Data from the US Department of Energy show that single-family detached homes consume about 17% more energy per year than attached homes and roughly double that of units in large multi-family structures. While greater use of these compact housing types could reduce a community's energy use and greenhouse gas (GHG) emissions, most local climate action plans (CAPs) do not quantify those potential savings. This article describes how the climate action planning process in the Town of Blacksburg, Virginia has addressed residential sector GHG emissions and demonstrates a methodology applied in that community for estimating potential GHG reductions from compact housing. It finds that in an aggressive compact housing scenario GHG emissions from new housing could be decreased by as much as 36%, without factoring in additional energy conservation or efficiency measures. The article concludes with a discussion of the opportunities and challenges related to implementing compact housing in future residential development.  相似文献

The growing demand for cooling throughout the world, possibly increased by global climate change, requires the implementation of policies to mitigate the related greenhouse gas (GHG) emissions from energy and refrigerant use in the refrigeration and air conditioning (RAC) sector. This article aims to contribute to the discussion on strategies to reduce HFC emissions from RAC by looking at their different temporal effects, caused by stock-flow dynamics. From scenario modeling, we find that containment strategies are often most effective in reducing HFC emissions in the short run, whereas phase out strategies have more potential in the long run. Further findings suggest that early and quick implementation of phase out strategies could lead to important reductions in cumulative HFC emissions, because stock build up is prevented. This timing effect is less pronounced for containment strategies. Lastly, emissions from disposal, if unabated, can lead to equally large emissions annually as those from use. Preference for several short-term benefits of containment strategies might lead to sub optimal emission reduction strategies, endangering long term GHG emission reduction.  相似文献

The Intergovernmental Panel on Climate Change quantified a cumulative remaining carbon budget beyond which there is a high likelihood global average temperatures will increase more than 2 °C above preindustrial temperature. While there is global participation in mitigation efforts, there is little global collaboration to cooperatively mitigate emissions. Instead, countries have been acting as individual agents with independent emission reduction objectives. However, such asymmetric unilateral climate policies create the opportunity for carbon leakage resulting from the shift in embodied carbon emissions within trade networks. In this analysis, we use an optimization-based model of the global crude trade as a case study to demonstrate the importance of a cooperative, system-level approach to climate policy in order to most effectively, efficiently, and equitably achieve carbon mitigation objectives. To do this, we first characterize the cost and life cycle greenhouse gas emissions associated with the 2014 crude production and consumption system by aggregating multiple data sources and developing a balanced trade matrix. We then optimize this network to demonstrate the potential for carbon mitigation through more efficient use of crude resources. Finally, we implement a global carbon cap on total annual crude emissions. We find that such a cap would require crude consumption to drop from 4.2 gigatons (Gt) to 1.1 Gt. However, if each country had an individual carbon allocation in addition to the global cap consistent with the nationally determined contribution limits resulting from the 2015 United Nations Climate Change Conference, allowable consumption would further decrease to approximately 770 million metric tonnes. Additionally, the carbon accounting method used to assign responsibility for embodied carbon emissions associated with the traded crude further influences allowable production and consumption for each country. The simplified model presented here highlights how global cooperation and a system-level cooperative approach could guide climate policy efforts to be more cost effective and equitable, while reducing the leakage potential resulting from shifting trade patterns of embodied carbon emissions. Additionally, it demonstrates how the spatial distribution of crude consumption and production patterns change under a global carbon cap given various carbon accounting strategies.  相似文献

One of the most pressing environmental issues today is the possibility that projected increases in global emissions of greenhouse gases from increased deforestation, development, and fossil-fuel combustion could significantly alter global climate patterns. Under the terms of the United Nations Framework Convention on Climate Change, signed in Rio de Janeiro during the June 1992 Earth Summit, the United States and other industrialized countries committed to balancing greenhouse gas emissions at 1990 levels in the year 2000. Included in the treaty is a provision titled Joint Implementation, whereby industrialized countries assist developing countries in jointly modifying long-term emission trends, either through emission reductions or by protecting and enhancing greenhouse gas sinks (carbon sequestration). The US Climate Action Plan, signed by President Clinton in 1993, calls for voluntary climate change mitigation measures by various sectors, and the action plan included a new program, the US Initiative on Joint Implementation. Wisconsin Electric decided to invest in a Jl project because its concept encourages creative, cost-effective solutions to environmental problems through partnering, international cooperation, and innovation. The project chosen, a forest preservation and management effort in Belize, will sequester more than five million tons of carbon dioxide over a 40-year period, will become economically selfsustaining after ten years, and will have substantial biodiversity benefits.  相似文献

Public perception of the underlying causes of anthropogenic climate change is a complex and subjective issue that is critical to effective risk communication. This issue is important to scientists and policymakers because of the role of individual perceptions in influencing their protective behaviour towards risk (e.g., the adoption of climate risk reduction and mitigation strategies). This cross-sectional study elucidated people's perceptions of the underlying causes of human-induced climate change in coastal communities in Cambodia and Tanzania. The multinomial logistic regression model was based on a geographically and demographically stratified national sample of 3,706 individuals conducted between March and September 2013. The distribution of the fundamental causes of anthropogenic climate change in the pooled sample was deforestation (29%), overpopulation – births and immigration (18%), greenhouse gas emissions (12%), illegal resource extraction (14%), and God's will and transgressing cultural norms (26%). Few people in both countries believed that, the usual suspect, greenhouse gas emission was the fundamental cause of anthropogenic climate change. The number of poor rural residents who indicated that deforestation was the major underlying cause of climate change was approximately three times more than members of the same sub-group who noted that greenhouse gas emissions were the underlying cause of climate change. People who had tertiary education were less likely to consider God's will and transgressing cultural norms as the underlying cause of anthropogenic climate change rather than attributing it to greenhouse gas emissions. Therefore, it is imperative to mainstream climate change into educational curricula in both countries.  相似文献

Waste management activities contribute to global greenhouse gas emissions approximately by 4%. In particular the disposal of waste in landfills generates methane that has high global warming potential. Effective mitigation of greenhouse gas emissions is important and could provide environmental benefits and sustainable development, as well as reduce adverse impacts on public health. The European and UK waste policy force sustainable waste management and especially diversion from landfill, through reduction, reuse, recycling and composting, and recovery of value from waste. Energy from waste is a waste management option that could provide diversion from landfill and at the same time save a significant amount of greenhouse gas emissions, since it recovers energy from waste which usually replaces an equivalent amount of energy generated from fossil fuels. Energy from waste is a wide definition and includes technologies such as incineration of waste with energy recovery, or combustion of waste-derived fuels for energy production or advanced thermal treatment of waste with technologies such as gasification and pyrolysis, with energy recovery. The present study assessed the greenhouse gas emission impacts of three technologies that could be used for the treatment of Municipal Solid Waste in order to recover energy from it. These technologies are Mass Burn Incineration with energy recovery, Mechanical Biological Treatment via bio-drying and Mechanical Heat Treatment, which is a relatively new and uninvestigated method, compared to the other two. Mechanical Biological Treatment and Mechanical Heat Treatment can turn Municipal Solid Waste into Solid Recovered Fuel that could be combusted for energy production or replace other fuels in various industrial processes. The analysis showed that performance of these two technologies depends strongly on the final use of the produced fuel and they could produce GHG emissions savings only when there is end market for the fuel. On the other hand Mass Burn Incineration generates greenhouse gas emission savings when it recovers electricity and heat. Moreover the study found that the expected increase on the amount of Municipal Solid Waste treated for energy recovery in England by 2020 could save greenhouse gas emission, if certain Energy from Waste technologies would be applied, under certain conditions.  相似文献

The present research examines whether collective guilt for an ingroup's collective greenhouse gas emissions mediates the effects of beliefs about the causes and effects of global warming on willingness to engage in mitigation behavior. In Study 1, we manipulate the causes and effects of global warming and then measure collective guilt. Results demonstrate that collective guilt for Americans' greenhouse gas emissions is stronger when participants believe that global warming is caused by humans and will have minor effects. Study 2 employs the same manipulations and then measures collective guilt and collective anxiety, as well as willingness to conserve energy and pay green taxes. This study replicates the effect from Study 1 and rules out collective anxiety as a plausible alternative mediator. Collective guilt for Americans' greenhouse emissions was the only reliable mediator of the effect of beliefs about global warming on willingness to engage in mitigation behaviors. The importance of collective guilt as a tool for promoting global warming mitigation is discussed.  相似文献

Urbanisation is truly a global phenomenon. Starting at 39% in 1980, the urbanisation level rose to 52% in 2011. Ongoing rapid urbanisation has led to increase in urban greenhouse gas (GHG) emissions. Urban climate change risks have also increased with increase in climate-induced extreme weather events and more low-income urban dwellers living in climate sensitive locations. Despite increased emissions, including GHGs and heightened climate change vulnerability, climate mitigation and adaptation actions are rare in the cities of developing countries. Cities are overwhelmed with worsening congestion, air pollution, crime, waste management, and unemployment problems. Lack of resources and capacity constraints are other factors that discourage cities from embarking on climate change mitigation and adaptation pathways. Given the multitude of problems faced, there is simply no appetite for stand-alone urban climate change mitigation and adaptation policies and programmes. Urban mitigation and adaptation goals will have to be achieved as co-benefits of interventions targeted at solving pressing urban problems and challenges. The paper identifies administratively simple urban interventions that can help cities solve some of their pressing service delivery and urban environmental problems, while simultaneously mitigating rising urban GHG emissions and vulnerability to climate change.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00546.x Abstract: Recent studies have documented the important role that “atmospheric rivers” (ARs) of concentrated near‐surface water vapor above the Pacific Ocean play in the storms and floods in California, Oregon, and Washington. By delivering large masses of warm, moist air (sometimes directly from the Tropics), ARs establish conditions for the kinds of high snowlines and copious orographic rainfall that have caused the largest historical storms. In many California rivers, essentially all major historical floods have been associated with AR storms. As an example of the kinds of storm changes that may influence future flood frequencies, the occurrence of such storms in historical observations and in a 7‐model ensemble of historical‐climate and projected future climate simulations is evaluated. Under an A2 greenhouse‐gas emissions scenario (with emissions accelerating throughout the 21st Century), average AR statistics do not change much in most climate models; however, extremes change notably. Years with many AR episodes increase, ARs with higher‐than‐historical water‐vapor transport rates increase, and AR storm‐temperatures increase. Furthermore, the peak season within which most ARs occur is commonly projected to lengthen, extending the flood‐hazard season. All of these tendencies could increase opportunities for both more frequent and more severe floods in California under projected climate changes.  相似文献

Many firms generate large amounts of carbon dioxide and other greenhouse gases when they burn fossil fuels in their production processes. In addition, production of raw materials and other inputs the firms procure for their operations also generates greenhouse gases indirectly. These direct and indirect greenhouse gas emissions occur in many sectors of our economies. In this paper, we first present sector-specific estimates for such greenhouse gas emissions. We then show that estimates for such sector-specific greenhouse gas emissions are often required for various types of corporate as well as public policy analyses in both domestic and international contexts. Measuring greenhouse gas emissions resulting from firms' multi-stage production processes in a multi-sector context is relevant for policies related to the Kyoto protocol, an international agreement to limit global greenhouse gas emissions. For example, since the protocol allows firms to engage in trading and offsetting of their greenhouse gas emissions across national borders, provided that emissions are correctly measured, the firms can take advantage of such trading schemes by placing their energy-intensive production facilities globally and strategically. We present several case studies which illustrate the importance of this and other aspects of greenhouse gas emissions in firms' environmental management. We also argue that our modeling and estimation methods based on input-output analyses are suitable for the types of research goals we have in this paper. Our methods are applied to data for Canada and Japan in a variety of environmental management circumstances.  相似文献

In 1988 the Toronto World Conference on the Changing Atmosphere called for a reduction of CO2 emissions of the industrialized countries by approximately 20% by the year 2005 as compared with 1988. A stabilization of CO2 concentrations would require an eventual emissions reduction of more than 50% of present levels. Model runs were performed with the Dutch Integrated Model for the Assessment of the Greenhouse Effect (IMAGE) to put these figures into perspective. It was found that the suggested emissions reduction levels could indeed be adequate to prevent global temperature change from moving beyond past climate experience. However, this would only be the case when these reduced levels of emissions were achieved at a global scale and maximum emission control for the other greenhouse gases was implemented. A delayed response analysis shows that the policies of the coming decades are crucial for the eventual control of the greenhouse effect.  相似文献

Influence of Geoengineered Climate on the Terrestrial Biosphere   总被引:3,自引:0,他引:3  
Various geoengineering schemes have been proposed to counteract anthropogenically induced climate change. In a previous study, it was suggested that a 1.8% reduction in solar radiation incident on the Earths surface could noticeably reduce regional and seasonal climate change from increased atmospheric carbon dioxide (CO2). However, the response of the terrestrial biosphere to reduced solar radiation in a CO2-rich climate was not investigated. In this study, we hypothesized that a reduction in incident solar radiation in a Doubled CO2 atmosphere will diminish the net primary productivity (NPP) of terrestrial ecosystems, potentially accelerating the accumulation of CO2 in the atmosphere. We used a dynamic global ecosystem model, the Integrated Biosphere Simulator (IBIS), to investigate this hypothesis in an unperturbed climatology. While this simplified modeling framework effectively separated the influence of CO2 and sunlight on the terrestrial biosphere, it did not consider the complex feedbacks within the Earths climate system. Our analysis indicated that compared to a Doubled CO2 scenario, reduction in incident solar radiation by 1.8% in a double CO2 world will have negligible impact on the NPP of terrestrial ecosystems. There were, however, spatial variations in the response of NPP-engineered solar radiation. While productivity decreased by less than 2% in the tropical and boreal forests as hypothesized, it increased by a similar percentage in the temperate deciduous forests and grasslands. This increase in productivity was attributed to a 1% reduction in evapotranspiration in the Geoengineered scenario relative to the Doubled CO2 scenario. Our initial hypothesis was rejected because of unanticipated effects of engineered solar radiation on the hydrologic cycle. However, any geoengineering approaches that reduce incident solar radiation need to be thoroughly analyzed in view of the implications on ecosystem productivity and the hydrologic cycle.  相似文献

This paper describes the progress that local authorities in England and Wales are making in adapting to the threat of climate change and taking action to reduce greenhouse gas emissions. The responses from surveys of local authorities in England and Wales carried out in 2000 (IDeA, Reducing Greenhouse Gas Emissions: survey of activities and initiatives by local authorities. (Questionnaire and results) Improvement and Development Agency, 2000) and 2002 (Allman et al., Climate Change: a survey of local authorities, Local Government Association, 2002) were compared. Progress in implementing the International Council for Local Environmental Initiatives (ICLEI) five-step methodology (ICLEI, Local Government Implementation of Climate Protection—report to the United Nations, International Council for Local Environmental Initiatives, 1997) was used to identify the 'successful' local authorities. The barriers faced by these authorities were then compared with those faced by the remaining local authorities.

Most local authorities are not making substantial progress. However, a small number have successfully prepared greenhouse gas emissions inventories, developed strategies and implemented adaptation and greenhouse gas reduction measures. These successful authorities have made progress despite the fact that addressing climate change is not a legal requirement.

Their success is due to three key factors. Firstly, they have recognised the secondary benefits of tackling climate change, e.g. potential employment, improved quality of life and reduction in fuel poverty. Secondly, they have the strong political, professional and technical support necessary to champion climate change activities. Finally, they have worked in partnership with utilities, private, public and voluntary groups to raise the finance needed to implement measures both to adapt to climate change and to reduce greenhouse gas emissions.  相似文献

Downscaling climate change scenarios in an urban land use change model   总被引:10,自引:0,他引:10  
The objective of this paper is to describe the process through which climate change scenarios were downscaled in an urban land use model and the results of this experimentation. The land use models (Urban Growth Model [UGM] and the Land Cover Deltatron Model [LCDM]) utilized in the project are part of the SLEUTH program which uses a probabilistic cellular automata protocol. The land use change scenario experiments were developed for the 31-county New York Metropolitan Region (NYMR) of the US Mid-Atlantic Region. The Intergovernmental Panel on Climate Change (IPCC), regional greenhouse gas (GHG) emissions scenarios (Special Report on Emissions Scenarios (SRES) A2 and B2 scenarios) were used to define the narrative scenario conditions of future land use change. The specific research objectives of the land use modeling work involving the SLEUTH program were threefold: (1) Define the projected conversion probabilities and the amount of rural-to-urban land use change for the NYMR as derived by the UGM and LCDM for the years 2020 and 2050, as defined by the pattern of growth for the years 1960-1990; (2) Down-scale the IPCC SRES A2 and B2 scenarios as a narrative that could be translated into alternative growth projections; and, (3) Create two alternative future growth scenarios: A2 scenario which will be associated with more rapid land conversion than found in initial projections, and a B2 scenario which will be associated with a slower level of land conversion. The results of the modeling experiments successfully illustrate the spectrum of possible land use/land cover change scenarios for the years 2020 and 2050. The application of these results into the broader scale climate and health impact study is discussed, as is the general role of land use/land cover change models in climate change studies and associated environmental management strategies.  相似文献

Increasing worldwide concern about global warming has led to intensified international efforts to reduce emissions of greenhouse gases. The most important outcome of these efforts is the United Nations Framework Convention on Climate Change, which came into force in March 1994. Although its signatories are expected to draw up plans to curb greenhouse gas emissions, the Convention does not specify how these emissions should be controlled. Since market-based mechanisms for emissions control have been increasingly emphasized at both national and international levels, this paper discusses both their advantages over regulation and the main obstacles to their implementation. The ultimate aim of the paper is to propose possible baseline criteria for the formulation of a global tradable permit system to control carbon dioxide emissions .  相似文献

The International Energy Agency Energy Technologies Perspectives (ETP) model is used to assess the prospects for carbon abatement options, including carbon capture and storage, up to 2050. Three main scenarios are considered: a Baseline scenario with current energy policies, an accelerated technology scenario that seeks to return energy-related CO2 emissions in 2050 to their level in 2005, and a scenario for which CO2 emissions are reduced at 50% of current levels by 2050. To reach these emissions reduction targets, annual global CO2 emissions in the year 2050 must be reduced by 35 GtCO2 to 48 GtCO2 compared to the Baseline scenario. The analysis presented here shows that a broad portfolio of emissions reducing technologies will need to be deployed across all economic sectors of the global economy to reach these targets. Carbon dioxide capture and storage (CCS) is one of the suite of technologies employed across the globe to reach these targets. CCS adoption occurs in many aspects of the global economy and accounts for 14–19% of all emissions reductions. The total amount of CO2 captured and stored in deep geologic reservoirs up to 2050 ranges between 5.1 GtCO2 and 10.4 GtCO2 in these two climate policy scenarios. Up to 2030, more than half of total CCS deployment takes place in OECD countries. After 2035, emerging economies account for more than half of total CCS use. This paper also demonstrates that as the climate policy becomes more stringent it will be necessary for CCS to deploy more extensively in many different industries outside of the electric power sector which often receives the most attention in discussions of CCS's role in addressing climate change.  相似文献

The intent of this paper is to operationalize some aspects of local sustainability in a suitable development scenario and to compare its energy-use and environmental impacts to trend development. After a discussion of suburban sprawl, local sustainability, and the current state of the Pennypack Creek Watershed in the Philadelphia metro region, these residential location scenarios are presented. The latter were created using geographic information systems software and are based on projections from the Delaware Valley Regional Planning Commission. The impacts of the scenarios on energy use, air emissions, greenhouse gas emissions, water quality, and biological integrity were estimated with very few data, and the effect on the value of generic ecosystem services was assessed. The suitable development scenario was 29% better in terms of energy use and air and greenhouse gas emissions, 2.4% worse on water quality, and 2.6% better with respect to biological integrity. Given its net beneficial results, recommendations for policies to engender suitable development are made, and an outline of an implementation plan is proposed. Thoughts regarding refinements of the present work and the applicability of the methods used here to other watersheds conclude the work.  相似文献
