The failure to anticipate the public's response to environmental problems can lead to expensive delays, bad public relations, and litigation, as well as environmental decisions that do not represent public values and preferences. This study examines the influence of conflict between management goals, perceived resource scarcity, and information bias on evaluations of the importance of management goals; the perception of conflicts among the goals; and the emotions evoked in an urban forest management problem. Environmental problem scenarios were systematically manipulated as to the level of conflict between development and natural preservation goals, the scarcity of urban nature, and the bias of the presented information. Evaluations of the importance of urban nature and economic development were susceptible to manipulations of scarcity. The importance of urban nature was also higher when information was biased toward pro-preservation issues. Negative emotions were associated with high conflict and scarcity and with the propreservation information bias. Both evaluations of goal importance and conflict among goals appeared to be based on an underlying economics-versus-amenity dimension. These results are similar to previous studies of environmental decision making with regard to nonurban environmental problems. This research offers a beginning in understanding and anticipating the way members of the public may respond to information about environmental problems.  相似文献

Climate change policies can compete with policies on other social and environmental problems for limited economic resources. This paper investigates the potential influence of alternative policies on citizens’ preferences for climate change policies. A contingent valuation study was implemented to estimate the impact of observable and unobservable contextual effects of competing polices on climate change valuation. Individuals are also investigated about their endowment of knowledge and emotional reactions to such problems. The results show that citizens’ valuation of climate change policies crucially depends on the context-dependent competing policies. The valuation rises as the number of competing policies increases. This increment becomes economically significant when the competing policies are related to specific problems such as forest fires and development. In addition, the valuation also rises with the amount of knowledge endowed by the individual about the climate change problem, and with the experience of negative emotions such as fear and sadness.  相似文献

Traditionally, the criteria used to measure conservation success or failure are based on biological factors. Biological factors include changes in the amount of targeted conserved species, biodiversity, and total area conserved. However, conservation efforts are not simply a matter of biological concern; environmental, political, social, and conflict pressures on different scales (ranging from local to global) also have strong influences on the outcome of conservation. These other factors can either pose threats to or enhance conservation, but are not addressed by current criteria. Using a proposed holistic rubric that includes interdisciplinary fields, this paper examines a set of conservation factors on different scales – ranging from local to global – to determine their importance in conservation. The paper analyses positive factor influences with more successful conservation and negative factor influences with less successful, or failed, conservation attempts. Neutral and non‐applicable factor influences are also identified, defined, and ranked as a standardization mechanism. The determination of success changed when the holistic rubric was applied to conservation projects in Costa Rica, Mekong Valley, and Cameroon. In the Costa Rica case study, conservation success for Guanacaste and Talamanca national parks is rated ‘moderately low’. In the case of Mekong Valley, conservation success is rated ‘low’ for Lower Mekong, ‘moderately low’ for Greater Annamites, and ‘low’ for Phong Nha‐Ke Bang national parks. Cameroon's Congo Basin and Sangha Tri‐National conservation efforts are both rated ‘low’, while Dja Faunal is rated ‘very low’. We conclude that if conservation efforts are to attain a high level of success, the strategy for global conservation must move away from the traditional biological approach, which focuses mainly on biological concerns, and embrace a holistic approach, which in addition to biological concerns, addresses environmental, political, social, and conflict pressures, which have strong influences on the outcomes of conservation.  相似文献

In recent years there has been considerable interest in the health of humans and the environment, restoration of contaminated or otherwise degraded lands, and in long-term stewardship of public lands. Unfortunately, it is unclear whether governmental agencies and the public hold similar views about the meanings of these concepts, making policy decisions about restoration and stewardship difficult. In this paper, I explore how the public conceptualizes restoration and stewardship by examining the relative rating of several attributes of restoration, stewardship, environmental health, ecological health, environmental restoration, and ecological restoration. People were interviewed in Santa Fe, New Mexico, USA, near the Department of Energy's Los Alamos National Laboratory. The ratings of attributes of environmental health and ecological health reported in this paper can be used to understand how the public understands these concepts. The attributes rated most highly by the subjects were more similar to definitions in the scientific literature for these terms than they were to those used by the Department of Energy. For environmental health, the highest rating related to human sanitation, while for ecological health the highest rating was for maintaining functioning ecosystems. Reduction of exposure to hazardous substances was rated the second highest for both environmental and ecological health. The wise use of natural resources, preservation of natural resources, and hazardous waste site cleanup were rated the highest attributes of stewardship. These data suggest that both expert and nonexpert perceptions about restoration and stewardship should be incorporated into environmental management decisions.  相似文献

Clark remembered     
The ‘Clark Phenomenon’ began in 1966 with two major events: the publication of a special number of the Journal of Social Issues with the (now admittedly sexist) title of ‘Man's Response to the Physical Environment’, and the arrival of Jim Blaut on campus. This watershed year, just two decades ago, also may have marked the transition from infancy to adolescence of the reborn field of ‘environmental cognition’. This article traces these early middle years of environmental cognition and its related emphases at Clark, the leadership of certain members of the faculty of the Graduate School of Geography in bringing the new field to full flower, the spinoffs and inevitable reactive forces, and the application of environmental cognition to problems of intercultural communication on environmental issues of an international scope. Such application is a later reflection of the social and political consciousness of the 1960s, the concern to relate environmental psychology to what was taking place in the U.S.A. and in the ‘emerging’ nations of the so-called developing world. In all of this, the Clark influence was, and remains, relevant.  相似文献

There is a growing concern regarding the ‘true’ GNP. The claim is that the cost of environmental degradation should be taken into account when calculating welfare measures for society which can be derived from the system of national accounts (SNA). However, the reason that it has not been done is the difficulty of calculating the true ‘price of the environment’. The literature recognizes two types of measurements. One is based on indirect measures (e.g. hedonic methods) while the second is based on direct methods (e.g. contingent valuation methods). There is an alternative approach which is suggested in this paper. The new method relies on the assumption that what we see in reality is the outcome of a maximization process of some social welfare function which includes not only GNP but other elements of which environmental quality is one. By observing the reality, we can get some information on the implicit governmental weights and hence on the trade‐off between the GNP and the environment. This is a positive approach rather than a normative one, so future decisions can rely on this measurement as a guide for controversial decisions regarding development versus preservation. The theoretical model is then applied to the Israeli economy as an example in order to have some estimate on the price derived by this method.  相似文献

This article develops a decision-making framework for environmental management that integrates technical, economic, political and legal, and ethical decision levels. It attempts to show how these decision levels can be ordained, integrated and interconnected and postulates a hierarchic concentric sphere system that proposes an environmental management model for long-term solutions. This model can be used as a check list for environmental management decision-making and also as a guide for environmental conflict resolution where environmental problems necessitate several levels of decision making. It integrates various environmental ethical positions and evaluates political decisions into a comprehensive, broadly applicable multidisciplinary approach. The objective of this decision-making model is to interconnect into a simplified sequence different levels of environmental management processes in order to account for sustainability, efficacy, efficiency and the acceptability of environmental management processes in the long term. This is done by observing when an environmental problem needs to be solved within a certain sphere of solutions and when it requires wider frameworks, how these can be established and how this process proves that solidarity is the widest and most reasonable sphere.  相似文献

Uncertainty in environmental decision making should not be thought of as a problem that is best ignored. In fact, as is illustrated in a simple example, we often informally make use of awareness of uncertainty by hedging decisions away from large losses. This hedging can be made explicit and formalized using the methods of decision analysis. While scientific uncertainty is undesirable, it can still be useful in environmental management as it provides a basis for the need to fund additional monitoring, experimentation, or information acquisition to improve the scientific basis for decisions.  相似文献

A tension exists at the heart of efforts to support collaboration with GIS. Many scholars and practitioners seek to support two separate objectives: (1) problem solving and (2) the exploration of diverse problem understandings. GIS applications designed for problem solving often pre-define the problem space by structuring the kind of information that can be considered or the way in which the problem is conceptualized. In doing so, they necessarily privilege particular perspectives and understandings of the problem while marginalizing others. As a result, these initiatives undermine their second objective. This is problematic in the context of contentious environmental decisions which have broad-reaching impacts on people with diverse perspectives and interests. In such contexts, I argue that equitable collaboration is impossible without first emphasizing the exploration of diverse problem understandings. I support this argument theoretically by turning to the literatures on collaborative planning and spatial decision support, and empirically in my analysis of a case study of an effort to construct a GIS for supporting collaborative water resource management in rural Idaho. Reflecting upon the case, I provide a set of recommendations to those seeking to better negotiate the tensions of supporting collaboration with GIS in the context of contentious environmental and natural resource decisions.  相似文献

The core requirement of sustainability is that current economic activities should not result in an excessive burden on future generations. This criterion is general enough to imply different decision rules for the preservation of environmental assets. Neoclassical economics does not have a sustainability criterion for environmental assets independent of the intertemporal efficiency criterion, which allocates environmental and man-made capital based on projected monetary benefits and costs. This criterion is examined in terms of the feasibility of valuing the benefits of environmental assets, the substitution possibilities between natural and man-made capital, and the ethical grounds for using efficiency as the sole determinant of the allocation of environmental assets. An alternative ecological sustainability criterion is the preservation of safe minimum levels of environmental assets in physical terms rather than the dollar value of a composite of natural and man-made capital. Safe minimum standards for environmental assets constrain the efficiency criterion in order to ensure the sustainability of economic systems. It is argued that the ecological approach to sustainability should limit the economic approach for decisions involving the allocation of environmental assets.  相似文献

Decades of research have sought to understand how disaster preparedness decisions are made. We believe one understudied factor is the impact of near-miss events. A near-miss occurs when an event (such as a hurricane or terrorist attack) has some non-trivial probability of ending in disaster (loss of life, property damage), but the negative outcome is avoided largely by chance (e.g., at the last minute, the storm dissipates or the bomb fails to detonate). In the first of two experiments, we study reactions to a hurricane threat when participants are told about prior near-miss events. We find that people with information about a prior near-miss event that has no negative consequences are less likely to take protective measures than those with either no information or information about a prior near-miss event that has salient negative information. Similar results have been shown in prior research, but we seek to understand people’s reasoning for the different reactions. We examine the role of an individual’s risk propensity and general level of optimism as possible explanatory variables for the “near-miss” effect. We find risk propensity to be stable across conditions, whereas general optimism is influenced by the type of prior near-miss information, so that optimism mediates how near-miss information impacts protective decisions. People who experience a potentially hazardous near-miss but escape without obvious cues of damage will feel more optimistic and take less protective action. In the second study, we test messages about the hazard’s risk and examine the impact of these messages to offset the influence of near-misses. We end by discussing the implications of near-misses for risk communication.  相似文献

ABSTRACT: Making decisions for environmental management is a complex task due to the multiplicity and diversity of technological choices. Furthermore, the exploitation of natural resources and the preservation of the natural environment imply objectives that are often in conflict within a sustainable development paradigm. Managers and other decision makers require techniques to assist them in understanding strategic decision making. This paper illustrates the use of a multiple‐objective decision‐making methodology and an integrative geographical information system‐based decision‐making tool developed to help watershed councils prioritize and evaluate restoration activities at the watershed level. Both were developed through a multidisciplinary approach. The decision‐making tool is being applied in two watersheds of Oregon's Willamette River Basin. The results suggest that multiple‐objective methods can provide a valuable tool in analyzing complex watershed management issues.  相似文献

To manage ecosystems it is essential to understand physical properties and biological function, as well as the ecological services and social/cultural perceptions of a variety of stakeholders. Where land managers are required to make decisions about restoration, remediation and future land use, understanding attitudes and future land use preferences is essential. In this paper I synthesize data on five surveys of recreational rates and preferences for future land use for the Department of Energy's Idaho National Engineering and Environmental Laboratory (INEEL). Subjects were interviewed at several well-attended events at different distances from INEEL, representing local and regional views. Between 24 and 59% of the subjects hunted, between 55 and 71% fished, and up to 87% camped, indicating potential for exposure if INEEL were open for recreation. Average recreational rates varied by location, with the Shoshone-Bannock Indians having higher hunting, fishing, hiking and camping rates than all others. There were significant differences in future land use preferences; subjects living close to the site rated nuclear material processing very high, while those living farther away ranked it intermediate. Indians ranked this use the lowest. Using the land as a National Environmental Research Park (NERP) was rated the highest (or nearly the highest) for all groups. Industrial uses were generally rated low by all groups. These data can be used by local planners and policy makers in decision making regarding levels of clean-up, future land use, future end-states and long-term protection and stewardship of these contaminated lands. The relative unanimity in future land use preferences for NERP and recreation, rather than new industrial purposes, provides guidance for remediation, suggesting that residential clean-up standards may be more stringent than required. Further, the relative approval of continued nuclear reprocessing (but not nuclear storage) also provides guidance for risk-based end-state planning.  相似文献

On the basis of published guidelines, urban stormwater sediments do not appear to constitute a major regional environmental problem with respect to the chemical characteristics investigated here. At individual sites, high concentrations of organic compounds—chlordane, dieldrin, PCBs, and toxaphene—may require some attention. The possible environmental hazard presented by low-level organochlorine contamination is not addressed in this paper; however, high levels of toxicity in urban sediments are difficult to explain. Sediment toxicity varied significantly with time, which indicates that these tests should be evaluated carefully before they are used for management decisions.  相似文献

The amount of food discarded by UK households is substantial and, to a large extent, avoidable. Furthermore, such food waste has serious environmental consequences. If household food waste reduction initiatives are to be successful they will need to be informed by people's motivations and barriers to minimising household food waste. This paper reports a qualitative study of the thoughts, feelings and experiences of 15 UK household food purchasers, based on semi-structured interviews. Two core categories of motives to minimise household food waste were identified: (1) waste concerns and (2) doing the ‘right’ thing. A third core category illustrated the importance of food management skills in empowering people to keep household food waste to a minimum. Four core categories of barriers to minimising food waste were also identified: (1) a ‘good’ provider identity; (2) minimising inconvenience; (3) lack of priority; and (4) exemption from responsibility. The wish to avoid experiencing negative emotions (such as guilt, frustration, annoyance, embarrassment or regret) underpinned both the motivations and the barriers to minimising food waste. Findings thus reveal potentially conflicting personal goals which may hinder existing food waste reduction attempts.  相似文献

This study examines the perceptions and coping strategies of the Aamjiwnaang First Nation, which is surrounded by ‘Chemical Valley’, the largest complex of petrochemical plants in Canada. Analysis of in-depth interviews showed that residents perceive ‘Mother Earth to be sick’; however, a strong level of community cohesion prevails, with ‘place’ as a significant anchor to the culture and history of the community. Residents articulated a collective sense of responsibility for the well-being of members both within and surrounding the community, whereby some residents would never leave, regardless of the toxic environment and concern for high rates of cancer and respiratory diseases among both adults and children. Residents employed action-focused coping strategies such as ‘indoor evacuation’ and the ‘Cop-sniff test’, and emotional coping strategies including blocking out the effects of ‘Chemical Valley’ by frequently ignoring warning sirens from industry. The results call on the need for a collaborative environmental planning intervention involving clear community participation. Findings suggest the need for an indoor recreational facility for both children and adults, and a graded warning system.  相似文献

Sustainable development and solutions to existing environmental problems depend heavily on information and its translation into usable knowledge. Increasingly, affected communities are being drawn into environmental decision‐making, both in the development of strategy (plans) and in the delivery of plans through management and operations. Variants of the ‘natural capital’ theme are popular amongst those who see an effective dialogue between the sciences of ecology and economics as the most promising interdisciplinary context for environmental decision making by empowered communities. A decision‐making framework is vital in practical, community‐based schemes (wider than ‘stakeholder platforms’) which have become popular for promoting ‘best practice’ in managing river basin units. The EU Water Framework Directive renders use of interdisciplinary techniques within a participatory framework a statutory requirement. A final practical need for communities and professionals involved with such schemes is the creation of a system of adaptive (rather than reactive) management, supported by ongoing research and monitoring to detect, and adjust to, ever‐changing physical and social contexts for both strategies and operations.

This paper describes the authors' experience in applying the ‘Environmental Capital’ (also known as ‘Quality of Life Capital’ (QoLC)) approach to information management in two headwater catchments in northern England: the Wharfe and the Coquet. In the case of the Upper Wharfedale Best Practice Project (UWBPP) the components of basic environmental survey, consultation, strategy formulation and the use of the strategy are illustrated to guide immediate and longer‐term actions. In contrast, the Coquet application of the technique, whilst socially more pervasive, was less successful for a number of reasons: geographical, institutional, project and participatory.

As a proposed development of the methodology based on the authors' experiences, extending public participation through monitoring activity, together with formal application of environmental economics to the perceived elements of ‘natural’ and ‘human’ capital in the two catchments would appear desirable. Conclusions are also drawn regarding the demands of the EU Water Framework Directive for ecological, economic and participatory approaches to river basin planning and management.  相似文献

Rapid changes in the environment are far from being a new phenomenon, especially for vulnerable zones like the Sundarbans, India. In the era of climate change, when these islands are witnessing a lot of initiatives to combat the increasing negative impacts of various environmental changes, this article showcases why it is imperative to study the everyday phenomenological experiences of the islanders to be able to go beyond the climate-affected narratives and generate a deeper understanding of the phenomenon itself—‘environmental change’. This article provides the islanders’ phenomenological accounts of environmental change and borrowing from Heidegger’s concept of ‘Being-in-the-world’ explicates the reason behind the disparity in acknowledging environmental change across individuals. Making this interpretive phenomenological account of environmental change as the ground, this article offers a rubric of community-based ethic which perhaps can prove to be effective in addressing any place-specific environmental change, over and above the prevalent approach of place-based ethic.  相似文献

Throwing products away before they fail or are broken is at the heart of consumer behaviour in developed economies such as the UK. Products are often discarded for reasons of fashion, or to keep up with technological advances, rather than because they have reached the end of their functional life. Such behaviours contribute to resource depletion, greenhouse gas emissions, and physical waste which needs to be managed. Extending the length of time that products are kept in use (whether by their original or subsequent owners) can contribute to greater resource efficiency, with significant potential to reduce greenhouse gas emissions. This research was undertaken to support the development of evidence-based policy in the UK on the role of longer product lifetimes in achieving sustainable consumption and waste prevention. Twelve qualitative discussion groups, involving 115 consumers, were carried out to explore consumer influences on product lifetimes including: which factors influence purchase decisions; the care of products in use; and disposal decisions. A new typology was developed to describe how products meet consumers’ various needs for ‘workhorses’, ‘investment’ and ‘up-to-date’ products; and how lifetime is an outcome of the ‘nature’ of a product (functional life) and its ‘nurture’ (lifetime in use) by consumers. The results demonstrate that consumers have come to expect constant and rapid up-dating of products. In particular, having the latest versions of products is strongly associated with personal identity and feelings of success in life. There is little evidence of concern about the environmental consequences of a ‘throwaway society’. The low cost of new products, which enables rapid updating for reasons of fashion, is a key barrier to encouraging consumers to keep products in use for longer. Some opportunities were identified however for certain ‘workhorse’ and ‘investment’ products that are valued more for their functionality than fashion.  相似文献
