One of the defining characteristics of sustainability assessment as a form of impact assessment is that it provides a forum for the explicit consideration of the trade-offs that are inherent in complex decision-making processes. Few sustainability assessments have achieved this goal though, and none has considered trade-offs in a holistic fashion throughout the process. Recent contributions such as the Gibson trade-off rules have significantly progressed thinking in this area by suggesting appropriate acceptability criteria for evaluating substantive trade-offs arising from proposed development, as well as process rules for how evaluations of acceptability should occur. However, there has been negligible uptake of these rules in practice. Overall, we argue that there is inadequate consideration of trade-offs, both process and substantive, throughout the sustainability assessment process, and insufficient considerations of how process decisions and compromises influence substantive outcomes. This paper presents a framework for understanding and managing both process and substantive trade-offs within each step of a typical sustainability assessment process. The framework draws together previously published literature and offers case studies that illustrate aspects of the practical application of the framework. The framing and design of sustainability assessment are vitally important, as process compromises or trade-offs can have substantive consequences in terms of sustainability outcomes delivered, with the choice of alternatives considered being a particularly significant determinant of substantive outcomes. The demarcation of acceptable from unacceptable impacts is a key aspect of managing trade-offs. Offsets can be considered as a form of trade-off within a category of sustainability that are utilised to enhance preferred alternatives once conditions of impact acceptability have been met. In this way they may enable net gains to be delivered; another imperative for progress to sustainability. Understanding the nature and implications of trade-offs within sustainability assessment is essential to improving practice.  相似文献

Sustainability assessment is needed to build sustainable farming systems. A broad range of sustainability concepts, methodologies and applications already exists. They differ in level, focus, orientation, measurement, scale, presentation and intended end-users. In this paper we illustrate that a smart combination of existing methods with different levels of application can make sustainability assessment more profound, and that it can broaden the insights of different end-user groups. An overview of sustainability assessment tools on different levels and for different end-users shows the complementarities and the opportunities of using different methods. In a case-study, a combination of the sustainable value approach (SVA) and MOTIFS is used to perform a sustainability evaluation of farming systems in Flanders. SVA is used to evaluate sustainability at sector level, and is especially useful to support policy makers, while MOTIFS is used to support and guide farmers towards sustainability at farm level. The combined use of the two methods with complementary goals can widen the insights of both farmers and policy makers, without losing the particularities of the different approaches. To stimulate and support further research and applications, we propose guidelines for multilevel and multi-user sustainability assessments.  相似文献

Sustainability is emerging as one of the most fundamental concepts for assessing the overall state of an agricultural production system. Essentially, this concept assumes that if a production system is sustainable indefinitely, then it is acceptable. But almost any system is sustainable if sufficient resources are committed to it! Neighborhood sustainability assessment tools have become widespread since the turn of 21st century and many communities, mainly in the developed world, are utilizing these tools to measure their success in approaching sustainable development goals. In this study, seven tools from Australia, Europe, Japan, and the United States are selected and analyzed with the aim of providing insights into the current situations; highlighting the strengths, weaknesses, successes, and failures; and making recommendations for future improvements. Using a content analysis, the issues of sustainability coverage, pre-requisites, local adaptability, scoring and weighting, participation, reporting, and applicability are discussed in this paper. The results of this study indicate that most of the tools are not doing well regarding the coverage of social, economic, and institutional aspects of sustainability; there are ambiguities and shortcomings in the weighting, scoring, and rating; in most cases, there is no mechanism for local adaptability and participation; and, only those tools which are embedded within the broader planning framework are doing well with regard to applicability.  相似文献

The study utilizes the method of Material Flow, Ecological Footprint Model and other related indicators to establish the Indicator System of Sustainable Development. Principal Component Analysis is used to abstract the representative factors in order to estimate the indicators of ecological sustainable development during 1998~2005 in Taiwan, as well as to make policy recommendations. The research indicates following results: (1) The Direct Material Input (DMI) of Taiwan shows constant instability and depends on heavy import activity. The annual increase of considerable greenhouse gas emission leads to a comparative growth of the Domestic Process Output (DOP). The both material consumption and inventory formation of the economy are unsteady. In addition, the Physical Trade Balance (PTB) indicates that supply exceeds demand, as well as the occasional shortage of building materials. (2) The 2005 per capita Ecological Demand footprint in Taiwan is 6.5392 hm(2), making the Ecological Deficit per capita 4.8569 hm(2). The figures reflect that productivity and life intensity of residents have exceeded the carrying capacity of Taiwan's ecological economic system. (3) The overall Synthetic Trend Indicators of Sustainable Development in Taiwan are decreasing. Therefore, if proper measures are not adopted in time, the current weak sustainability will lead into the vicious circle which departs from sustainable development.  相似文献

Responding to future challenges and societal needs, various actions are taken in agriculture to evolve towards more sustainable farming practices. These actions imply strategic choices and suppose adequate sustainability assessments to identify, measure, evaluate and communicate sustainable development. However, literature is scarce on the link between strategic decision making and sustainability assessment. As questions emerge on how, what and when to measure, the objective of this paper is to construct a framework for guiding sustainability assessment and on-farm strategic decision making. Qualitative research on own experiences from the past and a recent project revealed four categories of actual needs farmers, advisors and experts have regarding sustainability assessment: context, flexibility, focus on farm and farmer and communication. These stakeholders' needs are then incorporated into a two-dimensional framework that marries the intrinsic complexity of sustainability assessment tools and the time frame of strategic decision making. The framework allows a farm-specific and flexible approach leading to harmonized actions towards sustainable farming. As this framework is mainly a procedural instrument to guide the use of sustainability assessment tools within strategic decision making, it fits to incorporate, even guide, future research on sustainability assessment tools themselves and on their adoption on farms.  相似文献

Environmental sustainability is not being practiced in the supply chains of many industries. Previous studies on environmental sustainability have not outlined clear strategies to achieve sustainability across supply chains, particularly in the context of emerging economies, and have been of limited relevance in settings beyond the geographical region of their focus. To address these gaps, we have proposed a best worst method (BWM) as a framework to assess the environmental criteria for sustainability in select industries in Bangladesh. Different industrial activities or criteria affecting the environment in various ways were assessed and weighted using the BWM. To ensure the efficiency and accuracy of this framework, we sought the opinions of 34 experts to specify the most suitable indicators from our initial literature review. Findings from this study revealed that “waste management” was the most important indicator for establishing environmental sustainability in industries in Bangladesh, which was substantiated by a sensitivity analysis. This research will assist industry managers and entrepreneurs to work toward environmental sustainability across supply chains.  相似文献

Today, critical deficiencies hinder the effective inclusion of social criteria in public-works procurement. The primary reasons for this are the lack of information and objective social assessment methods in the construction industry. Hence, this paper proposes a method to assist agencies in including indicators and objective assessments of social sustainability in public-works procurement. This method applies to civil engineering projects in the infrastructure life-cycle construction stage using design-bid-build delivery. Eight social categories and 22 factors are organized into two organizational levels (project and company). Quantitative and semi-quantitative indicators are proposed to assess the social commitment of construction companies in their organizations and projects. Additionally, two aggregation formulas are established as assessment criteria in public-works procurement. The results highlight that the indicators' importance in assessing social commitment in a project can be defined depending on the local context. Moreover, the method to assess corporate social responsibility can also measure and compare a company's performance, regardless of size. The proposed method can be used in procurement procedures, helping public-works procurers develop transparent decision processes.  相似文献

Urban food systems must undergo a significant transformation if they are to avoid impeding the achievement of UN Sustainable Development Goals. One reconfiguration with claimed sustainability benefits is ICT-mediated food sharing – an umbrella term used to refer to technologically-augmented collective or collaborative practices around growing, cooking, eating and redistributing food – which some argue improves environmental efficiencies by reducing waste, providing opportunities to make or save money, building social networks and generally enhancing well-being. However, most sustainability claims for food sharing have not been evidenced by systematically collected and presented data. In this paper we document our response to this mismatch between claims and evidence through the development of the SHARECITY sustainability Impact assessment Toolkit (SHARE IT); a novel Sustainability Impact Assessment (SIA) framework which has been co-designed with food sharing initiatives to better indicate the impact of food-sharing initiatives in urban food systems. We demonstrate that while several SIA frameworks have been developed to evaluate food systems at the urban scale, they contain few measures that specifically account for impacts of the sharing that initiatives undertake. The main body of the paper focuses on the co-design process undertaken with food sharing initiatives based in Dublin and London. Attention is paid to how two core goals were achieved: 1) the identification of a coherent SIA framework containing appropriate indicators for the activities of food sharing initiatives; and 2) the development of an open access online toolkit for in order to make SIA reporting accessible for food sharing initiatives. In conclusion, the co-design process revealed a number of technical and conceptual challenges, but it also stimulated creative responses to these challenges.  相似文献

Green Public Procurement (GPP) plays an important role in facing the challenge of reducing the environmental impacts from construction sector-related products, services and works, and creating environmental and innovative value for society in favour of a greener and more sustainable economy. The European Commission recently developed GPP criteria for the “office buildings” category. In parallel, Building Sustainability Assessment (BSA) tools help estimate a building's impact on the environment based on a life cycle approach. Many of the aspects and measurable indicators included in BSA tools are clearly related to the criteria covered by GPP. However, other important ones are missing and should be integrated to ensure green procurement initiatives. This study critically reviews the GPP criteria proposed for office buildings and crosschecks them with the sustainability indicators included in three BSA tools to reinforce the GPP framework for the office buildings sector. It provides, on the one hand, an evaluation of the rate of improvement achieved in the tools when applying GPP criteria and, on the other, a proposal for a weighting system for awarding points to the offers in tenders. The results will help contracting authorities to introduce more objectivity into the tendering process and to make informed decisions while evaluating bidders' proposals.  相似文献

This paper examines the strategic environmental assessment (SEA)–sustainability relationship over the past decade, from 2000 to 2010, focusing in particular on the incorporation of sustainability in SEA. A total of 86 papers from the academic literature containing the terms ‘sustainability’ or ‘sustainable development’ and ‘strategic environmental assessment’ were identified and reviewed. Several common themes emerged by which SEA can support sustainability, including providing a framework to support decision making for sustainability; setting sustainability objectives, ensuring the consideration of ‘more sustainable’ alternatives, and integrating sustainability criteria in PPP development; and promoting sustainability outcomes through tiering and institutional learning. At the same time, our review identified many underlying barriers that challenge SEA for sustainability, including the variable interpretations of the scope of sustainability in SEA; the limited use of assessment criteria directly linked to sustainability objectives; and challenges for decision-makers in operationalizing sustainability in SEA and adapting PPP development decision-making processes to include sustainability issues. To advance SEA for sustainability there is a need to better define the scope of sustainability in SEA; clarify how to operationalize the different approaches to sustainability in SEA, as opposed to simply describing those approaches; provide guidance on how to operationalize broad sustainability goals through assessment criteria in SEA; and understand better how to facilitate institutional learning regarding sustainability through SEA application.  相似文献

Sustainability assessment is a complex field and its uptake amongst agricultural producers limited. Furthermore, the scope of current sustainability assessment tools does not extend to systems in which food production is integrated with production of non-food biomass (e.g. agroforestry). Participatory approaches to tool development offer a means to overcome the subjectivity of researcher-led tool design and thus the potential to increase relevance and engagement. In this work we develop a Delphi-style methodology as a means to produce a sustainability assessment tool suitable to assess and feedback on an integrated food/non-food system. Using a widely accepted agricultural sustainability framework and an existing farm sustainability assessment tool as a base, stakeholders were engaged with across six countries and multiple stakeholder groups to identify key indicators to be added to the tool. The methodology developed is described in detail, framed in the setting of this tool development process but providing a novel framework applicable to any situation where indicators must be developed for a complex issue of interest across multiple perspectives and stakeholder groups. Feedback and learning from the experience is provided. It was found that, contrary to some opinion, the inclusion of a face-to-face discussion round as part of the Delphi procedure provides a valuable means for information exchange and a move towards consensus amongst stakeholders. By using a ‘snowball’ approach to the in person discussions, it appears too that the loss of the voices of more socially retiring individuals can be avoided. Final levels of agreement vary substantially across the different areas of sustainability, with indicators in some areas (e.g. environmental integrity) proving much less controversial than others (e.g. social wellbeing). Despite this, the methodology effectively reaches a level of consensus amongst diverse stakeholders sufficient to guide the selection of sustainability indicators with a good level of confidence.  相似文献

This paper investigates the discursive construction of the substantive purposes of environmental assessment (EA). It addresses these purposes by exploring the complex and often multifaceted linkages between political factors and plural views of democracy, public participation, and the role of science that are embedded in environmental and sustainability discourses. The interaction between policy-making and public actors leads to the formulation of divergent and potentially competing rationales for public participation, and for social appraisal more generally. Participatory approaches have also given impetus to the development of several interpretations on the role of science in assessment procedures. Science is important in mediating public participation and the two are therefore reciprocally linked. This leads to discourses that become manifest in the construction of substantive purposes. Discourse analysis in EA is a relevant method for examining trends and patterns in sustainable development. It is argued that public participation is an important, if not decisive, variable in the articulation and civil legitimacy of certain purposes. A general proposition that results from this paper is that EA, although typically presented as an objective scientific tool, is an intrinsically normative process. Enhanced knowledge on the construction, and reconstruction over time, of substantive purposes is required if environmental and sustainability discourses are to be used and understood as meaningful analytical instruments to assess the socio-political implications of EA.  相似文献

Sustainable development or sustainability has been highlighted as an essential principle in urban master planning, with increasing recognition that uncontrollable urbanization may well give rise to various issues such as overexploitation of natural resources, ecosystem destruction, environmental pollution and large-scale climate change. Thus, it is deemed necessary to modify the existing urban and regional administrative system so as to cope with the challenges urban planning is being confronted with and realize the purpose of urban sustainability. This paper contributed to proposing a mechanism which helps to make urban planning with full consideration of issues with respect to sustainable development. We suggested that the integration of urban planning, SEA and ecological planning be a multi-win strategy to offset deficiency of each mentioned political tool being individually applied. We also proposed a framework where SEA and ecological planning are fully incorporated into urban planning, which forms a two-way constraint mechanism to ascertain environmental quality of urban planning, although in practice, planning and SEA processes may conditionally be unified. Moreover, as shown in the case study, the integration of the three political tools may be constrained due to slow changes in the contextual factors, in particular the political and cultural dimensions. Currently within the context of China, there may be three major elements which facilitate integration of the three political tools, which are (1) regulatory requirement of PEIA on urban planning, (2) the promotion or strong administrative support from government on eco-district building, and (3) the willingness of urban planners to collaborate with SEA experts or ecologists.  相似文献
