Geographic information systems (GIS) technology is altering the work environment for planning and decision-making tasks. This article is an account of a resource application that make use of the GIS technology. It provides some cost estimates and reasons for the fairly slow development toward an integrated resource data base for environmental planning and management. The purpose of this paper is to share our ideas and experience of developing and applying stakeholder analysis to natural resource management, and to stimulate further development of its concepts and methodologies. Stakeholder analysis emerged in response to the perceived deficiency of conventional economic and social approaches for assessing and designing projects and policies. It is emphasized, however, that it is intended to complement rather than replace existing methods. The paper sets out the principles of stakeholder analysis (SA) and provides indicative guidelines for conducting SA in different situations. SA is an approach and procedure for gaining an understanding of a system by means of identifying the key actors or stakeholders in the system, and assessing their respective economic interests in that system. It is shown to have particular advantages for getting to the heart of many natural resource problems and for understanding the conflicts of interest and trade offs that may threaten the success of a project or policy. The paper discusses the origins of SA, the contexts of its application, how one goes about it, and quotes examples from northern Thailand .  相似文献

Adopting a new paradigm for natural resource and environmental policy that emphasises continuous change, adaptation and learning demands a new approach to evaluation to enable improvements in the way these initiatives contribute to sustainable resource use. Evaluation is fundamental to identifying change, supporting an adaptive approach that is flexible enough to meet the challenge of change, and enabling learning at individual, community, institutional and policy levels. Based on a consideration of changing approaches to natural resource management (NRM) policy and observations and experiences in the practical assessment of on-the-ground initiatives, the authors develop a set of principles for evaluation in NRM that: (a) addresses evaluation from a systems perspective, (b) links objective to consequence, (c) considers the fundamental assumptions and hypotheses that underpin core policy or program objectives, (d) is grounded in the natural resource, policy/institutional, economic, socio-cultural and technological contexts of implementation in practice, (e) establishes practical and valid evaluation criteria by which change can be monitored and assessed, (f) involves methodological pluralism including both quantitative and qualitative methods to ensure rigour and comprehensiveness in assessment, and (g) integrates different disciplinary perspectives (i.e. social, economic, environmental, policy and technological). The paper develops a systems-based evaluation framework that incorporates these principles and also recognises the multiple levels and nested nature of NRM policy, namely: problem characterisation, policy formulation and intent, program logic, and on-ground implementation. Finally, we demonstrate its utility through application to three contrasting Australian case studies: a community-based Integrated Catchment Management policy implementation; a resource information delivery system; and the development of a Decision Support System.  相似文献

On-ground natural resource management actions such as revegetation and remnant vegetation management can simultaneously affect multiple objectives including land, water and biodiversity resources. Hence, planning for the sustainable management of natural resources requires consideration of these multiple objectives. However, planning the location of management actions in the landscape often treats these objectives individually to reduce the process and spatial complexity inherent in human-modified and natural landscapes. This can be inefficient and potentially counterproductive given the linkages and trade-offs involved. We develop and apply a systematic regional planning approach to identify geographic priorities for on-ground natural resource management actions that most cost-effectively meet multiple natural resource management objectives. Our systematic regional planning approach utilises integer programming within a structured multi-criteria decision analysis framework. Intelligent siting can capitalise on the multiple benefits of on-ground actions and achieve natural resource management objectives more efficiently. The focus of this study is the human-modified landscape of the River Murray, South Australia. However, the methodology and analyses presented here can be adapted to other regions requiring more efficient and integrated planning for the management of natural resources.  相似文献

Corruption is the main reason why resource-rich countries perform badly in economic terms. Corruption in resource-rich countries takes two main forms, rent-seeking and patronage. Resource rents induce rent-seeking as individuals compete for a share of the rents rather than use their time and skills more productively. And resource revenues induce patronage as governments pay off supporters to stay in power, resulting in reduced accountability and an inferior allocation of public funds. This paper systematically reviews the literature on natural resources and corruption, and outlines the main policy implications for donors and domestic policy makers. A main conclusion is that priority should be given to policies that address rent-seeking and patronage. In other words, policy in resource-rich countries should be less about macro-economic management and more about institutions to prevent rent-seeking and patronage, and about giving the right incentives to players in the resource sector. Moreover, all policies need to take into account their impact on rent-seeking and patronage, and some current policies may actually be harmful in this respect.  相似文献

In this study, we explored the use of selected visual techniques (e.g. video, photography, diagramming) in facilitating learning among Indigenous communities living in remote protected areas at sites in Vietnam and Australia. The techniques were employed during interviews and workshops aimed at accessing and enhancing local peoples' perspectives on their landscape and on specific natural resource management issues. The effectiveness of the different techniques for enabling learning varied markedly with the context, highlighting the need for facilitator skill and flexibility in application of techniques. Visual techniques helped to engage participants; encourage unrestrained and lateral thinking; provide opportunities for self-expression and reflection; and to expose participants to perspectives of other community members. Valuable insights emerged on broad aspects of learning and these were incorporated into a simple model that highlights three types of conceptualisation found to be important in these processes.  相似文献

Transaction costs in community-based resource management are incurred by households attempting to enforce property right rules over common resources similar to those inherent in private property rights. Despite their importance, transaction costs of community-based management of common pool resources (CPRs) are often not incorporated into the economic analysis of participatory resource management. This paper examines the transaction costs incurred by forest users in community forestry (CF) based on a survey of 309 households belonging to eight different forest user groups (FUGs) in the mid hills of Nepal. The analysis reveals that the average 'poor' household incurred Nepalese rupees (NRS) 1265 in transaction costs annually, while wealthier 'rich' households incurred an average of NRS 2312 per year. Although richer households bear higher proportions of such costs, transaction costs for CF management as a percentage of resource appropriation costs are higher for poorer households (26%) than those of middle-wealth (24%) or rich households (14%). There are also village differences in the level of transaction costs. The results show that transaction costs are a major component of resource management costs and vary according to socio-economic status of resource users and characteristics of the community.  相似文献

In their design or implementation, many natural resource management (NRM) programs ignore critical socio-cultural dimensions of the challenge to advance sustainability. Building on particular ideas about culture and human ecosystems, we combine the strengths of the capital assets model of sustainability and the idea of intercultural borderlands to respond to this gap. To advance our thesis about the utility of these tools, we critically reviewed and analysed a cross-disciplinary literature relating to the socio-cultural dimensions of NRM. This paper stems from that labour and examines particular tensions that arise in land management as a result of Australians' specific colonial and postcolonial legacies. These tensions--related to ethnicity, gender, population, age and health--are among the threads in the larger tapestry that comprises the socio-cultural dimensions of NRM. For the Australian case, they are central, longstanding and persistent, and thus worthy of analysis; and they are applicable in general terms to other places with similar histories of settlement and land use.  相似文献

All natural resource managers want to contribute to successful conservation programs. Having and applying an explicit policy orientation is indispensable. The policy sciences are described and a case is made that, if natural resource managers utilize this set of conceptual and applied tools in their natural resource work, their effectiveness could be enhanced. The policy sciences offer a contextual, problem-oriented, and multimethod approach to meeting complex problems. Two kinds of knowledge are needed to solve problems—substantive knowledge about the resource and process knowledge about the decision and policy processes used to derive courses of management action. The interplay of science, analysis, and politics are examined. The wildlife management community is used to illustrate many points, including the important role implementation plays in the overall policy process.  相似文献

This article attempts to delineate women's roles in natural resource management by highlighting their roles in management of water, agriculture, livestock, forestry and fishery. The article is based on the findings of case studies in rural areas of India and Nepal done during 2003 and 2004 by the author as well as by other researchers. Taking women as primary respondents, empirical work used participatory techniques, such as in‐depth surveys, focus group discussions and participant observation. Findings suggest that women clearly outdo men in terms of their involvement in use and management of all the studied sectors, i.e., water, agriculture, livestock, forestry and fishery. Yet, they face categorical exclusion and denial of equal sharing of benefits from natural resources. In order to ensure sustainable use of these resources, the article recommends that policy makers, planners and development workers must have a better understanding of the relative and often shifting roles of men and women in natural resource management, including division of labour, access to resources, decision‐making and traditional knowledge and practices. Groundwater is a key resource for global agricultural production but is vulnerable to a changing climate. Given significant uncertainty about future impacts, bottom-up approaches for developing adaptive capacity are a more appropriate paradigm than seeking optimal adaptation strategies that assume a high ability to predict future risks or outcomes. This paper analyses the groundwater management practices adopted at multiple scales in East Anglia, UK, to identify wider lessons for developing adaptive capacity within groundwater management. Key elements are (1) horizontal and vertical integration within resource management; (2) making better use of water resources, at all scales, which vary in space and time; (3) embedding adaptation at multiple scales (from farm to national) within an adaptive management framework which allows strategies and management decisions to be updated in the light of changing understanding or conditions; (4) facilitating the ongoing formation through collective action of local Water Abstractor Groups; (5) promoting efficient use of scarce water resources by these groups, so as to increase their power to negotiate over possible short-term license restrictions; (6) controlling abstractions within a sustainable resource management framework, whether at national (regulatory) or at local (Abstractor Group) scales, that takes account of environmental water needs; and (7) reducing non-climate pressures which have the potential to further reduce the availability of usable groundwater.  相似文献

The REAcct (for Regional Economic Accounting) tool was developed for estimating order-of-magnitude economic impacts within DHS scenario analysis. REAcct uses input–output modeling, geo-spatial data computational tools, and publically available economic data and allows for detailed specification of sectors, regions, and disruption intervals. Direct impacts are estimated as changes in output and employment; total (direct plus indirect) impacts are calculated using regional total and final demand multipliers. In total, the REAcct framework and software allow for scenario analysts to understand and assess the interdependent relationships between critical infrastructures, economic industries, and consumers that are essential to broader homeland security scenario analysis.  相似文献

This paper describes the development and implementation ofPREPLAN, A Pristine Environment Planning Language and Simulator, for two conservation areas in Australia, Kosciusko National Park (New South Wales) and Tutanning Nature Reserve (Western Australia).PREPLAN was derived from the North American gradient modeling systems and theForest Planning Language and Simulator (FORPLAN), but includes unique characteristics not previously available.PREPLAN includes an integrated resource management data base, modules for predicting site-specific vegetation, fuels, animals, fire behavior, and fire effects, and an English language instruction set.PREPLAN was developed specifically to provide available information and understanding of ecosystems to managers in a readily accessible and usable form, and to provide the motivation to conduct additional required research projects. An evaluation of the system's advantages and limitations is presented, and the way the utilization of such systems is improving natural area decision making throughout Australia is discussed.  相似文献

Amenity migration to attractive and accessible non-metropolitan areas changes social and environmental relations with consequences for natural resource management and landscape composition and trajectories. Lifestyler oriented rural landholders are often cast as a problem for land management and extension. Managers and some researchers see them as a cause of landscape and social fragmentation and report difficulties in engaging such landowners on natural resource management issues and responsibilities. In contrast, limited existing research indicates that lifestylers do join and form networks of personal and other contacts for advice and support in land management. We contribute to this research with a survey of rural landholders in southeastern New South Wales (NSW). We explicitly compare the sources of advice for land management for lifestylers with those of farmers. We focus on the types of sources available to rural landholders in Australian regions and their relative importance to these two landholder groups. We find that lifestylers and farmers are different in their sources of advice but that both prefer personal sources rather than sources such as agencies. We reflect on the significance of the differences for engagement with lifestyle oriented rural landowners and for understanding landscape change.  相似文献

The natural resource management literature stresses the need for public participation and community involvement in resource management and planning. Recently, some of this literature turned to the theory on deliberative democracy and demonstrated that a deliberative perspective on participation can help to challenge established practices and contribute with new ideas about how to conduct participation. The purpose of this paper is to consider the latest developments in deliberative democracy and outline the implications arising from these insights for a "deliberative turn" in resource management. A bottom-up protected area establishment, the Gori?ko Landscape Park, is examined. The empirical case is discussed from a discursive perspective, which relied on John Dryzek's approach to discourse analysis here used to explore the construction of discourses on the use of local natural resources. Two discourses are identified and the way these interfaced with the participatory park establishment process is considered. Findings indicate that advocates of the two discourses engaged differently with the participatory tools used and this had important implications for the park establishment. The case study suggests that, in contexts where participation has been recently introduced, knowledge of discourses on the use of local natural resources and of mobilization strategies actors may pursue could usefully assist in the design and implementation of participatory processes.  相似文献

The article states the case for greatly enhanced reliance on desalination in the provision of freshwater. It argues that the concept of integrated water resource management (IWRM), should be expanded to routinely include desalination, and that sea water and brackish water should be listed among available sources of freshwater. In recent years, the price per m3 of freshwater obtained from desalination has steadily declined, and is now within competitive range of conventional sources, especially as extracting water from surface sources (rivers, lakes) is becoming increasingly expensive as well as ecologically harmful, and groundwater in many locations is saline or depleted. With the expectation that by 2020, five billion people will reside in megacities, today's conventional water resources are likely to become insufficient. As many of these megacities are located near ocean coasts, sea water seems a logical solution.  相似文献

Conventional solid waste management planning usually focuses on economic optimization, in which the related environmental impacts or risks are rarely considered. The purpose of this paper is to illustrate the methodology of how optimization concepts and techniques can be applied to structure and solve risk management problems such that the impacts of air pollution, leachate, traffic congestion, and noise increments can be regulated in the long-term planning of metropolitan solid waste management systems. Management alternatives are sequentially evaluated by adding several environmental risk control constraints stepwise in an attempt to improve the management strategies and reduce the risk impacts in the long run. Statistics associated with those risk control mechanisms are presented as well. Siting, routing, and financial decision making in such solid waste management systems can also be achieved with respect to various resource limitations and disposal requirements.  相似文献
