To improve material efficiency, industrial structure optimization becomes a focal point in Chinese industrial and environmental policies. It is crucial to cluster economic sectors and determine their priority for industrial and environmental policy implementation. Integrating a set of criteria, a hybrid input-output model and the hierarchical cluster analysis, this study clusters China’s economic sectors and determines their priority on a life cycle basis. China’s economic sectors are clustered into three clusters. Industrial structure changes (industrial policy) should encourage the development of sectors in cluster 1 and limit the development of sectors in cluster 2. Technology development and materials recycling (two environmental policies) should mainly focus on sectors in clusters 1 and 2. Future industrial policies in China should limit the development of two sectors named Manufacture of metal products and Extraction of petroleum and natural gas. Instead of limiting some industries by command-and-control, the best policy option is to remedy environmental standards and law enforcement. Enterprises belonging to the identified key sectors from the viewpoint of direct production impacts should be concerned to achieve enterprise sustainability. To achieve sustainable production chains, the identified key sectors from the viewpoint of accumulative production impacts should be concerned. For sustainable consumption, the identified key sectors from the viewpoint of consumption impacts should be concerned to transform consumption styles. Most of environmental pressure can be alleviated not only by technical improvements and material recycling, but also by the development of economic sectors in cluster 1.  相似文献

This paper argues for a renewed international focus on managed population reduction as a key enabler of sustainable development. The paper presents development data that demonstrate why population reduction should be elevated to share top priority with poverty alleviation, as the two over-arching goals of international development strategy. The critical analysis put forth in this paper argues that the current ‘unsustainable’ approach to sustainable development stems from (1) ‘empty world’ economic growth theory applied to a ‘full world’, which is (2) supported and driven by socioeconomic incentives to expand population, (3) justified through flawed interpretation of demographic transition theory, (4) bolstered by the exaggerated efficacy of environmental economic theory applied in a resource-constrained world, (5) insulated from challenge by limitations of scientific knowledge and (6) perpetuated by herd behavior. This paper concludes that failure to reduce global population will inhibit attainment of poverty alleviation and worsen environmental degradation.  相似文献

In this work we propose a Bayesian ecological analysis in which a latent variable summarizes data on emissions of atmospheric pollutants. We specified a hierarchical Bayesian model with spatially structured and unstructured random terms with a nested latent factor model. This can be considered a combination of the convolution spatial model of Besag et al. (1991) and an ecological regression analysis in which a latent variable plays the role of the covariate. The unified approach allows to proper account for the uncertainty in the latent score estimation in the regression analysis. The Bayesian Latent Factor model is used to summarize the information on environmental pressure derived from three stressors: Carbon Monoxide, Nitrogen Oxides and Inhalable Particles. We found evidence of positive correlation between Lung cancer mortality and environmental pressure indicators, in males, Tuscany (Italy), 1995–1999. Environmental pressure seems to be restricted to fourteen municipalities (top 5% of the Latent Factor distribution). The model identified two areas with high point source emissions.  相似文献

This article proposes an analytical framework for developing indicators of agriculture and rural community sustainability, including the symbiotic relationship between sustainable agriculture and rural well-being. Rural well-being offers a sustainable approach to healthy lifestyles that are based on a balance of many complex components including social, economic, and environmental issues. The United States (US) and the United Kingdom (UK) have taken positions on these issues. The United States Department of Agriculture is ‘committed to helping improve the economy and quality of life in rural America’ through loans and subsidies (USDA 2015). The USDA Sustainable Agriculture Research and Education (SARE) program vision is to sustain ‘an enduring American agriculture of the highest quality that is profitable, protects the nation’s land and water and is a force, providing a healthy and rewarding way of life for farmers and ranchers whose quality products and operations sustain their communities and society’ (SARE 2016; Smart, Sandt and Chris Zdorovtsov 2016). UK government and non-government agencies have taken a more holistic approach to rural well-being in their efforts to achieve a more balanced social–economic–environmental state of rural well-being. The UK interpretation of Community Supported Agriculture is a tested example of this sustainable approach to fostering rural well-being (Saltmarsh et al. 2011).  相似文献

This paper describes a decision-support system based on landscape ecology and focused on the study of ecosystems’ health. System capabilities are illustrated with three cases of integrated coastal zone management (ICZM), in the Adriatic Sea (Italy): the lagoon of Venice and the Rimini and Ancona coastal areas. Indicators and indices are developed with a focus on sub-regional and local problems in coastal management, with a multi-scale approach based on landscape and seascape ecology. Land-use changes of the coastal areas were detected by analyzing two sets of satellite images. Indices combining satellite imagery, socio-economic and environmental indicators, and landscape and seascape maps were created, showing ecological changes, habitat loss and gaps in conservation policy. The approach used provides means for the identification of conflicts and for the assessment of sustainability. Results show that the lagoon of Venice plays an important role in mitigating and compensating the impacts of human activities, and needs to be protected and restored. The Rimini area shows high ecological footprint and development-intensity and low biocapacity. The Ancona area needs the protection of its natural coastal space from potential sources of anthropogenic impacts to maintain its sustainability. A model of environment changes is critical for formulating effective environmental policies and management strategies. The developed decision-support system provides a suitability map per each area analyzed, which can be used in order to maximize different policy objectives and reduce coastal conflicts.  相似文献

The study investigated students’ attitudes and willingness to pay (WTP) for the protection of some environmental values. The empirical study refers to a site located in Southern Italy and inserted into the Natura 2000 European Network. Students were segmented according to their appreciation of environmental values and the WTP for them. We considered two scenarios of the study site – of use and non-use – and four values – recreational, educational, bequest and existence. Five clusters, from the ‘unconcerned’ to the ‘committed’ one, reveal a diversity of profiles across the sample. Segmentation results point out the multifunctionality of the environmental heritage and highlight the heterogeneity of students’ environmental profiles.  相似文献

This paper examines the problem of measuring sustainable governance in the European Union (EU-27) through the use of duality and the Slutsky equation. The proposed methodology is based on the application of a three-dimensional optimisation model, where the arguments of the objective (sustainable social welfare) function are economic goods that contribute to sustainable economic growth; environmental goods that provide for sustainable environmental protection; and social goods through which sustainable social development is achieved. The dual problem, formulated through this three-dimensional theoretical model, is solved to find the optimal solution, indicating a certain sustainability level. We suggest that this solution can be used for calculating the value of what we define here as the sustainable governmental policy indicator, which is considered to provide quantitative measurement of government policies on sustainable development within the context of ‘good governance’. Furthermore, it is suggested that the Slutsky equation can be used as a reliable method for long-term monitoring and planning of national as well as international good governance with regard to sustainable development policies. In its empirical part, the paper applies the theoretical model in an analysis of the sustainable development indicators (as set out in the Sustainable Development Strategy (SDS) of the EU) in Bulgaria for the period 2000–2010 and compares them to those of the EU-27.  相似文献

Management of Kruger National Park (KNP) has recently made considerable progress in developing new policies to address biodiversity conservation and management challenges. These include tourism, water provision and elephant management policies. This study examines the integration of these three policies with regard to biodiversity conservation and management. Findings indicate that in their current fragmented form, the three policies actually undermine opportunities for effective biodiversity conservation and management in the KNP. This can be reversed by adopting a new management approach based on an environmental matrix organizational framework. Such a framework provides a mechanism for integrated policymaking and implementation and for improving biodiversity conservation and management in the KNP. The study concludes that an integrated approach is necessary due to the interlinkages between policies that affect biodiversity conservation at the KNP.  相似文献

For almost a decade, the EU has pursued sustainable development not with one but with two overarching strategies: the so-called Lisbon Strategy and sustainable development strategies. While the Lisbon Strategy was a genuinely European policy response to global economic and social pressures, which was superseded by the ‘Europe 2020’ strategy in 2010, sustainable development strategies are ongoing cyclical processes that aim to better coordinate and integrate economic, social and, in particular, environmental policies at both the EU and Member State levels. This paper explores the horizontal governance linkages that existed between the two strategies. It first contrasts the Council rhetoric, emphasizing the complementarity of the two strategies with their different histories and governance arrangements. This paper then shows that the Council rhetoric of complementarity never materialized in the everyday governance routines of the two strategies, and provides three explanations for this finding. Based on these findings, this paper finally provides a brief outlook discussion on how to proceed with the governance of sustainable development in Europe.  相似文献

Within the forest sector, the sustainability concept has evolved from a narrow focus on sustainable wood production to a much broader evaluation of environmental, social, and economic sustainability for whole value chains. A new software tool - ToSIA - has been developed for assessing sustainability impacts of Forest-Wood-Chains (FWCs). In the approach, FWCs are defined as chains of production processes (e.g. harvesting-transport-industrial processing), which are linked with products (e.g. a timber frame house). Sustainability is determined by analysing environmental, economic, and social sustainability indicators for all the production processes along the FWC. The tool calculates sustainability values as products of the relative indicator values (i.e. indicator value expressed per unit of material flow) multiplied with the material flow entering the process. Calculated sustainability values are then aggregated for the segments of the FWC or for the complete chain. The sustainability impact assessment requires carefully specified system boundaries. ToSIA uses a data-oriented approach that is very flexible in the focus of the analysis and the selection of indicators of sustainability. An example of alternative Norway spruce management systems in Southern Germany and their effects on six sustainability indicators is presented. The less intensive management system with natural regeneration and motor-manual harvesting shows higher carbon storage and slightly less energy use. It creates more employment and higher labour costs, but the average rate of accidents is also higher. ToSIA offers a transparent and consistent methodological framework to assess sustainability impacts in the forest-based sector as affected, e.g. by changes in policies, market conditions, or technology. The paper discusses strengths and limitations of the approach and provides an outlook on further development perspectives of the methodology.  相似文献

SUMMARY

The authors question Africa's ability to achieve sustainable development in view of the erosion of its institution building capacity, a problem compounded by the alarming rate of Africa's continuing marginalisation in the world economy. The situation has been provoked by inappropriate domestic policies which have not only compromised Africa's competitiveness, but also made it particularly vulnerable given the increasing globalisation of markets and factors of production. The benefits associated with effective global economic participation transcend direct financial gains and include technology transfers, technical and managerial skills transfers, and other skills transfers associated with the ‘learning and doing’ process. These benefits are instrumental in the development of the economic, administrative, legislative and social institutions that prescribe the organisational and managerial structure of an economy and define its capacity for sustainable growth. In Africa, the absence of such structures has undermined development efforts and created large impoverished populations. But poverty in living standards is not only prevalent, there is also the acute poverty in knowledge and skills which is so damaging to institution building capacity. The socio-economic impact is manifest in dilapidated infrastructure, decaying institutions, the exodus of the professional and managerial cadre, and the almost total disintegration of society. It is within this context that Africa's ability to evolve and effectively manage sustainable development policies is questioned. The study concludes that the continent's capacity to initiate sound environmental and sustainable development policies depends crucially on its ability to develop appropriate and functional institutions.  相似文献

Environmental unsustainability is due to both structural features and historically specific characteristics of industrial capitalism resulting in specific patterns of production and consumption, as well as population growth. Sustainability literature criticises the established corporate and political power hegemonies, interested in maintaining economic growth, as well as inability or unwillingness of citizen-consumers to counteract these hegemonic tendencies. Yet, official policies are still targeted at social and economic ‘development’ as a panacea for unsustainability challenges. Instead, renewed accent on social and economic objectives are outlined by a set of sustainable development goals (SDG) that include objectives of fighting poverty, promoting better health, reducing mortality, and stimulating equitable economic growth. What is less commonly critiqued is the underlying morality of unsustainability and ethical questions concerned with the ‘victims of unsustainability’ outside of socioeconomic discourse. The achievement of SDG goals, as will be further elaborated on in this article, is unlikely to lead to greater social equality and economic prosperity, but to a greater spread of unsustainable production and consumption, continuous economic as well as population growth that has caused environmental problems in the first place and further objectification of environment and its elements. This article argues that an invocation of ethical duty toward environment and its elements is required in order to move beyond the current status quo. Such ethical approach to unsustainability can effectively address the shortcomings of the mainstream sustainability discourse that is mainly anthropocentric and therefore fails to identify the correct locus of unsustainability.  相似文献

Increased awareness of the importance of environmental protection and the introduction of international standards like ISO 14001 stimulated development of environmental sustainability indicators as a means to measure systems environmental performance. Here, a thermodynamic approach, emergy analysis (Odum, 1988) was used to obtain sustainability indicators able to analyse and quantify the productive and ecological performance of four famous Italian wine productions: Chianti, Brunello di Montalcino, Nobile di Montepulciano, and Barbera d'hti. The application to agricultural production was motivated by the growing need for productive and environmentally sound development in modern agriculture, in which the resource base, the environment, is preserved. The choice of wines, more precisely, grape production, is due to their importance for Italian agriculture and the economy. All the wines demonstrated a good long-term environmental sustainability, especially in view of their high quality and in comparison with the average Italian wine production. Emergy analysis proved a powerful tool for assessing environmental performance of these systems, and its use could easily be extended to other wine productions to obtain a form of environmental performance classification of this product. Systematic use of emergy analysis to assess environmental performance of different processes and products, not necessarily in agriculture, could be useful for environmental certification.  相似文献

Considering the significant roles of the policies in developing environmental finance, an overview is conducted on the environmental finance policies (EFPs) in China. This paper analyzed the definition, scope, evolution and main instruments of EFPs. The implementation progress of financial activities on each instrument are investigated respectively. Then the experiences learned from and failures discovered in the development of the EFPs are discussed well recommendations for further improvement of the EFPs and their implementation are provided. Our study found that the EFPs have been established in China after a four-phase evolution since the early 1980s. The policies have played a critical role in leading to a rapid development in environmental finance by involving more financial instruments to accomplish the objective-led environmental plans. Driven by the policies, the new green credit (GC), green security (GS), and green insurance (GI) instruments have been phased in as supplements to the conventional command and control approaches to improve the environmental governance of financial activities and pollution sources. However, the market mechanism of financial institution is limited due to their defensive and incapable performance on implementation some of EFP instruments. To further strengthen the effectiveness of EFPs in facilitating environmental man- agement, recommendations are made mainly on the aspects including developing more specific policy guidelines, enhancing information sharing and disclosure, providing sufficient economic incentives, establishing environmental liabilities with financial activities, and involving issues related to climate change, and biodiversity and ecosystem service.  相似文献

Uncertainties in scientific knowledge and complexities in ecological systems have presented specific failures of the assimilative capacity methodology. It is argued that these failures are not circumstantial in nature, nor are they the result of misapplication of science by scientists. Rather, they represent inherent problems in the use of the assimilative capacity concept in environmental management. The emergence of the precautionary principle is discussed and a formulation of the principle is presented. In conjunction with the operational approach of clean production, we believe that this principle offers a sounder basis for the prevention of marine pollution in the next decade.  相似文献

Little work dealing with the evaluation of aquaculture system sustainability has so far been undertaken on a global and comparative basis. Moreover, such work is mostly based on very unbalanced approaches in terms of the dimensions of sustainable development that are taken into account. The approach adopted in this article is designed to encompass all the dimensions of sustainability including the institutional one (governance). The taking into account of this latter, in particular, together with the role played by aquaculture in sustainability at the territorial level gives the approach its original and innovative nature. The process of establishing the checklist of sustainability indicators in aquaculture relies on a hierarchical nesting approach which makes it possible to link indicators with general sustainability criteria and principles. At once multidisciplinary and participatory, the approach compares several countries with highly differentiated types of aquaculture system. An original finding from this work is that the technically most intensive farming model scores better than more extensive systems, which might have been thought to be closer to natural systems in their environmental dimension and therefore intuitively more ‘sustainable’. This result suggests relating sustainability outcomes to the level of control and of devolved responsibilities.  相似文献

Abstract: One of the primary approaches to environmental conservation emphasizes economic development. This conservation‐and‐development approach often ignores how development affects sociocultural characteristics that may motivate environmental behaviors (actions that actively benefit or limit one's negative impacts on the environment). Evolutionary anthropologists espouse a theoretical perspective that supports the conservation‐and‐development approach. Others believe sociocultural factors are the foundation of environmental behavior and worry that development will erode the values and norms that may shape such behavior. My research assistants and I surveyed 170 individuals from eight villages in two communities in Bhutan to explore whether economic (wealth, market integration) or social (religious behaviors, environmental values, social capital) factors are better indicators of environmental behavior. I used multilevel modeling to analyze use of fuelwood, use of agricultural chemicals, and tree planting, and to determine whether social norms were associated with these behaviors. Although economic factors were more often associated with these behaviors than social factors, local conditions and control variables were the best indicators of behaviors. Furthermore, economic factors were not always associated with positive environmental outcomes. Instead, farmers attempted to make the best economic decisions given their circumstances rather than seeking to conserve resources. Although religion was not a strong predictor of any of the behaviors I examined, I found evidence that the understanding of Buddhist philosophy is growing, which suggests that social factors may play a more prominent role as Bhutan's development progresses. My results highlight the need for conservation planners to be aware of local conditions when planning and implementing policies aimed at motivating environmental behaviors and that economic and social motivations for conservation may not be mutually exclusive.  相似文献

The environmental burdens of Chinese copper production have been identified and quantified in the context of typical technologies, materials supplies and environmental emissions by a life cycle approach. Primary and secondary copper production using copper ores and scraps, respectively, were analyzed in detail. The flash and bath smelting approaches and the recycling of copper scraps were selected as representative copper production processes. A quantitative analysis was also conducted to assess the influence of material transport distance in copper production. Life cycle assessment (LCA) results showed that resources depletion and human health contribute significantly to environmental burdens in Chinese copper production. In addition, the secondary copper production has dramatically lower environmental burdens than the primary production. There is no obvious distinction in overall environmental burdens in primary copper production by flash or bath smelting approach. However, resources depletion is lower and the damage to human health is higher for flash smelting approach. Ecosystem quality damage is slight for both approaches. Environ- mental burdens from the mining stage contribute most in all life cycle stages in primary copper production. In secondary copper production, the electrolytic refining stage dominates. Based on the life cycle assessment results, some suggestions for improving environmental performance were proposed to meet the sustainable development of Chinese copper industry.  相似文献

The term ‘heavy metals’ is commonly used in the environmental literature to refer to metals and metalloids associated with environmental pollution, toxicity and adverse effects on biota. The term has been diversely defined, mostly in terms of density, relative atomic mass and atomic number. This diversity of definitions has raised questions about the nomenclature of these elements. The inclusion of the metalloid As and the nonmetal Se with heavy metals is also an important issue. Some people have called the term as meaningless, imprecise and poorly defined and have suggested abandoning the use of the term. The term itself may not be problematic but the careless and inconsistent use of terminology has led to a confusion about the meaning of the term. The use of the term may be continued but it should be defined in a more comprehensive and scientific way. Here, a more comprehensive definition of the term ‘heavy metals’ is suggested as ‘naturally occurring metals having atomic number (Z) greater than 20 and an elemental density greater than 5 g cm?3.’ A screening of the Periodic Table according to this definition yields 51 elements to be called ‘heavy metals.’ As and Se are excluded from heavy metals.  相似文献
