Both planning and design of integrated municipal solid waste management systems require accurate prediction of waste generation. This research predicted the quantity and distribution of biodegradable municipal waste (BMW) generation within a diverse ‘landscape’ of residential areas, as well as from a variety of commercial establishments (restaurants, hotels, hospitals, etc.) in the Dublin (Ireland) region. Socio-economic variables, housing types, and the sizes and main activities of commercial establishments were hypothesized as the key determinants contributing to the spatial variability of BMW generation. A geographical information system (GIS) ‘model’ of BMW generation was created using ArcMap, a component of ArcGIS 9. Statistical data including socio-economic status and household size were mapped on an electoral district basis. Historical research and data from scientific literature were used to assign BMW generation rates to residential and commercial establishments. These predictions were combined to give overall BMW estimates for the region, which can aid waste planning and policy decisions. This technique will also aid the design of future waste management strategies, leading to policy and practice alterations as a function of demographic changes and development. The household prediction technique gave a more accurate overall estimate of household waste generation than did the social class technique. Both techniques produced estimates that differed from the reported local authority data; however, given that local authority reported figures for the region are below the national average, with some of the waste generated from apartment complexes being reported as commercial waste, predictions arising from this research are believed to be closer to actual waste generation than a comparison to reported data would suggest. By changing the input data, this estimation tool can be adapted for use in other locations. Although focusing on waste in the Dublin region, this method of waste prediction can have significant potential benefits if a universal method can be found to apply it effectively.  相似文献

Urgent transformation is required in Ireland to divert biodegradable municipal waste (BMW) from landfill and prevent increases in overall waste generation. When BMW is optimally managed, it becomes a resource with value instead of an unwanted by-product requiring disposal. An analysis of survey responses from commercial and residential sectors for the Dublin region in previous research by the authors proved that attitudes towards and behaviour regarding municipal solid waste is spatially variable. This finding indicates that targeted intervention strategies designed for specific geographic areas should lead to improved diversion rates of BMW from landfill, a requirement of the Landfill Directive 1999/31/EC. In the research described in this paper, survey responses and GIS model predictions from previous research were the basis for goal setting, after which logic modelling and behavioural research were employed to develop site-specific waste management intervention strategies. The main strategies devised include (a) roll out of the Brown Bin (Organics) Collection and Community Workshops in Dún Laoghaire Rathdown, (b) initiation of a Community Composting Project in Dublin City (c) implementation of a Waste Promotion and Motivation Scheme in South Dublin (d) development and distribution of a Waste Booklet to promote waste reduction activities in Fingal (e) region wide distribution of a Waste Booklet to the commercial sector and (f) Greening Irish Pubs Initiative. Each of these strategies was devised after interviews with both the residential and commercial sectors to help make optimal waste management the norm for both sectors. Strategy (b), (e) and (f) are detailed in this paper. By integrating a human element into accepted waste management approaches, these strategies will make optimal waste behaviour easier to achieve. Ultimately this will help divert waste from landfill and improve waste management practice as a whole for the region. This method of devising targeted intervention strategies can be adapted for many other regions.  相似文献

Local level waste authorities and their officials directly interact and serve the people on behalf of higher governments. Given the influential positions they have on the quality of life of the citizens, these local waste authorities deserve more attention from researchers. This study throws light on the factors related to local waste management and administrators that have caused waste management failures in three mainland Chinese cities. Based on a survey conducted in 2002-2003, it was found that waste administrators in these cities are not professionally competent in their jobs and they are also not confident in using economic instruments to address waste management issues in their cities. These local waste authorities are generally under-funded, and funding politics has to some extent eroded the incentives to carry out the instructions of higher waste authorities. The community at large also does not respect local waste management work. The residents frequently litter, are unobservant of waste collection times and are unwilling to pay for waste collection service. All of these are handicapping environmentally sound waste management.  相似文献

This paper reports on the potential to apply the choice experiment method to understand the public's preferences for solid waste management programmes in Macao. A random sample survey of 260 respondents in Macao was conducted during the summer in 2004. The survey data was analysed using conditional multinomial logit models. The study results indicate that Macao residents prefer: (1) waste segregation and recycling at source; (2) noise reduction during waste collection and transportation and (3) lower garbage fees. The study concludes that choice experiment is a reliable tool in the analysis of respondents' preferences for developing a suitable solid waste management programme in Macao.  相似文献

Solid waste management (SWM) is a multidimensional challenge faced by urban authorities, especially in developing countries like Bangladesh. We investigated per capita waste generation by residents, its composition, and the households' attitudes towards waste management at Rahman Nagar Residential Area, Chittagong, Bangladesh. The study involved a structured questionnaire and encompassed 75 households from five different socioeconomic groups (SEGs): low (LSEG), lower middle (LMSEG), middle (MSEG), upper middle (UMSEG) and high (HSEG). Wastes, collected from all of the groups of households, were segregated and weighed. Waste generation was 1.3kg/household/day and 0.25kg/person/day. Household solid waste (HSW) was comprised of nine categories of wastes with vegetable/food waste being the largest component (62%). Vegetable/food waste generation increased from the HSEG (47%) to the LSEG (88%). By weight, 66% of the waste was compostable in nature. The generation of HSW was positively correlated with family size (r(xy)=0.236, p<0.05), education level (r(xy)=0.244, p<0.05) and monthly income (r(xy)=0.671, p<0.01) of the households. Municipal authorities are usually the responsible agencies for solid waste collection and disposal, but the magnitude of the problem is well beyond the ability of any municipal government to tackle. Hence dwellers were found to take the service from the local waste management initiative. Of the respondents, an impressive 44% were willing to pay US$0.3 to US$0.4 per month to waste collectors and it is recommended that service charge be based on the volume of waste generated by households. Almost a quarter (22.7%) of the respondents preferred 12-1pm as the time period for their waste to be collected. This study adequately shows that household solid waste can be converted from burden to resource through segregation at the source, since people are aware of their role in this direction provided a mechanism to assist them in this pursuit exists and the burden is distributed according to the amount of waste generated.  相似文献

Identifying and characterising the factors that determine why a local authority opts for a particular way of managing its waste collection service is an important issue, warranting research interest in the field of municipal solid waste (MSW) management. This paper presents empirical evidence spanning a broad time horizon (2002–2010) showing that economic and political factors impact in different ways on the provision of waste management services. We examine five alternatives in this area, including public and private service delivery formulas and, within each field, individual and joint options. Our findings highlight the importance of the service cost and that of the various indicators of fiscal stress as determinant factors of management decisions regarding the provision of MSW management services.  相似文献

This paper describes the problems, issues and challenges faced by Sri Lanka based on the outcome of a recent study conducted in the country's Southern Province. The study consists of a public survey, discussions with local authority staff involved in waste management, discussions with Provincial Council and Government officials, dialogue with local politicians, review of documents and field observations. The study revealed that only 24% of the households have access to waste collection and that in rural areas it was less than 2%. A substantial number of households in areas without waste collection expect local authorities to collect their waste. The study also showed that most sites in the province are under capacity to handle any increased demand. Urgent and immediate improvement of the waste disposal sites is necessary to meet the current demand for improved waste collection. The study also revealed that there is a high willingness of people for home composting.  相似文献

There is a great interest in solving problems related to municipal solid waste (MSW) management in the Palestinian territory. However, few studies have been done to assess the extent of these problems and suggest the best alternative solutions. This study aims at assessing MSW conditions in the seven major districts in northern West Bank, Palestinian territory. The study focuses on comparing several MSW management elements (such as collection, budget, and disposal) in municipalities, village councils, and refugee camps in the studied districts and the problems faced by these institutions in handling the waste. It also provides information on MSW collection service availability and waste disposal practices in the districts studied. It was found that, although MSW collection service was available for 98% of the residents in the areas surveyed, no proper treatment or landfill procedure was followed for the collected waste in most of these areas. Instead, waste burning in open dumpsites was the most common practice. Moreover, due to inefficient collection of waste disposal fees from the residents, municipalities were forced to sometimes cut the collection service and reduce its labor force, especially in villages. The budget for MSW management was between 2% and 8% of the total budget of the municipalities studied, indicating a low priority for this issue.  相似文献

A pilot program concerning source separation of household waste was launched in Hangzhou, capital city of Zhejiang province, China. Detailed investigations on the composition and properties of household waste in the experimental communities revealed that high water content and high percentage of food waste are the main limiting factors in the recovery of recyclables, especially paper from household waste, and the main contributors to the high cost and low efficiency of waste disposal. On the basis of the investigation, a novel source separation method, according to which household waste was classified as food waste, dry waste and harmful waste, was proposed and performed in four selected communities. In addition, a corresponding household waste management system that involves all stakeholders, a recovery system and a mechanical dehydration system for food waste were constituted to promote source separation activity. Performances and the questionnaire survey results showed that the active support and investment of a real estate company and a community residential committee play important roles in enhancing public participation and awareness of the importance of waste source separation. In comparison with the conventional mixed collection and transportation system of household waste, the established source separation and management system is cost-effective. It could be extended to the entire city and used by other cities in China as a source of reference.  相似文献

Behaviours, opinions and knowledge of citizens on MSW and separate collection were investigated in the city of Mercato San Severino (about 22,000 people), in the Campania region of Southern Italy that is an area suffering from a serious solid waste emergency that has lasted over 17 years due to the absence of treatment facilities. The image of heaps of rubbish in the streets of Naples and other nearby cities is only one side of the coin. Mercato San Severino has adopted an effective kerbside collection system since 2001 and a pay-as-you-throw program during 2005, guaranteeing more than the minimum level of recycling required by the Italian legislation. Structured questionnaires were administered to a sample of 500 people in 2010. Chi-square tests of independence were applied to state whether the differences were statistically significant (5%). About 90% of the sample stated that the success of the separate collection program was due to either the citizens and local authority or only the local authority, highlighting the leading role of the local authority and confirming that trust is the key to any social program success. The registered level of knowledge was better than that of nearby university students and citizens. The higher the education level, the greater the level of knowledge was.  相似文献

One of the challenges faced by waste management authorities is determining the amount of waste generated by households in order to establish waste management systems, as well as trying to charge rates compatible with the principle applied worldwide, and design a fair payment system for households according to the amount of residential solid waste (RSW) they generate. The goal of this research work was to establish mathematical models that correlate the generation of RSW per capita to the following variables: education, income per household, and number of residents. This work was based on data from a study on generation, quantification and composition of residential waste in a Mexican city in three stages. In order to define prediction models, five variables were identified and included in the model. For each waste sampling stage a different mathematical model was developed, in order to find the model that showed the best linear relation to predict residential solid waste generation. Later on, models to explore the combination of included variables and select those which showed a higher R(2) were established. The tests applied were normality, multicolinearity and heteroskedasticity. Another model, formulated with four variables, was generated and the Durban-Watson test was applied to it. Finally, a general mathematical model is proposed to predict residential waste generation, which accounts for 51% of the total.  相似文献

Life Cycle Assessment (LCA) has been used to assess the environmental impacts associated with an activity or product life cycle. It has also been applied to assess the environmental performance related to waste management activities. This study analyses the packaging waste management system of a local public authority in Portugal. The operations of selective and refuse collection, sorting, recycling, landfilling and incineration of packaging waste were considered. The packaging waste management system in operation in 2010, which we called “Baseline” scenario, was compared with two hypothetical scenarios where all the packaging waste that was selectively collected in 2010 would undergo the refuse collection system and would be sent directly to incineration (called “Incineration” scenario) or to landfill (“Landfill” scenario). Overall, the results show that the “Baseline” scenario is more environmentally sound than the hypothetical scenarios.  相似文献

Through an agreement with EEE producers, Swedish municipalities are responsible for collection of hazardous waste and waste electrical and electronic equipment (WEEE). In most Swedish municipalities, collection of these waste fractions is concentrated to waste recycling centres where households can source-separate and deposit hazardous waste and WEEE free of charge. However, the centres are often located on the outskirts of city centres and cars are needed in order to use the facilities in most cases. A full-scale experiment was performed in a residential area in southern Sweden to evaluate effects of a system for property-close source separation of hazardous waste and WEEE. After the system was introduced, results show a clear reduction in the amount of hazardous waste and WEEE disposed of incorrectly amongst residual waste or dry recyclables. The systems resulted in a source separation ratio of 70 wt% for hazardous waste and 76 wt% in the case of WEEE. Results show that households in the study area were willing to increase source separation of hazardous waste and WEEE when accessibility was improved and that this and similar collection systems can play an important role in building up increasingly sustainable solid waste management systems.  相似文献

Medical waste management is of great importance due to its infectious and hazardous nature that can cause undesirable effects on humans and the environment. The objective of this study was to analyze and evaluate the present status of medical waste management in the light of medical waste control regulations in Nanjing. A comprehensive inspection survey was conducted for 15 hospitals, 3 disposal companies and 200 patients. Field visits and a questionnaire survey method were implemented to collect information regarding different medical waste management aspects, including medical waste generation, segregation and collection, storage, training and education, transportation, disposal, and public awareness.The results indicated that the medical waste generation rate ranges from 0.5 to 0.8 kg/bed day with a weighted average of 0.68 kg/bed day. The segregated collection of various types of medical waste has been conducted in 73% of the hospitals, but 20% of the hospitals still use unqualified staff for medical waste collection, and 93.3% of the hospitals have temporary storage areas. Additionally, 93.3% of the hospitals have provided training for staff; however, only 20% of the hospitals have ongoing training and education. It was found that the centralized disposal system has been constructed based on incineration technology, and the disposal cost of medical waste is about 580 US$/ton. The results also suggested that there is not sufficient public understanding of medical waste management, and 77% of respondents think medical waste management is an important factor in selecting hospital services.The problematic areas of medical waste management in Nanjing are addressed by proposing some recommendations that will ensure that potential health and environmental risks of medical waste are minimized.  相似文献

Though the solid waste management (SWM) system in Phnom Penh city in general has been upgraded since the waste collection service was franchised out to the private sector, the performance of the existing SWM system is still low. Unreliable and irregular collection service still exists. This means that there are shortcomings in the existing SWM system that need correction. This paper is an attempt to identify those shortcomings in order to find ways to improve the existing system. First, the present SWM system is reviewed. Then the system is evaluated to find constraints and shortfalls and finally some appropriate strategies are proposed that may help make SWM in the city more effective and efficient to meet environmentally sound objectives.  相似文献

A survey on solid waste generation and residents’ awareness was conducted in Da Nang city, Vietnam in 2010. We took samples from residents, hotels, restaurants, and city markets. Data reveals that each resident generates on average 0.71 kg/capita/day (3 kg/household/day). Regarding the composition, organic waste (food, flowers, leaves, grass) accounts for about 70 % of residents’ waste followed by plastics. Likewise, about 14 % of residents’ waste can be recycled. Furthermore, we find that middle income households in the suburbs have the largest waste generation with 4.9 kg/household/day. We consider that this finding is explained by their dedication to agricultural activities, such as planting fruit trees and vegetables, and gardening. Finally, we find that only about 60 % of interviewees have knowledge of how to segregate waste, however more than 90 % of them are willing to cooperate with the introduction of a waste segregation program in the city.  相似文献

The population of Lagos, the largest city in Nigeria, increased seven times from 1950 to 1980 with a current population of over 10 million inhabitants. The majority of the city's residents are poor. The residents make a heavy demand on resources and, at the same time, generate large quantities of solid waste. Approximately 4 million tonnes of municipal solid waste (MSW) is generated annually in the city, including approximately 0.5 million of untreated industrial waste. This is approximately 1.1 kg/cap/day. Efforts by the various waste management agencies set up by the state government to keep its streets and neighborhoods clean have achieved only minimal success. This is because more than half of these wastes are left uncollected from the streets and the various locations due to the inadequacy and inefficiency of the waste management system. Whilst the benefits of proper solid waste management (SWM), such as increased revenues for municipal bodies, higher productivity rate, improved sanitation standards and better health conditions, cannot be overemphasized, it is important that there is a reduction in the quantity of recoverable materials in residential and commercial waste streams to minimize the problem of MSW disposal. This paper examines the status of recovery and recycling in current waste management practice in Lagos, Nigeria. Existing recovery and recycling patterns, recovery and recycling technologies, approaches to materials recycling, and the types of materials recovered from MSW are reviewed. Based on these, strategies for improving recovery and recycling practices in the management of MSW in Lagos, Nigeria are suggested.  相似文献

This study presents the effects of citizen participation on integrated solid waste management. Porto Alegre was chosen as the area of study since its system is a good example for developing countries, based on the partnership between local government and the former scavengers' association that implements selective collection in the city. A life-cycle approach was used to estimate environmental loadings and economic costs based on solid waste generation, and a survey assessment tool was used to analyse social aspects. The results showed a decrease in environmental and economic impacts in the current situation, allowing Porto Alegre to have one of the most affordable integrated solid waste management systems in Brazil. The survey assessment pointed out that public campaign changed the perceptions and practices of most of Porto Alegre's citizens regarding solid waste management. On the other hand, it also pointed out that citizens need more education to increase their participation. Therefore, more research is needed to increase cooperation among all stakeholders, improve citizen participation, and consequently, further decrease the environmental impacts and economic costs.  相似文献

An essential preliminary step in municipal solid waste (MSW) management is the accurate determination of the quantities and composition of the wastes. The purpose of this study was to test a procedure for the determination of these parameters at the source of generation (houses), rather than getting such data at transfer stations or disposal sites, as usually done in most previous studies. The average generation rate in kg per capita day−1and percentages of various components of residential solid waste in Abu Dhabi City were determined by carrying out a statistically designed sampling survey. This survey covered 40 houses with different socio-economic levels and totalled 840 samples. The study showed an average generation rate of 1.76 kg per capita day−1. Linear regression analysis revealed that this rate was dependent on the income level with an increase of about 35% for the high income residents over the average rate. The waste contained approximately 50% food waste. Frequency distribution analysis of waste composition data indicated that the food waste component is normally distributed, whereas the other components do not show a normal distribution pattern.  相似文献
