of the rural water supply programme in Uganda.  相似文献

This paper describes a four-year programme of “action research” (AR) undertaken with six communities in the UK, referred to as the Evaluating Low-Carbon Communities (EVALOC) project. The research combined a programme of research events with phased household-level monitoring of energy and carbon-reduction interventions. The carbon-reduction interventions were funded by the UK’s Department of Energy and Climate Change prior to the onset of the research. AR has recently been adopted within the context of environmental behaviour change programmes in the UK, with a number of methodological challenges. The EVALOC project’s challenges included developing a collaborative research design; building reciprocity between the researchers and research participants; dealing with biases and burdens in the research process; ensuring analytical rigour in the interpretation of the primarily qualitative evidence and dealing with the long-term and process-driven outcomes that arise from such interactions. This paper explores and discusses the challenges of AR in relation to selected research outcomes from EVALOC. We conclude by suggesting that the AR approach has helped to build capacity in the participating low-carbon communities (LCCs), through supporting the design, delivery and evaluation of their energy and carbon-reduction activities.  相似文献

This paper describes the collaborative planning process for a new landscape planning programme in Ohio that seeks to influence land urbanisation patterns through joint local land use decision making on a watershed basis. The programme was developed through a collaborative process by a state agency-appointed task force that included agency staff and a wide range of stakeholders. The paper describes the process in terms of the collaborative mechanisms, the participants, the programmatic outputs, and the social and organisational outcomes that set the foundation for enhanced watershed quality through better land use decision-making practices. Key collaborations formed during the process were inter-agency collaborations, a non-profit organisation that partnered with the agencies, and that of state agencies with local governments to develop watershed-based land use plans. A most critical outcome was creation of a learning community, through an exploratory research process that used multiple methods of data gathering and consensus-building deliberation. The paper is based on a review of published documents and plans, meeting minutes, participant observation of committee and workgroup meetings and interactive research.  相似文献

Recycling is still in its relative infancy in many Western societies, although recycling programmes have grown considerably in recent years and different programmes have evolved. Summary While there is a burgeoning literature on national approaches to environmental policy and programmes, much less interest thus far has been shown in the role of local government. However, the State of Victoria in Australia, in the period 1988–1990, took a world lead in encouraging local municipalities to formulate Local Conservation Strategies (LCSs) with a high level of citizen input. The paper places this programme initiative in context and reports on the results of consultations and workshops with local Municipal Conservation Officers who have been in the front line in terms of developing and implementing LCSs in that State. In particular, the paper explores the process of LCS formulation and highlights some of the benefits and problems with the programme so far.Dr David Mercer is a Senior Lecturer in the Department of Geography and Environmental Science at Monash University, Melbourne. This social research aims to identify and examine the implementation presumptions of intergovernmental environmental planning programmes and how to improve their effectiveness in future practice. It contrasts and explains the organisational dynamics and implementation responses of municipalities that succeeded and failed in realising the objective of such a programme. The research involved a qualitative multiple-case comparison between four high- and four low-performing municipalities implementing a stormwater programme within metropolitan Sydney, Australia. These two organisational types substantially differed in corporate expertise, environmental leadership, extended relational activity, and overall disposition to learning and ownership of local environmental issues. The paper identified five presumptions underpinning the programme design which privileged the high-performing organisations, but did little to garner commitment and develop capacity among the low-performing group. These implementation insights not only provide guideposts for intergovernmental programme design, but also reveal how policy design can undermine policy intent if empathy to local organisational dynamics is lacking.  相似文献
