Commodity distributions, the predominant relief response, are subject to growing criticism, while donors and humanitarian actors are increasingly viewing cash-based interventions as a viable alternative. This paper aims to contribute to the current debate on cash-based interventions by drawing on the experience of Action Contre la Faim in southern Somalia, where it has implemented cash for work programmes since 2004. The authors conclude that cash-based interventions are a feasible option in complex emergencies as well as in highly insecure environments as long as appropriate modalities are employed and objectives are clearly set in accordance with the needs and the context. Cash as a relief response offers wide-reaching possibilities for the future from both the perspective of the donor/agency and the standpoint of the beneficiary. It enables the beneficiaries to take control of the relief themselves and to adapt it to their individual requirements in a timely manner.  相似文献

A survey of 388 Indonesian households displaced by the December 2004 tsunami was conducted in Aceh province in February 2005. Of tsunami-displaced households in Aceh Barat and Nagan Raya districts, 61.8 per cent reported one or more family members as dead or missing due to the tsunami, with an overall mortality rate of 13.9 per cent (95% confidence interval (CI): 12.4-15.4). Risk of death was greatest in the youngest and oldest age groups, and among females. Overall, 36 per cent of tsunami-displaced households indicated an intention to return to their original community within three months, and displaced households residing in host communities were 2.2 (95% CI: 1.2-2.8) times more likely to state an intention to return to their original villages or another community as those residing in camps. The tsunami recovery effort should focus on strategies that facilitate either prompt return or permanent, voluntary relocation for those displaced.  相似文献

This paper examines the impact of Hurricane Rita on one of the many universities along the Gulf Coast of the United States: Lamar University in Beaumont, Texas. Hurricane Rita, which made landfall between Sabine Pass, Texas, and Johnson's Bayou, Louisiana, on 24 September 2005, is the fourth strongest Atlantic Ocean hurricane on record and the most intense tropical cyclone ever observed in the Gulf of Mexico. This paper assesses the tasks that confronted the administration, faculty, and students of Lamar University in the days and weeks after the event. It concludes that the one factor that will influence more than any other the degree of success after any disaster is whether all levels of the administrative command institutionalise, endorse, promote, and encourage the adopted recovery plan. The research seeks to share valuable insights on the vulnerabilities that academic institutions face during natural disasters and to highlight some of the many lessons learned.  相似文献

This paper examines the interface between human rights and humanitarian action in the context of the conflict and tsunami in Aceh, Indonesia, between 1998 and 2007. It looks at the challenges international humanitarian non-governmental organisations (NGOs) faced as they engaged in human rights work in the conflict period and in conflict-related activities in the post-tsunami period. The paper argues that many large NGOs may have compromised what some would hold to be essential principles for humanitarian action because of domestic political concerns, donor restrictions and resistance among certain NGO chiefs. In contrast with the pre-tsunami period, in which NGOs worked for years amid military operations, in the post-tsunami period NGOs were decidedly apolitical, neglecting the conflict in their tsunami response--despite significant developments that permitted greater political engagement in Aceh's post-conflict transformation. The evidence suggests that NGOs are challenged in contextualising humanitarian responses and that there is a need to underscore donor flexibility and independence in humanitarian action.  相似文献

Contemporary responses to facilitate long‐term recovery from large‐scale natural disasters juxtapose between those of humanitarian agencies and governments and those of the affected community. The extent to which these mechanisms articulate is crucial to the recovery propensity of the affected communities. This research examines such action by exploring the relationship between the scale of post‐disaster response interventions, the extent of community participation in them, and their impact on community recovery, using a community wealth capital framework. The investigation was applied to a study of the longer‐term community recovery of the island of Vilufushi, Republic of Maldives, which was almost completely destroyed by the Indian Ocean tsunami of 26 December 2004. Data were analysed through the employment of a pattern match technique and a holistic recovery network analysis. The research framework, informed by the case‐study results, other long‐term recovery evaluations, and existing resilience theory, is reconfigured as a testable roadmap for future post‐disaster interventions.  相似文献

ABSTRACT

This paper explores religious perceptions of disasters and their implications for post-disaster processes of religious and cultural change. Based on ethnographic fieldwork in post-tsunami Samoa, this study investigates how people in two tsunami-affected villages make sense of the tsunami, its causes and impact based on different Christian understandings: the tsunami as divine punishment or as a sign of the Second Coming. I argue that these different perceptions of the tsunami are used in bringing about or opposing religious and cultural change based on different ideals of continuity and change.  相似文献

The provision of humanitarian aid at times of disaster in multi-ethnic community settings may lead to conflict, tension and even the widening of the distance between various ethnic groups. That aid agencies distribute humanitarian aid directly to affected communities, to speed up recovery, may often lead to chaos and the intensification of ethnic sentiments. The new distribution mechanisms introduced for the delivery of tsunami aid in Ampara District, Sri Lanka, did not recognise local networks and the culture of the ethnically mixed community setting. This paper analyses post-tsunami aid distribution in Ampara and shows how such an extemporised effort in an ethnically cognisant context increased ethnic division, inequality and disorder, while marginalising the poor segments of the affected population. It recommends the inclusion of local networks in aid dissemination as a measure for improving ethnic neutrality and social harmony in disaster-hit multi-ethnic communities.  相似文献

This study investigates predictors of local participation in recovery projects and programmes following Hurricane Katrina in the United States in 2005 and the earthquake in Haiti in 2010. Using two sets of survey data, it examines whether disaster impacts and social capital (social trust and civic engagement) are associated with disaster recovery participation and compares predictors of such engagement in the two locations. Multivariate logistic regression results reveal that physical injuries, limited community mobility, and government trust increase recovery participation in Haiti (n=278), whereas emotional distress and homeownership decrease it. On the Gulf Coast of the US (n=259), physical injuries and higher civic engagement augment recovery participation, while homeownership and age reduce it. The confounding factors of national contexts and post‐disaster time frames might explain the differences in the results. The discussion addresses the relation between country‐specific vulnerability and recovery participation and suggests implications for policy and practice to improve local citizens’ capabilities to participate in sustainable recovery processes.  相似文献

Gender, although gaining attention, remains under-researched in disaster risk reduction protocols and response and recovery efforts. This study examines women's experiences of two disasters in small towns in the United States, utilising qualitative interviews with residents of Granbury and West, Texas, during the first year of disaster recovery. Granbury was struck by an EF-4 tornado on 15 May 2013, whereas an explosion occurred at a local fertiliser facility in West on 17 April 2013. The paper explores how women's experiences of inter-gender power dynamics in decision-making, the prioritisation of childcare, and women's participation in the community affect their post-disaster recovery. Previous research highlights different forms of human response and recovery vis-à-vis ‘natural’ and technological disasters, with less attention paid to gender differences. The results point to the persistent, and similar, effect of gender stratification on women's experiences across different types of disasters in the US and the continued importance of gender-sensitive disaster policies and programmes.  相似文献

This paper examines the collapse of a five-storey building in Nairobi, Kenya, on 23 January 2006. It draws on reports from local authorities and on debriefings by Israel's Home Front Command (HFC), including information on injury distribution, rescue techniques, and the mode of operation. Most of the 117 people found under the structure were evacuated on the first day to a public hospital, which was overwhelmed by the incident. HFC forces arrived 23 hours after the disaster. At that stage, two people were still buried under the building and special techniques (tunnelling and scalping) were required to secure their evacuation. The two people quickly recovered after a short stay in hospital. Local technology is the preferred option during such events because time is crucial. International cooperation is required when this technology is not available. All of the hospitals in the disaster area, including private facilities, should participate in treating casualties.  相似文献

The Indian Ocean tsunami of 2004 galvanized world attention like no other natural disaster before. Unprecedented amounts of aid were given and a record number of international aid agencies were involved in relief and recovery operations. Major reviews of the response to the disaster have suggested that the immediate relief effort was better than expected. However, weaknesses in the longer term recovery work were identified within months of the disaster and yet the same weaknesses were being confirmed four and five years later. Even though many studies have been published on the tsunami disaster there are still many lessons to be learnt, particularly in relation to social recovery as distinct from the restoration of destroyed or damaged infrastructure. This paper presents an overview of the findings of a study that was conducted over a period of four years across five different tsunami-affected local areas of Sri Lanka and southern India. The study focused on lessons to be learnt in relation to rebuilding community, restoring livelihoods, recreating an appropriate tourism industry and providing relevant housing and planned settlements for disaster survivors. The paper argues that ‘build back better’ is possible, but only if ‘asset replacement’ strategies are replaced by integrated physical and social planning to address local needs in culturally appropriate ways. Much of what the authors advocate may seem to be little more than ‘common sense’ and many of our findings echo those of many other post-tsunami evaluations. Yet patient and well-integrated approaches to disaster recovery are all too rare in a world that is experiencing so many natural disasters. Because the 2004 tsunami evoked an unprecedented global response it is important to ensure that the lessons of the recovery effort are clearly learnt and this paper aims to convert research findings into a clear strategy for long-term social recovery.  相似文献

The primary objective of this paper is to examine and inform the mental health and psychosocial support standards of the 2011 edition of the Sphere Project's Humanitarian Charter and Minimum Standards in Humanitarian Response. This is done through a qualitative analysis of internal evaluation documents, reflecting four long‐term humanitarian psychosocial programmes in different countries in post‐tsunami Asia. The analysis yielded three overall conclusions. First, the Sphere standards on mental health and psychosocial support generally are highly relevant to long‐term psychosocial interventions after disasters such as the Indian Ocean tsunami of 26 December 2004, and their application in such settings may improve the quality of the response. Second, some of the standards in the current Sphere handbook may lack sufficient guidance to ensure the quality of humanitarian response required. Third, the long‐term intervention approach poses specific challenges to programming, a problem that could be addressed by including additional guidance in the publication.  相似文献

This paper compares recovery in the wake of three recent earthquakes: the Great East Japan Earthquake in March 2011; the Van earthquake in Turkey in October 2011; and the Maule earthquake in Chile in February 2010. The authors visited all three locations approximately 12–18 months after the incidents and interviewed earthquake specialists, disaster managers, urban planners, and local authorities. A key challenge to post‐disaster recovery planning is balancing speed and deliberation. While affected communities must rebuild as quickly as possible, they must also seek to maximise the opportunities for improvement that disasters provide. The three case studies bring this dilemma into stark relief, as recovery was respectively slow, fast, and just right in the aftermath of the events: the Government of Japan adopted a deliberate approach to recovery and reconstruction; speed was of the essence in Turkey; and an effective balance between speed and deliberation was achieved in Chile.  相似文献

Typhoon Haiyan struck the Philippines on 8 November 2013 with maximum sustained winds of 235 kilometres per hour, adversely affecting at least 11 million people and displacing some 673,000 in the central regions of the country. The disaster clearly overwhelmed the Philippine government despite its seemingly well‐crafted disaster management plan. Using timelines of different organisations, this paper identifies gaps in the government's response, mainly due to its failure in coordinating and managing relief operations, which adversely affected its effectiveness and efficiency in the delivery of critical goods and services following the disaster. The paper also demonstrates how non‐governmental organisations (NGOs), the United Nations, foreign governments and other organisations provided assistance, mainly through aid niching, to cover the government's shortcomings. The paper recommends a paradigm shift in the government's disaster response by integrating collaborative arrangements between government agencies and NGOs, and giving local governments the lead role, with the national government as support, in disaster planning and response.  相似文献

Some 280,000 people died in the Indian Ocean tsunami on 26 December 2004. This cohort study examined its impact on mental health one and two years later. It did so by investigating the association between six consequent variables (personal injury, loss of home, loss of business, death of a family member, injury to a family member, or loss of a family member's business) and mental health, as measured by the 36‐item Short Form Health Survey (SF‐36), among residents in four provinces of Thailand. One year later, participants who suffered a personal injury, the loss of a business, or the loss of a family member reported poorer mental health than those who were unaffected. Two years later, participants who experienced the loss of a family member reported poorer mental health than those who were unaffected. This research shows that such a disaster may have long‐lasting ramifications for mental health, and that diverse losses may influence mental health differently.  相似文献

Research on diverse cultural contexts has indicated that aid organisations often fail to leverage local, culturally‐grounded resources and capacities in disaster‐affected communities. Case‐study methodology was employed to explore the relationship between local and external disaster response efforts in American Sāmoa following the earthquake and tsunami on 29 September 2009 in the southern Pacific Ocean, with a specific focus on the role of culture in defining that relationship. Interview and focus group data from 37 participants, along with observational data, suggested that the local response to the event was swift and grounded in Samoan cultural systems and norms. External aid was viewed as helpful in some respects, although, on the whole, it was seen as a disruption to village hierarchies, social networks, and local response efforts. The study discusses the implications for the role of outside aid in diverse cultural contexts, and makes suggestions for improving the ecological fit of post‐disaster interventions.  相似文献

Key dilemmas and challenges for those involved in the shelter sector are described, based on issues that emerged from the extensive global consultative process undertaken to inform the revision of the Sphere handbook. The range of perspectives on the major themes is presented, with suggestions as to how these issues could be progressed. Themes include the poor definition of the sector and the lack of a consistent approach among the leading shelter actors; the absence of a common terminology; the conflict between "temporary" versus "durable" solutions; the disconnect between technical advisers and the field; the need for greater recognition of local coping strategies and the local context; the involvement of recipients and host governments in policy development; the need for better "how-to" guidance; and the limited incorporation of the emerging themes of livelihoods etc. to date.  相似文献

This paper reviews the role of news with respect to the mental health of a population exposed to a disaster. It is based on the five essential elements of psychosocial care presented by Stevan E. Hobfoll et al. (2007) that can be introduced after a potentially traumatic event: promoting a sense of safety, calming, self and collective efficacy, connectedness, and hope. This study developed a method to relate these elements to television coverage and applied it to the stories (n=1,169) aired by the main networks in Chile in the 72 hours after an 8.8 magnitude earthquake struck on 27 February 2010. Of the five elements, promoting a sense of safety occurred most often (82.72 per cent), whereas the others were barely present (less than 10 per cent). The study argues that these elements can increase the possibility of framing the news, given that the audience watching can also be affected by a disaster.  相似文献

Tourists are particularly vulnerable when natural disasters occur in regions that they are visiting. It is assumed that they lack awareness and understanding of the actions that they need to take in such circumstances. This study examines the responses of tourists in times of disaster, building on empirical data collected through large‐scale surveys conducted in Bali and Yogyakarta, Indonesia, in 2015. Both are important tourist destinations in the country that have suffered major disasters in recent years. The different types of responses to these events are framed using a grid/group analysis stemming from cultural theory. The study resulted in three key findings: (i) current disaster management planning largely follows a single rationale; (ii) tourists are not a homogeneous group, but rather a complex, diverse, and dynamic body of stakeholders; and (iii) the focus of disaster management planning should shift from a single rationale to a polyrational methodology. Disaster managers need to consider, therefore, these different aspects in the context of preparedness.  相似文献
