Dr. Earl J. “Jay” Baker is an Associate Professor in the Department of Geography and Director of the Environmental Hazards Center at Florida State University. He has conducted extensive research on hurricane evacuation problems and also has studied growth management, policy evaluation, and storm recovery issues in hurricane-prone areas. By 2050, global livestock production is expected to double—growing faster than any other agricultural sub-sector—with most of this increase taking place in the developing world. As the United Nation’s four-hundred-page report, Livestock’s Long Shadow: Environmental Issues and Options, documents, livestock production is now one of three most significant contributors to environmental problems, leading to increased greenhouse gas emissions, land degradation, water pollution, and increased health problems. The paper draws on the UN report as well as a flurry of other recently published studies in order to demonstrate the effect of intensive livestock production on global warming and on people’s health. The paper’s goal is to outline the problems caused by intensive livestock farming and analyze a number of possible solutions, including legislative changes and stricter regulations, community mobilizing, and consumers choosing to decrease their demand for animal products.  相似文献

Federal land management agencies, such as the USDA Forest Service, have expanded the role of recreation partners reflecting constrained growth in appropriations and broader societal trends towards civic environmental governance. Partnerships with individual volunteers, service groups, commercial outfitters, and other government agencies provide the USDA Forest Service with the resources necessary to complete projects and meet goals under fiscal constraints. Existing partnership typologies typically focus on collaborative or strategic alliances and highlight organizational dimensions (e.g., structure and process) defined by researchers. This paper presents a partner typology constructed from USDA Forest Service partnership practitioners’ conceptualizations of 35 common partner types. Multidimensional scaling of data from unconstrained pile sorts identified 3 distinct cultural dimensions of recreation partners—specifically, partnership character, partner impact, and partner motivations—that represent institutional, individual, and socio-cultural cognitive domains. A hierarchical agglomerative cluster analysis provides further insight into the various domains of agency personnel’s conceptualizations. While three dimensions with high reliability (RSQ = 0.83) and corresponding hierarchical clusters illustrate commonality between agency personnel’s partnership suppositions, this study also reveals variance in personnel’s familiarity and affinity for specific partnership types. This real-world perspective on partner types highlights that agency practitioners not only make strategic choices when selecting and cultivating partnerships to accomplish critical task, but also elect to work with partners for the primary purpose of providing public service and fostering land stewardship.  相似文献

Summary Expatriate consultants are employed in developing countries to perform assessments of the consequences to natural resources and the environment of projects for economic development. Eventually (and as soon as possible) the developing countries must be able to do their own assessments and provide continual guidance to economic planning and management. The presence of foreign experts offers an opportunity to transfer technology and skills during the course of consultancies. A training component can be added with appropriate additional compensation. Some of the barriers to successful training are identified and explored. Careful planning by lenders, host country governments, consultants and trainers will be necessary to realize this potential for building and strengthening indigenous capabilities to wisely exploit and sustain the renewable natural resource base. Previously worked for the Ford Foundation in Indonesia as agriculture programme economist where his main research interests were food policy analysis and natural resource management. Earthworms’ body works as a ‘biofilter’ and they have been found to remove the 5 days’ BOD (BOD5) by over 90%, COD by 80–90%, total dissolved solids (TDS) by 90–92%, and the total suspended solids (TSS) by 90–95% from wastewater by the general mechanism of ‘ingestion’ and biodegradation of organic wastes, heavy metals, and solids from wastewater and also by their ‘absorption’ through body walls. Earthworms increase the hydraulic conductivity and natural aeration by granulating the clay particles. They also grind the silt and sand particles, increasing the total specific surface area, which enhances the ability to ‘adsorb’ the organics and inorganic from the wastewater. Intensification of soil processes and aeration by the earthworms enable the soil stabilization and filtration system to become effective and smaller in size. Suspended solids are trapped on top of the vermifilter and processed by earthworms and fed to the soil microbes immobilized in the vermifilter. There is no sludge formation in the process which requires additional expenditure on landfill disposal. This is also an odor-free process and the resulting vermifiltered water is clean and disinfected enough to be reused for farm irrigation and in parks and gardens G. Summary The growth in the application of computers is one of the major developments of the last half of the 20th Century. There have already been substantial changes in society because of the computer, but even greater changes lie ahead. This paper defines some of the characteristics and applications of computers, as well as some of their limitations. It closes with comments on the implications of the development of ‘a new class of illiterates’—those who are unfamiliar with or even afraid of the computer as an aid in measurement, analysis, record keeping, communication and education. Robert C. Baron has over 25 years experience in the computer industry, as an engineer and as an executive. He was program manager for the Mariner II (Venus) and the Mariner IV (Mars) on board space computers. He was worldwide systems manager for Honeywell's minicomputer business. In 1972, he founded Prime Computer and was its first president. He is currently working as a writer, lecturer and consultant on the development and application of computer and communication technology. Mr. Baron is the author or contributor to six books and has written over 40 papers and speeches.  相似文献

This article describes the history of the Coachella Valley Multiple Species Habitat Conservation Plan (CVMSHCP), in the Riverside County region of Southern California. When this collaborative biodiversity conservation planning process began, in 1994, local participants and supporters had numerous factors working in their favor. Yet, as of April 2007, nearly 13 years had passed without an approved plan. This is a common problem. Many multiple species habitat conservation plans now take more than a decade to complete, and the long duration of these processes often results in negative consequences. The CVMSHCP process became bogged down—despite strong scientific input and many political advantages—due to problematic relationships between the Plan’s local supporters, its municipal signatory parties, and officials from the state and federal wildlife agencies, particularly the regional office of the US Fish and Wildlife Service. This case study demonstrates the crucial importance of institutional structures and relationships, process management, and timeliness in habitat conservation planning. We conclude by offering several related recommendations for future HCP processes.  相似文献

The water policy of the United States of America has evolved over many years from an uncoordinated and often narrowly focused collection of legislative and administrative actions. Unfortunately, these elements are frequently in conflict, with the result that efforts to assure adequate water supplies for the future are ineffective. This article critically reviews the evolution of urban environmental management in Shanghai since 1978. Established in a transitional postsocialist economy and shaped by a spectacular urban redevelopment process, the current environmental management framework of Shanghai has succeeded in mitigating major industrial pollution and improving urban amenities with unprecedented pace and magnitude. However, it generally failed to take social equity and environmental justice issues into consideration. Based on Haughton’s models of sustainable urban development, this article proposes four priorities and five principles within the framework of a fair shares cities model for the future environmental management of Shanghai and briefly discusses their policy implications and implementation issues. The authors argue that Haughton’s approach is relevant to Shanghai’s case because the essence of his argument—the multidimensional equity principles—is the core of the concept of sustainable development.  相似文献

Summary The problems of man’s increasing abuse and misuse of his environment are multiplying in direct proportion to the increase in the human population. This is particularly true of much of the Third World, where often a low level of literacy is accompanied by a steadily growing birthrate. Small island habitats, because of their long geological separation from the large land masses frequently have flora and fauna that are unique but the pressures on their environment are considerably greater. In the struggle to compete in an increasingly mechanised and industrial world they are forced to devastate the natural habitat of many of their indigenous species in order to obtain agricultural land, building materials and fuel. While wooing the tourist market on the one hand with the beauty of their beaches, they are at the same time removing the sand wholesale for construction purposes. If the people themselves are to survive, industrial growth is quite obviously essential. Because the practices that at present place the environment under threat are, in many cases, vital to the individual’s ability to support himself, reasonable alternatives must be offered before they can be effectively controlled. Ms Maria Grech came to Saint Lucia originally in 1961 and spent almost eighteen years in the restaurant business. When she sold out in 1979 she decided to devote more time to writing and specifically to writing about the island which had become her home. For two years now she has written and illustrated a monthly conservation news-sheet that is distributed throughout the schools here by the local Forestry Division. In November 1981 the paper—Bush Talk—was awarded a prize for creative journalism and funding is now being sought to have it published in book form. She is an executive member of the Saint Lucia Naturalists’ Society and is currently compiling their first year book. She has also been a regular contributor to the Caribbean Conservation News.  相似文献

This paper investigates local recognition of the link between incentive-based program (IBP) benefits and conservation, and how perceptions of benefits and linkage influence attitudes in communities surrounding Chitwan National Park, Nepal. A survey of 189 households conducted between October and December 2004 examined local residents’ perceived benefits, their attitudes toward park management, and perception of linkages between conservation and livelihoods. Linkage perceptions were measured by a scale compared with a respondent’s recognition of benefits to determine whether IBPs establish a connection between benefits and livelihoods. An attitude scale was also created to compare attitudes toward park management with perceptions of benefits and linkage to determine if IBPs led to positive attitudes, and if the recognition of a direct tie between livelihoods and natural resources made attitudes more favorable. Research results indicate that as acknowledgement of benefit increases, so does the perception of linkage between the resource and livelihoods. Similarly, when perceived benefit increases, so too does attitude towards management. Positive attitude towards park management is influenced more by perception of livelihood dependence on resources than on benefits received from the park. However, overwhelming positive support voiced for conservation did not coincide with conduct. In spite of the positive attitudes and high perception of linkage, people did not necessarily behave in a way compatible with conservation. This suggests that while benefits alone can lead to positive attitudes, without clear linkages to conservation, the IBP may lose persuasion when alternative options—conflicting with conservation objectives—arise promising to provide greater economic benefit.  相似文献

South Korea’s Civilian Control Zone (CCZ), a relatively untouched area due to tight military oversight since the end of Korean War, has received considerable attention nationally and internationally for its rich biodiversity. However, the exclusion of local communities from the process of defining problems and goals and of setting priorities for biodiversity conservation has halted a series of biodiversity conservation efforts. Through qualitative research, we explored CCZ farmers’ views of key problems and issues and also the sources of their opposition to the government-initiated conservation approaches. Key findings include the farmers’ concerns about the impact of conservation restrictions on their access to necessary resources needed to farm, wildlife impacts on the value of rice and other agricultural goods they produce, and farmers’ strong distrust of government, the military, and planners, based on their experiences with past conservation processes. The findings regarding farmers’ perceptions should prove useful for the design of future participatory planning processes for biodiversity conservation in the CCZ. This case highlights how conservative measures, perceived to be imposed from above—however scientifically valuable—can be undermined and suggests the value that must be placed on communication among planners and stakeholders.  相似文献

This article examines one MPA—the Gulf of Mannar National Park and Biosphere Reserve—located in southern India, and four types of social conflict that have surrounded its establishment. Taking the strength of wellbeing aspirations as point of departure, we focus on two themes: the implications of MPA embeddedness in wider societal systems, and the consequences of natural and social variety for governance. We conclude first of all that conflict resolution depends on MPA authorities’ willingness to engage with the interferences that emerge from outside the MPA area. Secondly, we point out the varying wellbeing aspirations of the population and the need to develop governance partnerships. The latter are argued to contribute to more balanced decision making, as well as to a greater appreciation among the target population of the ‘fairness’ of MPA policy.  相似文献

Summary This article outlines the historical background of the Forest of Dean in Gloucestershire and the Acts of Parliament which have affected its landscape character. Problems relating to the present situation are discussed. These include rights of access, common rights, sales of public land, intrusion of industry, open cast mining and tourism. The suggestion is put forward that there should be a new Act of Parliament establishing a Dean Forest Authority which would be an autonomous estate management body with an executive committee drawn from the many interests in the district. The Forestry Commission, which is at present responsible for management, with its main concern that of commercial tree growing, is not considered to be sufficiently sympathetic to local needs. The author originally intended reading for a Forestry degree at Oxford, but eventually took a degree in Botany at that University (1957). For some time he was Biology teacher at King Edward VI's School, Norwich, and Head of Science at the Blyth School, Norwich. Since establishing the Centre for Environmental Studies for the Gloucestershire Education Authority in the Forest of Dean in 1969 he has become closely involved with a number of conservation organisations in Gloucestershire. He was for a time chairman of the Dean branch of the Council for the Protection of Rural England and the North Dean Reserves Committee of the Gloucestershire Trust for Nature Conservation. Besides writing the occasional paper on field studies and local history he writes a ‘Conservation Piece’ monthly for the local papers. He has been an outspoken critic on a number of local issues on radio, television and in local inquiries.  相似文献

70年的中国环境立法,总体上分为三个阶段,即起步阶段、发展阶段和进入生态文明新阶段。起步阶段是从1949年10月新中国成立到1978年底党的十一届三中全会召开之前,发展阶段是从1979年到2012年党的十八大召开之前,进入生态文明新阶段是从2012年11月党的十八大召开至今。历史表明,在毛泽东主席和周恩来总理等老一辈党和国家领导人的关心和有关部门的共同努力下,我国的环境立法在新中国成立后已经提到工作日程,并取得一定成绩。党的十八大以来我国的环境法制建设取得历史性进步。在充分肯定成就的基础上,通过反思,发现我国环境立法依然存在立法质量不高、立法体制机制不够合理、实施效果不理想等问题。为此,应当根据习近平生态文明思想和党的十九大、十九届四中全会精神,明确新时代环境立法的指导思想和原则,加快环境法律的立改废释工作,切实提高环境立法质量,补齐生态保护立法的短板,积极推进相关法律的生态化,加强配套环境法规和规章的制定,加快健全完善生态环境保护法律体系,实现环境治理体系与治理能力的现代化。  相似文献

Key aspects of environmental management exist within a legislative framework. The Rivers and Foreshores Improvement Act 1948 (NSW) and several Regional Environmental Plans created under the Environmental Planning and Assessment Act 1979 (NSW) make reference to ‘the top of the bank’ for defining areas of protected land adjacent to rivers, within which development consent may be required. It is an arbitrary term and its use within the Rivers and Foreshores Improvement Act 1948 (NSW) leads to confusion. This paper examines the range of definitions of ‘the top of the bank’ in respect of natural watercourses and aims to provide a more lucid and effective definition that will clarify existing ambiguities in legal interpretation. The paper examines the historical origins of the phrase ‘top of the bank’, finding that stereotyped Eurocentric views of what a river ‘should look like’ have impaired the legal definition for Australian rivers, thereby influencing common law and the development of statutory definitions. Judicial applications of the phrase ‘top of the bank’ are examined from a geomorphological perspective, demonstrating the misconceptions of the term in a legal context. The paper identifies the existence of widespread support for the need to protect land adjacent to rivers in the interests of environmental, economic and social sustainability. It concludes by calling for legislative reform that is both tailored to the individual site and consistent with overarching goals at the catchment scale.  相似文献

The Kew lecture provides a major contribution to contemporary environmental views. The Hon. Timothy E. Wirth is US Under Secretary of State for Global Affairs and he is responsible within the US State Department for overseeing environment, population, human rights, refugee, narcotics and related programmes. He was elected to the US Senate from Colorado in 1986 and served until 1993 when he chose not to run for re-election. He was, previously, a Congressman for 12 years and was voted one of the 25 most effective Members of Congress. In 1992, he served as national co-chair of the Clinton – Gore presidential campaign. The lecture was delivered at the Royal Botanic Gardens, Kew, London, on 15 September 1997.  相似文献

Regulatory bodies tend to treat people’s emotional responses towards foods as a nuisance for rational opinion-formation and decision-making. This position is thought to be supported by such evidence as: (1) people showing negative emotional responses to the idea of eating meat products from vaccinated livestock; and (2) people showing positive emotional responses to Magnum’s “7 sins” marketing campaign. Such cases are thought to support the idea that regulatory communication about foods should abstract from people’s emotional perceptions and that corporate marketing of foods should show restraint in capitalizing upon these weaknesses of the heart. This paper, on the contrary, argues that people’s emotional perceptions of foods represent valuable sources of knowledge. This argument is developed by making the dominant reception of people’s emotions intelligible by tracing its roots through the history of the Platonic paradigm. Although this paradigm has dominated the philosophical and psychological debate about emotions, the idea that emotions are sources of knowledge has recently gained force. This paper also traces the historical roots of the alternative Aristotelian paradigm. The cases of meat products from vaccinated livestock and Magnum’s 7 sins serve to illustrate this controversy. The paper concludes by showing that a neo-Platonic emphasis on the irrationality of emotions does not contribute to a fruitful discussion about implications of people’s perceptions for agricultural and food politics, whereas a neo-Aristotelian account of rational emotions could enable regulatory bodies to engage people in a fruitful process of opinion-formation and decision-making about food production and consumption.
