The Clean Development Mechanism (CDM) has successfully demonstrated that market-based mechanisms can achieve some cost effective emissions reductions in developing countries. However the distribution of CDM projects has been extremely uneven across countries and regions, and a few technologies and sectors have dominated the early stages of CDM experience. This has caused some to question whether the CDM has fallen short of its potential in contributing to sustainable development. We review the broad patterns of CDM project approvals and evaluate 10 CDM projects according to their sustainability benefits. The difficulty of defining “sustainable development” and the process of defining criteria by individual non-Annex 1 governments has meant that sustainable development concerns have been marginalized in some countries. Given these observed limitations, we present possible CDM policy futures, focusing on the main proposals for a post-2012 climate regime. Five options for enhancing the sustainable development benefits in the CDM are discussed, including proactive approaches to favour eligibility of emission reduction projects which ensure such co-benefits. 相似文献

This article re-conceptualizes Climate Policy Integration (CPI) in the land use sector to highlight the need to assess the level of integration of mitigation and adaptation objectives and policies to minimize trade-offs and to exploit synergies. It suggests that effective CPI in the land use sector requires i) internal climate policy coherence between mitigation and adaptation objectives and policies; ii) external climate policy coherence between climate change and development objectives; iii) vertical policy integration to mainstream climate change into sectoral policies and; iv) horizontal policy integration by overarching governance structures for cross-sectoral coordination. This framework is used to examine CPI in the land use sector of Indonesia. The findings indicate that adaptation actors and policies are the main advocates of internal policy coherence. External policy coherence between mitigation and development planning is called for, but remains to be operationalized. Bureaucratic politics has in turn undermined vertical and horizontal policy integration. Under these circumstances it is unlikely that the Indonesian bureaucracy can deliver strong coordinated action addressing climate change in the land use sector, unless sectoral ministries internalize a strong mandate on internal and external climate policy coherence and find ways to coordinate policy action effectively. 相似文献

The promotion of sustainable consumption and production patterns is enshrined as a key objective in the renewed European Union Sustainable Development Strategy (EU SDS). Sustainable consumption and production is arguably the most challenging aspect of the EU SDS. It requires changes to the way products and services are designed, produced, used and disposed of, taking into account producer and consumer behaviours. This paper reviews the European Commission's Communication on the sustainable consumption and production and sustainable industrial policy action plan, introduced on July 16, 2008. The paper examines the priority areas identified for action, the means adopted to improve energy and environmental performance of products as well as uptake by consumers. The paper concludes that the absence of mandatory quantifiable targets and deadlines and a reliance on both cross-sectoral and multi-level relationships are likely to weaken the ability of the action plan's fundamental objective of decoupling economic growth from resource use. 相似文献

This paper introduces a bottom-up approach towards sustainability which is called the Island approach. The basic assumption of ‘Islands of Sustainability’ is that development towards sustainability can be introduced starting from small sustainable regions. An Island is an area where sustainability is reached locally. Key points to create a sustainable region are communication activities, such as exchange of matter, energy, information, culture, capital and persons within the regional network and with the environment. One of the main theses is that sustainability is linked to the complexity of the regional network. The intensity, the speed and the comprehensive of internal and external interactions, as well as the connectedness of the regional network, have to be changed in order to reach local sustainability.Relations between different approaches such as the Cleaner Production approach, the Industrial Ecology approach and the Island approach are investigated. It is assumed that a combination of these approaches will lead to sustainability, which might not be the case with one approach in isolation. All concepts are based on the new Network Paradigm, which is a reduction of the holistic world view. Cooperation on different hierarchical levels, from the interfirm level up to the interregional level, becomes an important part of behaviour. Networks, such as information networks or matter-flow networks, are introduced and become most important with regard to sustainability. 相似文献

This paper is motivated by the mismatch between emission of greenhouse gases and effective mitigation policies. Science now calls for every tool to be considered in order for radical changes to mitigate the situation more effectively. This paper considers Norway's huge Sovereign Wealth Fund which, although withdrawing investment from firms causing severe environmental damage, does not categorize climate change as ‘severe environmental damage’. The main reason is a basis of overlapping consensus, which also hinders argumentation for this practice.Overlapping consensus is part of the broader theory “Justice as Fairness” as conceived by John Rawls. The consensus is with regard to having a socially just system. The word ‘overlapping’ refers to people having different reasons for supporting the system. However using overlapping consensus for investment-strategies represents an extension beyond its original intention, and moreover, removes mitigating climate change from the agenda. Removing the basis of overlapping consensus opens up scope for value-based discourse conceived by Habermas’ communicative action and discourse ethics. The immense severity of climate change demands value-based and substantial arguments from powerful sovereign wealth funds, to consider the acceptability of their practice. 相似文献

The development of eco-industrial parks (EIPs) is an emerging concept that is being spread worldwide as a new industrial model that can reconcile the three dimensions of sustainability: social, economic and environmental. In Rio de Janeiro, Brazil, EIPs were launched through formal legislation as a means to foster sustainable development and to ameliorate the distress caused by unplanned urban and industrial development. The objective of this study is to present and analyze the development of EIPs in Rio de Janeiro, focusing on two of the initiatives launched. We argue that Rio de Janeiro has the potential for developing a sustainable industrial system through EIP implementation, but the continuity of EIPs will only be successful if there is convergence of interests among the actors involved. 相似文献

Natural resources are being depleted at faster rates than ever; this highlights the need for global audits and actions to reverse the depletion. Coordinated efforts by various organizations are essential to quantify reserves and demands in such audits in order to enable the development and implementation of strategies for sustainable recovery, usage, and recycling of natural resources. This paper discusses such audits in several industries and puts forward analytical and technical methods and policies for sustainable recovery, usage and recycling of resources in those industries. Scenario analysis can help to provide better future directions for industries whilst eco-industrial parks could improve the efficiency of usage of available resources and waste products through synergies among different industries on a regional basis. Sustainable manufacturing within industries such as micromachining, cement and leather could further reduce consumption of natural resources. New technologies in mineral recovery could help to recover valuable minerals present in concentrates generated by various processes such as reverse osmosis of sea water, chemical processing of minerals, and domestic and industrial wastewater treatments. These areas are discussed in this special issue of the Journal of Cleaner Production. It is imperative that the efforts by various organizations toward sustainable management of natural resources should compliment each other to minimize duplication; furthermore policy makers should play greater roles in developing and implementing policies and procedures to support such sustainable development oriented approaches simultaneously throughout the world in a coordinated and proactive manner for the short and long term future. 相似文献

The view is taken that population density in the Machakos District (boundaries prior to 1992) of Kenya influenced both environmental conservation and productivity through adaptation of new technologies. Changes in resource management in Machakos District are identified as a shift to cash crop production, experimentation with staple food options, faster tillage, use of fertilizers for enhancing soil fertility, and livestock and tree cultivation. These agricultural changes occurred due to subdivision of landholdings among sons, private appropriation of scarce grazing land, and land scarcity. Intensive practices such as intensive livestock feeding systems and the permanent manuring of fields increased the efficiency of nutrient cycling through plants, animals, and soils. The Akamba custom gave land rights to those who tilled the soil first. Formal land registration occurred after 1968 and favored owners and investors. Small farm investment was made possible through work off-farm and remittances. The value of output per square kilometer at constant prices increased during 1930-87. Cultivated land area also increased during this period, but mostly on poorer quality land. Agricultural changes were enhanced by social and institutional factors such as small family units and greater partnerships between husband and wife. Families pooled resources through collectives. Women played leadership roles. Competing interest groups and organizations have evolved and enabled people to articulate their needs and obtain access to resources at all levels. These institutions increased in strength over time and with increased density. The cost of service provision decreased with greater population numbers. Development of roads and schools facilitated formal education. Population density, market growth, and a generally supportive economic environment are viewed as the factors responsible for changes in Machakos District. Technological change is viewed as an endogenous process of adaptation to new technologies. Changes in Machakos District are viewed as driven by a combination of exogenous and endogenous practices and local initiative. 相似文献

The Finnish approach that is starting from the basic human needs of food, housing, mobility and related lifestyles enables us to address the social dimension of sustainable development alongside the ecological and economic dimensions. In this context environmental problems cannot be resolved in isolation from people’s everyday lives, as can happen if environmental policies are based purely on emissions.But it is also worth questioning the potential for national SCP programmes in today’s global markets. Over the last ten years, domestic material flows within the Finnish economy have remained fairly constant, with gains in material efficiency cancelled out by increasing levels of material consumption. However, external material flows and the consequent environmental impacts have steadily increased, and the magnitude and environmental impacts of both imports and exports are approximately the same as for domestic flows. This means that the role of external material flows can no longer be ignored in national SCP policies.It is also important to integrate SCP with climate policies. Finland’s national climate and energy strategy is mainly based on the need to reduce CO2 emissions from energy production and industrial installations, but there is also a need for complementary actions to reduce the carbon footprints caused by private and public consumption. 相似文献

University research is pivotal for sustainable development, but to succeed, new ways of conducting research are needed. Only recently has the field of “sustainability and higher education” (SHE) started to deal with the issue. In this paper we define “university research for sustainable development” comprehensively as “all research conducted within the institutional context of a university that contributes to sustainable development”, and propose a set of twenty two preliminary characteristics of this concept. Industrial symbioses (ISs) and eco-industrial parks (EIPs) are key concepts of industrial ecology (IE). The aim of ISs and EIPs is to minimise inefficient material and energy use by utilising local by-product and energy flows. Industrial symbioses tend to develop through spontaneous action of economic actors, for gaining of economic benefit, but these systems can be designed and promoted via policy instruments as well. A literature review showed that national programmes for eco-industrial parks can be found in different parts of the world. In the action programmes and other sustainable consumption and production (SCP) policy documents of the EU, on the other hand, industrial symbioses gain less recognition as a path to enhanced sustainable production. In this article, we consider this and also analyse how the evolution and environmental performance of an industrial symbiosis system centred on a Finnish pulp and paper mill have been affected by SCP policy instruments. With regard to the system forming the subject of the case study, and Finnish industrial systems in general, policy instruments have succeeded in reducing emissions but not in systematically encouraging operators toward symbiosis-like activities. All in all, few studies exist on the overall impact of policy instruments promoting design of eco-industrial parks. It is not self-evident that symbiosis-like production systems would be sustainable in every case, as the background assumptions for political promotion of EIPs suggest. We concluded that industrial symbioses should be analysed and developed on a life cycle basis, with documentation of the real environmental benefits due to efficient resource use and decreased emissions in comparison to standalone production. ISs can then bring eco-competitiveness to companies in relation to SCP tools, such as environmental permits, ecolabels, and future product regulation based on the Ecodesign Directive in Europe. Indirect encouragement of symbiosis through land-use regulation and planning, in such a way that material fluxes between companies are possible both in operations and in financial terms, may prove effective. Determinants of adaptive and mitigative capacities (e.g., availability of technological options, and access to economic resources,
social capital and human capital) largely overlap. Several factors underlying or related to these determinants are themselves
indicators of sustainable development (e.g., per capita income; and various public health, education and research indices).
Moreover, climate change could exacerbate existing climate-sensitive hurdles to sustainable development (e.g., hunger, malaria,
water shortage, coastal flooding and threats to biodiversity) faced specifically by many developing countries. Based on these
commonalities, the paper identifies integrated approaches to formulating strategies and measures to concurrently advance adaptation,
mitigation and sustainable development. These approaches range from broadly moving sustainable development forward (by developing
and/or nurturing institutions, policies and infrastructure to stimulate economic development, technological change, human
and social capital, and reducing specific barriers to sustainable development) to reducing vulnerabilities to urgent climate-sensitive
risks that hinder sustainable development and would worsen with climate change. The resulting sustainable economic development
would also help reduce birth rates, which could mitigate climate change and reduce the population exposed to climate change
and climate-sensitive risks, thereby reducing impacts, and the demand for adaptation. The paper also offers a portfolio of
pro-active strategies and measures consistent with the above approaches, including example measures that would simultaneously
reduce pressures on biodiversity, hunger, and carbon sinks. Finally it addresses some common misconceptions that could hamper
fuller integration of adaptation and mitigation, including the notions that adaptation may be unsuitable for natural systems,
and mitigation should necessarily have primacy over adaptation.
