Increasing water scarcity and stress are leading many nations to securing supplies for present and future water uses. National objectives are more and more pointed towards water security and the close links with food security and other macro-economic and sectoral aspects. Water security is seen as an important aspect of national and regional security and international positions on water often have a political dimension that reflects broader national objectives. Available options for sharing transboundary resources are established on the basis of general legal principles such as equitable utilization and absence of appreciable harmful transboundary effects downstream and others such as established historical utilization. These principles and doctrines must be fully understood by the advisers serving on the negotiating teams of international water treaties and agreements. From these perspectives, the paper recognizes the importance of the structural and strategic uncertainty in international relations. Co-ordination or harmonization of national policy, as an integrated part of, and administrated under existing frameworks for, regional co-operation are proposed as realistic, efficient and practicable approaches, alternative to more intensive co-operation and complicated planning and coordinating mechanisms. The article also highlights the need for training of legal specialists in countries which contemplate negotiating or re-negotiating water treaties or agreements. 相似文献

The purpose of this paper is to consider the vision for public participation in water resources management embedded in Kenya's 2002 Water Act, as it relates to pastoralists. The Act envisions that responsibility for management of water resources at the local level will be devolved to community-level bodies. Our approach was qualitative and included interviews with government officials and Gabra pastoralists, observation of and participation in traditional Gabra korra meetings and focus group discussions. We conclude that the ‘institutional model’ of participation being pursued through the creation of Water Resource User Associations is particularly problematic for mobile pastoralists such as the Gabra, and we suggest an alternative strategy that would focus on the fostering of deliberation processes. 相似文献

This study employs a unique household-level data-set to investigate the effectiveness of various waste separation policies under consideration of local socioeconomic contexts. Our results confirm previous findings that most demographic factors are generally not statistically significant. The findings suggest that waste separation knowledge, social capital, free provision of sortable containers and community collecting recyclables are positively associated with household involvement in waste separation. More importantly, while an increase in the garbage fee motivates non-sorting households to separate their waste into two categories of recyclables and non-recyclables, it also crowds out households’ preexisting motivations for sorting waste into three or more categories. The introduction of a garbage fee indeed substitutes rather than complements free provision of sortable containers and community collection of recyclables. Apart from actively fostering the creation of social capital, local authorities should, therefore, comprehensively design a compatible policy mix to adjust and optimize current management schemes for enhancing waste management practices. 相似文献

Water conflicts may arise from market failures caused by (i) poor specification or transferability of water rights; (ii) incentive problems such as rent seeking, open access or free riding; or (iii) transactions costs. They may also occur because of failures in non-market alternatives such as government management. Recent recognition of non-market failures has led to greater consideration of market-based approaches to conflict resolution such as tradeable permits or bargaining. It has also enriched our understanding of government-based approaches. All approaches would appear to benefit from greater attention to promoting collective action by the users of water. An important implication of agricultural modernization has been the break-down of interlinkages between farming, ecology and society. Historically, farming systems evolved from the specific responses of farming communities to local ecological conditions. The totality of regionalized farming systems arising out of this co-production moulded the countryside into an ‘archipelago’ of differentiated ruralities. During the period of agricultural modernization, the nature of co-production changed thoroughly. The natural elements in co-production were increasingly artificialized or replaced by industrial artefacts. This paper analyses the emergence of environmental cooperatives in the Netherlands as a movement towards a renewed embedding of farming in its local environment. Environmental cooperatives are local farmers associations that promote activities related to sustainable agriculture and rural development and claim to be actively involved in effectuating rural policies in their locale. Since the foundation of the first cooperative in 1992, numbers have rapidly grown to over 100. This paper examines the genesis and practices of environmental cooperatives and assesses their socio-economic and ecological impact. The importance lies most of all, so the authors contend, in that they represent valuable ‘field laboratories’ for building stimulating and supportive institutional contexts for remodelling Dutch farming along the lines of environmental and economic sustainability. Water and related resources planning and decision-making have developed to the state of multiple objective and/or multiple criteria analysis using complicated systems analysis. The objective of this paper is to indicate the major components of information needed to facilitate the planning process for resource utilization, and to provide desirable outputs from management schemes. The process could best be described as the proper development of Management Information Systems (MIS) or Decision Support Systems (DDS). Data and information systems are never completed and must be continually updated and modified. The exact composition of any system depends also upon the general type of decision techniques being used. In this paper, we propose a factorial fuzzy programming (FFP) approach for planning water resources management systems. The conventional fuzzy method cannot reflect the interactions among uncertain system parameters nor quantify their interactive effects. This may lead to important interrelationships among system parameters being neglected in systems analysis, and the derived decisions may not be robust enough to support the management under uncertainties. The objective of this study is to develop an FFP approach to deal with such interactive uncertainties. Factorial analysis (FA) was integrated with the fuzzy technique to quantify the effects of multiple fuzzy modeling parameters on the system performance and to reveal their implicit interrelationships. A flood-diversion planning case was studied to illustrate the applicability of the FFP approach. The individual and interactive effects of fuzzy parameters on the system objectives were evaluated. The influential effects were identified and the implicit interrelationships within influential interactions were revealed. 相似文献

In this study, an interactive two-stage stochastic fuzzy programming (ITSFP) approach has been developed through incorporating an interactive fuzzy resolution (IFR) method within an inexact two-stage stochastic programming (ITSP) framework. ITSFP can not only tackle dual uncertainties presented as fuzzy boundary intervals that exist in the objective function and the left- and right-hand sides of constraints, but also permit in-depth analyses of various policy scenarios that are associated with different levels of economic penalties when the promised policy targets are violated. A management problem in terms of water resources allocation has been studied to illustrate applicability of the proposed approach. The results indicate that a set of solutions under different feasibility degrees has been generated for planning the water resources allocation. They can help the decision makers (DMs) to conduct in-depth analyses of tradeoffs between economic efficiency and constraint-violation risk, as well as enable them to identify, in an interactive way, a desired compromise between satisfaction degree of the goal and feasibility of the constraints (i.e., risk of constraint violation). 相似文献

The purpose of this paper is to elucidate the treatment of the value of transnational welfare maximization as based on welfare economics in transboundary river sharing in the EU. The paper draws on theorizing on spillovers and on game theory and it contrasts these with other ways of explaining transnational agreements. The second part of the paper discusses the implications of an approach trying to maximize transnational welfare in a situation of shared resources by means of mutual payments between sharing states and it looks at their treatment throughout the negotiations and at the outcome of the Luso‐Spanish Convention. The conclusions from the case reject a welfare economic evaluation of the negotiations on transnational agreements. In reality, mutual payments as described here might only be applied in the long term and only to specific transboundary spillovers. The negotiations of the Luso‐Spanish Convention were tightly intertwined with developments in the Water Policy of the EU. Some elements of the currently implemented Water Framework Directive favour a future use of mutual payments to achieve an increase in efficiency in the use of shared rivers. 相似文献

Bangladesh faces at least 30 upstream water diversion constructions of which Farakka Barrage is the major one. The effects of Farakka Barrage on water resources, socioeconomy, and culture have been investigated downstream in the basins of the Ganges and its distributaries. A diversion of up to 60% of the Ganges water over 25 yr has caused (i) reduction of water in surface water resources, (ii) increased dependence on ground water, (iii) destruction of the breeding and raising grounds for 109 species of Gangetic fishes and other aquatic species and amphibians, (iv) increased malnutrition, (v) deficiency in soil organic matter content, (vi) change in the agricultural practices, (vii) eradication of inland navigable routes, (viii) outbreak of waterborne diseases, (ix) loss of professions, and (x) obstruction to religious observances and pastimes. Further, arsenopyrites buried in the prebarrage water table have come in contact with air and formed water-soluble compounds of arsenic. Inadequate recharging of ground water hinders the natural cleansing of arsenic, and threatens about 75,000,000 lives who are likely to use water contaminated with up to 2 mg/L of arsenic. Furthermore, the depletion of surface water resources has caused environmental heating and cooling effects. Apart from these effects, sudden releases of water by the barrage during the flood season cause devestating floods. In consideration of such a heavy toll for the areas downstream, strict international rules have to be laid down to preserve the riparian ecosystems. 相似文献

Urban water infrastructure expenditures cause a major financial burden to municipalities. In the opinion of many policy-makers, public funds may alleviate this burden and facilitate environmental policies. However, practice has shown that despite ambitious policies, funding often follows traditional cost-dominated thinking. In Austria, national policy-makers were interested in new guidelines for funding that increase the transparency of the planning, ensure the adequate treatment of ecological problems, and foster stakeholder involvement, but keep the process as simple as possible, and require minimal changes of the current guidelines. An interdisciplinary project team conducted such a study. Its outcome was tested in two pilot projects. Based on these experiences, policy-makers finally implemented the recommended guidelines for the funding of communal urban water infrastructure projects. A general observation about the policy-making process was a conservative attitude of policy-makers. They prefer simple constraints (precautionary principle) and flexible negotiations (delegation) to complex assessment and decision-aid methodologies. 相似文献

A rational water price system plays a crucial role in the optimal allocation of water resources. In this paper, a fuzzy pricing model for urban water resources is presented, which consists of a multi-criteria fuzzy evaluation model and a water resources price (WRP) computation model. Various factors affecting WRP are comprehensively evaluated with multiple levels and objectives in the multi-criteria fuzzy evaluation model, while the price vectors of water resources are constructed in the WRP computation model according to the definition of the bearing water price index, and then WRP is calculated. With the incorporation of an operator's knowledge, it considers iterative weights and subjective preference of operators for weight-assessment. The weights determined are more rational and the evaluation results are more realistic. Particularly, dual water supply is considered in the study. Different prices being fixed for water resources with different qualities conforms to the law of water resources value (WRV) itself. A high-quality groundwater price computation model is also proposed to provide optimal water allocation and to meet higher living standards. The developed model is applied in Jinan for evaluating its validity. The method presented in this paper offers some new directions in the research of WRP. 相似文献

The Clutha is the largest river in New Zealand. The last two decades have witnessed major conflicts centered on the utilization of the water resources of the upper Clutha river. These conflicts have by no means been finally resolved. The focus of this article is on institutional arrangements for water resource management on the Clutha, with particular reference to the decision-making processes that have culminated in the building of the high dam. It critically evaluates recent experiences and comments on future prospects for resolving resource use conflicts rationally through planning for multiple utilization in a climate of market led policies of the present government.The study demonstrates the inevitable conflicts that can arise within a public bureaucracy that combines dual responsibilities for policy making and operational functions. Hitherto, central government has been able to manipulate the water resource allocation process to its advantage because of a lack of clear separation between its two roles as a policy maker and developer. The conflicts that have manifested themselves during the last two decades over the Clutha should be seen as part of a wider public debate during the last two decades concerning resource utilization in New Zealand. The Clutha controversy was preceded by comparable concerns over the rising of the level of Lake Manapouri during the 1960s and has been followed by the debate over the think big resource development projects during the 1980s.The election of the fourth Labour government in 1983 has heralded a political and economic policy shift in New Zealand towards minimizing the role of public intervention in resource allocation and major structural reforms in the relative roles of central and regional government in resource management. Inexact multistage stochastic integer programming for water resources management under uncertainty 总被引:8,自引:0,他引:8
In this study, an inexact multistage stochastic integer programming (IMSIP) method is developed for water resources management under uncertainty. This method incorporates techniques of inexact optimization and multistage stochastic programming within an integer programming framework. It can deal with uncertainties expressed as both probabilities and discrete intervals, and reflect the dynamics in terms of decisions for water allocation through transactions at discrete points of a complete scenario set over a multistage context. Moreover, the IMSIP can facilitate analyses of the multiple policy scenarios that are associated with economic penalties when the promised targets are violated as well as the economies-of-scale in the costs for surplus water diversion. A case study is provided for demonstrating the applicability of the developed methodology. The results indicate that reasonable solutions have been generated for both binary and continuous variables. For all scenarios under consideration, corrective actions can be undertaken dynamically under various pre-regulated policies and can thus help minimize the penalties and costs. The IMSIP can help water resources managers to identify desired system designs against water shortage and for flood control with maximized economic benefit and minimized system-failure risk. 相似文献

The classical model of a paradigm shift is used to explore changes that are occurring in public lands and water resources
management. Recent policy developments suggest that the traditional paradigm, which is characterized by sustained yield, is
in the process of being invalidated. While no new paradigm has been fully accepted, the emerging paradigm does appear to be
based on two principles: ecosystem management and collaborative decision making. Implementation of these two principles is
likely to require extensive revision of traditional management practices and institutions. Failure to address these issues
could result in adoption of the rhetoric of change without any lasting shift in management practices or professional attitudes. 相似文献
