The classical model of a paradigm shift is used to explore changes that are occurring in public lands and water resources management. Recent policy developments suggest that the traditional paradigm, which is characterized by sustained yield, is in the process of being invalidated. While no new paradigm has been fully accepted, the emerging paradigm does appear to be based on two principles: ecosystem management and collaborative decision making. Implementation of these two principles is likely to require extensive revision of traditional management practices and institutions. Failure to address these issues could result in adoption of the rhetoric of change without any lasting shift in management practices or professional attitudes.  相似文献

Considerable attention is now being given to the role and importance of education and learning implications of participatory resource and environmental governance. The contention is that such learning has the potential to transform behaviour, and in the case of resource management, may help change current patterns in resource use towards a more sustainable social-ecological system. Our purpose is to establish the opportunities for learning afforded to those participating in local level resource management committees in two Cambodian fishing communities and consider the learning outcomes from such opportunities. Our approach was qualitative and used a case study design. The findings establish a wide range of committee resource management activities that resulted in both instrumental (e.g., learning about administrative procedures) and communicative (e.g., insights into the need to conserve mangroves) learning. It was revealed that such learning can lead to changes in behaviour at the community level (e.g., managing local waste). Our findings also indicated a number of motivators and enablers of learning such as opportunities for dialogue, leadership and the presence of declining resources.  相似文献

This paper examines community based participatory research from the viewpoint of the author, a doctoral student seeking to understand the concepts and framework of successful participatory research as a complement to traditional discipline driven research. Challenges and progress of CBPR within academia are examined, including acceptance, funding, training, and development of equal partnerships between university researchers and communities. Case studies (Latowsky, 2003; Ammerman et al., 2003; Stratford et al., 2003) focus on CBPR in different environmental justice communities, revealing the need to foster trust and communication in order to execute culturally competent and relevant research projects.  相似文献

This study provides statistical evidence that support for community-based management of resources was more effective when initiated through a process known as participatory action plan development (PAPD). Thirty-six sites were studied where community management of fisheries was facilitated by NGOs. All involved community participation and establishing local fisheries management institutions. However, communities were able to take up more conservation-related interventions and faced fewer conflicts in the 18 sites where a PAPD was the basis for collective action and institution development. This indicates the value and effectiveness of adopting good practice in participatory planning, such as PAPD, which helps diverse stakeholders find common problems and solutions for natural resource management.  相似文献

A land suitability model was developed to provide the planner with a quantitative tool for assessing the environmental limitations on proposed land-use changes in the area surrounding Lake Monroe in southern Indiana. The model incorporates a weighting procedure that allows the environmental evaluation of a decision to convert the present land use to another category. The data base for the model was assembled by a multidisciplinary team. A case study is included, which illustrates the advantages and limitations of the land suitability model as it is applied to the evaluation of a site for the Alumni Family Camp.  相似文献

Recent literature on land-use planning proposes the use of innovative collaborative planning (CP) models to resolve planning disputes. This paper uses a participant survey based on 25 evaluative criteria to evaluate an application of CP to land-use planning in British Columbia, Canada. The results show that CP is an effective means of resolving environmental conflict and produces significant additional benefits such as improved stakeholder relations, skills, and knowledge. The case study evaluation also identifies the keys to successful CP management including factors related to process design and external circumstances.  相似文献

As human influences fragment native communities and ecosystems, remaining land must be better managed to conserve many elements of biodiversity. Much of this land is privately held, yet traditional private land-use management practices often further diminish biodiversity by promoting favored or edge-adapted species. Today, private land stewards are increasingly aware of and concerned about biodiversity, but little guidance exists for them to make land-use decisions incorporating principles and knowledge from conservation biology. Consequently, most management strategies are highly subjective. This article addresses that problem by introducing current conservation wisdom to management and use of private lands. The result is a model program for developing land management plans, with the goal of maintaining viable populations and natural distributions of native species and communities from a landscape perspective. The program establishes a protocol for classifying sites according to the importance of their species, communities, and other elements to global and regional biodiversity. These site classifications are based on the management objectives necessary to maintain important elements. Once managers classify a site, the program provides management standards, general stewardship principles, examples of land management strategies, and basic monitoring and evaluation procedures.  相似文献

Land cover change has always had a central role in land change science. This central role is largely the result of the possibilities to map and characterize land cover based on observations and remote sensing. This paper argues that more attention should be given to land use and land functions and linkages between these. Consideration of land functions that provide a wide range of goods and services makes more integrated assessments of land change possible. The increasing attention to multifunctional land use is another incentive to develop methods to assess changes in land functions. A number of methods to quantify and map the spatial extent of land use and land functions are discussed and the implications for modeling are identified based on recent model approaches in land change science. The mixed use of land cover, land use and land function in maps and models leads to inconsistencies in land change assessments. Explicit attention to the non-linear relations between land cover, land use and land function is essential to consistently address land change. New methods to map and quantify land function dynamics will enhance our ability to understand and model land system change and adequately inform policies and planning.  相似文献

TIM (Threat Identification Model) is a framework for the ex ante assessment of agricultural land management sustainability at the land unit scale that identifies sources of unsustainability within agricultural land management systems. The model explicitly links defined hazards to land productivity and environmental integrity, land resource data and information, and land management practice options using expert and local knowledge on land management and its potential effects. The model was tested in the Crystal Creek Subcatchment, a narrow coastal strip of land situated in north Queensland, Australia. This area was chosen due to the expansion of the sugar industry onto increasingly marginal land in the area, which represents a threat to sustainable land use and a requirement for careful land-use planning and land management.TIM may be used in a relational database as a stand alone decision support system for land-management planning. Its usefulness in land-use planning is greatest when it is linked to a Geographic Information System (GIS) as shown in this paper. GIS allows TIM outputs, such as constraints to agriculture and site-specific best-management practices, to be identified in a spatially explicit manner.The main advantages of TIM are that it can be done ex ante, it removes the need to define sustainability assessment criteria and indicators, it utilises current understanding of the causes and effects of land degradation and how different land-management practices influence these, and links this knowledge to definite land-management options.  相似文献

This article is a primer on the emerging role for Information Technology (IT) in the Environmental Justice (EJ) movement. It explores current and potential uses of IT by EJ organisations fighting to protect vulnerable local environments and it addresses some of the barriers to more widespread movement efficacy via e-advocacy. We argue a chief but not insurmountable barrier is the disproportionate access to, and knowledge of, the benefits of using IT in the struggle for equitable decisions about environmental impacts.  相似文献

We connected a cellular, dynamic, spatial urban growth model and a semi-distributed continuous hydrology model to quantitatively predict streamflow in response to possible future urban growth at a basin scale. The main goal was to demonstrate the utility of the approach for informing public planning policy and investment choices. The Hydrological Simulation Program-Fortran (HSPF) was set up and calibrated for the Kishwaukee River basin in the Midwestern USA and was repeatedly run with various land use scenarios generated either by the urban growth model (LEAMluc) or hypothetically. The results indicate that (1) the land use scenarios generated by LEAMluc result in little changes in total runoff but some noticeable changes in surface flow; (2) the argument that low flows tend to decrease with more urbanized areas in a basin was confirmed in this study but the selection of indicators for low flows can result in misleading conclusions; (3) dynamic simulation modeling by connecting a distributed land use change model and a semi-distributed hydrological model can be a good decision support tool demanding reasonable amount of efforts and capable of long-term scenario-based assessments.  相似文献

The primary role of remote sensing in land management and planning has been to provide information concerning the physical characteristics of the land which influence the management of individual land parcels or the allocation of lands to various uses These physical characteristics have typically been assessed through aerial photography, which is used to develop resource maps and to monitor changing environmental conditions These uses are well developed and currently well integrated into the planning infrastructure at local, state, and federal levels in the United States.Many newly emerging uses of remote sensing involve digital images which are collected, stored, and processed automatically by electromechanical scanning devices and electronic computers Some scanning devices operate from aircraft or spacecraft to scan ground scenes directly; others scan conventional aerial transparencies to yield digital images. Digital imagery offers the potential for computer-based automated map production, a process that can significantly increase the amount and timeliness of information available to land managers and planners.Future uses of remote sensing in land planning and management will involve geographic information systems, which store resource information in a geocoded format. Geographic information systems allow the automated integration of disparate types of resource data through various types of spatial models so that with accompanying sample ground data, information in the form of thematic maps and/ or aerially aggregated statistics can be produced Key issues confronting the development and integration of geographic information systems into planning pathways are restoration and rectification of digital images, automated techniques for combining both quantitative and qualitative types of data in information-extracting procedures, and the compatibility of alternative data storage modes  相似文献

Downscaling climate change scenarios in an urban land use change model   总被引:10,自引:0,他引:10  
The objective of this paper is to describe the process through which climate change scenarios were downscaled in an urban land use model and the results of this experimentation. The land use models (Urban Growth Model [UGM] and the Land Cover Deltatron Model [LCDM]) utilized in the project are part of the SLEUTH program which uses a probabilistic cellular automata protocol. The land use change scenario experiments were developed for the 31-county New York Metropolitan Region (NYMR) of the US Mid-Atlantic Region. The Intergovernmental Panel on Climate Change (IPCC), regional greenhouse gas (GHG) emissions scenarios (Special Report on Emissions Scenarios (SRES) A2 and B2 scenarios) were used to define the narrative scenario conditions of future land use change. The specific research objectives of the land use modeling work involving the SLEUTH program were threefold: (1) Define the projected conversion probabilities and the amount of rural-to-urban land use change for the NYMR as derived by the UGM and LCDM for the years 2020 and 2050, as defined by the pattern of growth for the years 1960-1990; (2) Down-scale the IPCC SRES A2 and B2 scenarios as a narrative that could be translated into alternative growth projections; and, (3) Create two alternative future growth scenarios: A2 scenario which will be associated with more rapid land conversion than found in initial projections, and a B2 scenario which will be associated with a slower level of land conversion. The results of the modeling experiments successfully illustrate the spectrum of possible land use/land cover change scenarios for the years 2020 and 2050. The application of these results into the broader scale climate and health impact study is discussed, as is the general role of land use/land cover change models in climate change studies and associated environmental management strategies.  相似文献

A two-stage model of land use change is described, which is driven by the types of decisions that land managers make when changing their broad styles of use. The first stage uses decision modelling techniques to assess if a manager is currently satisfied with the present situation, when compared to various potential alternatives. If this evaluation indicates satisfaction, it is assumed that the present land use will continue. However, if it indicates dissatisfaction, Belief Network techniques are used to estimate, in more detail, both how dissatisfied the manager is and whether the costs of changing, from the present use to a potentially better one, will be out-weighed by the anticipated benefits. The proposed models can use a variety of cost and benefit criteria (e.g. financial, social and ecological). The approach is illustrated with a case-study of the factors that might influence changes from farming to forestry in marginal upland areas of the UK.  相似文献

Fuzzy assessment of land suitability for scientific research reserves   总被引:1,自引:0,他引:1  
Evaluating the characteristics of a set of sites as potential scientific research reserves is an example of land suitability assessment. Suitability in this case is based upon multiple criteria, many of which can be linguistically imprecise and often incompatible. Fuzzy logic is a useful method for characterizing imprecise suitability criteria and for combining criteria into an overall suitability rating. The Ecosystem Management Decision Support software combined a fuzzy logic knowledge base we developed to represent the assessment problem with a GIS database providing site-specific data for the assessment. Assessment of sites as a potential natural reserve for the new University of California campus at Merced demonstrates the benefits of fuzzy suitability assessment. The study was conducted in three stages of successively smaller assessment regions with increasingly fine spatial resolution and specificity of criteria. Several sites were identified that best satisfy the suitability criteria for a reserve to represent vernal pool habitat.  相似文献

Land management in urban areas is characterized by the diversity of its goals and its physical expression in the landscape, as well as by the frequency and often rapidity of change. Deliberate or accidental landscape alterations lead to changes in habitat, some of which may be viewed as environmentally beneficial, others as detrimental. Evaluating what is there and how changes may fit into the landscape context is therefore essential if informed land-management decisions are to be made. The method presented here uses a simple ecological evaluation technique, employing a restricted number of evaluation criteria, to gather a spatially complete data set. A geographical information system (GIS) is then used to combine the resulting scores into a habitat value index (HVI). Using examples from Wolverhampton in the United Kingdom, existing real-world data are then applied to land-management scenarios to predict probable landscape ecological consequences of habitat alteration. The method provides an ecologically relevant, spatially complete evaluation of a large, diverse area in a short period of time. This means that contextual effects of land-management decisions can be quickly visualized and remedial or mitigating measures incorporated at an early stage without the requirement for complex modeling and prior to the detailed ecological survey. The strengths of the method lie in providing a detailed information baseline that evaluates all habitats, not just the traditional “quality” habitats, in a manner that is accessible to all potential users—from interested individuals to professional planners.  相似文献

New models of sustainable development stress the importance of the efficient management of resources, including labour, capital equipment and natural resources. Overuse of the resource base today will lead to shortages tomorrow; yet it can be a difficult task persuading politicians and planners in developing countries of the importance of resource management. Farmer Managed Natural Regeneration (FMNR), a set of practices farmers use to foster the growth of indigenous trees on agricultural land, has drawn substantial attention as a contributing factor to a trend of increasing vegetation greenness in the Republic of Niger. This paper identifies drivers of FMNR adoption and assesses its impacts on rural households in the Region of Maradi, Niger, an area covering 42,000 square kilometers. The results show that 26% of households practice a form of FMNR involving both pruning and protecting woody vegetation. Adoption is strongly linked to soil type, market access, and the education level of the head of household. FMNR raises household income and increases crop diversity, household migration rates, and the density and diversity of trees on farmland. It is estimated that FMNR raises the annual gross income of the region by between 17 and 21 million USD and has contributed an additional 900,000 to 1,000,000 trees to the local environment. These findings support the value of continued promotion of FMNR as an inexpensive means of enhancing rural livelihoods and an attractive alternative to reforestation efforts relying on tree planting.  相似文献

Academic discussion where the adequacy of positions within theory of science is illustrated by means of examples from empirical research studies seems to be an area of neglect. The purpose of this paper is to contribute to such a debate, using examples from investigations into the relationship between urban structure and travel behaviour. The main research question of these investigations was whether, and to what extent, urban structural conditions are influencing residents' transportation activity. In other words, is there a causal relationship between urban structure and travel behaviour? Furthermore, we asked whether results from studies of the relationship between land use and transport can provide a basis for predictions about the likely consequences of alternative land-use strategies. The methodology and empirical findings of the studies are discussed in the light of the theory of science position labelled ‘critical realism’, in an attempt to relate theory of science to empirical research, but also in order to contribute to the discussion of the usefulness of this specific approach.
