Beneficial use of waste relies on efficient systems for collection and separation. In Sweden, a bring system involving recycling centres for collection of bulky, electr(on)ic and hazardous waste has been introduced. A significant share of this waste is incorrectly sorted, causing downstream environmental implications. At present, however, there is a lack of affordable and accurate monitoring methods for providing the recycling centres with the necessary facts for improving the sorting of waste. The aim of this study was therefore to evaluate the usability of a simplified and potentially more suitable waste monitoring method for recycling centres. This method is based on standardised observations where the occurrence of incorrect sorting is monitored by taking digital pictures of the waste which then are analysed according to certain guidelines. The results show that the developed monitoring method could offer a resource-efficient and useful tool for proactive quality work at recycling centres, involving continuous efforts in developing and evaluating measures for improved sorting of waste. More research is however needed in order to determine to what extent the obtained results from the monitoring method are reliable.  相似文献

The presence of hazardous substances and preparations in small waste electrical and electronic equipment (sWEEE) found in the residual household waste stream of the city of Dresden, Germany has been investigated. The content of sWEEE plastics in heavy metals and halogens is determined using handheld X-ray fluorescence analysis (HXRF), elemental analysis by means of atomic absorption spectrometry (AAS) and ion exchange chromatography (IEC). Mean value of results for heavy metals in samples (n = 51) by AAS are 17.4 mg/kg for Pb, 5.7 mg/kg for Cd, 8.4 mg/kg for Cr. The mass fraction of an additive as shown by HXRF (n = 161) can vary over a wide range. Precise deductions as regards sWEEE plastics content in hazardous substances and preparations cannot be made. Additional research would be expedient regarding the influence of hazardous substances to recycling processes, in particular regarding the contamination of clean fractions in the exit streams of a WEEE treatment plant. Suitable standards for calibrating HXRF for use on EEE plastics or complex electr(on)ic components do not exist and should be developed.  相似文献

Many materials currently in use are potentially available to become raw materials for future production if the materials are recycled instead of discarded as solid waste. However, the structure and life-expectancy of these secondary resources have not been sufficiently examined, and comprehensive methods for forecasting the availability of such materials are still lacking. This study presents a method for identifying anthropogenic material stocks in combination with the method of material flow analysis (MFA). The method was applied to copper in Switzerland as an example, with the focus on use in buildings. The exploration concept was a three-step process. First, a MFA identified the relevant stocks within the inventory of the region. Second, these stocks were inventoried through a building stock model and determination of key parameters that were defined by surveying selected buildings and from the literature. Third, the study team developed a dynamic MFA model to describe the copper stocks and flows during the period 1900-2000. The results of the copper stock calculation (in kg capita(-1)) were: buildings 79 +/- 11, infrastructure 107 +/- 25, movables 34 +/- 9, landfills 50 +/- 12. The calibrated model enabled the study team to develop resource and waste management scenarios forecasting waste flows. It is shown that the conversion of buildings into other uses may affect the waste flows significantly.  相似文献

In practice, it is difficult to implement Pay-As-You-Throw charge systems based on accurate estimates of waste generation. In many cities, this is made impossible, due to lack of technical and administrative infrastructure and cultural considerations, especially in developing countries. This paper presents an alternative two-component charge model that is the combination of cost-accounting technique of Waste Management Services (WMSs) and econometric functions of waste generation. Practical and computation steps considered by the model are presented as a proposal to reform the current system of waste charge in Tehran municipality. The presented model is simple to implement and resolves some of the disadvantages of the traditional methods of waste charge systems, including insufficient revenue to cover the cost of waste management and unfairness related to social inequality.  相似文献

Developing a waste information system (WIS) for a country is more than just about collecting routine data on waste; it is about facilitating the improved management of waste by providing timely, reliable information to the relevant role-players. It is a means of supporting the waste governance challenges facing South Africa - challenges ranging from strategic waste management issues at national government to basic operational challenges at local government. The paper addresses two hypotheses. The first is that the identified needs of government can provide a platform from which to design a national WIS framework for a developing country such as South Africa, and the second is that the needs for waste information reflect greater, currently unfulfilled challenges in the sustainable management of waste. Through a participatory needs analysis process, it is shown that waste information is needed by the three spheres of government, to support amongst others, informed planning and decision-making, compliance monitoring and enforcement, community participation through public access to information, human, infrastructure and financial resource management and policy development. These needs for waste information correspond closely with key waste management challenges currently facing the country. A shift in governments approach to waste, in line with national and international policy, is evident from identified current and future waste information needs. However, the need for information on landfilling remains entrenched within government, possibly due to the poor compliance of landfill sites in South Africa and the problems around the illegal disposal of both general and hazardous waste.  相似文献

The purpose of this study is to construct an approach and a methodology to estimate the future outflows of electronic waste (e-waste) in India. Consequently, the study utilizes a time-series multiple lifespan end-of-life model proposed by Peralta and Fontanos for estimating the current and future quantities of e-waste in India. The model estimates future e-waste generation quantities by modeling their usage and disposal. The present work considers two scenarios for the approximation of e-waste generation based on user preferences to store or to recycle the e-waste. This model will help formal recyclers in India to make strategic decisions in planning for appropriate recycling infrastructure and institutional capacity building. Also an extension of the model proposed by Peralta and Fontanos is developed with the objective of helping decision makers to conduct WEEE estimates under a variety of assumptions to suit their region of study. During 2007–2011, the total WEEE estimates will be around 2.5 million metric tons which include waste from personal computers (PC), television, refrigerators and washing machines. During the said period, the waste from PC will account for 30% of total units of WEEE generated.  相似文献

This paper provides an overview of the state of municipal solid waste (MSW) management in the capital of Cameroon, Yaoundé, and suggests some possible solutions for its improvement. The institutional, financial, and physical aspects of MSW management, as well as the livelihoods of the population, were analyzed. Our study revealed that distances and lack of infrastructure have a major impact on waste collection. Garbage bins are systematically mentioned as the primary infrastructure needed by the population in all quarters, whether it be a high or low standard community. The construction of transfer stations and the installation of garbage bins are suggested as a solution to reduce distances between households and garbage bins, thus improving waste collection vehicle accessibility. Transfer stations and garbage bins would enable the official waste collection company to expand its range of services and significantly improve waste collection rates. Several transfer stations have already been set up by non-governmental organizations (NGOs) and community-based organizations (CBOs), but they require technical, institutional and funding support. Research is needed on the quality and safety of community-made compost, as well as on soil fertility in urban and peri-urban areas. Most of the stakeholders, municipalities, the official waste collection company and households acknowledge the need for better monitoring and regulation of MSW management. The urban community of Yaoundé also needs to maintain its support of MSW management and promote the sustainability of NGOs and CBOs operating in underserved areas not yet covered by adequate infrastructures. A major opportunity for implementation of such waste policy is the heavily indebted poor countries (HIPC) program dedicated to urban planning and good governance.  相似文献

In landfill, high temperature levels come from aerobic reactions inside the waste surface layer. They are known to make anaerobic processes more reliable, by partial removal of easily biodegradable substrates. Aerobic biodegradation of the main components of biodegradable matter (paper and cardboard waste, food and yard waste) is considered. In this paper, two models which take into account the effect of moisture on aerobic biodegradation kinetics are discussed. The first one (Model A) is a simple, first order, substrate-related model, which assumes that substrate hydrolysis is the limiting step of the process. The second one (Model B) is a biomass-dependant model, considering biological growth processes. Respirometric experiments were performed in order to evaluate the efficiency of each model. The biological oxygen demands of shredded paper and cardboard samples and of food and yard waste samples prepared at various initial water contents were measured. These experimental data were used to identify model parameters. Model A, which includes moisture dependency on the maximum amount of biodegraded matter, is relevant for paper and cardboard biodegradation. On the other hand, Model B, including moisture effect on the growth rate of biomass is suitable to describe food and yard waste biodegradation.  相似文献

A new model has been developed for evaluating the overall resource consumption and environmental impacts of municipal solid waste management systems by the use of life cycle assessment. The model is named EASEWASTE (Environmental Assessment of Solid Waste Systems and Technologies) and is able to compare different waste management strategies, waste treatment methods and waste process technologies. The potential environmental impacts can be traced back to the most important processes and waste fractions that contribute to the relevant impacts. A model like EASEWASTE can be used by waste planners to optimize current waste management systems with respect to environmental achievements and by authorities to set guidelines and regulations and to evaluate different strategies for handling of waste. The waste hierarchy has for decades been governing waste management but the ranking of handling approaches may not always be the most environmentally friendly. The EASEWASTE model can identify the most environmentally sustainable solution, which may differ among waste materials and regions and can add valuable information about environmental achievements from each process in a solid waste management system.  相似文献

Higher Education Institutions (HEIs) are often the size of small municipalities. Worldwide, the higher education (HE) sector has expanded phenomenally; for example, since the 1960s, the United Kingdom (UK) HE system has expanded sixfold to >2.4 million students. As a consequence, the overall production of waste at HEIs throughout the world is very large and presents significant challenges as the associated legislative, economic and environmental pressures can be difficult to control and manage. This paper critically reviews why sustainable waste management has become a key issue for the worldwide HE sector to address and describes some of the benefits, barriers, practical and logistical problems. As a practical illustration of some of the issues and problems, the four-phase waste management strategy developed over 15 years by one of the largest universities in Southern England - the University of Southampton (UoS) - is outlined as a case study. The UoS is committed to protecting the environment by developing practices that are safe, sustainable and environmentally friendly and has developed a practical, staged approach to manage waste in an increasingly sustainable fashion. At each stage, the approach taken to the development of infrastructure (I), service provision (S) and behavior change (B) is explained, taking into account the Political, Economic, Social, Technological, Legal and Environmental (PESTLE) factors. Signposts to lessons learned, good practice and useful resources that other institutions - both nationally and internationally - can access are provided. As a result of the strategy developed at the UoS, from 2004 to 2008 waste costs fell by around £125k and a recycling rate of 72% was achieved. The holistic approach taken - recognizing the PESTLE factors and the importance of a concerted ISB approach - provides a realistic, successful and practical example for other institutions wishing to effectively and sustainably manage their waste.  相似文献

While accurately estimating electrical and electronic waste (e-waste) generation is important for building appropriate infrastructure for its collection and recycling, making reliable estimates of this kind is difficult in Hong Kong owing to the fact that neither accurate trade statistics nor sales data of relevant products are available. In view of this, data of e-products consumption at household level was collected by a tailor-made questionnaire survey from the public for obtaining a reasonable e-waste generation estimate.It was estimated that on average no more than 80,443 tonnes (11.5 kg/capita) of waste is generated from non-plasma and non-liquid crystal display televisions, refrigerators, washing machines, air-conditioners and personal computers each year by Hong Kong households. However, not more than 17% of this is disposed as waste despite a producer responsibility scheme (PRS) not being in place because of the existence of a vibrant e-waste trading sector. The form of PRS control that can possibly win most public support is one that would involve the current e-waste traders as a major party in providing the reverse logistics with a visible recycling charge levied at the point of importation. This reverse logistic service should be convenient, reliable and highly accessible to the consumers.  相似文献

This paper looks at steps taken towards the development of a 10-year strategy for the management of healthcare waste from the National Health Service (NHS) in Cornwall, United Kingdom. The major issues and challenges that affect the management of waste by the NHS, including its organisational structure and collection infrastructure, are outlined. The waste flows of the main acute medical site are detailed, using waste audits of domestic and clinical bags, redundant equipment, bulky waste, and special waste. Some of the common barriers to change, such as staff habits and public perceptions, are also identified. Recommendations are made with respect to improvements in the overall organisational infrastructure and increased localised control. The recommendations also centre around the formation of strategic partnerships, within the site, between sites and at the broader level between the NHS and its surrounding community. An important challenge to be overcome is the need to progress from the concept of "waste management", to one of sustainable decision making regarding resource use, including methods of waste minimisation at the source and recycling. Staff training and awareness underpin several of the short and medium/long term solutions suggested to reduce the waste at the source and recover value from that produced. These measures could potentially reduce disposal quantities by as much as 20-30% (wt.) and costs by around 25-35%.  相似文献

This paper examines the policy trends of electronic waste (e-waste) management in Asia. E-waste is a rapidly growing waste stream in the world today and is estimated to be growing at 3–5 % per annum. Fast paced obsolescence in the electronic sector has resulted in the generation of e-waste. There are concerns that e-waste generated in developed countries is ending up in developing countries especially in Asia resulting in adverse environmental and health impacts. Consequently, a number of countries in Asia are developing policy instruments to ensure the proper management of e-waste. These include e-waste regulatory frameworks, data and inventories, and infrastructure and capacity building. These trends indicate a positive development path towards sustainable e-waste management in Asia. Nevertheless, potential limiting obstacles for e-waste management in Asia may also include an over-reliance on legislation to drive e-waste management or the simplistic adoption of policies from developed countries without taking into context the local political, cultural and socio-economic waste management issues. Consequently, this paper suggest that e-waste policy development may require a more customized approach where, instead of addressing e-waste in isolation, it should be addressed as part of the national development agenda that integrates green economy assessment and strategic environmental assessment as part of national policy planning. In conclusion, policy trends of e-waste management in Asia appear promising provided there is a paradigm shift from an e-waste perception of an environment problem to a e-waste perception of a potential opportunity as sustainable national green growth strategy in Asia.  相似文献

A spreadsheet model for forecasting solid waste tonnages is described. The model uses generation coefficients from the technical literature associated with individual material components (paper, glass, metals, plastics and rubber, organic materials, construction waste, inerts and other) to express the amount of waste produced per capita and per employee in the labor force. Estimates of quantities being generated by two major groups, namely domestic and industrial/commercial/institutional sources are reflected in the model's output. Using this disaggregated format, the model estimates total waste, recaptured waste (as a result of policy initiatives), and net refuse. Confidence intervals are developed using a regression model related to the business cycle. Two worked examples are given for data obtained in Canada.  相似文献

Forecasting settlements of non-hazardous waste is essential to ensure the integrity and durability of landfill covers over time. Over a short time span, the survey of settlements may also contribute to the investigation of the biodegradation processes. This paper addresses secondary settlements of Municipal Solid Waste (MSW), a heterogeneous and time-evolving material.An analysis of available experimental data from different pilots and the literature was conducted to quantify the influence of biodegradation on MSW secondary settlements. After making assumptions about the various features of the waste and their constitutive relationships, a one-dimensional biomechanical model to predict the secondary settlement has been developed. The determination of the total secondary settlement was obtained by the addition of two separate parts, the mechanical settlement, due to creep, and the biochemical settlement, due to the degradation of the organic matter. The latter has been evaluated based on the observed biogas production. Using the data from different recent large-scale experiments that provide a monitoring of biogas production, a method for predicting the biochemically-induced settlements is proposed and validated on these tests. The relative contributions of mechanical and biochemical settlements are also calculated and discussed as a function of waste pre-treatment and operation conditions (biological pre-treatment, shredding, leachate injection). Finally, settlement may be considered as a relevant indicator for the state of biodegradation.  相似文献

Sales of electrical and electronic equipment are increasing dramatically in developing countries. Usually, there are no reliable data about quantities of the waste generated. A new law for solid waste management was enacted in Brazil in 2010, and the infrastructure to treat this waste must be planned, considering the volumes of the different types of electrical and electronic equipment generated.This paper reviews the literature regarding estimation of waste electrical and electronic equipment (WEEE), focusing on developing countries, particularly in Latin America. It briefly describes the current WEEE system in Brazil and presents an updated estimate of generation of WEEE. Considering the limited available data in Brazil, a model for WEEE generation estimation is proposed in which different methods are used for mature and non-mature market products.The results showed that the most important variable is the equipment lifetime, which requires a thorough understanding of consumer behavior to estimate. Since Brazil is a rapidly expanding market, the “boom” in waste generation is still to come. In the near future, better data will provide more reliable estimation of waste generation and a clearer interpretation of the lifetime variable throughout the years.  相似文献

In the present paper, an innovative model for the estimation of municipal solid waste generation and collection is proposed. This model is part of an extended solid waste management system and uses a spatial Geodatabase, integrated in a GIS environment. It takes into consideration several parameters of waste generation, such as population density, commercial activities, road characteristics and their influence on the location and allocation of waste bins. Ground-based analysis was applied for the estimation of the inter-relations between the aforementioned factors and the variations in waste generation between residential and commercial areas. Therefore, the proposed model follows a unified categorization approach for residential and commercial activities and focuses on the dominant factors that determine waste generation in the area under study. The most important result of the research work presented in the current paper is an accurate estimation of the optimal number of waste bins and their allocation. A new methodology and an appropriate algorithm have been developed for this purpose in order to facilitate routing and waste collection. By using these results, municipalities aware of social, economical and environmental factors, related to waste management, can achieve optimal usage of their resources and offer the best possible services to their citizens.  相似文献

This paper deals with the environmentally important issue regarding how best to motivate citizens to reduce their individual waste production. The paper discusses the pros and cons of the various financial incentives incorporated into the waste charging mechanism, pay-as-you-throw (PAYT). Pay-as-you-throw breaks with the tradition of paying for waste services through general blanket taxes or levies in the form of flat rates in that households are required to pay individually adjusted fees in the same way as water and electricity bills are calculated on an individual consumption basis. This difference is achieved through the interplay of three principal components which mark the technical implementation of PAYT: identification as a vehicle to attain accountability, measurement of the generated waste and/or corresponding services, and unit pricing as the basis for individual charges proportional to the extent of the obtained services. However, any motivating factor for inducing citizens to dispose of their recyclable discards and residual waste must be supported by a well developed collection infrastructure, good media information and an appropriate, transparent charging policy. Of particular importance is the use of a multi-tiered charge model, i.e., the charging of a fixed minimum fee plus certain variable components payable in respect of the service structure. The introduction of a basic charge, albeit reducing the intensity of the incentives created by the PAYT system, ensures that certain fixed costs for the provision of waste services will be covered independently from the actual waste developments and, at the same time, minimises the temptation to attempt to bypass the system. Such an arrangement for the waste charges neither contradicts the principle of pay-as-you-throw nor does it impair the waste diversion for which it is implemented. Waste statistics and figures representing the waste charging situation in Germany indicate that there is a relatively good correlation between the level of recycling and the amount of perceived financial motivation provided by PAYT. Waste stream developments in areas using such charging schemes generally suggest that the reduction goals are being achieved. Single figures on decreasing quantities of collected residual waste, however, say little about the actual efficiency of differentiated waste charging models and deliver little in the way of reasoned explanation as to why the diffusion of variable rate pricing is progressing painstakingly slowly. To evaluate the success, feasibility and problems of PAYT schemes, one needs to consider the various ways for technically implementing this approach in practice, and must take a broader look into the wide spectrum of available waste services and into more factors that influence their efficiency and acceptance. Urban structure settings assume a particular importance here as do the specific goals of social policy which, among others, are reflected in the charging mechanisms applied. Practical experience, however, shows that solutions can be found which allow most of the concerns and area specifics to be accommodated and waste streams to be influenced in the desired way. Aside from this, positive effects as to waste collection efficiency can also be achieved, which contribute towards long-term environmental improvements and countervail the incremental costs of implementing PAYT.  相似文献

The new city of Abuja provided an opportunity to avoid some of the environmental problems associated with other major cities in Africa. The current status of solid waste management in Abuja has been reviewed and recommendations for improvements are made. The existing solid waste management system is affected by unfavourable economic, institutional, legislative, technical and operational constraints. A reliable waste collection service is needed and waste collection vehicles need to be appropriate to local conditions. More vehicles are required to cope with increasing waste generation. Wastes need to be sorted at source as much as possible, to reduce the amount requiring disposal. Co-operation among communities, the informal sector, the formal waste collectors and the authorities is necessary if recycling rates are to increase. Markets for recycled materials need to be encouraged. Despite recent improvements in the operation of the existing dumpsite, a properly sited engineered landfill should be constructed with operation contracted to the private sector. Wastes dumped along roads, underneath bridges, in culverts and in drainage channels need to be cleared. Small-scale waste composting plants could promote employment, income generation and poverty alleviation. Enforcement of waste management legislation and a proper policy and planning framework for waste management are required. Unauthorized use of land must be controlled by enforcing relevant clauses in development guidelines. Accurate population data is necessary so that waste management systems and infrastructure can be properly planned. Funding and affordability remain major constraints and challenges.  相似文献

This paper focuses on the accumulation of construction waste generated throughout the erection of new residential buildings. A special methodology was developed in order to provide a model that will predict the flow of construction waste. The amount of waste and its constituents, produced on 10 relatively large construction sites (7000-32,000 m2 of built area) was monitored periodically for a limited time. A model that predicts the accumulation of construction waste was developed based on these field observations. According to the model, waste accumulates in an exponential manner, i.e. smaller amounts are generated during the early stages of construction and increasing amounts are generated towards the end of the project. The total amount of waste from these sites was estimated at 0.2 m3 per 1 m2 floor area. A good correlation was found between the model predictions and actual data from the field survey.  相似文献
