Selection of landfill site is a complex process and needs many diverse criteria. The purpose of this paper is to evaluate the suitability of the studied site as landfill for MSW in Karaj. Using weighted linear combination (WLC) method and spatial cluster analysis (SCA), suitable sites for allocation of landfill for a 20-year period were identified. For analyzing spatial auto-correlation of the land suitability map layer (LSML), Maron’s I was used. Finally, using the analytical hierarchy process (AHP), the most preferred alternative for the landfill siting was identified. Main advantages of AHP are: relative ease of handling multiple criteria, easy to understand and effective handling of both qualitative and quantitative data.As a result, 6% of the study area is suitable for landfill siting and third alternative was identified as the most preferred for siting MSW landfill by AHP.The ranking of alternatives were obtained only by applying the WLC approach showed different results from the AHP. The WLC should be used only for the identification of alternatives and the AHP is used for prioritization. We suggest the employed procedure for other similar regions.  相似文献

The main aim of this study was to develop a procedure that minimizes the wasting of space for the siting of hazardous waste landfills as part of a solid waste management system. We wanted to tackle the shortage of land for waste disposal that is a serious and growing problem in most large urban regions. The procedure combines a multi-criteria decision analysis (MCDA) approach with a geographical information system (GIS). The GIS was utilised to obtain an initial screening in order to eliminate unsuitable areas, whereas the MCDA was developed to select the most suitable sites. The novelty of the proposed siting procedure is the introduction of a new screening phase before the macro-siting step aimed at producing a “land use map of potentially suitable areas” for the siting of solid waste facilities which simultaneously takes into consideration all plant types. The issue of obtaining sites evaluations of a specific facility was coupled with the issue of not wasting land appropriate to facilitate other types of waste management options. In the developed case study, the use of an innovative criteria weighting tool (the “Priority Scale”) in combination with the Analytic Hierarchy Process was useful to easier define the priorities of the evaluation criteria in comparison with other classic methods such as the Paired Comparison Technique in combination with the Simple Additive Weighting method.  相似文献

Siting a municipal solid waste (MSW) incineration plant requires a comprehensive evaluation to identify the best available location(s) that can simultaneously meet the requirements of regulations and minimise economic, environmental, health, and social costs. A spatial multi-criteria evaluation methodology is presented to assess land suitability for a plant siting and applied to Santiago Island of Cape Verde. It combines the analytical hierarchy process (AHP) to estimate the selected evaluation criteria weights with Geographic Information Systems (GIS) for spatial data analysis that avoids the subjectivity of the judgements of decision makers in establishing the influences between some criteria or clusters of criteria. An innovative feature of the method lies in incorporating the environmental impact assessment of the plant operation as a criterion in the decision-making process itself rather than as an a posteriori assessment. Moreover, a two-scale approach is considered. At a global scale an initial screening identifies inter-municipal zones satisfying the decisive requirements (socio-economic, technical and environmental issues, with weights respectively, of 48%, 41% and 11%). A detailed suitability ranking inside the previously identified zones is then performed at a local scale in two phases and includes environmental assessment of the plant operation. Those zones are ranked by combining the non-environmental feasibility of Phase 1 (with a weight of 75%) with the environmental assessment of the plant operation impact of Phase 2 (with a weight of 25%). The reliability and robustness of the presented methodology as a decision supporting tool is assessed through a sensitivity analysis. The results proved the system effectiveness in the ranking process.  相似文献

Site selection is an important issue in waste management. Selection of the appropriate solid waste site requires consideration of multiple alternative solutions and evaluation criteria because of system complexity. Evaluation procedures involve several objectives, and it is often necessary to compromise among possibly conflicting tangible and intangible factors. For these reasons, multiple criteria decision-making (MCDM) has been found to be a useful approach to solve this kind of problem. Different MCDM models have been applied to solve this problem. But most of them are basically mathematical and ignore qualitative and often subjective considerations. It is easier for a decision-maker to describe a value for an alternative by using linguistic terms. In the fuzzy-based method, the rating of each alternative is described using linguistic terms, which can also be expressed as triangular fuzzy numbers. Furthermore, there have not been any studies focused on the site selection in waste management using both fuzzy TOPSIS (technique for order preference by similarity to ideal solution) and AHP (analytical hierarchy process) techniques. In this paper, a fuzzy TOPSIS based methodology is applied to solve the solid waste transshipment site selection problem in Istanbul, Turkey. Nowadays selection of the appropriate treatment method in health-care waste (HCW) management has become a challenge task for the municipal authorities especially in developing countries. Assessment of HCW disposal alternatives can be regarded as a complicated multi-criteria decision making (MCDM) problem which requires consideration of multiple alternative solutions and conflicting tangible and intangible criteria. The objective of this paper is to present a new MCDM technique based on fuzzy set theory and VIKOR method for evaluating HCW disposal methods. Linguistic variables are used by decision makers to assess the ratings and weights for the established criteria. The ordered weighted averaging (OWA) operator is utilized to aggregate individual opinions of decision makers into a group assessment. The computational procedure of the proposed framework is illustrated through a case study in Shanghai, one of the largest cities of China. The HCW treatment alternatives considered in this study include “incineration”, “steam sterilization”, “microwave” and “landfill”. The results obtained using the proposed approach are analyzed in a comparative way.  相似文献

Landfill site selection is a complicated multi criteria land use planning that should convince all related stakeholders with different insights. This paper addresses an integrating approach for landfill siting based on conflicting opinions among environmental, economical and socio-cultural expertise. In order to gain optimized siting decision, the issue was investigated in different viewpoints. At first step based on opinion sampling and questionnaire results of 35 experts familiar with local situations, the national environmental legislations and international practices, 13 constraints and 15 factors were built in hierarchical structure. Factors divided into three environmental, economical and socio-cultural groups. In the next step, the GIS-database was developed based on the designated criteria. In the third stage, the criteria standardization and criteria weighting were accomplished. The relative importance weights of criteria and subcriteria were estimated, respectively, using analytical hierarchy process and rank ordering methods based on different experts opinions. Thereafter, by using simple additive weighting method, the suitability maps for landfill siting in Marvdasht, Iran, was evaluated in environmental, economical and socio-cultural visions. The importance of each group of criteria in its own vision was assigned to be higher than two other groups. In the fourth stage, the final suitability map was obtained after crossing three resulted maps in different visions and reported in five suitability classes for landfill construction. This map indicated that almost 1224 ha of the study area can be considered as best suitable class for landfill siting considering all visions. In the last stage, a comprehensive field visit was performed to verify the selected site obtained from the proposed model. This field inspection has confirmed the proposed integrating approach for the landfill siting.  相似文献

This paper provides an overview of the state of municipal solid waste management (MSWM) by local authorities in Kenya as a case study of a low-income developing country. Approaches of possible solutions that can be undertaken to improve municipal solid waste (MSW) services are discussed. Poor economic growth (1.1% in 1993) has resulted in an increase in the poverty level which presently stands at 56%. Migration from the rural areas to the urban areas has resulted in unplanned settlements in suburban areas accommodating about 60% of the urban population on only 5% urban land area. Political interference also hampers smooth running of local authorities. Vulnerability of pollution of surface and groundwater is high because local authorities rarely considered environmental impact in siting MSW disposal sites. Illegal dumping of MSW on the river banks or on the roadside poses environmental and economic threats on nearby properties. Poor servicing of MSW collection vehicles, poor state of infrastructure and the lack of adequate funding militate against optimization of MSW disposal service. The rural economy needs to be improved if rural-urban migration is to be managed. Involvement of stakeholders is important to achieve any meaningful and sustainable MSWM. The role of the informal sector through community-based organizations (CBOs), Non-Governmental Organizations (NGOs) and the private sector in offering solutions towards improvement of MSWM also is explored.  相似文献

Polychlorinated dibenzo-p-dioxins (PCDDs) and polychlorinated dibenzofurans (PCDFs) are emitted in trace amounts from municipal solid waste (MSW) incinerators. The exposure to PCDD/Fs experienced by an individual is dominated by the food chain pathway, which accounts for over 98% of the total uptake. Defining a target daily intake (the World Health Organization TDI of 10 pg I-TEQ kg.bw−1day−1) exposure assessment algorithms were then applied to arrive at the corresponding PCDD/F levels in air, soil, plants, food products, etc., which would allow the target intake to be met while retaining the balance of intake between the various exposure pathways. These concentrations were converted to an ambient air concentration of PCDD/Fs and ultimately, by defining criteria for acceptability, to a guide value for PCDD/F concentration in emissions from the MSW incinerator. This strategy was applied to PCDD/F emissions from MSW incinerators of various sizes against two illustrative criteria for acceptability: an “insignificant” release and a threshold above which the release may require further assessment for environmental effects and for control. Using the criteria developed in this paper, the current PCDD/F emission limit of 0.1 ng I-TEQ m−3results in an emission that is classed as “insignificant” for all plant sizes. However, higher emission concentrations can also be accommodated below the threshold for further assessment and control.  相似文献

In order to develop a sound material-cycle society, cost-effective municipal solid waste (MSW) management systems are required for the municipalities in the context of the integrated accounting system for MSW management. Firstly, this paper attempts to establish an integrated cost-benefit analysis (CBA) framework for evaluating the effectiveness of MSW management systems. In this paper, detailed cost/benefit items due to waste problems are particularly clarified. The stakeholders of MSW management systems, including the decision-makers of the municipalities and the citizens, are expected to reconsider the waste problems in depth and thus take wise actions with the aid of the proposed CBA framework. Secondly, focusing on the financial cost, this study develops a generalized methodology to evaluate the financial cost-effectiveness of MSW management systems, simultaneously considering the treatment technological levels and policy effects. The impacts of the influencing factors on the annual total and average financial MSW operation and maintenance (O&M) costs are analyzed in the Taiwanese case study with a demonstrative short-term future projection of the financial costs under scenario analysis. The established methodology would contribute to the evaluation of the current policy measures and to the modification of the policy design for the municipalities.  相似文献

The present work describes a spatial methodology which comprises several methods from different scientific fields such as multiple criteria analysis, geographic information systems, spatial analysis and spatial statistics. The final goal of the methodology is to evaluate the suitability of the study region in order to optimally site a landfill. The initial step is the formation of the multiple criteria problem's hierarchical structure. Then the methodology utilizes spatial analysis processes to create the evaluation criteria, which are mainly based on Greek and EU legislation, but are also based on international practice and practical guidelines. The relative importance weights of the evaluation criteria are estimated using the analytic hierarchy process. With the aid of the simple additive weighting method, the suitability for landfill siting of the study region is finally evaluated. The resulting land suitability is reported on a grading scale of 0-10, which is, respectively, from least to most suitable areas. The last step is a spatial clustering process, which is being performed in order to reveal the most suitable areas, allowing an initial ranking and selection of candidate landfill sites. The application of the presented methodology in the island of Lemnos in the North Aegean Sea (Greece) indicated that 9.3% of the study region is suitable for landfill siting with grading values greater than 9.  相似文献

In the present paper a decision-making process for the potential location of new landfill areas with wide community participation and acceptance is suggested. The main scientific contribution of this work is the elaboration of an independent decision-making tool, which can be used in landfill site selection. Specifically, at a first level it acts as an intermediary between experts (i.e. engineers, technical advisors) and decision-makers (i.e. elected representatives, appointive advisors), helping decision-makers to use experts' knowledge. At a higher level, it acts as an independent processor of decision-makers judgments thereby giving a result that is in accordance with pre-chosen criteria. In this way, the local authorities can effectively participate in the decision-making process and avert the violation of possible agreements. Furthermore, the criteria (pre-selection - evaluation) and the methodology of multicriteria analysis for new landfill location are presented.  相似文献

The increasing growth in generation of electronic waste (e-waste) motivates a variety of waste reduction research. Printed circuit boards (PCBs) are an important sub-set of the overall e-waste stream due to the high value of the materials contained within them and potential toxicity. This work explores several environmental and economic metrics for prioritizing the recovery of materials from end-of-life PCBs. A weighted sum model is used to investigate the trade-offs among economic value, energy saving potentials, and eco-toxicity. Results show that given equal weights for these three sustainability criteria gold has the highest recovery priority, followed by copper, palladium, aluminum, tin, lead, platinum, nickel, zinc, and silver. However, recovery priority will change significantly due to variation in the composition of PCBs, choice of ranking metrics, and weighting factors when scoring multiple metrics. These results can be used by waste management decision-makers to quantify the value and environmental savings potential for recycling technology development and infrastructure. They can also be extended by policy-makers to inform possible penalties for land-filling PCBs or exporting to the informal recycling sector. The importance of weighting factors when examining recovery trade-offs, particularly for policies regarding PCB collection and recycling are explored further.  相似文献

In the paper the results of a geotechnical investigation carried on Municipal Solid Waste (MSW) materials retrieved from the “Cozzo Vuturo” landfill in the Enna area (Sicily, Italy) are reported and analyzed. Mechanical properties were determined both by in situ and laboratory large-scale one dimensional compression tests.While among in situ tests, Dilatomer Marchetti Tests (DMT) is used widely in measuring soil properties, the adoption of the DMT for the measurements of MSW properties has not often been documented in literature. To validate its applicability for the estimation of MSW properties, a comparison between the seismic dilatometer (SDMT) results and the waste properties evaluated by laboratory tests was carried out.Parameters for “fresh” and “degraded waste” have been evaluated. These preliminary results seems to be promising as concerns the assessment of the friction angle of waste and the evaluation of the S-wave in terms of shear wave velocity. Further studies are certainly required to obtain more representative values of the elastic parameters according to the SDMT measurements.  相似文献

The efficiency of providing a waste management system in the coastal part of Croatia consisting of four Dalmatian counties has been modelled. Two multi-criteria decision-making (MCDM) methods, PROMETHEE and GAIA, were applied to assist with the systematic analysis and evaluation of the alternatives. The analysis covered two levels; first, the potential number of waste management centres resulting from possible inter-county cooperation; and second, the relative merits of siting of waste management centres in the coastal or hinterland zone was evaluated. The problem was analysed according to several criteria; and ecological, economic, social and functional criteria sets were identified as relevant to the decision-making process. The PROMETHEE and GAIA methods were shown to be efficient tools for analysing the problem considered. Such an approach provided new insights to waste management planning at the strategic level, and gave a reason for rethinking some of the existing strategic waste management documents in Croatia.  相似文献

Reviews including the latest “data‐rich” chemical vapor intrusion‐radon (CVI‐Rn) studies indicate buildings/times can be “screened‐in” as having Rn‐evident‐susceptibility/priority for soil gas intrusion, and elevated‐potential for CVI concerns, or not. These screening methods can supplement conventional indoor‐air chemical sampling, under naturally varying conditions, by prioritizing buildings and times based on indoor Rn levels. Rn is a widespread, naturally occurring component of soil gas and a tracer of soil gas intrusion into the indoor air of overlying buildings. Rn is also an indicator for generally similar behavior of other components of near‐building soil gas, possibly including chemical contaminant vapors. Indoor Rn is easily measured at a low cost, allowing continuous observations from essentially all buildings with the potential for CVI across time. This presents cost savings and other benefits for all CVI stakeholders.  相似文献

Landfills are the most common method for the disposal of municipal solid waste (MSW) in Turkey. However, determining the location of landfill sites is a difficult and complex process because it must combine social, environmental and technical parameters. Additionally, it depends on several criteria and regulations. The main objective of this study was to select of a landfill site for the Lake Bey?ehir catchment area. The Bey?ehir Lake is the largest freshwater lake and drinking water reservoir in Turkey, but there is no controlled landfill site in the region. Therefore, the landfill site should be determined such that the lake is protected. To determine the most suitable landfill site, an analytical hierarchy process (AHP) was combined with a geographic information system (GIS) to examine several criteria, such as geology/hydrogeology, land use, slope, height, aspect and distance from settlements, surface waters, roads, and protected areas (ecologic, scientific or historic). Each criterion was evaluated with the aid of AHP and mapped by GIS. Data were assorted into four suitability classes within the study area, i.e., high, moderate, low and very low suitability areas, which represented 3.24%, 7.55%, 12.70% and 2.81%, of the study area, respectively. Additionally, 73.70% was determined to be completely unsuitable for a landfill site. As a result, two candidate landfill sites are suggested and discussed. The final decision for landfill site selection will require more detailed field studies.  相似文献

A method is presented to predict the long-term behavior of element concentrations (non-metals and metals) in the leachate of a municipal solid waste (MSW) landfill. It is based on water flux and concentration measurements in leachates over one year, analysis of drilled cores from MSW landfills and leaching experiments with these samples. A mathematical model is developed to predict the further evolution of annual flux-weighted mean element concentrations in leachates after the “intensive reactor phase”, i.e. after the gas production has dropped to a very low level. The results show that the organic components are the most important substances to control until the leachate is compatible with the environment. This state of low emissions, the so-called “final storage quality”, will take many centuries to be achieved in a moderate climate.  相似文献

This paper reviews several models developed to support decision making in municipal solid waste management (MSWM). The concepts underlying sustainable MSWM models can be divided into two categories: one incorporates social factors into decision making methods, and the other includes public participation in the decision-making process. The public is only apprised or takes part in discussion, and has little effect on decision making in most research efforts. Few studies have considered public participation in the decision-making process, and the methods have sought to strike a compromise between concerned criteria, not between stakeholders. However, the source of the conflict arises from the stakeholders' complex web of value. Such conflict affects the feasibility of implementing any decision. The purpose of this study is to develop a sustainable decision making model for MSWM to overcome these shortcomings. The proposed model combines multicriteria decision making (MCDM) and a consensus analysis model (CAM). The CAM is built up to aid in decision-making when MCDM methods are utilized and, subsequently, a novel sustainable decision making model for MSWM is developed. The main feature of CAM is the assessment of the degree of consensus between stakeholders for particular alternatives. A case study for food waste management in Taiwan is presented to demonstrate the practicality of this model.  相似文献

A decision-support model for determining the feasibility of a planned energy-from-waste (EfW) investment for an integrated waste management and energy supply system is presented. The aim is to present an easy-to-understand, inexpensive and fast-to-use tool to decision-makers for modelling and evaluating different kinds of processes. Special emphasis is put on forming the model and interpretation of the results of the example case. The simple integrated system management (SISMan) model is presented through a practical example of the use of the model. In the example the viability of the described system is studied by comparing five different cases including different waste-derived fuels (WDF), non-segregated municipal solid waste (MSW) being one of the fuel options. The nominal power output of the EfW plant varied in each case according to the WDF classification. The numeric values for two main variables for each WDF type were determined, the WDF price at the gate of the EfW plant and the waste management fee (WMF) according to the 'polluter pays' -principle. Comparison between the five cases was carried out according to two determinants, the WMF related to each case and the recovery rate related to each case. The numeric values for the constants and variables used in the calculations were chosen as realistically as possible using available data related to the issue. In the example of this paper, the mass-incineration solution ('pure' MSW as a fuel) was found to be the most viable solution for the described system according to the calculations. However, the final decision of the decision-makers might differ from this in the real world due to extra 'fuzzy' information that cannot be reliably included in the calculations. This paper shows that certain key values of modelled systems can be calculated using an easy-to-use tool at the very early stages of a larger design process involving municipal and business partners. The use of this kind of tools could significantly decrease the overall design costs of large systems in the long run by cutting out irrational system options at the very beginning of the planning.  相似文献

Multicriteria spatial decision support systems (MC-SDSS) have emerged as an integration of geographical information systems (GIS) and multiple criteria decision analysis (MCDA) methods for incorporating conflicting objectives and decision makers’ (DMs’) preferences into spatial decision models. This article presents a raster-based MC-SDSS that combines the analytic hierarchy process (AHP) and compromise programming methods, such as TOPSIS (technique for order preference by similarity to the ideal solution) and Ideal Point Methods. To the best of our knowledge it is the first time that a synergy of AHP and compromise programming methods is implemented in raster-driven GIS-based landfill suitability analysis. This procedure is supported by a spatial decision support system (SDSS) that was developed within a widely used commercial GIS software package. A real case study in the Thrace region in northeast Greece serves as a guide on how to conduct a suitability analysis for a MSW landfill site with the proposed MC-SDSS. Moreover, the procedure for identifying MSW disposal sites is accomplished by performing four computational models for synthesizing the DMs per criterion preferential system. Based on the case study results, a comparison analysis is performed according to suitability index estimations. According to them Euclidean distance metric and TOPSIS present strong similarities. When compared with Euclidean distance metric, TOPSIS seems to generate results closer to that derived by Manhattan distance metric. The comparison of Chebychev distance metric with all the other approaches revealed the greatest deviations.  相似文献
