Organic farming is expected to contribute to conserving national biodiversity on farms, especially remnant, old, and undisturbed small biotopes, forests, and permanent grassland. This objective cannot rely on the legislation of organic farming solely, and to succeed, farmers need to understand the goals behind it. A set of indicators with the purpose of facilitating dialogues between expert and farmer on wildlife quality has been developed and tested on eight organic farms. “Weed cover in cereal fields,” was used as an indicator of floral and faunal biodiversity in the cultivated land, and “uncultivated biotope area” on the farm was used as a general measure of wildlife habitats. Functional grouping of herbaceous plants (discriminating between “high conservation value” plant species and “competitive”/“ruderal” species) and low mobility butterflies were used as indicators of conservation value, especially focusing on the few sites left with considerable remnant conservation value. The dialog processes revealed that the organic farmers’ ideas and goals of conservation of wildlife quality were not necessarily the same as for biologists; the farmers expressed very different opinions on the biological rooted idea, that wildlife quality is related to the absence of agricultural impact. However, farmers also stated that the information given by the indicators and especially the dialogue with the biologist had influenced their perception and awareness of wildlife. We conclude that, combined with a dialogue process, using these indicators when mapping wildlife quality could be an important key component of a farm wildlife management advisory tool at farm level.  相似文献

Legislation and institutional structure have restricted opportunities for the integrated planning and management of Scotland's water resources. There is growing recognition that a more holistic and integrated approach to river management may enable progress in solving some of the problems facing Scottish freshwaters. The River Valleys Project established case studies of participatory integrated catchment planning for two rivers in Lothian Region, the Water of Leith and the River Almond. Nine stages were identified in the development of participatory integrated catchment plans. These involved all agencies and individuals with an interest in river management and a high degree of community participation.The developmentof plans for the Water of Leith and River Almond revealed a wide variety of benefits that can be derived from an integrated approach to river management.  相似文献

The lack of scientific baseline information hinders appropriate design and management of protected areas. To illustrate the value of science to management, we consider five scenarios for the 202.0 km² Puerto Princesa Subterranean River National Park, Philippines: (1) closure to human activities, (2) and (3) two levels of increase in unplanned human activities, (4) creation of a forest corridor and (5) additional allocation of land for permanent or shifting agriculture. We then use habitat-specific bird density estimates to simulate the net effect of each scenario on 18 focal bird populations. Closure has significant benefits—populations of five species are predicted to increase by >50 % and nine by >25 %, but two secondary forest flycatchers, including the endemic and ‘Vulnerable’ Palawan flycatcher, decline dramatically, while the creation of a 4.0 km² forest corridor yields average increases across species of 2 ± 4 % (SD). In contrast, heavier unplanned park usage produces declines in all but a few species, while the negative effects of an extra 2.0 km² of shifting cultivation are 3–5 times higher than for a similar area of permanent agriculture and affect species whose densities are highest in primary habitats. Relatively small changes within the park, especially those associated with agricultural expansion, has serious predicted implications for local bird populations. Our models do not take into account the full complexities of bird ecology at a site, but they do provide park managers with an evidence base from which to make better decisions relating to biodiversity conservation obligations which their parks are intended to meet.  相似文献

Biodiversity action plans (BAPs), which are designed to protect and enhance wildlife, can also provide additional benefits to the local economy in terms of job creation and income generation. This paper considers the socio-economic benefits of implementing the BAP for species-rich hedges in Devon. It identifies employment and income generation for hedge contractors, farm labour, trainers, suppliers, processors of hedge products and the tourist industry as a result of 1 million expenditure on hedge restoration work to meet BAP targets. Using data from a survey of hedgerow contractors and key informants in related industries a multiplier analysis identified that funding for hedge restoration can have significant employment and income generation impacts on the local economy. In particular, this multiplier effect is enhanced because both hedge contractors and materials are largely sourced locally.  相似文献

Using resource-monitoring data from seven protected areas, the effectiveness of three campfire policies—campfire ban, designated campfires, and unregulated campfires—were assessed based on the number of fire sites and the amount of tree damage. Results indicate that unregulated campfire policies permitted substantial numbers of fire sites and tree damage in campsites, although fire bans did not eliminate or even substantially decrease these problems. A designated campfire policy was effective in decreasing number of fire sites, but little difference was found among policies regarding tree damage. Given the importance of campfires to visitor experiences, campfire prohibitions could be viewed as unnecessarily restrictive based on their limited success in preventing resource damage. Conclusions encourage protected-area managers to consider designated campfire policies and prohibitions on axes, hatchets, and saws to better meet resource protection and visitor experience mandates.  相似文献

Perhaps the commonest reasons for the keeping of pets are companionship and as a conduit for affection. Pets are, therefore, being “used” for human ends in much the same way as laboratory or farm animals. So shouldn’t the same arguments apply to the use of pets as to those used in other ways? In accepting the “rights” of farm animals to fully express their natural behavior, one must also accept the “right” of pets to express their intrinsic natural behavior. Dogs kept in houses for most of the day are being kept in an unnatural environment. So are rabbits kept in hutches, and guinea-pigs or birds in cages. These conditions infringe the animals’ telos. Dogs are naturally pack animals, so is a dog in isolation being denied its telos? Other actions more deliberately infringe telos and autonomy. Enforced shampooing – or even exercise; hair-cutting of poodles; putting animals in clothes; and tail-docking. If de-beaking of chickens is considered wrong, then the same must be true for tail-docking of dogs. One should also question the ethics of specialist breeding – especially when that results in physiological disadvantages (boxers with breathing troubles). There would appear to be no advantage to the animals in having such health problems and when these are the direct result of the breeders’ desire for specific cosmetic traits, we should question the ethics of the practice at least as much as when animals are bred for specific agricultural traits.  相似文献

Park managers in alpine areas must deal with the increase in forest coverage that has been observed in most European mountain areas, where traditional farming and agricultural practices have been abandoned. The aim of this study is to develop a fine-scale model of a broad area to support the managers of Paneveggio Nature Park (Italy) in conservation planning by focusing on the fate of priority areas for conservation in the next 50–100 years. GIS analyses were performed to assess the afforestation dynamic over time using two historical maps (from 1859 and 1936) and a series of aerial photographs and ortho-photos (taken from 1954 to 2006) covering a time span of 150 years. The results show an increase in the forest surface area of about 35%. Additionally, the forest became progressively more compact and less fragmented, with a consequent loss of ecotones and open habitats that are important for biodiversity. Markov chain-cellular automata models were used to project future changes, evaluating the effects on a habitat scale. Simulations show that some habitats defined as priority by the EU Habitat Directive will be compromised by the forest expansion by 2050 and suffer a consistent loss by 2100. This protocol, applied to other areas, can be used for designing long-term management measures with a focus on habitats where conservation status is at risk.  相似文献

/ An approach to evaluating the effectiveness of management of protected areas is proposed. This approach has been used in developing an evaluation strategy for the Fraser Island World Heritage Area in Australia. The main component of the strategy is built upon the desired outcomes specified in the management plan for the area and thus provides a basis for assessing the extent to which the plan's objectives are being achieved. A series of monitoring programs have been proposed to enable this assessment. Examples of monitoring programs developed as part of the evaluation strategy are presented. A second component of the strategy monitors the implementation of the management plan. A management information system has been developed to record and report on the extent to which the specific actions specified in the management plan have been implemented. A comparison of different transportation route types and their combined effects on landscape diversity was conducted within Tiaoxi watershed (China) between 1994 and 2005. Buffer analysis and Mann–Kendall’s test were used to quantify the relationships between distance from transportation routes (railway, highway, national, and provincial road) and a family of landscape diversity parameters (Simpson’s diversity index, Simpson’s evenness index, Shannon’s diversity index, and Shannon’s evenness index). One-way ANOVA was further applied to compare influences from different route types and their combined effects. Five other landscape metrics (patch density, edge density, area-weighted mean shape index, connectance index, and Euclidean nearest neighbor distance) were also calculated to analyze the associations between landscape diversity and landscape pattern characteristics. Results showed that transportation routes exerted significant impacts on landscape diversity. Impact from railway was comparable to that from highway and national road but was more significant than that from provincial road. The spatial influential range of railway and national road was wider than that of highway and provincial road. Combined effects of routes were nonlinear, and impacts from different route types were more complex than those from the same type. The four landscape diversity metrics were comparably effective at the buffer zone scale. In addition, landscape diversity can be alternatively used to indicate fragmentation, connectivity, and isolation at route buffer scale. This study demonstrates an applicable approach to quantitatively characterize the impacts from transportation routes on landscape patterns and has potential to facilitate route network planning.  相似文献

In recent years, the goal of nature preservation has faced, almost worldwide, an increase in the number of visitors who are interested in experiencing protected areas resources, landscapes and stories. Spain is a good example of this process. The rapidly increasing numbers of visitors have prompted administrations and managers to offer and develop a broad network of facilities and programs in order to provide these visitors with information, knowledge and recreation. But, are we doing it the best way? This research focuses on developing and applying a new instrument for evaluating the quality of visitor management in parks. Different areas are analyzed with this instrument (78 semi-quantitative indicators): planning and management capacity (planning, funding, human resources), monitoring, reception, information, interpretation, environmental education, training, participation and volunteer's programs. Thus, we attempt to gain a general impression of the development of the existing management model, detecting strengths and weaknesses. Although Spain's National Parks constituted the specific context within which to develop the evaluation instrument, the design thereof is intended to provide a valid, robust and flexible method for application to any system, network or set of protected areas in other countries. This paper presents the instrument developed, some results obtained following its application to Spanish National parks, along with a discussion on the limits and validity thereof.  相似文献

Policy Development for Biodiversity Offsets: A Review of Offset Frameworks   总被引:1,自引:0,他引:1  
Biodiversity offsets seek to compensate for residual environmental impacts of planned developments after appropriate steps have been taken to avoid, minimize or restore impacts on site. Offsets are emerging as an increasingly employed mechanism for achieving net environmental benefits, with offset policies being advanced in a wide range of countries (i.e., United States, Australia, Brazil, Colombia, and South Africa). To support policy development for biodiversity offsets, we review a set of major offset policy frameworks—US wetlands mitigation, US conservation banking, EU Natura 2000, Australian offset policies in New South Wales, Victoria, and Western Australia, and Brazilian industrial and forest offsets. We compare how the frameworks define offset policy goals, approach the mitigation process, and address six key issues for implementing offsets: (1) equivalence of project impacts with offset gains; (2) location of the offset relative to the impact site; (3) “additionality” (a new contribution to conservation) and acceptable types of offsets; (4) timing of project impacts versus offset benefits; (5) offset duration and compliance; and (6) “currency” and mitigation replacement ratios. We find substantial policy commonalities that may serve as a sound basis for future development of biodiversity offsets policy. We also identify issues requiring further policy guidance, including how best to: (1) ensure conformance with the mitigation hierarchy; (2) identify the most environmentally preferable offsets within a landscape context; and (3) determine appropriate mitigation replacement ratios.  相似文献

The provision of sheltered housing for sale in Scotland has experienced rapid growth since the opening of the first scheme in 1982. Development has been geographically concentrated in a small number of inner city and rural (coastal) areas. The expectation of continued rapid expansion is unlikely if recent trends of slower growth continue. This paper uses evidence from interviews with developers and owners of sheltered and mainstream housing, to examine the possible future contribution of the private market. On the basis of such evidence it raises questions about the relevance of some existing planning policies.  相似文献

Land use and land cover change (LUCC) is an acknowledged cause of the current biodiversity crisis, but the link between LUCC and biodiversity conservation remains largely unknown at the regional scale, especially due to the traditional lack of consistent biodiversity data. We provide a methodological approach for assessing this link through defining a set of major pressures on biodiversity from LUCC and evaluating their extent, distribution, and association with a set of physical factors. The study was performed in the Metropolitan Region of Barcelona (MRB, NE of Spain) between 1956 and 2000. We generated a LUCC map for the time period, which was reclassified into a set of pressures on biodiversity (forestation, deforestation, crop abandonment, and urbanization). We then explored the association of these pressures with a set of physical factors using redundancy analysis (RDA). Pressures encompassed 38.8 % of the MRB area. Urbanization and forestation were the dominating pressures, followed by crop abandonment and deforestation. RDA showed a significant distribution gradient of these pressures in relation to the studied physical factors: while forestation and deforestation are concentrated in remote mountain areas, urbanization mainly occurs in lowlands and especially on the coast, and close to previous urban centers and roads. Unchanged areas are concentrated in rainy and relatively remote mountain areas. Results also showed a dramatic loss of open habitats and of the traditional land use gradient, both featuring Mediterranean landscapes and extremely important for their biodiversity conservation. Implications of these results for biodiversity management are finally discussed.  相似文献
