ABSTRACT: As watersheds are urbanized, their surfaces are made less pervious and more channelized, which reduces infiltration and speeds up the removal of excess runoff. Traditional storm water management seeks to remove runoff as quickly as possible, gathering excess runoff in detention basins for peak reduction where necessary. In contrast, more recently developed “low impact” alternatives manage rainfall where it falls, through a combination of enhancing infiltration properties of pervious areas and rerouting impervious runoff across pervious areas to allow an opportunity for infiltration. In this paper, we investigate the potential for reducing the hydrologic impacts of urbanization by using infiltration based, low impact storm water management. We describe a group of preliminary experiments using relatively simple engineering tools to compare three basic scenarios of development: an undeveloped landscape; a fully developed landscape using traditional, high impact storm water management; and a fully developed landscape using infiltration based, low impact design. Based on these experiments, it appears that by manipulating the layout of urbanized landscapes, it is possible to reduce impacts on hydrology relative to traditional, fully connected storm water systems. However, the amount of reduction in impact is sensitive to both rainfall event size and soil texture, with greatest reductions being possible for small, relatively frequent rainfall events and more pervious soil textures. Thus, low impact techniques appear to provide a valuable tool for reducing runoff for the events that see the greatest relative increases from urbanization: those generated by the small, relatively frequent rainfall events that are small enough to produce little or no runoff from pervious surfaces, but produce runoff from impervious areas. However, it is clear that there still needs to be measures in place for flood management for larger, more intense, and relatively rarer storm events, which are capable of producing significant runoff even for undeveloped basins.  相似文献

ABSTRACT: The vulnerability of wetlands to changes in climate depends on their position within hydrologic landscapes. Hydrologic landscapes are defined by the flow characteristics of ground water and surface water and by the interaction of atmospheric water, surface water, and ground water for any given locality or region. Six general hydrologic landscapes are defined; mountainous, plateau and high plain, broad basins of interior drainage, riverine, flat coastal, and hummocky glacial and dune. Assessment of these landscapes indicate that the vulnerability of all wetlands to climate change fall between two extremes: those dependent primarily on precipitation for their water supply are highly vulnerable, and those dependent primarily on discharge from regional ground water flow systems are the least vulnerable, because of the great buffering capacity of large ground water flow systems to climate change.  相似文献

ABSTRACT: The uneven temporal and spatial distribution of water on the Earth suggests an important role for the portion of the resource that is not directly used by humans. By extension, an important underlying theory about world-wide resource distribution and function is inferred. ABSTRACT: While the quality of rivers has received much attention, the degradation of small streams in upland areas of watersheds has only recently been recognized as a major problem. A major cause of the problem is increases in nonpoint source pollution that accompany urban expansion. A case study is used to examine the potential for storm water detention as a means of controlling water quality in streams of small watersheds. The storm water management basin, which is frequently used to control increases in discharge rates, can also be used to reduce the level of pollutants in inflow to receiving streams. Data collected on a 148-acre site in Maryland shows that a detention basin can trap as much as 98 percent of the pollutant in the inflow. For the 11 water quality parameters, most showed reductions of at least 60 percent, depending on storm characteristics.  相似文献

ABSTRACT: The population in the Jemez y Sangre Water Planning Region of New Mexico has reached the point at which the demand for water exceeds available supplies, particularly when precipitation is below average, as has frequently occurred in recent years. The desire to develop a sustainable water supply that relies on renewable supplies in wet years and preserves the water in storage for times of drought motivated a diverse set of stakeholders in the region to participate in regional water planning. The planning effort culminated in development of the Jemez y Sangre Regional Water Plan, which was adopted by municipal and county governments in the region. The plan assesses and compares water supply and demand in the region and recommends alternatives for protecting and restoring the existing water supply and addressing the pending gap between supply and demand anticipated by the year 2060. To convey to decision makers the alternatives available to solve the future water shortage, option charts were developed to portray the amount of water that could be obtained or conserved through their implementation. The option charts show that the projected gap between supply and demand cannot be met through one alternative only, but will require a combination of alternatives.  相似文献

ABSTRACT: The present energy and environmental crises are due to increasing per capita demands as well as increasing populations. The role that traditional pricing policies have played in promoting these demands is discussed. The reduction or stabilizing of per capita demands is advocated through the use of Conservational Pricing mechanisms which charge higher average prices for high consumption. ABSTRACT: Illinois data from 168 months (1986–1999) were investigated to determine the responses of surface‐water and ground‐water resources to precipitation. Such responses were generally within the month of occurrence or one to two months later, with recovery being reached another one to three months into the future, depending on season of the year. Although the drought of 1988 immediately impacted surface‐water and ground‐water resources, the time of recovery was substantially longer compared to those of individual dry months, generally continuing for several months. The extremely wet summer of 1993 resulted in elevated responses in water resources almost immediately, but in this instance continued through the following fall and winter, into the spring of 1994.  相似文献

ABSTRACT: The unique characteristics of the hydrogeologic system of south Florida (flat topography, sandy soils, high water table, and highly developed canal system) cause significant interactions between ground water and surface water systems. Interaction processes involve infiltration, evapotranspiration (ET), runoff, and exchange of flow (seepage) between streams and aquifers. These interaction processes cannot be accurately simulated by either a surface water model or a ground water model alone because surface water models generally oversimplify ground water movement and ground water models generally oversimplify surface water movement. Estimates of the many components of flow between surface water and ground water (such as recharge and ET) made by the two types of models are often inconsistent. The inconsistencies are the result of differences in the calibration components and the model structures, and can affect the confidence level of the model application. In order to improve model results, a framework for developing a model which integrates a surface water model and a ground water model is presented. Dade County, Florida, is used as an example in developing the concepts of the integrated model. The conceptual model is based on the need to evaluate water supply management options involving the conjunctive use of surface water and groundwater, as well as the evaluation of the impacts of proposed wellfields. The mathematical structure of the integrated model is based on the South Florida Water Management Model (SFWMM) (MacVicar et al., 1984) and A Modular Three-Dimensional Finite-Difference Groundwater Flow Model (MODFLOW) (McDonald and Harbaugh, 1988).  相似文献

Low impact development (LID) and other land development methods have been presented as alternatives to conventional storm water management and site design. Low impact development encourages land preservation and use of distributed, infiltration‐based storm water management systems to minimize impacts on hydrology. Such systems can include shallow retention areas, akin to natural depression storage. Other approaches to land development may emphasize land preservation only. Herein, an analysis of four development alternatives is presented. The first was Traditional development with conventional pipe/pond storm water management and half‐acre lots. The second alternative was Cluster development, in which implementation of the local cluster development ordnance was assumed, resulting in quarter‐acre lots with a pipe/pond storm water management system and open space preservation. The “Partial” LID option used the same lot layout as the Traditional option, with a storm water management system emphasizing shallow depression storage. The “Full” LID used the Cluster site plan and the depression storage‐based storm water management system. The alternatives were compared to the hydrologic response of existing site conditions. The analysis used two design storms and a continuous rainfall record. The combination of land preservation and infiltration‐based storm water management yielded the hydrologic response closest to existing conditions, although ponds were required to control peak flows for the design storms.  相似文献

ABSTRACT: Storm water detention is an effective and popular method for controlling the effects of increased urbanization and development. Detention basins are used to control both increases in flow rates and sedimentation. While numerous storm water management policies have been proposed, they most often fail to give adequate consideration to maintenance of the basin. Sediment accumulation with time and the growth of grass and weeds in the emergency spillway are two maintenance problems. A model that was calibrated with data from a storm water detention basin in Montgomery County, Maryland, is used to evaluate the effect of maintenance on the efficiency of the detention basin. Sediment accumulation in the basin caused the peak reduction factor to decrease while it increased as vegetation growth in the emergency spillway increased. Thus, the detention basin will not function as intended in the design when the basin is not properly maintained. Thus, maintenance of detention basins should be one component of a comprehensive storm water management policy.  相似文献

ABSTRACT: Streamflow changes resulting from clearcut harvest of lodgepole pine (Pinus contorta) on a 2145 hectare drainage basin are evaluated by the paired watershed technique. Thirty years of continuous daily streamflow records were used in the analysis, including 10 pre-harvest and 20 post-harvest years of data. Regression analysis was used to estimate the effects of timber harvest on annual water yield and annual peak discharge. Removal of 14 million board feet of lodgepole pine (Pinus contorta) from about 526 hectares (25 percent of the basin) produced an average of 14.7 cm additional water yield per year, or an increase of 52 percent. Mean annual daily maximum discharge also increased by 1.6 cubic meters per second or 66 percent. Increases occurred primarily during the period of May through August with little or no change in wintertime streamflows. Results suggest that clearcutting conifers in relatively large watersheds (> 2000 ha) may produce significant increases in water yield and flooding. Implications of altered streamflow regimes are important for assessing the future ecological integrity of stream ecosystems subject to large-scale timber harvest and other disturbances that remove a substantial proportion of the forest cover.  相似文献

ABSTRACT: A reach of the Pecos River, located in eastern New Mexico, was examined to evaluate losses of river flows due to evaporation, seepage, and transpiration. An accurate assessment of the water losses along this reach is critical for determining how water rights are adjudicated for water users in the Pecos basin and interstate compact accounting. Water losses significantly impact flows through critical habitat for species protected under the Endangered Species Act. Daily losses of river flows were analyzed for the study reach that extends from immediately below the Pecos River confluence with Taiban Creek to the United States Geological Survey (USGS) gage near Acme. The analysis was completed with consideration for other processes including flood wave travel times and attenuation along with stream bank storage and returns. The analysis was completed using daily stream flow data from USGS gages located along the study reach. Empirical seasonal functions were developed to relate flow loss to the flow rate in the river. The functions were ultimately developed to provide a method for comparing the effects of different river flows on the available water supply.  相似文献

ABSTRACT: Computer simulations involving general circulation models, a hydrologic modeling system, and a ground water flow model indicate potential impacts of selected climate change projections on ground water levels in the Lansing, Michigan, area. General circulation models developed by the Canadian Climate Centre and the Hadley Centre generated meteorology estimates for 1961 through 1990 (as a reference condition) and for the 20 years centered on 2030 (as a changed climate condition). Using these meteorology estimates, the Great Lakes Environmental Research Laboratory's hydrologic modeling system produced corresponding period streamflow simulations. Ground water recharge was estimated from the streamflow simulations and from variables derived from the general circulation models. The U.S. Geological Survey developed a numerical ground water flow model of the Saginaw and glacial aquifers in the Tri‐County region surrounding Lansing, Michigan. Model simulations, using the ground water recharge estimates, indicate changes in ground water levels. Within the Lansing area, simulated ground water levels in the Saginaw aquifer declined under the Canadian predictions and increased under the Hadley.  相似文献

ABSTRACT: There is a general belief in the public eye that extreme events such as floods are becoming more and more common. This paper explores this hypothesis by examining the historical evolution of annual expected flooding damage on the Chateauguay River Basin, located at the border between the United States and the province of Quebec, Canada. A database of basin land use was constructed for the years 1930 and 1995 to assess anthropogenic changes and their impact on the basin's hydrology. The progressive modification of the likelihood of a flooding event over the same period was then investigated using homogeneity and statistical tests on available hydrometric data. The evolution of the annual expected flooding damage was then evaluated using a coupled hydrologic/hydraulic simulator linked to a damage analysis model. The simulator and model were used to estimate flooding damage over a wide range of flooding return periods, for conditions prevailing in 1963 and 1995. Results of the analysis reveal the absence of any increasing or decreasing trend in the historical occurrence of flooding events. However, a general increase in the annual expected flooding damage was observed for all studied river sections. This increase is linked to an historical increase in damages for a given flooding event, and is the result of unbridled construction and development within the flood zone. To assess for future trends, this study also examined the potential impacts linked to the anticipated global warming. Results indicate that a significant increase in seasonal flooding events and annual expected flooding damage is possible over the next century. In fact, what is now considered a 100‐year flooding event for the summer/fall season could become a ten‐year event by the end of this century. This shows that potential future impacts linked to climate change should be considered now by engineers, land planners, and decision makers. This is especially critical if a design return period is part of the decision making process.  相似文献

ABSTRACT: The potential impacts of climate change on water yield are examined in the Upper Wind River Basin. This is a high‐elevation, mountain basin with a snowfall/snowmelt dominated stream‐flow hydrograph. A variety of physiographic conditions are represented in the rangeland, coniferous forests, and high‐elevation alpine regions. The Soil Water Assessment Tool (SWAT) is used to model the baseline input time series data and climate change scenarios. Five hydroclimatic variables (temperature, precipitation, CO2, radiation, and humidity) are examined using sensitivity tests of individual and coupled variables with a constant change and coupled variables with a monthly change. Results indicate that the most influential variable on annual water yield is precipitation; and, the most influential variable on the timing of streamflow is temperature. Carbon dioxide, radiation, and humidity each noticeably impact water yield, but less significantly. The coupled variable analyses represent a more realistic climate change regime and reflect the combined response of the basin to each variable; for example, increased temperature offsets the effects of increased precipitation and magnifies the effects of decreased precipitation. This paper shows that the hydrologic response to climate change depends largely on the hydroclimatic variables examined and that each variable has a unique effect (e.g., magnitude, timing) on water yield.  相似文献

ABSTRACT The term “institution” and several variants are used frequently in the literature on metropolitan water management. The state-of-the art investigation on which this paper is based revealed that 1) many uses of the term do not include careful definitions; 2) many users of the term seemed unaware of the general, theoretical literature on the subject of institutions; 3) there was little consistency among uses, either in the practical literature dealing with water or in the conceptual literature dealing with theories of institutions or institutionalization; 4) some usages were without significant meaning; 5) in many cases the term was used as a kind of “black box” to account for behavioral, societal, or managerial factors; 6) the term was often used as a synonym for “organization”. This latter use is frequently found in federal reports, including National Water Commission studies, and is most unfortunate because it tends to slight significant social-psychological factors. A suggested definition is: “An institution is the structured result or outcome of a process by which values are articulated, arranged, and communicated, having continuity over time, and influencing behavior of persons who did not necessarily participate in formulating those values (norms).”  相似文献

The Sandhills region represents a tremendous water resource for the State of Nebraska. Small shallow lakes, marshes, and subirrigated meadows are abundant due to interactions between ground water and surface water. One theory relating ground water to lake-flow systems in the Sandhills has been termed the “flow-through” concept. ABSTRACT: In 1996, the Illinois State Geological Survey began an investigation of fluctuating water levels in a pond in Cary, Illinois. The cause of the fluctuations appeared to be ground water discharge into a storm sewer recently installed by the Illinois Department of Transportation. However, analysis of climatic data provided an equally likely explanation of the fluctuations. Distinguishing the effect of climatic variations from the effect of the storm sewer was hampered by the lack of antecedent ground water and surface water data. In similar settings, it is recommended that ground water and surface water data be collected prior to initiating any infrastructure improvements.  相似文献

ABSTRACT: Recent Federal and some State legislation has enlarged the scope of permitted or required actions of local units of government in water resources management and protection. Much of the legislation encourages local units of government to introduce water resources planning measures which will be preventive instead of corrective. Extensive public works measures, environmental destruction and the threat to human life can thus be eliminated or reduced. Research has developed and tested a method for identifying the elements of a water resources protection program for small urbanizing watersheds which was technically adequate and socially acceptable to the communities implementing such programs. Research results suggest that deliberate efforts will be necessary to inform and educate local units of government as to the usefulness of the legislation; and that the program must reflect local natural resource conditions and local preferences for the method of accomplishing the protection. Successful implementation could be restrained by inertia of local units of government, a lack of tradition in such programs, and hostile existing agencies.  相似文献
