This article proposes a new conceptual framework concerning the implementation of sustainability in supply networks from an innovation perspective. Based upon a recent qualitative literature review in environmental, social/ethical and logistics/operations management journals, this article summarizes and analyses the approaches found. Concluded is that even though innovation, socialization, experimental learning and cultural perspectives have been acknowledged as being relevant to explaining supply network dynamics in general, they are rarely included in the current frameworks concerning sustainability. The question still remains why companies influenced by the same external factors and similar in size and power develop a different strategy towards sustainability aspects in their supply network. The article demonstrates with the first results of a survey held in the fashion/clothing sector the relevance of this question.The proposed conceptual framework states that the capability to develop a strategy is influenced by the innovation power of the “focal” company and its supply network. The three implementation strategies presented in the framework are: resign, offensive and defensive. Two propositions are defined to be tested. These propositions focus on the relation between the level of innovation power and the implementation strategy concerning sustainability. Factors used to characterize the innovation power of the “focal” company are: external orientation and transparency, cooperation between departments, learning and adapting, leadership, autonomy and possibility for experimenting, and result driven. Cooperation in the supply networks is characterized by factors like trust, reputation, joint programmes, and cooperative information systems throughout the supply network.In empirical research, strategies found will be related with the level of innovation power. This level will be measured using the factors mentioned. The results might add a new innovation dimension to an improved conceptual framework within the interdisciplinary field of sustainability and supply network research.  相似文献

The goal oriented framework (GOF) for indicators has been developed as part of a comprehensive research project developing computerised tools for integrated assessment of the effects of new policies or technologies on agricultural systems (SEAMLESS-IF). The ambition has therefore been to create an indicator framework where the environmental, economic and social dimensions of sustainable development can be related to each other in a consistent way. Integrated assessment tools rely on such frameworks to capture and visualise trade-offs (antagonisms or synergies) among indicators between and within the three dimensions of sustainable development. The specific aims of this paper are to (i) present the GOF (ii) present how the GOF can be used to select indicators within the integrated assessment framework SEAMLESS-IF and (iii) discuss the advantages and limitations with the proposed approach. We show that the GOF has several advantages. Its major rewards are its relative simplicity and the possibility to link indicators to policy goals of each dimension of sustainability and thereby facilitate the comparison of the impacts of the new policy on the different dimensions. Another important feature of the GOF is its multi-scale perspective, which will enable the comparison of effects of a new policy between scales. Yet, as typical for all indicator frameworks, the GOF has also biases either instigated by the issues the included models cover or by the stakeholders’ selection of indicators. However, due to the way the GOF and its indicators are technically implemented in SEAMLESS-IF, it can easily be extended and include new indicators to increase and update its policy relevance.  相似文献

Universities considering integrating an environmental management system (EMS) have numerous decisions to consider. Should they pursue a formal certified model or an informal uncertified one? If informal is appropriate, which framework best meets their needs? Which environmental interactions are most important to manage? Are there any other sector-specific considerations? This article discusses six different campus EMS frameworks, three different categories of drivers, and the six unique features of a campus EMS, and offers suggestions on when each framework is best applied. The frameworks considered are from: ISO 14001; Higher Education 21 (UK); the EMS Self-Assessment Checklist (USA); the Auditing Instrument for Sustainability in Higher Education (Netherlands); the Osnabrück University model (Germany) and the Sustainable University model (Mexico). This article also draws upon the empirical experiences of Dalhousie University in Halifax, Canada.  相似文献

流域、生态区和景观是评估大尺度区域生态质量的构架,阐述了三者合理结合的理论基础. 流域是解决水生态环境问题的整体性构架,但是流域研究的成果缺乏外推的依据. 生态区提供了合适的外推机制,与流域结合使用,可以解决小尺度成果的尺度上推和预测问题. 景观范围界定的主观随机性,使其可以与行政区、生态区和流域等空间范围结合,用于区域生态质量评估. 以海河流域为例,验证了流域、生态区、景观相结合的区域生态质量评估方法体系,包括3个步骤:流域生态区划分;建立以遥感影像为数据源的景观生态质量评价指标体系,并对生态区内的典型行政区开展景观生态质量评估;将评估结果外推到所在生态区. 以流域生态过程为核心整体统筹各生态区,提出上游山区水土保持、平原节水并修复河流和地下水系统、下游湿地保护并增加入海流量的水生态系统恢复对策.   相似文献

Sustainability recognizes the interdependence of ecological, social, and economic systems – the three pillars of sustainability. The definition of corporate social responsibility (CSR) often advocates ethical behavior with respect to these systems. As more corporations commit to sustainability and CSR policies, there is increasing pressure to consider social impacts throughout the supply chain. This paper reviews metrics, indicators, and frameworks of social impacts and initiatives relative to their ability to evaluate the social sustainability of supply chains. Then, the relationship between business decision-making and social sustainability is explored with attention initially focused on directly impacting national level measures. A general strategy for considering measures of social sustainability is proposed, and a variety of indicators of CSR are described. Several of these indicators are then employed in an example to demonstrate how they may be applied to supply chain decision-making.  相似文献

This paper considers the potential contribution of Industrial Symbiosis (IS) networks in fostering environmental innovation at the local or regional level. Drawing on literature from innovation studies and innovation in spatial proximity, we outline three factors that are important for the innovation process and identify where the effects from IS networks can be explored. We use observations from the first IS programme in Sweden to provide examples of previously hypothesised effects. The implications of this inquiry are discussed in terms of design and development of IS programmes and for further research into the innovation effect of IS networks.  相似文献

Mexico ranks among the 11 major producer countries of minerals worldwide; its open pit and underground systems are 500 years old. This paper presents an overview of the Mexican mining industry from technological development, historical and economic perspectives. The efforts made by mining companies to address issues of environmental management and sustainable development expressed in national and international frameworks, as well as the Mexican environmental regulatory framework for the mining sector, are analyzed. Since, among others, life cycle assessment (LCA) has been recognized as a key topic to promote sustainable development in the Latin American and Caribbean region, this paper also examines the application of LCA in mining. Two life cycle approaches are presented: a national life cycle inventory for base metals, and an integral life cycle model for the management of mining processes.  相似文献

Inter-organizational collaboration in networks and partnerships is supposed to promote the potential for learning and innovation needed for environmental transformation and sustainable development. This paper aims at exploring the roles of local authorities (LAs) in actor-networks related to regional sustainable development, and examining their potential in stimulating learning and innovation related to sustainable development. From empirical case studies it is suggested that LAs can act as ‘teachers’ or ‘tutors’ in the networks. From further analysis, drawing also from literature on partnerships, innovation management, socio-technical change, and educational science, it is proposed that in the short run both the ‘teacher’ and ‘tutor’ approach would promote incremental innovation rather than the radical system innovations needed for sustainable development. However, there is potential for stimulating more long-term, radical change if the LA takes on the role of a ‘teacher’. This approach may favour close collaboration in long-lived, multi-actor networks with potential to (i) serve as forum for continuous dialogue on sustainable development at a community level, (ii) stimulate experimentation and learning needed for system innovations, and (iii) provide a basis for strategic niche management for development and testing of new technologies.  相似文献

This paper examines the impact of environmental innovations on company competitiveness of both the environment industry and related sectors in the region of Munich. The focus is on the drivers of these innovations and their respective effects on innovating companies. Not only innovations in the area of end-of-pipe technologies, but also the development of integrated products and production methods are examined. In a regional case study approach, a sample of 14 manufacturing and service companies in Munich (Southern Germany) was interviewed. Essentially, environmental innovation is driven by a mixture of factors internal and external to the firm: not only regulatory pressure, but also cost pressure, competitive advantages, technological lead and customer pressure are important drivers. Regulatory pushed innovations contribute to the competitive performance of sample companies in a similar way as environmental innovations which are carried out voluntarily. That would yield proof for the so-called Porter hypothesis which assumes that environmental legislation stimulates innovation and leads to “win–win” opportunities where simultaneously pollution is reduced and productivity increased.  相似文献

The empirical literature reports conflicting findings on the relation between environmental policy and environmental innovation: environmental policy both encourages and impedes environmental innovation, resulting in competing theoretical explanations. To find a way out of this counterproductive debate requires new and complementary insights into the effects of different policy instruments. This research therefore advances an approach in which a set of specific policy instruments as well as firms’ behavior regarding CHP (cogeneration of heat and power) adoption are considered as two distinct factors explaining environmental innovation in the Dutch paper and board industry. Using a longitudinal research design, the focus was not on any single policy instrument but on the accumulation of policy instruments. In addition, we studied intra-organizational factors influencing the adoption decision.Overall, we can conclude that paper and board factories perceive governmental environmental policies to be relevant, but that this constitutes just one of the factors influencing adoption processes, next to intra-organizational factors. The relative importance of such policies varies over time and per adoption process. The role of top-down regulation appears to be limited, whereas interactive regulation turned out to be important for several factories in the latest period of adoption. Positive economic instruments were important in almost all adoption processes, but were not and will never be the most important reason for adoption. The most important reason for CHP adoption appears to be high energy prices in combination with cost price reduction or the threat of additional regulation. For future policies, we recommend the implementation of a specific mixture of policy instruments, attuned to the specific industry and reinforcing each other. Moreover, goals should be consistent over time to avoid risk-averse behavior.  相似文献

In the last two decades we witnessed a progressive shift in the approach towards the reduction of the impact of natural hazards. From a general reactive approach, focusing on strengthening disaster response mechanisms, we have moved to proactive approaches. There has been recognition that each element of society, from public institutions to private sector, from community-based organizations to every single individual, can make a difference by acting before disasters strike to reduce the associated risks of human and economic losses. This proactive approach can be summarized in three words: Disaster Risk Reduction (DRR).Today, DRR is an approach used in several sectors and research areas. In the Development sphere, DRR is considered a key feature for sustainability of economic and development gains – especially for developing countries. Significantly, the United Nations Global Assessment Report on Disaster Risk Reduction (2009) is titled “Risk and poverty in a changing climate” highlighting the importance of DRR in reducing poverty while being a means to address the challenges posed by adaptation to climate change.This paper, which serves as an introduction to the special issue of Environment Science & Policy on climate change impact on water-related disasters, intends to provide readers with an overview of the main policy frameworks addressing DRR internationally and in Europe. Further, it aims to offer some “food for thought” on the underlying opportunities we have to enhance the resilience of our communities towards the risks posed by weather-related hazards. It stresses the importance of governance of risks, which starts from an effective dialogue between the scientific community and the policy makers: those who have the responsibility to decide on the most cost-effective interventions to address climate change adaptation and risk reduction.  相似文献

Reducing emissions from deforestation and forest degradation (REDD+) is receiving increasing political and scientific attention as a climate change mitigation approach. The government of Cameroon has expressed an interest in participating in REDD+, and national deliberation on a policy strategy has attracted interest from different actors in the forest sector. This paper analyses the challenges of designing a governance structure for a REDD+ strategy in Cameroon. Theoretically, the paper builds on the literature on governance structures for resource management, focusing analytically on the interactions between actor constellations (state and non-state) and institutions (formal and informal) to produce policy outcomes. The paper draws on documentation of REDD+ policy events, policy texts and 23 in-depth interviews with members from government, civil society, research organizations, development partners and the private sector. It argues that although the actors involved in REDD+ are, to an extent, polarized around different issues and priorities, they are nonetheless increasingly distributing roles and responsibilities among themselves. The institutional arrangements within the policy process include: (1) rule-making systems for engagement; (2) expanding existing coordination mechanisms; (3) national safeguard standards; and (4) building on existing forest governance initiatives. The paper concludes that the multiple benefits promised by REDD+, such as poverty alleviation, biodiversity conservation and economic development, are critical for the legitimacy of the mechanism.  相似文献

提出了一个以新制度经济学方法分析环境问题及其控制方式的理论模型,并据此提出了当前环境保护工作实现制度创新的思考,其逻辑思路是:由环境资源的稀缺性引起的用于满足人类生存需要和生产需要这两种环境功能之间的矛盾,外化为人类生存性和生产性两型环境权益的冲突;解决这个冲突的两种制度安排─市场和政府─都存在着各自的“失灵”,因此,需要设计和实施一种使两者结合起来的更高形式的制度安排,途径之一是建立和实施以“法律框架、公众参与、代理公司”为要素的“环境权益之市场化代理制度”。当前我国环境保护工作正面临着这种制度创新的契机。  相似文献

The objective of this article is to empirically analyse whether there is a relationship between the difficulties found in the integration process and the level of system integration achieved.A sample of 362 organisations registered, at least, to both ISO 9001:2000 and ISO 14001:2004, is examined. Structural equation modelling is applied to their responses to a mailed survey. Two different groups are studied depending on the number of management systems implemented: two systems for the first group and three for the second.The results demonstrate that organisations with three implemented management systems face difficulties in the integration process that affect the level of integration, while this relationship is not significant for those organisations with two management systems.This paper is one of the first studies focussing on integration difficulties and their effect on the level of integration achieved.  相似文献

The benefits of utilizing intermediaries to broker understanding between environmental scientists and policy makers have become widely touted. Yet little is known about the tasks boundary spanners undertake to develop environmental policy solutions and how these tasks fit into frameworks intended to advance public policy decision making. Such frameworks may be constructed to aid decision makers in differentiating between the types of environmental policy issues that confront them or the policy settings in which they are operating. Consequently, this paper examines how six different knowledge brokering strategies; informing, consulting, matchmaking, engaging, collaborating and building capacity might be employed in responding to different types of environmental policy problems or policy settings identified in decision aiding frameworks. The Sustainable Product and/or Service Development (SPSD) approach is a pragmatic industry support encompassing a range of strategies aimed at maximising environmental and social performance in all types of “offerings” whether they are “products”, “services” or Product Service Systems (PSS). Implementation of the approach was tested in industry and conclusions reached on the effectiveness of the strategies included in terms of developing an offering with improved sustainability performance as well as practical use as an industry approach. Two strategies incorporated are functional and systems thinking, as these are seen as key for increasing the environmental benefits of offerings. This paper summarises the SPSD approach, general industry testing results, describes how and why functional and systems strategies are incorporated in it and industry testing results relating to their use. This provides valuable information on how functional and systems related considerations can be practically and effectively included in sustainable offering development.  相似文献

Adaptation in agriculture to climate change is important for impact andvulnerability assessment and for the development of climate change policy. A wide variety of adaptation options has been proposed as having thepotential to reduce vulnerability of agricultural systems to risks related toclimate change, often in an ad hoc fashion. This paper develops atypology of adaptation to systematically classify and characterize agriculturaladaptation options to climate change, drawing primarily on the Canadiansituation. In particular, it differentiates adaptation options in agricultureaccording to the involvement of different agents (producers, industries,governments); the intent, timing and duration of employment of theadaptation; the form and type of the adaptive measure; and the relationshipto processes already in place to cope with risks associated with climatestresses. A synthesis of research on adaptation options in Canadianagriculture identifies four main categories: (i) technological developments,(ii) government programs and insurance, (iii) farm production practices,and (iv) farm financial management. In addition to these `directadaptations', there are options, particularly information provision, that maystimulate adaptation initiatives. The results reveal that most adaptationoptions are modifications to on-going farm practices and public policydecision-making processes with respect to a suite of changing climatic(including variability and extremes) and non-climatic conditions (political,economic and social). For progress on implementing adaptations to climatechange in agriculture there is a need to better understand the relationshipbetween potential adaptation options and existing farm-level andgovernment decision-making processes and risk management frameworks.  相似文献

Solutions to the economic and environmental impacts of the automotive industry have largely focused on technological innovation at the level of products or processes. This paper argues that, in order to achieve sustainability, change processes must be undertaken at the functional and systemic level.The concept of product-service systems (PSS) represents a valuable opportunity to introduce such changes. PSS is predicated on new forms of product ownership, stewardship, design and producer–consumer interaction. The challenge now is to investigate ways in which the PSS concept might be introduced at the empirical level.The paper suggests that the adoption of micro-factory retailing (MFR) ideas offer a means of introducing such a system-level change in the automotive industry. MFR is based on novel approaches to vehicle design that facilitate the economic viability of small-scale localised manufacturing sites. It is argued that such an approach to vehicle production, allows the adoption of a full scale PSS at local levels. Furthermore, via aspects such as the unification of the commerce and manufacturing function, and the proximity of manufacturing and servicing sites to users, the MFR approach may also offer distinct advantages compared with prevailing visions of PSS.  相似文献
