In this study, we carried out a comparative analysis of the Chilean Environmental Impact Assessment (EIA) system using evaluation criteria compared against three countries to allow for an objective evaluation within the growing demand of society for a more creditable and trustable EIA system.A total of 18 evaluation criteria were selected from the literature, and four new criteria for comparing EIA systems were proposed. The Chilean EIA system was compared to that of Brazil, Spain, and Canada using the following four evaluation criteria categories: EIA Legislation (four criteria), EIA Administration (four criteria), EIA Process (eleven criteria), and After EIA (three criteria). A Hierarchical Agglomerative Cluster Analysis for assessing similarity among the EIA systems of Chile, Canada, and Spain was performed: the similarity being 88%. A Principal Component Analysis shows that only 13 of the selected 22 criteria contribute to the variability of the selected EIA systems. The main strengths of the Chilean EIA system are the existence of Specialized Environmental Courts for the resolution of disputes and Appeal options before execution. The identified weaknesses are an EIA system with high centralization at the national level, the absence of consideration of project alternatives, no requirement for scoping, and that the process of Strategic Environmental Assessment is not binding.Modifications to the Environmental Impact Assessment System Regulation are proposed by authors as feasible improvements particularly in relation to, Decentralization of the EIA system, Alternatives for design, Scoping incorporation, Register of reviewers of baseline information, and the public information process and post-evaluation.The method used seeks out to serve as guidance for countries with similar environmental and social contexts, as well as environmental legislation improvement needs.  相似文献

Road traffic noise is one of the most significant environmental impacts generated by transport systems. To this regard, the recent implementation of the European Environmental Noise Directive by Public Administrations of the European Union member countries has led to various noise action plans (NAPs) for reducing the noise exposure of EU inhabitants. Every country or administration is responsible for applying criteria based on their own experience or expert knowledge, but there is no regulated process for the prioritization of technical measures within these plans. This paper proposes a multi-criteria decision methodology for the selection of suitable alternatives against traffic noise in each of the road stretches included in the NAPs. The methodology first defines the main criteria and alternatives to be considered. Secondly, it determines the relative weights for the criteria and sub-criteria using the fuzzy extended analytical hierarchy process as applied to the results from an expert panel, thereby allowing expert knowledge to be captured in an automated way. A final step comprises the use of discrete multi-criteria analysis methods such as weighted sum, ELECTRE and TOPSIS, to rank the alternatives by suitability. To illustrate an application of the proposed methodology, this paper describes its implementation in a complex real case study: the selection of optimal technical solutions against traffic noise in the top priority road stretch included in the revision of the NAP of the regional road network in the province of Almeria (Spain).  相似文献

The selection of a best alternative method to minimize air pollution and energy consumption for mine sites is a critical task because it encompasses evaluation of different techniques. The aim of this paper is to select most suitable technology for mining system which helps in reducing air pollution and carbon footprints by implementing the multicriteria decision analysis (MCDA) method. The existing methods or frameworks in the mining sector, which have been used in the past to select the sustainable solution, are lacking aid of MCDA, and there is a need to contribute more in this field with a promising decision system. The MCDA method is applied as a probabilistic integrated approach for a mine site in Canada. The analysis involves processing inputs to the Preference Ranking Organization Method for Enrichment Evaluation (PROMETHEE) method which assists in identifying the alternatives, defining the criteria, and thus outranking of the final choice. Moreover, criteria weighting has been determined using analytical hierarchical process (AHP) method. Three categories: reduction of dust/fugitive emission control strategies, reduction in fuel consumption to minimize carbon footprint, and cyanide destruction methods are selected. The probability distributions of criteria weights and output flows are defined by performing uncertainty analysis using the Monte Carlo simulation (MCS). The sensitivity analysis is conducted using Spearman’s rank correlation method and walking criteria weights. The results indicate that the integrated framework provides a reliable way of selecting air pollution control solutions and help in quantifying the impact of different criteria for the selected alternatives.

Criteria and indicators assessment is one of the ways to evaluate management strategies for mountain watersheds. One framework for this, Integrated Watershed Management (IWM), was employed at Chittagong Hill Tracts region of Bangladesh using a multi-criteria analysis approach. The IWM framework, consisting of the design and application of principles, criteria, indicators, and verifiers (PCIV), facilitates active participation by diverse professionals, experts, and interest groups in watershed management, to explicitly address the demands and problems to measure the complexity of problems in a transparent and understandable way. Management alternatives are developed to fulfill every key component of IWM considering the developed PCIV set and current situation of the study area. Different management strategies, each focusing on a different approach (biodiversity conservation, flood control, soil and water quality conservation, indigenous knowledge conservation, income generation, watershed conservation, and landscape conservation) were assessed qualitatively on their potential to improve the current situation according to each verifier of the criteria and indicator set. Analytic Hierarchy Process (AHP), including sensitivity analysis, was employed to identify an appropriate management strategy according to overall priorities (i.e., different weights of each principle) of key informants. The AHP process indicated that a strategy focused on conservation of biodiversity provided the best option to address watershed-related challenges in the Chittagong Hill Tracts, Bangladesh.  相似文献

This paper introduces a new approach to prioritize urban planning projects according to their environmental pressure in an efficient and reliable way. It is based on the combination of three procedures: (i) the use of environmental pressure indicators, (ii) the aggregation of the indicators in an Environmental Pressure Index by means of the Analytic Network Process method (ANP) and (iii) the interpretation of the information obtained from the experts during the decision-making process.The method has been applied to a proposal for urban development of La Carlota airport in Caracas (Venezuela). There are three options which are currently under evaluation. They include a Health Club, a Residential Area and a Theme Park. After a selection process the experts chose the following environmental pressure indicators as ANP criteria for the project life cycle: used land area, population density, energy consumption, water consumption and waste generation. By using goal-oriented questionnaires designed by the authors, the experts determined the importance of the criteria, the relationships among criteria, and the relationships between the criteria and the urban development alternatives.The resulting data showed that water consumption is the most important environmental pressure factor, and the Theme Park project is by far the urban development alternative which exerts the least environmental pressure on the area. The participating experts coincided in appreciating the technique proposed in this paper is useful and, for ranking ordering these alternatives, an improvement from traditional techniques such as environmental impact studies, life-cycle analysis, etc.  相似文献

SEA spread around the world as has SEA effectiveness research. International SEA evaluations show mixed findings on SEA effectiveness. In this article, the quality and procedural effectiveness of SEA in Germany is analysed pursuing the hypothesis that SEA is influenced by planning and administrative traditions that tend to counteract to more ambitious SEA approaches. Three SEA case studies were analysed according to a set of criteria and indicators based on international research outcomes involving SEA integration into decision-making, scoping, selection and assessment of alternatives, cumulative effects assessment, tiering, public participation, and monitoring. The analysis draws on documents analysis and interviews with representatives from responsible agencies and involved SEA consultancies.The analysis shows that SEA is facilitating informed decision-making as the responsible agencies used the SEA, the interaction with consultancies, and the participation processes as a source of information. However, the case studies show various degrees of SEA quality in Germany based on the evaluated criteria and indicators. Results demonstrate that procedural effectiveness is limited. Unclear legal regulations, an expert-based planning approach instead of a collaborative approach, and organisational constraints limit the SEA quality. Furthermore, SEA performance is highly influenced by administrations' legalistic tradition, the expert-based planning culture, the home-grown planning system, and the bounded importance of SEA consultancies in the era of staff cuts and under-resourced agencies. Thus, the recommendations aim to strengthen a more collaborative planning approach, to build SEA capacity within SEA responsible agencies, and to clarify SEA regulations.The overall question for SEA evaluation research and practice may be how more collaborative planning approaches can effectively be implemented in planning and SEA practice through institutional learning.  相似文献

The hygienic quality of the water of the Kerava river, southern Finland, deteriorates occasionally. The purpose of the study was to design a real-time monitoring system that would inform the public using the river for recreational purposes about the changes in water quality. The system was constrained to consist of on-line sensing of water quality and quantity, and adjacent forecasting models. Four different system alternatives were analyzed and compared. The first alternative observes river flow in real-time; the second alternative also monitors water temperature, turbidity, pH, conductivity and dissolved oxygen. The data collected in this way are used to forecast Streptococcus and E. coli concentrations, using canonical correlation and regression analysis. The third configuration is a two-step procedure, where river flow is first predicted by an ARMAX model and the hygienic state is then based on the flow estimate, as in the first assemblage. The most expensive monitoring system, which at present is the least well-known, is to apply the Lidar system, where the hygienic status of the river quality is observed directly using laser technology, placing less emphasis on modeling. In this paper, the alternatives are formulated and a preliminary comparison is made, using the criteria of operational feasibility, prediction uncertainty, investment and maintenance costs, and suitability for in-situ monitoring.  相似文献

Desertification, land degradation in arid, semi-arid, and dry sub-humid regions, is a global environmental problem. With respect to increasing importance of desertification and its complexity, the necessity of attention to the optimal de-desertification alternatives is essential. Therefore, this work presents an analytic hierarchy process (AHP) method to objectively select the optimal de-desertification alternatives based on the results of interviews with experts in Khezr Abad region, central Iran as the case study. This model was used in Yazd Khezr Abad region to evaluate the efficiency in presentation of better alternatives related to personal and environmental situations. Obtained results indicate that the criterion "proportion and adaptation to the environment" with the weighted average of 33.6% is the most important criterion from experts viewpoints. While prevention alternatives of land usage unsuitable of reveres and conversion with 22.88% mean weight and vegetation cover development and reclamation with 21.9% mean weight are recognized ordinarily as the most important de-desertification alternatives in region. Finally, sensitivity analysis is performed in detail by varying the objective factor decision weight, the priority weight of subjective factors, and the gain factors. After the fulfillment of sensitivity analysis and determination of the most sensitive criteria and alternatives, the former classification and ranking of alternatives does not change so much, and it was observed that unsuitable land use alternative with the preference degree of 22.7% was still in the first order of priority. The final priority of livestock grazing control alternative was replaced with the alternative of modification of ground water harvesting.  相似文献

The precautionary principle is increasingly discussed in debates over appropriate measures to address complex and uncertain risks. The principle has generally been defined as having two main components: preventive action in the face of uncertainty and reversing the burden of proof. In isolation, these two components would suggest that precaution is primarily reactive to potential problems rather than proactive. More recent statements have suggested that thorough assessment of alternatives is critical to the effective implementation of the precautionary principle. Alternatives assessment—also referred to as options analysis and facility planning—redirects environmental science and policy debates from characterizing problems to identifying solutions. In this commentary, we examine the rationale for a focus on alternatives assessment in implementing the precautionary principle. We examine methods and examples of alternatives assessment, as well as opportunities for the principle's integration in environmental policy. We argue that a greater focus on alternatives assessment can enhance the ability of decision makers to make truly precautionary decisions, stimulate innovation toward sustainable production, and more effectively place burdens on to those creating risks. Such a focus forms an essential component of a shift from “problem-based” environmental policy to “solutions-based” policy. This shift requires adequate research resources, tools, and a government commitment to a new paradigm of environmental protection. We conclude that we will only reach the goal of sustainable production if we change our environmental protection focus from figuring out how bad the situation will be to seeking alternatives to problematic activities and designing the conditions for a more sustainable future.  相似文献

The choice of the energy storage technology involves multiple criteria that need to be simultaneously considered in the energy planning process. The development of sustainable energy system requires to take into account not only technical characteristics of storage technologies but also to pursue sustainability issues. The paper aims to perform not-site-specific sustainability assessment of the main types of energy storage technologies (mechanical, chemical, electrochemical and thermal) based on the developed advanced multi-criteria technique. The paper follows the vein of the coordinated Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) and extends it to the interval environment. A geometric integer programming model is introduced to identify the interval for the degree of coordination. The proposed method is, therefore, able to handle uncertainty and coordinate performance of the alternatives with respect to multiple criteria. Sustainability assessment of energy storage technologies is performed based on the most important technological, economic, environmental and social criteria. The results showed that the most sustainable energy storage technologies are mechanical and thermal ones (utility scores range in between 1 and 0.75). The remaining technologies exhibit utility scores of 0.69 at most. The least appealing options are electrochemical storage technologies.  相似文献

In recent years, groundwater quality has become a global concern due to its effect on human life and natural ecosystems. To assess the groundwater quality in the Amol–Babol Plain, a total of 308 water samples were collected during wet and dry seasons in 2009. The samples were analysed for their physico-chemical and biological constituents. Multivariate statistical analysis and geostatistical techniques were applied to assess the spatial and temporal variabilities of groundwater quality and to identify the main factors and sources of contamination. Principal component analysis (PCA) revealed that seven factors explained around 75 % of the total variance, which highlighted salinity, hardness and biological pollution as the dominant factors affecting the groundwater quality in the Plain. Two-way analysis of variance (ANOVA) was conducted on the dataset to evaluate the spatio-temporal variation. The results showed that there were no significant temporal variations between the two seasons, which explained the similarity between six component factors in dry and wet seasons based on the PCA results. There are also significant spatial differences (p?>?0.05) of the parameters under study, including salinity, potassium, sulphate and dissolved oxygen in the plain. The least significant difference (LSD) test revealed that groundwater salinity in the eastern region is significantly different to the central and western side of the study area. Finally, multivariate analysis and geostatistical techniques were combined as an effective method for demonstrating the spatial structure of multivariate spatial data. It was concluded that multiple natural processes and anthropogenic activities were the main sources of groundwater salinization, hardness and microbiological contamination of the study area.  相似文献

Swine Concentrated Animal Feeding Operations (CAFOs) have received much attention in recent years. As a result, a watershed-based screening tool, the Cumulative Risk Index Analysis (CRIA), was developed to assess the cumulative impacts of multiple CAFO facilities in a watershedsubunit. The CRIA formula calculates an index number based on: 1) the area of one or more facilities compared to the area of the watershed subunit, 2) the average of the environmental vulnerability criteria, and 3) the average of the industry-specific impact criteria. Each vulnerability or impact criterion is ranked on a 1 to 5 scale, with a low rank indicating low environmental vulnerability or impact and a high rank indicating high environmental vulnerability or impact. The individual criterion ranks, as well as the total CRIA score, can be used to focus the environmental analysis and facilitate discussions with industry, public, and other stakeholders in the Agency decision-making process.  相似文献

In the domain of environmental protection, multi-criteria evaluation is used in cases where multiple alternatives, on the bases of multiple parameters, need to be evaluated. Depending on the particular goal of investigation, various approaches have been developed and applied. This various multi-criteria approaches differ in parameter weighting method, in data normalization method as well as in the method for assessment of alternatives. According to the applied multi-criteria methodology, the result, i.e., the rank of alternatives may differ to some extent. In this context, parameter weighting bears special significance in multi-criteria evaluation, while the choice of method is crucial for final result. The specificity of parameter weighting process in environment protection is directly related to pronounced interdisciplinary character of this area, as well as the large number of influential parameters. With this in mind, this paper presents an approach to multi-criteria evaluation which—through integration of three specific methods for parameter weighting—allows more flexible and multi-purpose application. Based on the established concept, a software application was developed. Besides automated parameter weighting, it also provides graphical interpretation of results. The developed approach and software have been verified on the case study related to evaluation of environmental loadings at six locations in the city of Novi Sad.  相似文献

Environmental impact assessment (EIA) serves as a gatekeeper to prevent environmental pollution, and public participation is a legal requirement in the EIA process that ensures people's awareness of activities that may jeopardize the environment. Recently, with the elevated awareness of environmental protection and increasing environmental sensitivity, EIA has evolved as a means for the public to show their attitudes towards environmental issues. More frequently, public protests against not-in-my-backyard (NIMBY) facilities have become a significant challenge in the government's decision-making process. Government officials and EIA practitioners continue to look for a more effective way of public participation and aim to establish a platform that can involve related stakeholders. However, current research on public participation is limited to individual case studies or lacks a systematic approach to analysing diversified modes of public participation, which may differentiate levels of acceptance by the government in the EIA process and consequently lead to different effects. Therefore, from the perspectives of the participation extent and conflict level, this paper aims to establish an integrated framework to categorize different public participation patterns in EIA practices and to analyse their characteristics, such as preferences and the action logic arising from different stakeholders, including the government and public. The paper concludes that collaborative public participation is a possible way to strengthen the effectiveness of public involvement within the Chinese context.  相似文献

The cross-country petroleum pipelines are environmentally sensitive because they traverse through varied terrain covering crop fields, forests, rivers, populated areas, desert, hills and offshore. Any malfunction of these pipelines may cause devastating effect on the environment. Hence, the pipeline operators plan and design pipelines projects with sufficient consideration of environment and social aspects along with the technological alternatives. Traditionally, in project appraisal, optimum technical alternative is selected using financial analysis. Impact assessments (IA) are then carried out to justify the selection and subsequent statutory approval. However, the IAs often suggest alternative sites and/or alternate technology and implementation methodology, resulting in revision of entire technical and financial analysis. This study addresses the above issues by developing an integrated framework for project feasibility analysis with the application of analytic hierarchy process (AHP), a multiple attribute decision-making technique. The model considers technical analysis (TA), socioeconomic IA (SEIA) and environmental IA (EIA) in an integrated framework to select the best project from a few alternative feasible projects. Subsequent financial analysis then justifies the selection. The entire methodology has been explained here through a case application on cross-country petroleum pipeline project in India.  相似文献

As the health impact of air pollutants existing in ambient addresses much attention in recent years, forecasting of airpollutant parameters becomes an important and popular topic inenvironmental science. Airborne pollution is a serious, and willbe a major problem in Hong Kong within the next few years. InHong Kong, Respirable Suspended Particulate (RSP) and NitrogenOxides NOx and NO2 are major air pollutants due to thedominant diesel fuel usage by public transportation and heavyvehicles. Hence, the investigation and prediction of the influence and the tendency of these pollutants are ofsignificance to public and the city image. The multi-layerperceptron (MLP) neural network is regarded as a reliable andcost-effective method to achieve such tasks. The works presentedhere involve developing an improved neural network model, whichcombines the principal component analysis (PCA) technique and theradial basis function (RBF) network, and forecasting thepollutant levels and tendencies based in the recorded data. Inthe study, the PCA is firstly used to reduce and orthogonalizethe original input variables (data), these treated variables arethen used as new input vectors in RBF neural network modelestablished for forecasting the pollutant tendencies. Comparingwith the general neural network models, the proposed modelpossesses simpler network architecture, faster training speed,and more satisfactory predicting performance. This improvedmodel is evaluated by using hourly time series of RSP, NOx and NO2 concentrations collected at Mong Kok Roadside Gaseous Monitory Station in Hong Kong during the year 2000. By comparing the predicted RSP, NOx and NO2 concentrationswith the actual data of these pollutants recorded at the monitorystation, the effectiveness of the proposed model has been proven.Therefore, in authors' opinion, the model presented in the paper is a potential tool in forecasting air quality parameters and hasadvantages over the traditional neural network methods.  相似文献

Conflicts between economic development and fragile natural resources represent a growing problem among the islands of the Caribbean. Relatively simple methods exist to incorporate environmental impact assessment (EIA) into development planning and review. These methods can save scarce financial resources for island nations, increase their control over the development process, and possibly forestall widespread environmental deterioration and its attendant public cost. Island nations have more power as negotiating partners in the development process than is generally realized. This power can be exercised if EIA is integrated into the national planning process, giving ministries a stronger bargaining position when negotiating with development interests.This paper begins with a discussion of the most prevalent environmental concerns in the region, including oil development, water supply, beach erosion and fisheries depletion, and proceeds to discuss practical solutions to improve local control over economic development and environmental resource management. A hypothetical case study is used to illustrate major obstacles to effective integration of economic development and EIA. Recommendations are included to advance the state-of-the-art of EIA using joint fact-finding, expanding participation in EIA, evaluating cumulative impacts and project alternatives, and conducting post-projecting monitoring.  相似文献

Urban soils are often contaminated by metals deriving from human activities. Urban polluted soils can affect human health through direct physical contact or through the food chain. The behaviour of metals is affected by chemical and physical soil properties. Heavy metal concentration was determined in some soils of three medium sized towns of coastal Tuscany, Central Italy. Soil samples were collected in roadsides, urban agricultural soils (allotments), playgrounds and public parks. The analysis included total metal content (Pb, Cu, Zn, Ni, Cd), and sequential extraction. Lead reached the highest levels in the soils and was higher near roads. In urban agricultural soils and in allotments Cu was present in noticeable quantities (300 mg kg−1). The presence of Cu in urban soils seems to be typical of soils used for a long period as agricultural land, especially vineyards in the area covered by this study. Sequential extraction was performed to evaluate the mobility of the metals and to better understand the impact of the anthropogenic activity on urban sites. In the present study principal components analysis (PCA) is employed to describe the characteristics of urban soils.  相似文献
