Using a Pathways approach, controversies over environmental and natural resource management are viewed as expressions of alternative, or competing, pathways to sustainability. This supports deeper understanding of the underlying causes of natural resource management controversies. The framework is composed of two elements: the STEPS (Social, Technological, and Environmental Pathways to Sustainability) Pathways approach and frame analysis. Many sustainable development dilemmas are played out in specific places and consequently, the Pathways approach is integrated with a place-based frame analysis. The resulting framework guides empirical investigation in place-based contexts. This theorising about sustainability science can be used to cast light on contested natural resource management issues, in this case mining in northern Sweden. By exposing the range of alternative Pathways to critical norms of sustainable development, we ascertain whether action alternatives are compatible with sustainable futures. The framework provides a way in which sustainability science can better understand the origins of natural resource management conflicts, characterise the positions of the actors involved, identify the potential for cooperation between stakeholders leading to policy resolution and judge what Pathways help or hinder the pursuit of sustainable development. In addition, it can enhance sustainability science by guiding integrative sustainability research at the project scale.  相似文献

This study used both analytical hierarchy process (AHP) and geographic information systems (GIS) to make a land-use suitability analysis for the village of Dümrek, NW Turkey. Primarily, alternative land uses for agriculture, meadow–pasture and forest were determined along with criteria for these alternatives and a hierarchical structure was produced and used to determine the weights of the criteria. Spatial data were identified by means of GIS and calculations were made using the suitability values specified and weights obtained from AHP. Suitability maps were then produced for the above land use alternatives. Subsequently, a synthesized suitability map was formed from these maps. According to the weights specified by AHP, the order of land use preferences among the alternatives for rural development of Dümrek was agriculture, forest and meadow. The synthesized suitability map showed that the areas allocated for forest and agriculture were close to the present ratios of use; however, meadow land, which does not exist at present, should be allocated as a land use to constitute 12.5% of the study area. Achieving sustainability in land use is possible by planners and administrators considering results obtained from land suitability mapping studies at the stage of allocating land uses. The method applied in this research is considered useful when taking policy decisions covering the evaluation of rural land use, particularly for subunits of the state administration.  相似文献

In order to support evaluation and decision processes with respect to sustainability of management strategies, different mathematical methods can be applied. In this paper, the fundamentals of these so-called multi-criteria evaluation and decision-support instruments are presented. Moreover, advantages and disadvantages are worked out using an example data set of strategies of sustainable water management. It is shown that particularly transparency, objectivity and the degree of participation of stakeholders are the main characteristics: Whereas the Hasse diagram technique is directed to the scientifically given data matrix, and therefore yields an objective and transparent evaluation and data analysis, concordance analysis, utility function theory, PROMETHEE and AHP (analytical hierarchy process) have their preferences as participants or stakeholders in the decision process.  相似文献

In a briefly approach, sustainability can be defined as the ability to achieve economic prosperity while protecting the natural systems of the planet, and providing a higher quality of life for its people. Nowadays it is a prime and very active area of research, fundamental for human development. Several concepts based on economics, social and environmental concerns have been considered in the development of sustainability indices. The sustainability concept is, not only but necessarily, dependent on “quantification of the environment health”, necessary to determine its effectiveness in achieving or increasing the environmental capacities of ecosystems, as well as to compare alternative plans and policies, to influence decision-makers.Environmental indices are a very important tool for the analysis of some environmental assessment factors, providing quantitative criteria and synthesizing the available information. A good index should be simple to use, transparent, and expandable across other issues. In particular, environmental indices are a useful tool for several audiences, to aid environmental decision making and to allow the media to keep score of and reduce complex information to a smaller, more easily retained, amount of information [Hardi, P., DeSouza-Huletey, J.A., 2000. Issues in analyzing data and indicators for sustainable development. Ecol. Model. 130, 59–65].The goal of this work is the development of environmental indices, based on stochastically simulated scenarios, using probabilistic approaches. Little work dealing with the evaluation of aquaculture system sustainability has so far been undertaken on a global and comparative basis. Moreover, such work is mostly based on very unbalanced approaches in terms of the dimensions of sustainable development that are taken into account. The approach adopted in this article is designed to encompass all the dimensions of sustainability including the institutional one (governance). The taking into account of this latter, in particular, together with the role played by aquaculture in sustainability at the territorial level gives the approach its original and innovative nature. The process of establishing the checklist of sustainability indicators in aquaculture relies on a hierarchical nesting approach which makes it possible to link indicators with general sustainability criteria and principles. At once multidisciplinary and participatory, the approach compares several countries with highly differentiated types of aquaculture system. An original finding from this work is that the technically most intensive farming model scores better than more extensive systems, which might have been thought to be closer to natural systems in their environmental dimension and therefore intuitively more ‘sustainable’. This result suggests relating sustainability outcomes to the level of control and of devolved responsibilities.  相似文献

In recent years, sustainability issues are gaining greater prominence among organizations and their stakeholders around the world. This paper aims to verify the sustainability performance of Brazilian organizations in performance measures and to propose sustainable guidelines with the intention of directing future efforts to the transition to sustainable development. The research utilized a triangulated approach by collecting qualitative and quantitative data acquired through multiple collection methods of a theoretical literature review, documentary analysis of corporate reports, questionnaire survey and semi-structured interviews with industry professionals and academic researchers. The results show that internal organizational factors are the main inductors of the sustainable environment in organizations, and sustainability must be tied to strategic planning, starting from upper management to lower levels. It is essential to use sustainable performance measurement systems in order to respond to external and internal levers and serve as benchmarking for future corporate operations and strategies. In addition, it is the responsibility of organizations to focus their efforts on environmental protection, reduction of energy, corporate reputation, quality management, customer satisfaction and investor relations, as they are considered to be more important and have a relationship of dependence on organizational sustainability. The findings will be of value to professionals and academics who want to start measuring and for continuously improving the sustainability performance of their organizations according to the technical, economic, environmental, social and governance dimensions. This research work also helps to understand the perceptions and expectations of stakeholders.  相似文献

Sustainable agricultural development is a perennial issue for agricultural researchers, government managers, and policy makers worldwide, but especially in developing countries. In China, farms in Shandong Province epitomize modern agriculture and play a vital role in providing food for the burgeoning population. However, Chinese agriculture is being challenged by declining resources and environmental deterioration resulting from modern farming practices. China must establish an efficient agricultural sustainability index (ASI) to evaluate agricultural conditions and offer recommendations for sustainable development. Here, we use Huantai County, Shandong Province to test a regionalscale ASI from social, economic and ecological factors that includes 11 sustainability indicators. To further evaluate the complex agroecosystem, we employed the analytic hierarchy process (AHP) and AMOEBA methods to assess agricultural sustainability from 1982 to 2003. The results show that environmental problems, especially groundwater depletion, are limiting regional sustainable development.  相似文献

SUMMARY

The new paradigm of sustainability necessitates revisions to traditional decision-making processes. This paper, which is the first in a series of four, outlines the changes required for decision-making to reflect sustainability concerns. Three sustainability criteria, that are the focus of the three subsequent papers, are introduced and the rationale for each is explained. A framework for incorporating the three sustainability criteria into the decision-making process is briefly outlined. The paper ends with the introduction to a case study, the North Central Project (NCP) for electricity supply alternatives. The NCP is used in the three following papers to demonstrate the individual components of the new approach to sustainable decision-making.  相似文献

As interest in sustainability-related issues has increased over recent years, so too has urban sustainability risen to the fore, in academic, practitioner, and policymaking circles alike. Urban sustainability requires a balance between environmental concerns, the economy, and social development in urban areas. However, over the years, there has been an exponential increase in urban density, accompanied by increased economic activity and high levels of consumption, which have hindered urban planning and made the sustainable management of urban areas more difficult. It has therefore become increasingly necessary to combine the interests of the various stakeholders involved in – or affected by – urban planning measures, in order to achieve a balance between their needs, those of the environment and future generations, and the need for economic development. Sustainability evaluation models can in this sense be considered a baseline condition for sustainable development. However, most existing evaluation systems present limitations in terms of criteria identification and the calculation of the respective trade-offs. To address these issues, the current study aims to combine cognitive mapping and the Analytic Hierarchy Process (AHP) to prioritize the determinants of sustainable development in urban areas. One of the main goals in decision-making for sustainable development is to identify and choose the most sustainable option from among different alternatives. This process usually involves a large number of stakeholders with multiple, often conflicting, objectives. Facilitating and resolving such difficult decision situations can be complex, so that a more formal and systematic approach to decision-making may be necessary. This two-part paper proposes an integrated multiple criteria decision-support framework specifically developed to provide systematic, step-by-step guidance to decision-makers. The framework, which is suitable for both corporate and public policy-making in the context of sustainable development, comprises three steps: problem structuring, problem analysis and problem resolution. In this paper, the focus is on problem structuring while Part II concentrates on problem analysis and resolution. Problem structuring includes identification of stakeholders, sustainability issues and indicators relevant for a particular decision problem. Sustainability indicators are used as decision criteria for identifying and choosing the most sustainable option. In the problem analysis step, decision makers articulate their preferences for different decision criteria. A suitable Multiple Criteria Decision Analysis (MCDA) technique, such as multi-objective optimisation, goal programming, value-based and outranking approaches, is then used to model the preferences. These techniques are discussed in Part II, which also gives guidance on the choice of the most appropriate MCDA method. Based on the outcome of preference modelling, which estimates the overall 'value' of each alternative being considered, decision-makers can then choose the 'best' or most sustainable option. Such an integrated decision-support framework is useful for providing structure to the debate, ensuring dialogue among decision-makers and showing trade-offs between conflicting objectives. In this way, it may be possible to create shared understanding about the issues, generate a sense of common purpose, and often, resolve 'difficult' decision problems.  相似文献

To evaluate a specific form of resource management, for example, the maintenance of valuable cultural landscapes, the contributions of many different viewpoints must be considered. In this paper, a model for assessing and integrating the different aspects contributing to landscape evaluation is proposed. Some results of its use in landscape assessment in the Madrid region (central Spain) are discussed.The model takes into account five assessment dimensions which are considered to be independent—the ecological, productive, economic, social and cultural evaluative systems and it recognises and assumes conflicts and trade-offs between these components. The inclusion of the production system as an independent assessment dimension is original and is justified because it is the link that connects the ecological and economic systems. Since this dimension acts most directly on the ecosystem, the production system includes the attribute of ecological or strong (in the sense of [For the Common Good, Beacon Press, Boston, 1994]) sustainability.The evaluation method places special emphasis on defining a conceptual framework, and from this defines scenarios in comparison with which particular development models (landscape planning, resources management) can be evaluated. Seven scenarios, coming from a hypothetical, traditional sustainable scenario of resources management, are defined. One of these, the sound sustainable scenario, is defended as the only one viable in the long term, particularly in developing countries.This method was employed to evaluate the agricultural and natural landscape of the Madrid region municipalities. The multivariate approach adopted was based on the selection of indicator sets for each evaluative dimension. The structure of relationships among indicators was then analysed separately for each dimension and values assigned to the municipalities according to their position on the main axes of the multivariate analyses. Each municipality was assigned to one of the seven development scenarios by means of discriminant analysis. The approach’s greatest assets are its flexibility in the selection of the indicators and the efficacy in its monitoring and comparison of the different analysed cases once a rigorous conceptual framework was established.The paper discusses the conditions for the sustainability of the human activities and provides a method for evaluating and comparing scenarios of resources management.  相似文献

Starting from the concept of three fundamental sustainability dimensions (environmental, social, and economic), this study investigated professional contributions to sustainability by means of principal component analysis (PCA). Graduates from the Environmental Sciences program (N?=?542) at ETH Zurich described their best professional contributions to sustainable development. Next, they evaluated whether their best practice example contributed to achieving any of the five environmental, social, and economic objectives of the Swiss national sustainability strategy. These judgments served as the basis for a PCA aiming to identify principal sustainability components (PSCs) covering typical synergies between sustainability objectives within and transcending the three fundamental dimensions. Three PSCs capturing important synergies were identified. PSC 1 Product and Process Development reflects how ecological innovation and modernization can generate social and economic benefits and at the same time facilitate the reduction in use of as well as the responsible use of natural resources. PSC 2 Education and Social Economics reflects how educational activities and sociocultural sustainability initiatives can simultaneously promote income and employment, social and human capital, and free personal development. PSC 3 Protection of Nature and Humans covers the synergetic benefits which protection of natural spaces and biodiversity and the reduction of environmental risks have for the protection of health and safety of the population. The study also revealed that integration of environmental, social, and economic aspects is often connected to conflicts between these dimensions. However, contributions which consider the economic situation of future generations or enhance social and human capital achieved considerable integration but showed no inclination toward such conflicts.  相似文献

SUMMARY

This paper analyses the fundamental problems of defining and achieving sustainable development. A common core of the various definitions of sustainability circulating is identified. Economic and scientific approaches to operationalize sustainability generally lead to management rules, which — if obeyed — should guarantee sustainability. Since it is not possible to precisely predict the future, this scientific—technical—economic route to sustainability may fail. A second, ethical way, to sustainability which interprets sustainability as an ideal for fair play is introduced. How the two different ways may complement one another with a three-step hierarchy of political goals is elucidated.  相似文献

ABSTRACT

This article contributes to efforts to validate a common set of parameters and principles of sustainable agriculture. Comparisons between alternative forms of sustainable agriculture and rural-to-urban community resilience are investigated. Conclusions are drawn between multiple sustainable/alternative agriculture systems and evaluated. A set of common baseline parameters and principles is proposed as a method of evolving a common structural framework for strengthening sustainability of agriculture and rural contexts. Concepts of rural-to-urban community sustainability are proposed, supporting sustainable agriculture contexts as rural and urban. In the twenty-first century, agriculture is becoming more diversified and less typified as a rural occupation. Urban agriculture is expanding as the need for fresh, affordable, accessible agriculture produce increases in urban areas. Evidence supports symbiotic relationships between sustainable agriculture and rural/urban communities, although some claim this relationship has not been clearly defined.

This article investigates sustainable agriculture from two perspectives. We ask ‘what are common parameters and principles of the various forms of sustainable agriculture,’ and ‘why urban-to-rural context.’ Organic agriculture parameters and principles are proposed as a conceptual framework toward establishing baseline parameters and principles for sustainable agriculture. Best management parameters of urban and rural sustainable agriculture in the United States and the United Kingdom are examined for their potential to develop a strengthening framework of parameters and principles of agriculture and rural-to-urban sustainability. These results are compared and evaluated for their effectiveness in redefining current sustainable agriculture practices, and their value in strengthening sustainable agriculture symbiosis with rural-to-urban community systems.  相似文献

While the concept of sustainable land management is now widely accepted, there remains considerable scope for developing location-specific land-use indicators for sustainability evaluation. A study was conducted to investigate the indicators of land-use sustainability in the context of tropical agro-ecosystems using the case of Sakaekrang watershed, Thailand. The biophysical data were generated from Geographic Information Systems (GIs) and the socioeconomic data were collected through a field survey. In the light of sustainable land management objectives, a total of 32 criteria were considered in the analysis to determine land-use sustainability and identify indicators that best explain the sustainability level. About one quarter of the agricultural area in the watershed meets the sustainability threshold, indicating a substantial unstable area in the watershed. Among 11 indicators that showed a significant relationship with the computed land-use sustainability, land quality, source of farm income, and evapo transpiration were the most important.  相似文献

Within the forest sector, the sustainability concept has evolved from a narrow focus on sustainable wood production to a much broader evaluation of environmental, social, and economic sustainability for whole value chains. A new software tool - ToSIA - has been developed for assessing sustainability impacts of Forest-Wood-Chains (FWCs). In the approach, FWCs are defined as chains of production processes (e.g. harvesting-transport-industrial processing), which are linked with products (e.g. a timber frame house). Sustainability is determined by analysing environmental, economic, and social sustainability indicators for all the production processes along the FWC. The tool calculates sustainability values as products of the relative indicator values (i.e. indicator value expressed per unit of material flow) multiplied with the material flow entering the process. Calculated sustainability values are then aggregated for the segments of the FWC or for the complete chain. The sustainability impact assessment requires carefully specified system boundaries. ToSIA uses a data-oriented approach that is very flexible in the focus of the analysis and the selection of indicators of sustainability. An example of alternative Norway spruce management systems in Southern Germany and their effects on six sustainability indicators is presented. The less intensive management system with natural regeneration and motor-manual harvesting shows higher carbon storage and slightly less energy use. It creates more employment and higher labour costs, but the average rate of accidents is also higher. ToSIA offers a transparent and consistent methodological framework to assess sustainability impacts in the forest-based sector as affected, e.g. by changes in policies, market conditions, or technology. The paper discusses strengths and limitations of the approach and provides an outlook on further development perspectives of the methodology.  相似文献

Since the Brundtland Commission's delineation of the term sustainable development in 1987, virtually every country has incorporated the terms sustainability and sustainable development into their planning vocabulary and criteria for decision-making. However, many issues remain unresolved. Broad and sweeping references to sustainability and sustainable development do not necessarily translate into implementable policies to achieve these goals. In particular, unresolved issues include developing an understanding of how one sector of the economy can contribute to the sustainable development of the economy as a whole and the role of ecological resources in sustainable development. Our paper provides an initial conceptual examination of these questions by folding mining and ecological quality into the sustainability discussion. We use the Brazilian Amazon as an application of our sustainable development model.  相似文献

The DPSIR framework was devised in the late 1990s as a tool for the reporting and analysis of environmental problems, ranging in scale from global systems to localized watersheds. Since then, international organizations have begun to apply this framework to the evaluation of sustainable development initiatives, to better understand and overcome barriers to sustainability. While this may seem a logical application for an integrated environmental assessment tool, the use of DPSIR in sustainable development will likely perpetuate the least satisfactory outcomes of development. DPSIR cannot address the impact of aggregated, informal responses on the drivers and pressures related to environmental problems and sustainability challenges. This problem is not merely an oversight of the framework, but an issue that emerges within the structure of DPSIR itself through the unexamined, unacknowledged hierarchy of actors that this framework implicitly creates with its typology. Therefore, a DPSIR-centered approach is not a new direction for development within international organizations, but instead, a reproduction of existing inequalities between actors and stakeholders within current approaches.  相似文献

India and Canada share a common heritage in natural resources management. Both have a colonial background, settlers and indigenous peoples; there is a history of management agencies with utilitarian attitudes, and a history of treating public lands as commodities for commerce rather than as resources for local livelihoods. This historical context guided the overall goal of this study, which was policy development for the sustainable use of mountain environments. Interviews, workshops and seminars were held with local people and resource management professionals in a comparative case study in two regions; the Kullu area in Himachal Pradesh, India and the Arrow Lakes area in British Columbia, Canada. The paper is organized around two main objectives of the work relating to the successes and failures of mountain environment resource management policies and the development of criteria for assessing and monitoring sustainability in mountain environments, in particular, criteria for examining relevant crosscultural dimensions of sustainable development in these environments. By way of conclusion the paper considers further ways in which traditional resource policy development and implementation is being challenged by changing values and priorities; ecosystems management with people; and co-management and public participation.  相似文献

The present paper acknowledges the need for sustainable development education in Cuba, after a short review of their national health status and educational system. The environmental situation of the island is outlined, including the role played by environmental education (EE) in the current environment system. The-EE in Cuba is presented, and the problems related to its implementation are analyzed. Recommendations and possible solutions towards the use of education for sustainability as a tool for environmental management are presented, so as to prove the need for environmental awareness management in Cuba.  相似文献
