ABSTRACT: Drought is an interaction between physical processes and human activities. This study quantified the impacts of precipitation deficiencies on streamflow, reservoirs, and shallow ground water supplies. An in-depth analysis of newspaper accounts of droughts between paired cities, one in drought and one not in drought, were used to measure the differences in the types of drought impacts, and in the time of onset of impacts as related to developing precipitation deficiencies. Precipitation deficiencies related to the onset and the magnitude of surface water supply adjustments, and to shallow ground water problems, were established. Thus, monitoring and prediction of the onset and magnitude of drought problems can now be done from readily available data on precipitation deficiencies. Newspapers were found to be reliable indicators for the timing of drought impacts and adjustments as precipitation deficiency develops. A review of local and state adjustments during two recent droughts revealed most decision makers lacked information and experience in dealing with drought. 相似文献

ABSTRACT: Federal and state governments in the United States and Australia have come to play a key role in attempts to mitigate the impact of drought. Government actions have usually taken the form of loans and grants to individual citizens, businesses and municipalities experiencing the hardship of drought. Most of these actions have occurred in an environment of crisis management, rather than as a result of clearly stated policy objectives. Based on a review and evaluation of recent drought policy in the United States and Australia, recommendations are offered on ways to improve the United States’approach. A national drought plan is suggested as an efficient mechanism through which these recommendations could be implemented. States should also become more actively involved in drought assessment and response, but these actions must be coordinated with federal actions. 相似文献

ABSTRACT: This paper presents an integrated optimal control model that optimizes economic performance of reservoir management in watersheds in which there are significant economic and hydrologic interdependencies. The model is solved using the General Algebraic Modeling System (GAMS). Results show that application of this model to New Mexico's Rio Chama basin can increase total system benefits over historical benefits by exploiting complementarities between hydroelectricity production, instream recreation, and downstream lake recreation. 相似文献

ABSTRACT: Researchers representing each of the Colorado River Basin states as well as the Secretary of the Interior were presented with an interactive computer simulation of a progressively increasing drought and were given the collective opportunity to change the ways in which basin-wide and within-state water management were conducted. The purpose of this “gaming” exercise was to identify rules for managing the Colorado River which are effective in preventing drought-caused damages to basin water users. This water management game was conducted three times, varying the collective choice roles for management of the river yet staying substantially within the current institution for management of the Colorado River known as the “Law of the River.” The Law of the River was quite effective in minimizing drought impacts upon consumptive water uses. Additional effective drought-coping measures to protect consumptive uses consisted mostly of intrastate water management improvements which states were able to implement independently. The Law of the River did not protect non-consumptive water uses, such as hydroelectric power generation, water-based recreation, endangered species, and water quality from drought, as well as it protected consumptive water uses. Players reached collective choice decisions to cope with rising salinity, equalize storage between the upper and lower basins, and protect endangered species. While these measures had some success, only reductions in withdrawals for consumptive uses, particularly in the upper basin, could have substantially lessened adverse impacts. 相似文献

ABSTRACT: In arid regions of rapid economic and population growth, adverse effects of droughts are likely to be increasingly serious. This article presents an introduction and overview of the papers collected in this special issue of the Water Resources Bulletin. The papers report on the second phase of a study of the impacts of and responses to a potential severe sustained drought in the Colorado River Basin in the southwestern U.S. The analyses were performed by a consortium of researchers from universities and the private sector located throughout the Basin. Tree ring studies suggest that droughts of duration and magnitude much more serious than any found in the modern records probably occurred in the Basin during earlier centuries. Taking the present-day configuration of the storage and diversion structures and the economic conditions in the Basin as the base-point, the general objectives of the study are three: first, to define a representative Severe Sustained Drought (SSD) and assess its hydrologic impacts; second, to forecast the economic, social and environmental impacts on the southwestern U.S.; and finally, to assess alternative institutional arrangements for coping with an SSD. The evaluation of impacts and policies was conducted with two distinct modeling approaches. One involved hydrologic-economic optimization modeling where water allocation institutions are decision variables. The second was a simulation-gaming approach which allowed “players” representing each basin state to interact in a real-time decision making mode in response to the unfolding drought. 相似文献

ABSTRACT: We evaluated the effects of institutional responses developed for coping with a severe sustained drought (SSD) in the Colorado River Basin on selected system variables using a SSD inflow hydrology derived from the drought which occurred in the Colorado River basin from 1579–1616. Institutional responses considered are reverse equalization, salinity reduction, minimum flow requirements, and temporary suspension of the delivery obligation of the Colorado River Compact. Selected system variables (reservoir contents, streamflows, consumptive uses, salinity, and power generation) from scenarios incorporating the drought-coping responses were compared to those from Baseline conditions using the current operating criteria. The coping responses successfully mitigated some impacts of the SSD on consumptive uses in the Upper Basin with only slight impacts on consumptive uses in the Lower Basin, and successfully maintained specified minimum streamflows throughout the drought with no apparent effect on consumptive uses. The impacts of the coping responses on other system variables were not as clear cut. We also assessed the effects of the drought-coping responses to normal and wet hydrologic conditions to determine if they were overly conservative. The results show that the rules would have inconsequential effects on the system during normal and wet years. 相似文献

ABSTRACT: The sensitivity of the Palmer Hydrologic Drought Index to departures from average temperature and precipitation conditions is examined. A time series of zero index values was calculated and then one monthly temperature or precipitation value was perturbed. The resulting time series shows the effects on the index of one anomalous value. Independent series were calculated for temperature anomalies of plus and minus 1, 3, 5, and 10F and for precipitation anomalies of 25, 50, 75, 125, 150, and 200 percent of normal for each calendar month for Colorado, Indiana, Nevada, New York, Oklahoma, South Carolina, South Dakota, Washington, and Wisconsin. Analysis of the time series showed that the period of time required for the index to reflect actual rather than artificial initial conditions could be more than four years. It was also found that the effects of temperature anomalies are insignificant compared to the effects of precipitation anomalies. In some cases, one anomalous precipitation value could result in established wet or dry spells that last for up to two years. Although not examined in detail, the time series suggest that distributions of index values may be asymmetrical and possibly bimodal. 相似文献

ABSTRACT: The Palmer Drought Severity Index (PDSI) is perhaps the most widely used regional drought index. However, there is considerable ambiguity about its value as a measure of hydrologic drought. In this paper the PDSI for climatic divisions in New Jersey is compared to the occurrence within each climatic division of streamflows in their lower quartile for the month (streamflow index), and ground-water levels in their lower quartile for the month (ground-water index). These indices are found to have distinct properties. It is not uncommon for PDSI values to indicate “severe” or “extreme” drought at times when the streamflow or groundwater index is above its lower quartile at many stations within the climatic division. The PDSI values and groundwater index indicate more persistent subnormal conditions than the streamflow index for truncation levels yielding the same total duration of drought over a period. The ground-water index tends to indicate a later beginning to droughts and of the three indices is the most conservative indicator of a drought's end. Drought timing and duration properties for the ground-water index are found to be highly influenced by the average depth to water in the well. Overall, the three indices of drought can provide three very different characterizations of drought. In particular, the results indicate that considerable caution should be exercised in drawing conclusions about hydrologic drought from the PDSI. 相似文献

ABSTRACT: This paper presents estimates of the statewide economic impacts of guided whitewater rafting on five rivers in six states: the Nantahala (North Carolina), Gauley (West Virginia), Kennebec (Maine), Middle Fork of the Salmon (Idaho), and Chattooga (Georgia-South Carolina). Except for the Chattooga and Middle Fork, rafting is dependent on upstream dam releases. Guide fees range from about $15 per trip on the Nantahala to over $1,000 on the Middle Fork. Economic impacts per nonresident 1000 visitors increase along with length of the rafting trip and remoteness of the river. Total industrial output per 1000 nonresident visitors ranged from $95,000 on the Nantahala to over $2.5 million on the Middle Fork. However, because of differences in annual visitation levels, total impacts were greatest at the Nantahala, at over $14 million in 1993. Multipliers for all economic measures were relatively consistent over the rivers. Employment multipliers (Type III) ranged from 1.67 to 1.90, income multipliers from 2.0 to 2.4, and industrial output multipliers from 2.1 to 2.5. 相似文献

ABSTRACT: The seemingly magnetic attraction of water resources for recreation has direct implications for proximate land resources which are needed to provide access and support facilities. This paper reviews and synthesizes the literature dealing with the impacts of recreation use on riparian soils and vegetation. Part one of the paper sets forth the major negative impacts of recreation use on soils and vegetation. A seven-step soil impact cycle is identified, beginning with the scuffing away of leaf litter and other organic material and working through the soil erosion and sedimentation process. Four major kinds of impacts of recreation use on vegetation are then outlined, and the‘Vicious circle” relationship between impacts on soil and vegetation is demonstrated through a Soil/Vegetation Impact Diagram. Part two identifies several spatial and temporal patterns of environmental impact caused by recreation use. The node and linkage pattern of recreation use, campground and trail expansion, ground cover response and succession, rates of soil compaction, and resource response to various intensities of recreation use are important aspects. The final part of the paper deals with measuring environmental impacts caused by recreation use. Management implications of the research findings are considered throughout the paper. 相似文献

Water conservation is a much emphasized policy of the Federal government. Discussion of water conservation proposals often involves confusion between a conservation “ethic,” which is an end in itself, and conservation as a means for attaining various economic objectives. Analysis indicates that outside of ground water “mining.” water is usually a renewable and reusable resource. During periods of normal precipitation, water conservation should be employed only when the value of the water saved exceeds the cost of effecting the savings. Water conservation is most valuable as a drought contingency tactic. Water conservation as a substitute for structural provision to meet normal water demand growth is apt to prove shortsighted. 相似文献

ABSTRACT: Survey data collected in the San Joaquin Valley of southern California and the Grand Valley of western Colorado reveal that residents of both areas believe that a severe sustained drought is likely to occur within the next 20–25 years and that their communities would be seriously impacted by such an event. Although a severe sustained drought affecting the Colorado River Basin would cause major economic and social disruptions in these and other communities, residents express little support for water management alternatives that would require significant shifts in economic development activities or in water use and allocation patterns. In particular, residents of these areas express little support for strategies such as construction and growth moratoriums, mandatory water conservation programs, water transfers from low-to high-population areas, water marketing, or reallocations of water from agricultural to municipal/industrial uses. This rejection of water management strategies that would require a departure from “business as usual” with respect to water use and allocations severely restricts the capacity of these and similar communities to respond effectively should a severe sustained drought occur. 相似文献

ABSTRACT: This paper considers the risk of drought and develops drought scenarios for use in the study of severe sustained drought in the Southwestern United States. The focus is on the Colorado River Basin and regions to which Colorado River water is exported, especially southern California, which depends on water from the Colorado River. Drought scenarios are developed using estimates of unimpaired historic streamflow as well as reconstructions of streamflow based on tree ring widths. Drought scenarios in the Colorado River Basin are defined on the basis of annual flow at Lees Ferry. ABSTRACT: Evaluation criteria for reservoir and stream resources were developed to provide decision makers with feedback on environmental consequences of water allocation decisions under conditions of severe sustained drought within the Colorado River Basin by using the AZCOL gaming simulation model. Seven categories of flow dependent resources were identified which highlight resource states associated with reservoirs or river reaches within the AZCOL model. AZCOL directly simulates impact of water management decisions on five resource categories: threatened, endangered or sensitive fish; native nonlisted fish; wetland and riparian elements; national or state wildlife refuges; and hatcheries or other flow dependent facilities. Two additional categories - cold and warm water sport fish - are not modeled explicitly but are incorporated in the evaluation of monetary benefits from recreation on Colorado River waters. Each resource category was characterized at each time step in the simulation according to one of four environmental states: stable, threatened, endangered, or extirpated. Changes in resource states were modeled by time and flow-dependent decision criteria tied to either reservoir level or stream flows within the AZCOL model structure. Gaming results using the AZCOL model indicate environmental impacts would be substantial and that water allocation decisions directly impacted environmental resource states. 相似文献

ABSTRACT: Water management in England and Wales has undergone a major transformation in the past three decades, and especially under the 1963 and 1973 legislation. It has witnessed a shift from local to national responsibility, an integration of functions, and a move towards the incorporation of economic principles into water policies. For some observers the new legislation appeared to be “pioneering” and “farsighted.” There is little doubt it has resulted in many beneficial changes. But not all the goals have been achieved. System development in Mississippi has been very rapid and now numbers the largest among the states excepting Texas. ABSTRACT: Four alternate schemes often used to deal with a water shortage are: physical rationing, lifeline with increasing block rates, rationing with resale, and pure price rationing. Each of these are analyzed using a supply-demand framework. The theoretical results are applied to a representative California water district and the welfare loss is calculated for a hypothetical 20 percent reduction in water supply for six different income classes. We find that reliance on schemes using the price mechanism in one form or another is clearly superior, in terms of welfare loss, as a means of dealing with a water shortage. 相似文献

ABSTRACT: Drought has been a common feature in the United States during the past decade and has resulted in significant economic, social, and environmental impacts in virtually all parts of the nation. The purpose of this paper is two fold. First, the status of state drought planning is discussed to illustrate the significant increase in the number of states that have prepared response plans - from three states in 1982 to 27 in 1997. In addition, six states are now in various stages of plan development. Second, mitigative actions implemented by states in response to the series of severe drought years since 1986 are summarized. This information was obtained through a survey of states. The study concludes that states have made significant progress in addressing drought-related issues and concerns through the planning process. However, existing plans are still largely reactive in nature, treating drought in an emergency response mode. Mitigative actions adopted by states provide a unique archive that may be transferable to other states. Incorporating these actions into a more anticipatory, risk management approach to drought management will help states move away from the traditional crisis management approach. 相似文献

ABSTRACT: Although droughts are a frequent occurrence over much of the United States, response by state and federal government has been ineffective and poorly coordinated. Recently, several states have recognized the value of drought emergency planning and have developed plans to assist them in responding more effectively to prolonged periods of water shortage. These states have created an organizational structure to coordinate the assessment and response activities of state and federal agencies. Each state's drought response plan is unique since each state's water supply and management problems, and their consequent impacts, are unique. The drought response plans developed by Colorado, South Dakota and New York are reviewed here in detail. We recommend that other states affected by frequent and severe water shortages also develop drought emergency plans. These plans will enhance state government's ability to implement effective measures in a timely manner and, ultimately, may provide added incentive for the federal government to develop the national drought response plan called for by the General Accounting Office in 1979. 相似文献
