The shift in policy towards prevention and towards making producers responsible for the pollution they cause has lead corporations to limit environmental liabilities through the improvement of environmental performance. The implementation of an Environmental Management System integrates the precautionary and polluter pays principles into a firm's operations and demonstrates commitment to sustainable development. This research aims at assessing the factors influencing the implementation of ISO 14001 Environmental Management System in developing countries taking the Food Industry in Lebanon as a case example. For this purpose, primary data were collected using a field survey questionnaire that was administered to a representative sample of facilities. The results revealed that the food industry is generally more concerned with safety and quality issues rather than environmental issues. Following international food sector trend, improving environmental performance and enhancing company image are the most salient drivers to adopt ISO 14001. The lack of government support and stakeholder demand as well as the fact that ISO 14001 is not a legal requirement constitute the most salient factors hindering the adoption of the standard. Economical and organizational factors are the most significant incentives required to motivate the food industry to adopt ISO 14001. The industry is less likely to voluntarily consider adopting ISO 14001 before acquiring a quality management certification or until ISO 14001 certification gain more recognition in the international food sector. The study defines the foundations for developing strategies, policy reforms and incentive schemes to reduce the barriers of implementing ISO 14001.  相似文献

The purpose of this paper is to present the results of an empirical study carried out on a sample of certified industrial companies that operate in the United States, with the aim of identifying some of the critical factors for successful implementation of the ISO 14001 registration process. The paper reveals that it takes most of the companies between 8 to 19 months to obtain ISO 14001 certification. In addition, the ISO 14001 elements requiring the greatest effort are: identifying environmental aspects, environmental management system (EMS) documentation, training, EMS audits, operational control, environmental management program, objectives and targets, and document control. The survey also reveals that high certification cost and lack of other available resources are the greatest obstacles for implementing the ISO 14001 standard.  相似文献

The aim of this article is to analyze how the implementation of the environmental management system (EMS) in accordance with the ISO 14001: 2004 standard has been carried out in organizations having more than one standardized Management System (MSs). In particular, four implementation aspects will be discussed, namely the different management system standards (MSSs) used for registration, for example ISO 14001, ISO 9001, OHSAS 18001, ISO 27001 and SA 8000, the order in which they were implemented, the time required for each implementation, as well as the scope of integration of these MSSs into a single Integrated Management System (IMS).In order to do so, some of the results of a survey carried out in 176 organizations registered to, at a minimum, both ISO 14001: 2004 and ISO 9001: 2000 standards for environmental and quality management, respectively, are presented. As one of the few existing empirical studies regarding the integration of multiple MSs, this research reveals the importance of the different possibilities which organizations can opt for when considering EMS implementation. For example, while most respondents implemented ISO 9001 before ISO 14001, others did so simultaneously or even applied ISO 14001 first. Furthermore, although a large majority of organizations integrated their EMS with additional standardized MSs, a small percentage did not. Apart from illustrating the survey outcomes, the article contains a detailed case analysis of four specific organizations with high environmental awareness that have implemented quality and other standardized MSs.  相似文献

The wine growing industry is increasingly important to the New Zealand economy and increasingly its marketing is associated with the country's ‘clean and green’ image. Over 60% of New Zealand's wine companies have adopted at least one of three main environmental management systems: Sustainable Winegrowing New Zealand, ISO 14001 and Bio-Gro. We undertook a qualitative, survey based, comparative evaluation of these systems within 15 wine companies. The key findings are that while each system appears to have its own strengths, in general, no one environmental management system is better than the other. However, implementation of an industry specific system, for example SWNZ, in combination with a generic process-based system, for example ISO 14001, aids in the development of a more sustainable wine industry.  相似文献

Construction firms all over the world are increasingly seeking to obtain ISO 14001. The rapid growth in the number of ISO 14001 applications in Turkey and the share from the construction sector in this number, as a leading sector, is rather striking. This paper, using a structured questionnaire survey, investigates whether there is any dependence or relation between construction firms characteristics and having ISO 14001 certification and any difference in the perceptions related to ISO 14001 by considering both firm characteristics and two different groups as certified and non-certified firms. Additionally, it examines the perceived benefits of having ISO 14001 for certified construction firms. According to the results of analysis, although there is not any difference in perceptions on ISO 14001 certification in terms of firm characteristics and being as certified and non-certified and their both positive opinions about ISO 14001 certification. There is a relation between firms characteristics and having ISO 14001 certification. ISO 14001 certification contributes to construction firms not only in terms of environmental benefits but also with corporate management and marketing effects, thus verifying that the ISO 14001 has a positive impact on the Turkish construction sector.  相似文献

In this paper we aim to investigate the underlying mechanisms of the maintenance of ISO 14001. Initially, we looked into the Hillary's [Hillary R. Evaluation of study reports on the barriers, opportunities and drivers for small and medium sized enterprises – the adoption of environmental management systems. Report for DTI Envirodoctorate 5th October, 1999. London: NEMA; 1999] evaluation study on barriers, opportunities and drivers for small and medium enterprises that adopted environmental management systems and we developed a comprehensive list of barriers identified in the literature. We have used this set of barriers to investigate the underlying mechanisms in the maintenance of ISO 14001 environmental management system through an in-depth longitudinal case study in manufacturing organisations. We have determined five underlying processes (transforming and value adding; administrating and improving; understanding and accepting; communicating and learning; availability of resources) and five key actors (external environment; environmental management team; ISO 14001 EMS; organisation; resources and skills), which interactions are captured in M-ISO model. Since its conception in early 1990s, cleaner production has helped thousands of businesses around the world in improving environmental performance and reducing risks to their staff. Developing countries, due to their economic, social and cultural limitations are slow to adapt to new ideas. Stresses of WTO and ISO certification are hitting the developing economies hard especially the export businesses. This article re-introduces the concept of cleaner production as a self-help tool as well as an economical pathway towards ISO certification. The objective is to motivate businesses anywhere to join the sustainable development trail. A simple step-by-step procedure to develop a cleaner production program is delineated. Cleaner production opportunities and how their exploration will lead to covering many requirements of the ISO14001:2004 certification is discussed. Cleaner production opportunities in the most common automotive industry are presented along with five case studies from Australia. Special attention is given to energy efficiency. Training and communication are essential elements in the implementation of environmental management systems (EMS). This study is based on two main questions: (i) What methods for training and communication will support the implementation of EMS at a university? and, (ii) How did faculty and staff perceive the training and communication activities? The study includes a literature review, a case study of methods for training and communication, and results of a semi quantitative survey of the perception of training and communication. All activities took place at the University of Gävle (Sweden). The University of Gävle was certified according to ISO 14001 in 2004. Practical experiences from the implementation of EMS in industry were used as reference.The literature review indicates that training is a key factor during implementation of EMS, and that training may change attitude and behaviour among managers and employees. Similar conclusions can be drawn from this study. The case study, and practical experiences from industry, indicate that similar methods of EMS training and communication can be shared by industry and universities. However, “academic freedom” and “critical thinking” may result in the need for more interactive training methods at a university than in industry. The results of the survey indicate that the training and communication have increased awareness of environmental issues. A deeper understanding of the personal role in the EMS was also observed. It can be concluded that the EMS training and communication team has a demanding task to introduce the concept of indirect environmental aspects at a university. Lecturers and researchers should be convinced that the greening of a college involves more than, for example, reducing the consumption of paper. The main role of EMS at a university should be to focus on indirect environmental aspects, for example, to introduce environmental and sustainability issues in courses and research.  相似文献

We present a general framework to plan for sustainability and then relate it to some well-known tools for sustainable development. This framework follows from principles for how a system is constituted (ecological and social principles), and contains principles for a favorable outcome for the system (sustainability), as well as principles for the process to reach this outcome (sustainable development). The principles for sustainability define the favorable outcome and direct problem-solving upstream towards problemsources. A program of activities is then constructed by backcasting from defined outcomes to the current problems. This is followed by “metrics”, i.e. various concepts for measuring and monitoring the activities. Most concepts and tools for sustainable development function as metrics, for instance life cycle assessment (LCA), ecological footprinting (EF), and Factor X. An environmental management system (EMS), like ISO 14001 or EMAS, is an administrative vehicle that should systematically align a firm's specific outcomes, activities and metrics with a general framework for sustainability. From a strategic point of view, metrics should measure alignment of activities with the principles contained in a framework for sustainability. A framework is not an alternative to concepts and tools for metrics. We need them all, because they represent different interrelated levels of strategic planning.  相似文献

Since Chile's return to democratic government in 1990, the environment has taken on a greater significance in policy making activities. This article examines the progress Chile has made in this area with particular reference to the large-scale mining sector and the overall environmental performance of its environmental management systems (EMSs). Many large-scale mines operating in Chile have already attained ISO 14001 certification, and those that have not, are either working towards this or have an alternative system in place. Evidence of improving environmental performance is presented, and many of the challenges which lie ahead for the country and its mining industry are highlighted.  相似文献

As a result of increasing global awareness about the importance of the environment, depletion of natural resources and legal pressures for companies to manage their processes in a sustainable manner, ISO 14001 systems have been gaining increasingly more importance in the organizational scenario. These elements are even more critical in emerging nations due to less awareness and fewer demands by governments and the population in relation to environmental issues. Therefore, the main objective of this study is to verify the benefits and difficulties of Environmental Management Systems based on ISO 14001 at industries in the state of São Paulo – Brazil (an emerging country) by conducting a survey to subsidize the proposal for actions in the public, academic and private sectors to promote the use of this standard of reference and strengthen its results in Brazil. A questionnaire was sent to 194 companies from the National Institute of Metrology, Standardization and Industrial Quality database. 69 answered, representing a return rate of 35.36%. The main benefits identified are related to the development of preventive environmental actions, reduction in the consumption of power, water, gas and fuel oil, and a positive influence on other internal management processes. The main difficulties are related to cost increases from ISO 14001 management systems and the constant changes in environmental legislation in Brazil. Some actions are proposed at the end of the analyses to intensify the use and improve the results of this standard, such as changes in government legislation and its collective development and implementation in industries.  相似文献

The factors and sub-factors critical to the successful implementation of ISO 14001-based environmental management system (EMS) and benefits that can be reaped from the implementation were explored in this study. An empirical study using the analytic hierarchy process (AHP) was carried out to find the relative weights and priorities of these critical success factors and benefits. The study was carried out in Malaysia among companies in the electrical and electronics sector. The results of the study indicate that the critical success factors in the order of importance are as follows: management approach, organizational change, technical aspects, and external and social aspects. The results of the study also indicate the benefits that can be obtained by the implementation of ISO 14001: improvement in the company's image and reputation, improvement in company's processes and profits, improvement in customer loyalty and trust, and improvement in staff morale and employer–employee relations.  相似文献

Universities considering integrating an environmental management system (EMS) have numerous decisions to consider. Should they pursue a formal certified model or an informal uncertified one? If informal is appropriate, which framework best meets their needs? Which environmental interactions are most important to manage? Are there any other sector-specific considerations? This article discusses six different campus EMS frameworks, three different categories of drivers, and the six unique features of a campus EMS, and offers suggestions on when each framework is best applied. The frameworks considered are from: ISO 14001; Higher Education 21 (UK); the EMS Self-Assessment Checklist (USA); the Auditing Instrument for Sustainability in Higher Education (Netherlands); the Osnabrück University model (Germany) and the Sustainable University model (Mexico). The Osnabruck model, and another under development by the South Carolina Sustainable Universities Initiative, are the only two EMS models that have been proposed specifically for colleges and universities, although several guides are now available. The Environmental Management System Implementation Model for U.S. Colleges and Universities detailed in this paper, an adaptation of the ISO 14001 standard and USEPA recommendations, has been tailored to U.S. colleges and universities for use in streamlining the implementation process. In using this three-phased implementation model created for the U.S. research and academic setting, it is hoped that these highly specialized institutions will be provided with a clearer and more cost-effective path towards the implementation of an EMS and greater compliance with local, state and federal environmental legislation.  相似文献

Globalisation trends in economy and governance have resulted in a change in policy instruments towards harmonised initiatives, which are considered to a great extent pivotal for countries to engage with. ISO14001 is seen as constitutive of these wider concepts and is the focus here in explaining their diffusion in national contexts.This article questions the extent to where the adoption of ISO14001 in Greece is motivated by environmental sustainability or processes of economic globalisation. It indicates that in order to facilitate progress towards sustainability through environmental management, proper institutional arrangements and a legal framework must be established and executed by the government and society at large.  相似文献

This paper focuses on the role of ISO 14001 in environmental supply management practices in Swedish companies. It discusses the existing and potential role of ISO 14001 for three key operational tasks of environmental supply chain management: to communicate the requirements to the supplier, to motivate and enable the supplier, and to verify that the supplier follows the requirements. The study used three different research methods: interviews with environmental managers, focus group discussions and a survey of two multinational companies and their operating units in several countries.It concludes that cooperation between the purchasing and environmental functions within a company is frequently not sufficiently achieved in implementation of ISO 14001; this makes the communication of customer requirements to suppliers less efficient. Building close relationships with suppliers is important to overcome initial difficulties, but this often conflicts with having a large supplier base. For the supplier to have an ISO 14001 certificate is seldom an absolute requirement, however, preference is often given to such suppliers. The value of the ISO 14001 certificate, as a proof of environmental performance, is a combination of the supplier's environmental ambitions, the advancement of supply chain practices of the customer and the ambitions of the certification bodies. Supplier audits are not commonly used as they are resource-consuming. Monitoring and verification approaches need further development.  相似文献

We conducted a diagnosis of the environmental management system of the Brazilian auto parts industry, using the LIFE certification methodology (lasting initiative for earth) as a diagnostic tool. This certification recognizes enterprises that develop conservation actions for biodiversity for the purpose of minimizing and/or mitigating their own negative impact on the environment. Through this method, it was possible to quantify and qualify the environmental impact and investigate the existence of conservation actions, as well as evaluate them quantitatively and qualitatively. Therefore, we used this methodology to demonstrate its potential as an economic instrument of environmental management through its application within an EMS certified to the ISO 14001 series. It was shown that there are many benefits of using sustainable environmental resources (possibility to return to ISE-Corporate Sustainability Index-Bovespa) and for the final disposal of waste from production. The main results indicated that the LIFE methodology allows companies to incorporate actions to biodiversity conservation transversally into their EMSs, which can increase the efficiency of enterprise management. We believe that the use of this management model by other companies will enable the intensification of conservation actions in protected areas in their regions.  相似文献

Certification of an ISO 14001 Environmental Management System (EMS) is currently an important requirement for those enterprises wishing to sell their products in the context of a global market. The system's structure is based on environmental impact evaluation (EIE). However, if an erroneous or inadequate methodology is applied, the entire process may be jeopardized. Many methodologies have been developed for making of EIEs, some of them are fairly complex and unsuitable for EMS implementation in an organizational context, principally when small and medium size enterprises (SMEs) are involved.The proposed methodology for EIE is part of a model for implementing EMS. The methodological approach used was a qualitative exploratory research method based upon sources of evidence such as document analyses, semi-structured interviews and participant observations.By adopting a cooperative implementation model based on the theory of system engineering, difficulties relating to implementation of the sub-system were overcome thus encouraging SMEs to implement EMS.  相似文献
