While it is now widely accepted that the harnessing of water resources can make a major contribution to economic progress in various parts of the world, there is also increasing concern about the adverse environmental effects that such development may produce. Reviewing experiences in several countries, however, it seems that it may be possible to reconcile the management of water resources and the maintenance of environmental integrity. The paper assesses the likelihood of a reconciliation taking place in the light of a number of trends in contemporary water management. While many of these trends are in the direction of harmonious development, the pace of accommodation has typically been slow and erratic. The authors offer some suggestions as to how this might be overcome through modifications in legislation, policies, procedures and administrative structures.  相似文献

The widespread contamination of surface and ground water quality from the heavy use of fertilizer in modern agriculture is the current concern. Therefore, this study was carried out to develop a slow-release fertilizer using charcoal. The morphology of the charcoal impregnated fertilizer was investigated by scanning electron microscopy (SEM). This study also evaluated the release patterns of N, P, and K from impregnated charcoal using a simulated soil solution and distilled water as leaching solutions. The patterns of N, P, and K releases were examined in both static and continuous-flow conditions for 360 h. Releases of N, P, and K from impregnated charcoal were found to be slow and steady. However, the release trends of N, P, and K were higher in soil solution than distilled water under both the above conditions. Dissolution occurred when N, P, and K were released in the above leached solutions. As a result, the fertilizer impregnated charcoal could be developed as slow-release type fertilizer to minimize the contamination.  相似文献

By concentrating the urban developmental pattern, confining new buildings to areas where technical encroachments on nature have previously taken place, and by utilizing each building site efficiently, considerable advantages can be achieved where the overall goal is to preserve nature and maintain environments. These are the main conclusions from analyses of different alternatives for land use and developmental patterns in three Norwegian urban areas. However, there is relatively little popular support for urban policies in favour of more conservation of land and less use of automobiles. Politicians and bureaucrats are less negative than voters to such a change in urban policies.  相似文献

We investigated Bayesian networks to classify urban land use from satellite imagery. Landsat Enhanced Thematic Mapper Plus (ETM(+)) images were used for the classification in two study areas: (1) Marina del Rey and its vicinity in the Santa Monica Bay Watershed, CA and (2) drainage basins adjacent to the Sweetwater Reservoir in San Diego, CA. Bayesian networks provided 80-95% classification accuracy for urban land use using four different classification systems. The classifications were robust with small training data sets with normal and reduced radiometric resolution. The networks needed only 5% of the total data (i.e., 1500 pixels) for sample size and only 5- or 6-bit information for accurate classification. The network explicitly showed the relationship among variables from its structure and was also capable of utilizing information from non-spectral data. The classification can be used to provide timely and inexpensive land use information over large areas for environmental purposes such as estimating stormwater pollutant loads.  相似文献

Soil is fragile and nonrenewable but the most basic of natural resources. It has a capacity to tolerate continuous use but only with proper management. Improper soil management and indiscriminate use of chemicals have contributed to some severe global environmental issues, e.g., volatilization losses and contamination of natural waters by sediments and agricultural fertilizers and pesticides. The increasing substitution of energy for labor and other cultural inputs in agriculture is another issue. Fertilizers and chemicals account for about 25% of the production energy investment in agriculture. An additional 60% is accounted for by machinery, gasoline, electricity, and power-related inputs. Fertilizer additions to cropland are not utilized fully and significant amounts, depending on conditions, are either lost in surface runoff or leached into the ground water. The annual discharge of dissolved solids from agricultural lands to the waterways in the USA is substantial. The increasing use of herbicides in agriculture is a threat to the quality of surface and ground water, although this threat is dependent upon both the chemistry of the compound and the ecosystem in which it is used. Especially within the Third World, development of an environmental ethic and environmental laws have not kept pace with the increase in pesticide use. Above all is the severe and global problem of soil degradation currently occurring at the rate of five to seven million hectares per year. The policy and moral aspects of these issues are discussed.  相似文献

Smart growth and sustainability planning have, in recent years, become central issues in planning discourse. Scholars have argued that planning capacity at the local government level is critical for smart growth planning, and that planners have a fundamental role to play in advancing local and regional sustainability. In this paper, we investigate the extent to which local planning capacity enables communities to promote more sustainable, smart growth residential development. Based on a 2013 survey of 38 county and 53 municipal governments in the state of Wisconsin, USA, this study finds that the majority of the sample communities have permitted residential developments characterized as transit-oriented, New Urbanist, mixed use, infill developments, or conservation subdivisions as alternatives to low-density, automobile-dependent conventional developments. The study also finds that jurisdictions with higher planning capacities are more likely to overcome significant barriers to more sustainable residential development.  相似文献

Environmental economists have long concerned themselves with the ways in which natural resources and pollution can contribute to (or detract from) human well-being. However, the distribution of economic benefits and costs from environmentally related goods and services has been often overlooked. This article derives a conceptual framework that brings together the literature from the environmental justice movement, work on the so-called resource curse, and institutional environmental economics into a comprehensive whole. The conceptual framework gives rise to several interesting questions that can be used in studying the distribution of environmentally related well-being.  相似文献

Summary Environmentally Sensitive Areas were introduced in Britain by the Ministry of Agriculture, Fisheries and Food during 1987. By 1994, the fourth round of designations had brought the total of such areas to 22. The environmental implications for the North Peak, which was designated as such an area in 1988, are discussed in the context of sheep farming and heather management, for these have shaped the patchwork of moorland ecosystems that give the North Peak its unique character.Paul Perkins is a research worker at the University of Huddersfield. He is currently undertaking research into how derelict mining land in West and South Yorkshire can be reclaimed for productive use.  相似文献

Using a soil column experiment, we compared the effect of a single dose and weekly additions of ethylenediaminetetraacetic acid (EDTA) and ethylenediaminedissuccinate (EDDS) on the uptake of Pb, Zn, and Cd by Chinese cabbage [Brassica rapa L. subsp. pekinensis (Lour.) Hanelt], and on the leaching of heavy metals through the soil profile. The analysis of plant material revealed that both chelates increased the concentrations of Pb and, to a lesser extent, also of Zn and Cd in the leaves of the test plant. The most effective applications were single doses of 10 mmol EDTA and EDDS kg(-1) soil, which caused the concentrations of Pb in the shoots to increase 94.2- and 102.3-fold, respectively, relative to the control. The same dose of EDTA increased the concentration of Zn and Cd in the leaves 4.3- and 3.8-fold and of EDDS 4.7- and 3.5-fold, respectively. In treatments with weekly additions and lower concentrations of both chelates, EDTA was more effective than EDDS in increasing the plant uptake of Pb. In soil columns treated with weekly additions of 10 mmol kg(-1) EDTA, on average 22.7, 7.0, and 39.8% of initial total Pb, Zn, and Cd in the soil were leached through the soil profile. The same amount of EDDS caused much lower leaching of Pb and Cd--only 0.8 and 1.5% of initial total concentrations. Leaching of Zn, 6.2% of the total concentration, was comparable with the EDTA treatment. A biotest with red clover (Trifolium pratense L.) indicated a greater phytotoxic effect of EDTA than EDDS addition. EDDS was also less toxic to soil fungi, as determined by phospholipid fatty acid (PLFA) analysis, and caused less stress to soil microorganisms, as indicated by the trans to cis PLFA ratio. England is one of the few industrialised countries where water metering is not compulsory. Most households instead pay a fixed charge regardless of use. Yet water consumption is already at the limit of resources and beyond them in some regions. Despite the need to control demand, compulsory water metering has not been implemented largely because of concerns about the regressive impact on poorer households. This research analysed new data from Anglian Water on household water consumption and income to examine the distributional impacts of ten different hypothetical tariff designs. It was found that it was possible to design revenue-neutral metered tariffs that would cause only a small percentage of low-income households to lose and most to gain. With sensitive design, the social concerns about compulsory water metering can be dealt with.  相似文献

Implementation of the environmentally sensitive areas (ESA) measure in Denmark as part of the EC Structures Regulation is described. Immediate effects and the way the agreements are expected to influence landscape development are evaluated. Of the 915 designated ESAs, agreements have only been signed in two‐thirds of the areas. In those areas in which ground water protection is an objective, ‘agreement coverage has been particularly low, whereas relatively more agreements have been signed for coastal areas dominated by salt meadows. More than 3000 agreements have been made, most of them comprising existing grassland such as meadows, salt meadows and dry grasslands. Landscape protection is the most important function of the ESA measure. The effectiveness of the programme towards environmental protection and landscape improvement is evaluated as being limited. Even though a large proportion of the agreement areas, according to the farmers, would be managed in the same way without an agreement, it is not possible to make definite conclusions about the effect on landscape protection before the five‐year agreement period has ended.  相似文献

The United Kingdom's 1986 Agriculture Act provided the basis for the designation of Environmentally Sensitive Areas (ESAs) “in order to contribute towards the introduction or the maintenance of farming practices compatible with the requirements of the protection of the environment”. This paper examines the establishment of ESAs in Scotland, setting their creation and operation against the background of the move away from productionist farm support policies. There is consideration of how agriculture and the environment have fared since the first Scottish ESAs were created in 1987, with special reference to the Breadalbane ESA.  相似文献

The purpose of this study is to estimate the environmentally attributable costs associated with diseases and disabilities in Oregon. We utilised actual Oregon data on disease rates and costs whenever available. If state-specific data were not available, we extrapolated from national estimates. We then used environmentally attributable fractions to estimate the environmentally attributable costs. The estimated environmentally attributable costs are the following: adult and childhood asthma: $29.6M; adult cardiovascular disease: $342.4M; adult and childhood cancer: $130.5M; childhood lead poisoning: $866.2M; birth defects: $3.0M; and childhood neurobehavioural disorders: $185M. Policymakers and researchers in other states are encouraged to apply the methods we have presented here to calculate the environmentally attributable costs associated with diseases and disabilities in their state. Knowing that many of the environmental contributors to disease are often preventable, policymakers are encouraged to make environmental public health a top priority.  相似文献

The 1990s have seen a dramatic shift in capital flows into the developing world. Despite pledges made at the 1992 UNCED Conference in Rio de Janeiro, official development aid has declined in real terms. At the same time, private direct investment and lending to developing countries has risen from $44 billion at the beginning of this decade to $256 billion in 1997, supporting a record economic boom in the developing world. Developing countries have become significant sources of capital, as well as hosts to transnational corporations.
Cases illustrating the negative impacts of large investments under environmentally lax conditions are contrasted with the rise of environmental screening of funds by commercial entities, such as banks, insurance companies and investors. Although the new inflows of foreign capital may have brought the spread of Western consumerism, this new economic potential has also contributed cutting-edge environmental technologies, that may assist developing countries leapfrog over the most damaging phases of industrialization.
The article discusses the role of public lending agencies, international organizations and NGOs in setting the investment climate that determines the effects of foreign capital on the natural resources base, communities and the environment. Various mechanisms for defining environmental standards are discussed, and a more active role for governments and the United Nations is advocated.  相似文献

We used a prospective design and structural equation modeling procedures to examine the processes by which people internalize the doing of new environmental behaviors. As predicted by self-determination theory (Deci & Ryan, 1985: Intrinsic Motivation and Self-determination in Human Behaviour, Plenum, New York; Deci & Ryan, 2000: Psychol. Inquiry 11, 227), participants who perceived the experimenter as autonomy-supportive evidenced greater internalized motivation regarding a set of self-selected environmental goals. Internalized motivation in turn predicted goal performance during the following week, which in turn predicted intentions to keep on striving after the study was over. Implications for the question of how to motivate people to engage in more environmentally responsible behavior are discussed.  相似文献

The Wanjiazhai Water Transfer Project, now under development by the Shanxi Province of China with World Bank assistance, is a pioneering undertaking providing massive integrated water transfer, to enable the 'parched' regions of northern China to be able to survive. The Wanjiazhai project will deliver some 1.76 million m3/day of fresh water from the Wanjiazhai Reservoir on the Yellow River, by means of a series of pumping stations tunnels, and other components, over a distance of some 285 km to the City of Taiyuan, which is the hub of one of China's major industrial zones. Due to the continuing growth of population and of associated industry and agriculture, the local water resources have become totally overutilised, although extensive recycling for industry and irrigation occurs. The current sustainability of the groundwater resources is seriously threatened, for the present water shortage is 0.43 million m3/day. In addition, because of the large production of pollutant discharges with insufficient attention to waste management, the local river has become grossly polluted. The only answer is a massive importation of water, which is the first step in the project now underway.The focus of the present paper is to examine how the overall project will incorporate essential components to ensure that the expensive imported water will be wisely utilized. To manage this problem the overall project includes a number of special components including: (i) a critical assessment of the new total water resources availability and its allocation between various users, including a pricing structure which assigns equal value to both local and imported water supplies, (ii) an optimization of use of clean technologies and of recycling by industries, as well as improved waste treatment, including the establishment of a financial revolving fund to assist in achieving these goals, (iii) a substantial strengthening of the community/regional water pollution control management operations, with adequate funding, so as to upgrade the municipal wastewater treatment system to restore the river to acceptable water quality levels and, (iv) the recharging of the groundwater basins with treated sewage effluents, plus recharging using floodwater runoff during the rainy seasons.  相似文献

For industries in which where market prices of certain inputs are not available, measuring the degree of market power by using the markup over the marginal market cost may be inappropriate. With regard to the Korean iron and steel manufacturing industry, which is subject to environmental regulations, the calculation of the price of abatement capital is hindered by a lack of relevant data. To increase the reliability of market power markups, this paper estimates the restricted cost function in which abatement capital is assumed to be quasi-fixed at an optimal level and the supply relation. The degree of market power for the industry, measured as the ratio of the estimated market power markup to the supply price, was estimated to be 0.54 on average between 1982 and 2001. The results indicate that ignoring environmental regulations can overstate the degree of market power by approximately 12%.  相似文献
