The assumptions and empirical evidence linking climate change adaptation to development cooperation have led to the emergence of a range of climate change adaptation tools aiming at improving the quality of development cooperation initiatives in times of global change. In order to assess the quality of these tools, we develop an analytic framework to critically assess the social learning and sustainable development outcomes of climate change adaptation tools. The analytic framework defines project objectives, participation typology, participation tools, participation stages, scenarios development, modelling exercises, stakeholder analysis and risk communication strategies that support quality participation outcomes.  相似文献

There is a growing consensus among researchers that social aspects and the involvement of local communities play a critical role in public decision-making processes in the coastal zone. Social capital is a parameter which has recently gained significant attention in this context. It is regarded that it has a significant influence on the adaptation capacity of local communities to climate change impacts. The present paper aims to contribute to this field through an examination of citizens’ perceptions of three coastal zone management policies (hold the line, managed realignment and no active intervention) along with the influence of social capital on the level of social acceptability for these proposed policy options. For this purpose, a quantitative empirical study was conducted for the first time in five coastal areas of Greece that are regarded as high flood-risk areas due to sea-level rise. Respondents demonstrated that they are willing to accept changes in their social and natural environments in order to confront sea-level rise and are more positive towards the managed realignment option, as long as this is accompanied by financial compensation for those whose properties will be affected. Regarding the influence of social capital, through the results of an ordinal regression, it was observed that institutional and social trust influence positively citizens’ level of agreement for the managed realignment policy. Furthermore, respondents who believe that a sense of reciprocity exists in their community are also more willing to accept active intervention policies.  相似文献

Few other policy zones are as complex as the issue of climate change.If the more pessimistic projections of climate change doom are correct,then the failure to address the issue is likely to be catastrophic and irreversible.The Inter-governmental Panel on Climate Change has predicted the potential extinction of many species and that the existence of small-island and other vulnerable countries will be threatened if business-as-usual greenhouse gas emissions continue.Climate change is a transboundary problem and requires unprecedented levels of cooperation between states and serious and sustained responses from major emitters.However,the growing demand and consumption of natural resources for continued energy security and cornucopian economic growth have undermined the outcomes of international climate change negotiations.It is argued here that there is a strong connection between the major emitters’positions at United Nations’climate talks,their possessions,dependence and consumption of natural resources,and the continued undermining of international climate change policy for unsustainable growth.This paper assesses the resource politics of the US,China,India,Canada,Russia,and Saudi Arabia and their positions at climate talks to show the link between lack of climate change policy progress and the positions of these main players.  相似文献

Projected climate change over Turkey has been analyzed by using the reference (1961–1990) and future (2071–2100) climate simulations produced by ICTP-RegCM3. Since examining Turkey as a single region could be misleading due to the existence of complex topography and different climatic regions, Turkey has been separated into seven climatic regions to evaluate the surface temperature and precipitation changes. Comparison of the reference simulation with observations was made spatially by using a monthly gridded data set and area-averaged surface data compiled from 114 meteorological stations for each climatic region of Turkey. In the future simulation, warming over Turkey’s climatic regions is in the range of 2–5 °C. Summer warming over western regions of Turkey is 3 °C higher than the winter warming. During winter, in the future simulation, precipitation decreases very significantly over southeastern Turkey (24 %), which covers most of the upstream of Euphrates and Tigris river basin. This projected decrease could be a major source of concern for Turkey and the neighboring countries. Our results indicate that a significant increase (48 %) in the autumn season precipitation is simulated over southeastern Turkey, which may help to offset the winter deficit and therefore reduce the net change during the annual cycle.  相似文献

Water resources in Australia are sensitive to changes in rainfall. Ongoing droughts in south-west and south-east Australia are stressing water resources in the major cities and in agricultural regions. Climate change scenarios for Australia include reasonable prospects of long-term drying, which would exacerbate these issues. Because the affluent West has largely tamed the natural and the social domains, popular clamor for government to anticipate, prevent, and redress disaster increases. The good governance of institutions and regimes requires accountability suited to the particular context of each institution and regime. The paper examines the nature of accountability in climate change governance using the Caribbean region as a case study. In doing so, the paper makes two original contributions. First, using insights from the environmental governance literature, it presents a conceptual framework that categorises the types (levels, relationships and mechanisms) of accountability in governance that can be used to test accountability. The accountability framework comprises two levels (internal/external accountability); four relationships (normative, relational, decision and behavioural); and four mechanisms or processes through which accountability can be exercised (certification, monitoring, participation by stakeholders in the overseeing of projects and self-reporting). Second, through an analysis of survey and interview responses from Caribbean climate change experts, it reports on the nature of accountability in climate change governance in the context of Caribbean Small Island Developing States. To do this, first it identifies the actors involved in Caribbean climate governance at the regional and national scales. Then, using the framework, it examines which levels, relationships and processes exist within and between climate governance regional institutions, international partners, government agencies, non-governmental organisations and the private sector for climate change adaptation and mitigation efforts. The paper draws two main conclusions: first, generally actors valued accountability as a good governance norm. Secondly, limited resources and the perception that using the accountability mechanisms will retard policy implementation led to low levels of accountability in practice. Finally, the study examined how accountability can be enhanced in the climate change sector by ensuring that each of the elements of the framework is operationalised for both state and non-state climate change projects.  相似文献

Climate change strongly affected the structure and functions of natural ecosystems,e.g.the vegetation productivity decreased in the Northeast permafrost region due to the higher temperature and less precipitation,whereas in the Tibetan Plateau,the vegetation productivity increased,owing to the improved thermal resource.Climate change led to reduced precipitation in North and Northeast China and thus the reduced surface runoff.The public needs for energy were changed because of climate change,e.g.the shorter heating period in winter.Climate change profoundly influenced human health,pathophoresis and major projects by increasing extreme events,including frequency and magnitude,and causing more serious water shortage.Under the background of climate change,although the improved thermal resources can be helpful for extending the crop growth period,more extreme events may resulted in more instability in agricultural productivity.Not only did climate change indirectly affect the secondary and tertiary industries through the impacts on agriculture and natural resources,but also climate change mitigation measures,such as carbon tax,tariff and trading,had extensive and profound influences on the socioeconomic system.Further analysis indicated that the impact of climate change presented significant regional differences.The impact had its pros and cons,while the advantages outweighed the disadvantages.Based on the above analysis on the impacts of climate change,we put forward suggestions on coping with climate change.First,scientifically dealing with climate change will need to seek advantages while avoiding the disadvantages of climate change in order to achieve the orderly adaptation to climate change,which is characterized with"Overall best,long-term benefit."Second,quantitative adaptation should be given more attention,e.g.proposing operational schemes and predictable goals and using uncertainty analysis on adaptation measures.Third,more active coping strategy should be adopted to enhance China's future comprehensive competitiveness.The strategies include but are not limited to gradually adjusting the industrial structure,intensifying the research and development(RD)of emission reduction technology and actively responding to the influence of carbon tax,tariff and trading on socioeconomic development in China.  相似文献

《巴黎协定》为全球应对气候变化确立了"自下而上"的治理路径,有助于增强各类行为体的参与动力,而后续的巴黎进程更适用于建立以跨国气候伙伴关系为代表的治理模式。在这一模式下,主要施动者是地方政府和包括气候NGO、市民社会在内的非国家行为体。他们不仅在议程设定、透明度、监督执行和代表利益攸关方等方面具有不可替代的作用,而且还具有擅长短期本土化项目管理等优势。本文从国际关系的跨国行为体视角出发,对这类伙伴关系的兴起及其合法性、有效性进行分析,所获得的基本结论为:(1)各国达成《巴黎协定》的内在逻辑有助于跨国伙伴关系发挥作用;(2)当前跨国气候伙伴关系参与全球气候治理的路径呈现不断制度化的趋势;(3)跨国伙伴关系治理的合法性和有效性具有一定特殊性;(4)非国家行为体在参与治理的过程中逐渐交叉,更易形成联盟且相关的观念外溢也更为便利。这一新兴治理关系对中国的启示包括:(1)重新审视非国家行为体在全球气候治理中的作用;(2)评估一些具有重大影响力的跨国伙伴关系,并适当鼓励国内相关机构和组织参与全球进程;(3)在国内层面,以渐进的方式,有针对性地参与、建立一些跨国气候伙伴关系,有助于提升中国的城市与地方政府的气候治理能力;(4)在国际合作中,利用非国家行为体的优势推动中国所提出的南南气候合作倡议及相关项目的落实,进一步提升中国气候治理的话语权,并弥补资金、技术及能力建设上的不足。  相似文献

Climate change poses serious challenges for populations whose livelihoods depend principally on natural resources. Given the increases in extreme weather events projected to adversely affect the arid and semi-arid regions of Iran, adaptation of the agricultural sector is imperative. Few studies have addressed the farmers’ adaptation in Iran, and little is known about ongoing adaptation strategies in use. Adopting principal component analysis/fuzzy logic-based method, this paper considers the agricultural adaptation to climate variability. A survey of 255 farmers of Fars Province, selected through a multistage stratified random sampling method, revealed different levels of adaptation, specifically the low, moderate and high, which are principally distinguished by various degrees of sensitivity and adaptive capacity. The study also identified the main adaptation strategies used by farmers in response to climate-related shocks. Results indicated that although a large percentage of farmers make some adjustments to their farming practices, there are significant differences in choice of adaptation strategies by the adaptation categories. Some conclusions and recommendations are offered to increase the adaptive capacity of farmers and reduce negative impacts of climate variability and change.  相似文献

Adverse consequences to the ecological system and human health caused by impacts potentially attributable to climate change have already drawn great and widespread concern of many scientists and international organizations. However, we still have a hard time determining exactly the impact of climate change on the environment or the damage that climate change inflicts on countries comprising small islands or low-lying lands in light of today’s science and technology. The progress for dealing with the issue of loss and damage has been struggling for a long time from the beginning to the present. In this paper, the author begins by summarizing talks on the concept and the positions of commentators. The author is proposing that the development of future climate negotiations and rule-making process be based on global climate justice as a standard for measuring value. Also, the author proposes that a holistic view of climate justice be established. Generally, three aspects of climate justice can be derived. First, the dimension of human rights protection shows that protection of fundamental human rights is a logical precondition if small-island and low-lying countries are able to achieve climate justice. Second, the definite and traditional concepts of distributive justice and corrective justice hold the view that the principle of common but differentiated responsibilities should be upheld as a basic standard of allocating rights and duties associated with climate change. Third, climate justice requires that any state follow the “no-harm principle,” which is regarded as an international customary rule. According to the principle, the obligation of states to prevent the use of their territory for causing trans-boundary harm to the environment shall be a violation of state responsibility, which incurs international punishment. Then we put forward three remedial approaches in light of climate justice, including the approach of State Responsibility (SR) based on the principles and rules of international human rights law and international environmental law. Based on clear rules, the judge can determine whether the damaging behavior or the damage perpetrated by a state party constitutes a state responsibility. The International Environmental Regulation (IEB), which means solving the problems within the framework established by the Conventions on Climate Change, takes advantage of the market mechanisms and incentives such as fund and insurance support system to relieve or compensate the loss and damage. International Environmental Dispute Settlement Mechanism (IEDSM), which includes the means such as consultations, negotiations, nonmandatory ways and international arbitration, international judicial ways to solve these disputes, functions as a procedural safeguard. As an active promoter of global climate governance, China should no doubt stand by the principle of Common But Differentiated Responsibility (CBDR) and take it as a basis for negotiations, actively strengthen the work of South-South cooperation, fulfill her international climate commitments without reservation, vigorously develop a low-carbon economy, and actively promote international negotiations on the subject of loss and damage.  相似文献

Climate, farmers’ actions and previous cultivation history influence regional crop yields and drive autonomous adaptation in time. Proceeding climate change will induce needs for various adaptation measures in the future, especially in the northern regions. We investigated how farms take advantage of novel opportunities in Finland as dictated by the biophysical environment, farmer experience and knowledge, and the dynamics of the socioeconomic environment. Using Finland as a case, we aimed to characterize the relation of regional climate and yield development of the four major cereal crops since 1965 and of spring rape since 1978. Yields in the northernmost regions were most responsive to growing season temperature sum and precipitation. However, yield levels in southern relative to northern and eastern areas have polarized through the period, which might be an indication of a socioeconomic rather than a climate-related response. As socioeconomic factors can be more deterministic for targeting autonomous adaptation on farms, regionally planned proactive adaptation strategies are needed to prepare for long-term changes such as the climate change.  相似文献

Australian agriculture has operated successfully in one of the world’s most hostile environments for two centuries. However, climate change is posing serious challenges to its ongoing success. Determining what might constitute dangerous climate change for Australian agriculture is not an easy task, as most climate-related risks are associated with changes in the highly uncertain hydrological cycle rather than directly to more predictable changes in temperature. In addition, the adaptive capacity of Australian producers is generally high, as they have had to cope with a highly variable climate in which periodic, severe droughts are the norm. As the underlying global trends in climate interact with the continent’s patterns of natural variability, producers can generally deal with gradual changes in climate but are most concerned about high rates of change in regional and local climates and with abrupt, unexpected shifts in climate patterns. Perhaps the best indicator of dangerous climate change for Australian agriculture is the persistence, or not, of the drying trends in many of the Country’s most productive regions and the strength of the linkage between these trends and global climate change.  相似文献
