SUMMARY Currently, only 6% of the 15% of land in Afghanistan is usable and, if all the refugees were to return, problems of land ownership and adequacy of available land are inevitable. Natural forests have been severely degraded. Due to the nature of the topography and the arid climate, vast areas are subject to soil erosion. Loss of vegetation and soil humus have created ever more arid conditions. Abandoning the lands, poor reclamation schemes, overgrazing and destruction of vegetation for fuelwood have all caused desertifkation. The biological productivity of pastures has also deteriorated. This reduced productivity has affected livestock and has caused dramatic changes to the patterns of wildlife populations. Soil salinization and waterlogged lands are common. Farmland and pastures have been contaminated by landmines. Heavy concentrations of air-borne particulates and considerable amounts of transboundary pollutants from the Aral Sea have been found. Use of chemicals and the machinery of war have damaged the ecosystems. Collection of plants and animals is unregulated and has resulted in excessive removal or extermination of some species endemic to the Hindu Kush. Uprooting of some plants and dynamite fishing are increasing and a disturbing number of fauna and flora are endangered. Agriculture is traditional, and natural resources are not being used in a sustainable way. A sound environmental strategy needs to be formulated and adopted. 相似文献

This paper describes a process to develop and establish an environmental policy and its associated environmental targets, objectives, and management programmes. The environmental policy is defined in a statement which addresses the company expectations for programmes that are important to assure adequate environmental protection and define its future commitment towards preventing pollution and continuously improving the effectiveness of its environmental protection programmes. A set of environmental objectives, derived from the policy, define the overall goals which will ensure that the company's environmental performance will remain consistent with the commitment identified in its policy when its environmental management system (EMS) is implemented, Environmental targets reflect the requirements and standards that the company must strive to achieve each objective and minimize any harmful environmental impacts from its production and manufacturing processes or other activities. In addition to defining specific targets, environmental management programmes are also used to guide EMS implementation. These programmes, however, must provide the company with the necessary flexibility to select the most appropriate technologies to enhance its own processes and prudently allocate its available financial resources in areas that return the greatest overall environmental benefit.Though they are expected to allow some discretion in the allocation of resources targeted towards environmental protection, EMS programmes must also provide assurance that the corporation environmental policy, objectives, targets, and management programmes do not result in a facility failure to adhere to all of its certification requirements. This article outlines the key characteristics of sustainable housing, including environmental, economic and social dimensions. It uses these characteristics to assess housing and regeneration in Dublin since the early 1980s. While regeneration has improved some areas, there are a number of causes for concern. Barriers to achieving sustainable housing include the lack of a shared vision of sustainable housing, inadequate building regulations and non‐compliance with existing regulations, limited knowledge and expertise in green building methods, negative perceptions of higher density housing, poor quality designs, negative attitudes to social mix, an emphasis on demolition, a failure to recognize the need for social regeneration and limited resources. The article concludes that it is essential to target resources at enforcing building regulations, providing sufficient social and affordable housing as well as the social infrastructure required for sustainable communities, adequate management and maintenance, and retrofitting the unsustainable housing constructed in the past. At the 1992 United Nations Conference on Environment and Development in Rio de Janeiro, the world's national governments committed to preparing strategies to achieve sustainable development. This paper describes an evaluation framework for measuring the success of these efforts to achieve environmental goals in sustainable development. The framework evaluates two dimensions of sustainable development planning: the environmental planning system, and environmental outcomes. An application of the methodology to evaluate environmental performance in Germany illustrates that the proposed method is relatively easy to apply, transparent, and identifies the strengths and weaknesses of a country's environmental performance. 相似文献

The new “Environmental Protection Law” (abbreviated as NEPL) holds milestone significance for the construction of China's ecological legal system. However, evidence regarding the impact of NEPL on sustainable environmental strategy (abbreviated as SES) still lacks empirical analysis. This study aims to examine the mechanisms and boundary conditions through which the NEPL influences SES. Utilizing a difference-in-differences approach, an empirical analysis is conducted on the data of listed companies on the Shanghai and Shenzhen A-shares from 2008 to 2021. The findings are as follows: (1) NEPL has significantly promoted both the substantive environmental strategy (abbreviated as SUB) and symbolic environmental strategy (abbreviated as SYM) of heavily polluting enterprises. Compared with SYM, the impact of NEPL on SUB is more significant. (2) Analyst coverage plays a significantly positive moderating role in the relationship between NEPL and SUB, while managerial myopia plays a significantly positive moderating role in the relationship between NEPL and SYM. (3) Environmental legitimacy pressure exerts a mediating effect on the relationship between NEPL and SES. The research findings enrich existing theories related to strategic choice and environmental policy under government intervention and provide policy recommendations for enterprises to achieve sustainable development in the context of NEPL. 相似文献

Abstract: We argue that two problems weaken the claims of those who link corruption and the exploitation of natural resources. The first is conceptual and the second is methodological. Studies that use national-level indicators of corruption fail to note that corruption comes in many forms, at multiple levels, that may affect resource use quite differently: negatively, positively, or not at all. Without a clear causal model of the mechanism by which corruption affects resources, one should treat with caution any estimated relationship between corruption and the state of natural resources. Simple, atheoretical models linking corruption measures and natural resource use typically do not account for other important control variables pivotal to the relationship between humans and natural resources. By way of illustration of these two general concerns, we used statistical methods to demonstrate that the findings of a recent, well-known study that posits a link between corruption and decreases in forests and elephants are not robust to simple conceptual and methodological refinements. In particular, once we controlled for a few plausible anthropogenic and biophysical conditioning factors, estimated the effects in changes rather than levels so as not to confound cross-sectional and longitudinal variation, and incorporated additional observations from the same data sources, corruption levels no longer had any explanatory power. 相似文献

Environmental concern is a precursor to behavioural change. This article draws upon data from two surveys conducted in 2000 and 2008 to examine the development of environmental concern in Hong Kong and its major determinants. It finds that Hong Kong people have consistently shown a high level of environmental concern in terms of both their perception of the seriousness of environmental problems and their assessment of how these problems will develop in the future. In line with previous findings, our study confirms that environmental concern is affected by a combination of positional, individual and institutional factors, including gender, education, pro‐environmental beliefs, especially concern for environmental damage, and the government's performance in environmental protection. Among these factors, government performance is shown to be of crucial importance. Implications for sustainable development are highlighted. Management of Kruger National Park (KNP) has recently made considerable progress in developing new policies to address biodiversity conservation and management challenges. These include tourism, water provision and elephant management policies. This study examines the integration of these three policies with regard to biodiversity conservation and management. Findings indicate that in their current fragmented form, the three policies actually undermine opportunities for effective biodiversity conservation and management in the KNP. This can be reversed by adopting a new management approach based on an environmental matrix organizational framework. Such a framework provides a mechanism for integrated policymaking and implementation and for improving biodiversity conservation and management in the KNP. The study concludes that an integrated approach is necessary due to the interlinkages between policies that affect biodiversity conservation at the KNP. 相似文献

1999年12月至2000年11月,对华中科技大学华瑜池的原生动物群落进行了研究,共检出原生动物125种,其中植鞭毛虫19种,动鞭毛虫28种,纤毛虫64种,肉足虫14种,对原生动物群落结构和功能的研究表明:1)自然条件下,PFU原生动物群落的种类组成数及原生动物群落的群集速度相对稳定;2)自然条件下,PFU原生动物群落结构和功能不受季节变化的影响;3)当PFU原和动物群落受到外界胁迫时,不管这种胁迫来自物化因素或是生物因素,其群落结构和功能都会发生破坏性变化;4)用PFU法进行原生动物群落生态学和毒理学研究,所得的结构参数及功能参数能反映客观状况,具有环境现实意义。 相似文献

This paper explores a sustainability divide in urban environmental protection in China with its 72 Model Cities, 113 key cities, and 43 most polluted cities. It investigates factors that help understand such a divide, the applicability of the environmental Kuznets curve (EKC), and policies for sustainable urban development. Geographic information systems (GIS) and statistical analyses used data derived from documents, statistical records, publications, on‐site inspections and field research. The key cities were divided into seven groups based on eight environmental indicators. The research found a sustainability gap between eastern and western cities, or between Model Cities and other key cities. Oddly, environmental spending was not found to be an explanation. The paper argues that sustainability studies needs to move beyond the EKC to consider the role of nature. Chinese policy makers should not use the Model Cities to support the ‘grow first and clean up later’ approach. Instead they should promote sustainability in all parts of China. The UK government has established an agenda for ‘greening’ government activity and, as it accounts for approximately 40% of all UK construction procurement, is actively encouraging sustainability initiatives in this particular sector. However, there have been criticisms of its approach. The UK government anticipates investing approximately £3 billion in the social housing sector over the next three years and, as a prelude to this, has asked the Housing Corporation to promote a raft of sustainable development initiatives. This paper draws on two tranches of data in order to examine the impact of the UK government's sustainability policy on the way the public sector procures housing construction. The first of these is the sustainability improvement targets from 143 public sector housing associations. The evidence from this first tranche of data suggests that sustainability is currently seen as a low priority and that government initiatives have yet to make a significant impact. The second tranche of data uses comments from housing association development managers to examine the reasons for this apparent lack of impact. This focuses on their views and opinions of sustainability as an issue in social housing development and enables inferences to be made about their attitudes to this issue. There has been criticism about the lack of progress so far seen and the results in this paper suggest that this criticism is justified. Spatial information and geographical information systems (GISs) are widely used in ecosystem service research, but both the information and the methods need to be properly understood in order to make coherent analyses. We discuss the practical challenges of incorporating spatial data to ecosystem service assessment in an agricultural landscape and apply the ecosystem service cascade model to put different data into context. We review the prerequisites and practices for successful ‘ecosystem service GIS’ and provide a structured view of the information and data needed in the assessment of ecosystem services at a regional scale. Due to the heterogeneity of the spatial data, the regional characteristics should be considered in environmental decision-making through ethnographic research on local expertise to make optimal choices in using spatial information. 相似文献

This paper investigates the sustainability initiatives of the accounting profession in support of sustainable development. This is important because the post‐Rio sustainability agenda involves the role of accounting in directing corporate behaviour; however, a review of critical literature indicates censure of accounting as being apathetic to society and environment. To see whether this criticism still holds, using a desktop research approach, the paper proceeds to investigate the sustainability initiatives contained in the web portals of selected accounting bodies. Findings indicate appreciable levels of initiatives to sustainable development; however, lack of standards, regulations and uniform accounting schemes still poses a challenge such that contemporary sustainability accounting appears more like a weak approximation of the triple bottom line. It concludes that accounting requires a more pragmatic response to sustainable development, as this would facilitate government and institutional policies towards sustainability, and recommends that vital aspects of response should include carbon accounting standards, regulated sustainability accounting and the formation of ‘engineering accounting’ in order to address the challenges of climate change and carbon trading. The current study attempts to understand the relationships among Environmental Quality (EQ), Human Development (HD) and political and governance regimes in a cross‐country framework through secondary data analysis. The underlying hypothesis is that in addition to income, as reflected from the literature on the Environmental Kuznets Curve hypothesis, several other factors, including socioeconomic (e.g. human development and corruption) and sociopolitical (e.g. ability to exercise democratic rights) factors, may influence environmental policy‐making, and thereby environmental sustainability, in a country. The EQ (i.e. environmental sustainability) of the countries in the current study is denoted by their Environmental Performance Index (2008). Human development is represented by Human Development Index (2007). Democracy Index (2008) and Corruption Perceptions Index (2008) are considered as proxies for political transparency in a country and its susceptibility to rent‐seeking activities, respectively. The cross‐country empirical findings confirm the closer association between the socioeconomic and sociopolitical factors and sustainable development.
