由于经济社会的发展伴随的环境问题越来越复杂,资源相对不足、环境容量有限越来越突出,环境管理转型问题引起越来越多的国内外学者关注。所谓环境管理转型,是指环境管理思维、策略和方式的转变,是以环境质量为目标导向,从被动应对向主动防控的转变。本文通过文献梳理的方法,综述了国内外学术界对于环境管理战略进行的多角度探讨。通过综述发现,国外学者主要注重环境管理理论研究,如环境管理的模型研究和不同环境管理战略的研究,且国外学者在研究不同环境管理战略时,研究对象多为微观层面的企业组织;而我国学者的研究则主要集中在宏观层面,即从国家的角度来探讨环境管理战略如何完成转型,从而促进我国经济社会的良性发展。现有的国内外研究是环境管理战略相关理论发展和实践推行的重要基础,在环境管理战略研究领域,本文认为还有一些问题需要进一步研究:一是环境管理的转型不仅需要宏观层面的统筹、微观方面的变革,也需要从中观层面来推进,所以中观层面的环境管理研究同样具有重要的现实意义。二是环境管理的转型不仅需要法律手段的支撑、经济手段的配置,也需要公民环保意识的觉醒,所以关于公民环保意识层面的研究也需要加强。  相似文献

Project RENEWAL is an innovative new environmental business project taking place in New Jersey. Project RENEWAL stands for Resource Efficiency Network to Eliminate Waste and Liability. The purpose of this project is to investigate and promote the linkages between ecology, technology, and business economics for the benefit of the economy and the environment. This is a collaborative effort, initially focused on equipment and inventory assets, between the business and environmental communities in order to explore new ways to increase business efficiency and profitability and also benefit the environment. Participants in the project include representatives from industry, consulting, local and state government, environmental agencies, trade groups and academia. This article will outline the background and initial framework of Project RENEWAL's initiatives. (The authors are open to comments, suggestions, criticism, and most importantly input from others who share their vision and are willing to cooperatively accelerate the change process).  相似文献

For most of its history of environmental protection, U.S. policy has concentrated on a pollution control strategy based on single medium emissions: air, water, or land. Efforts to mitigate environmental impacts to one medium often resulted in greater impacts to others. While much environmental improvement has occurred via this system over the last quarter-century, it is generally recognized that alternative strategies which address environmental impacts across all media in an integrated manner will be necessary for continued improvement. Increasingly, regulatory strategies that result in only passive compliance will be insufficient to meet these demands. This article demonstrates why new strategies which encourage proactive behavior are necessary. A new framework for making strategic decisions—design for environment—concerning the relation between our actions and environment is necessary to ensure a sustainable future.  相似文献

Environmental accounts bring together economic and environmental information in a common framework to measure the contribution of the environment to the economy and the impact of the economy on the environment. They enable governments to set priorities, monitor economic policies more precisely, enact more effective environmental regulations and resource management strategies, and design more efficient market instruments for environmental policies. This article uses examples from the regional environmental accounting programme in southern Africa to demonstrate the usefulness of environmental accounts to policy-making and natural resource management. The examples address the contribution of natural capital endowments (minerals and fisheries) to sustainable development in Botswana and Namibia; the economic importance of non-market forest goods and services in South Africa; and the socio-economic impact of current water allocation and pricing policies in Botswana, Namibia and South Africa. While there are many additional policy applications, these few provide a powerful argument for the use of environmental accounts in all countries.  相似文献

A weakness often found in conventional environmental management tools is that of treating the dynamics of environmental effects and the underlying dynamics of structural change as external factors, precluding their ability to capture the evolutionary behaviour which characterizes economic systems. This article suggests a spatial dynamic modelling framework which addresses explicitly complex sectorial linkages and their environmental effects. The economic dynamics of the model are given spatial reference by means of a set of sector-based suitabilities, which allows us to explore both local environmental degradation effects as they unfold, and how these impacts then affect the economic productivity of the system as a whole. The approach is illustrated by calibrating the model with 1971-1981 data for the island of Crete, and then running it to explore how the economic dynamics of the island might evolve to the year 2001. This article presents a means through which to endogenize the environment and its explicit linkages with sectorial economic dynamics which can be of considerable use to environmental management in all its dimensions.  相似文献

A fundamental purpose of intergovernmental growth management has been to infuse regional concerns—especially regional environmental and economic development concerns—into local land use planning. This paper presents results from a study of state-mandated local planning in coastal North Carolina during the mid-1990s, addressing in particular local efforts to ‘strike a balance’ between environment and economy as required by the state's planning mandate. While acknowledging the need for coastal resource protection, coastal localities were not striking a balance between environment and economy through their planning efforts beyond stating support for the State's minimum resource protection rules. Within this context, key factors yielding less environmentally focused local planning included both local elected officials' concerns about the need for economic development for jobs and their belief that environmental protection was not a local problem. Factors that tended to shift local planning back toward environmental protection included local officials' perception that the local economy was in good shape and heightened citizen engagement.  相似文献

This paper aims to provide empirical research to identify the linkages between final demand–total output, final demand–total supply, value-added ratios and prices, and also to analyze total factor productivity growth using input–output framework for 25 sectors. Studying the input–output tables for 2001 and 2006, the research estimates impact and response multipliers of non-oil sectors, as well as non-oil trading sectors. The results are important from the view of development of non-oil trading sectors and diversification of the economy in order to avoid the “resource curse”.  相似文献

经过近60年的探索和实践,我国海洋生态环境管理机制体制不断完善,海洋生态环境综合管理能力显著提升。本文立足我国海洋生态环境管理现状,重点从强化制度约束性、机制协同性和政策指导性等角度分析了存在的主要问题,阐述了陆海统筹的海洋生态环境管理体系框架,并提出了构建以生物多样性保护为核心的海洋生态环境管理分区、建立以氮磷污染物为重点的陆海协同排放管控制度、完善以监测评估为核心的海洋生态监管制度、建立以入海河流和海湾为重点的区域联防联控机制和完善以海洋生态补偿和赔偿为核心的财政政策等重点任务,可为建立陆海统筹的生态环境治理制度提供参考。  相似文献

Sustainable development requires that the goals of economic development, environmental protection and social justice are considered collectively when formulating development strategies. In the context of planning sustainable transport systems, trade-offs between the economy and the environment, and between the economy and social justice have received considerable attention. In contrast, much less attention has been paid to environmental equity, the trade-off between environmental and social justice goals, a significant omission given the growing attention to environmental justice by policy makers in the EU and elsewhere. In many countries, considerable effort has been made to develop clean transport systems by using, for example, technical, economic and planning instruments. However, little effort has been made to understand the distributive and environmental justice implications of these measures. This paper investigates the relationship between urban air quality (as NO2) and social deprivation for the city of Leeds, UK. Through application of a series of linked dynamic models of traffic simulation and assignment, vehicle emission, and pollutant dispersion, the environmental equity implications of a series of urban transport strategies, including road user cordon and distance-based charging, road network development, and emission control are assessed. Results indicate a significant degree of environmental inequity exists in Leeds. Analysis of the transport strategies indicates that this inequity will be reduced through natural fleet renewal, and, perhaps contrary to expectations, road user charging is also capable of promoting environmental equity. The environmental equity response is, however, sensitive to road pricing scheme design.  相似文献

我国自改革开放以来在构建环境与资源保护法律体系方面取得了可喜的成绩,但也存在一些问题。主要表现为:可持续发展战略尚未成为我国环境与资源保护立法的指导思想,我国的环境与资源立法不能完全适应社会主义市场经济的要求和社会发展的需要,我国关于环境与资源的法律法规之间不相统一。造成上述问题的原因有外部因素和内部因素,同时我国的具体国情又使它们更具特殊性。为了有效地解决这些问题,我国须在加强环境立法、健全现有制度、协调内部功能等方面进行不懈的努力。  相似文献

Summary Over 180 environmental protection bureaucrats in the People's Republic of China were individually interviewed to determine their environmental awareness and their attitudes towards the environment. The study indicates that environmental protection bureaucrats in China have conflicting attitudes towards the relationship between man and nature, and between economic growth and environmental protection. However, they show a strong faith in science and technology's ability to solve environmental problems. The perception that too-harsh environmental protection regulations would reduce the growth potential of the economy is so predominant that it poses a serious threat to the environment of the three municipalities under investigation. It is argued that environmental management is a matter of managing human beings. China is confronted with the dual task of developing its national economy and protecting its ecological environment. Since the 1980s, China's policies on environmental protection and sustainable development have experienced five changes: (1) progression from the adoption of environmental protection as a basic state policy to the adoption of sustainable development strategy; (2) changing focus from pollution control to ecological conservation equally; (3) shifting from end-of-pipe treatment to source control; (4) moving from point source treatment to regional environmental governance; and (5) a turn away from administrative management-based approaches and towards a legal means and economic instruments-based approach. Since 1992, China has set down sustainable development as a basic national strategy. However, environmental pollution and ecological degradation in China have continued to be serious problems and have inflicted great damage on the economy and quality of life. The beginning of the 21st century is a critical juncture for China's efforts towards sustaining rapid economic development, intensifying environmental protection efforts, and curbing ecological degradation. As the largest developing country, China's policies on environmental protection and sustainable development will be of primary importance not only for China, but also the world. Realizing a completely well-off society by the year 2020 is seen as a crucial task by the Chinese government and an important goal for China's economic development in the new century, however, attaining it would require a four-fold increase over China's year 2000 GDP. Therefore, speeding up economic development is a major mission during the next two decades and doing so will bring great challenges in controlling depletion of natural resources and environmental pollution. By taking a critical look at the development of Chinese environmental policy, we try to determine how best to coordinate the relationship between the environment and the economy in order to improve quality of life and the sustainability of China's resources and environment. Examples of important measures include: adjustment of economic structure, reform of energy policy, development of environmental industry, pollution prevention and ecological conservation, capacity building, and international cooperation and public participation.  相似文献

Multiple negotiating rounds of the General Agreement on Tariffs and Trade (GATT) and World Trade Organization (WTO) since 1947 have conferred economic benefits through liberalized international trade. A growing body of evidence also points to linkages between liberalized trade and damage to the global environment, ecology, and natural resource base. Ironically, the increased economic well-being conferred by trade liberalization ultimately provides the basis for improved environmental protection. It is the interim environmental damage due to trade liberalization that is controversial and needing amelioration. The proposition here is to promote further trade liberalization, but only as long as environmental ethics and sustainability issues are satisfactorily addressed. Trade liberalization should not be permitted at the expense of adequate environmental protection and sustainability. Future WTO rounds need to address both development benefits and environmental ethics issues in a net social welfare maximization setting.  相似文献

Extensive research has been conducted globally into conceptual frameworks for ecosystem services, the most notable being the Millennium Ecosystem Assessment (Millennium ecosystem assessment: ecosystems and human well-being; a framework for assessment. World Resources Institute, Washington, DC, pp 51, 53–55, 2005). The South East Queensland (SEQ) Ecosystem Services Framework (Australia) aims to provide the tools to enable government, industry, business, researchers, non-government organizations and land managers to apply the concept of ecosystem services in their planning and management practices. This article describes the Framework and the process that has produced matrices and maps that identify and illustrate the linkages between ecosystems, ecosystem functions, ecosystem services and the community’s well-being. The matrices and maps derived can identify areas in the region where the most ecosystem services are generated. This allows areas to be considered as valuable natural assets of the region, deserving appropriate protection measures or significant offsets if they are diminished or degraded in any way. Although the Framework requires further refinement and ongoing development, the process applied and the products produced has enabled decision makers to turn the concept of ecosystem services into practical application in SEQ.  相似文献

Immediately following Hurricane Katrina, the Mississippi Governor's Commission for Recovery, Rebuilding and Renewal provided planning teams to work with coastal communities to prepare long-range rebuilding plans followed by further community-initiated plans. Eighteen months after Katrina, this paper examines the degree to which environmental protection has been incorporated into the long-range plans developed in Harrison County, Mississippi. This study finds that environmental protection has not been adequately integrated into the plans. It concludes by offering recommendations on how these communities can improve their plans relative to environmental protection measures as they move into their next phase of planning.  相似文献
