The state-federal CALFED process was more successful in transforming the means of thinking about decisions regarding California Bay-Delta resource management than in achieving the desired policy ends. Case studies in this special issue document how CALFED helped change the dynamics between stakeholders and agency managers; between scientists and implementers; and between endangered species managers and water project operators. In most cases, however, the new relationships and agreements failed to achieve the desired policy outcomes. The new tools and approaches that CALFED fostered can complement and support – but not substitute for – the obligation of policy makers to honestly confront and resolve fundamental oppositions of interest over resource management issues.  相似文献

Life-cycle assessments are normally made without quantitative estimations of their uncertainty. More interest has been focused on sensitivity analysis. In ISO 14040, LCA standard and SETAC's ‘code of practice’ sensitivity and uncertainty analysis are recommended or even requested. In the EPS system, an analysis of significance and sensitivity has been carried out for several years. The article describes this procedure in ISO terms and generalises it for other types of life-cycle assessments.  相似文献

In 1993 the Swiss agricultural policy was revised with – amongst other goals – the objective of improving the environmental performance of agriculture. A voluntary agri-environmental scheme to promote integrated production (IP) was introduced. In 1999 the IP standards were integrated in cross compliance requirements and termed Proof of Ecological Performance (PEP). We evaluated the effectiveness of this policy in terms of reducing diffuse nitrogen (N) and phosphorus (P) pollution of ground and surface water. We combined monitoring schemes covering the reference period from before the introduction of IP/PEP (1990–1992) with the evaluation of cause/effect relationships in selected case-study areas. The evaluation showed an overall reduction of diffuse N and P pollution from agriculture even though some goals were not reached. Nitrate leaching declined, but only a 3–4 mg L−1 reduction was observed rather than the intended decrease of 5 mg L−1. The P pollution of surface waters from agriculture decreased by only 10–30% instead of 50%. The intended reduction of the nitrogen surplus of Swiss agriculture by 33% was not attained, but the P surplus of Swiss agriculture was more than halved. IP/PEP practices that improved N and P management included reduced N and P fertiliser inputs and pig and poultry feedstuffs with reduced N and P contents, both of which are a consequence of the requirement of equilibrated farm nutrient balances, as well as increased use of cover cropping and of conservation tillage systems.  相似文献

Canada’s Wild Salmon Policy gives Canadians the opportunity to make informed decisions about the amount of habitat, ecosystem, and salmon diversity to protect, in order to provide salmon with the potential to adapt and survive in a changing environment. Valuable lessons learned during the completion of this recent landmark conservation policy include: (1) there must be an express need for major new policies and decision makers should be receptive to proposed changes; (2) resource and expertise allocation should be realistic to ensure successful and timely policy completion; (3) science-based policies must be based on good science; (4) environmental policies require input from multiple disciplines—biological consequences are only one element that politicians and decision-makers need to consider; (5) since there will always be uncertainty, and different perspectives on the level of risk that various stakeholders are willing to accept, a precautionary approach is appropriate; (6) to be effective, communication should be open and transparent; and finally (7) it is important to think beyond policy completion—how will the policy be implemented? Documenting these lessons should assist others, thereby resulting in more efficient completion of science-based policies.  相似文献

The urgent need to mitigate and adapt to climate change is becoming more widely understood in scientific and policy circles, but public awareness lags behind. The potential of visual communication to accelerate social learning and motivate implementation of the substantial policy, technological, and life-style changes needed, has begun to be recognised. In particular, realistic landscape visualisations may offer special advantages in rapidly advancing peoples’ awareness of climate change and possibly affecting behaviour and policy, by bringing certain possible consequences of climate change home to people in a compelling manner. However, few such applications are yet in use, the theoretical basis for the effectiveness of visualisations in this role has not been clearly established, and there are ethical concerns elicited by adopting a persuasive approach which deliberately engages the emotions with visual imagery. These questions and policy implications are discussed in the context of a theoretical framework on the effects of landscape visualisation on a spectrum of responses to climate change information, drawing in part on evidence from other applications of landscape visualisation. The author concludes that the persuasive use of visualisations, together with other approaches, may be effective, is justified, and could be vital in helping communicate climate change effectively, given ethical standards based on disclosure, drama, and defensibility.  相似文献

The potential for developing synergies between climate change mitigation and adaptation has become a recent focus of both climate research and policy. Presumably the interest in synergies springs from the appeal of creating win–win situations by implementing a single climate policy option. However, institutional complexity, insufficient opportunities and uncertainty surrounding their efficiency and effectiveness present major challenges to the widespread development of synergies. There are also increasing calls for research to define the optimal mix of mitigation and adaptation. These calls are based on the misguided assumption that there is one single optimal mix of adaptation and mitigation options for all possible scenarios of climate and socio-economic change, notwithstanding uncertainty and irrespective of the diversity of values and preferences in society. In the face of current uncertainty, research is needed to provide guidance on how to develop a socially and economically justifiable mix of mitigation, adaptation and development policy, as well as on which elements would be part of such a mix. Moreover, research is needed to establish the conditions under which the process of mainstreaming can be most effective. Rather than actually developing and implementing specific mitigation and adaptation options, the objective of climate policy should be to facilitate such development and implementation as part of sectoral policies. Finally, analysis needs to focus on the optimal use and expected effectiveness of financial instruments, taking into account the mutual effects between these instruments on the one hand, and national and international sectoral investments and official development assistance on the other.  相似文献

Despite the fact that all successful, documented cases of industrial symbiosis to this day have been self-organizing, some authors and development officials have suggested that increased public planning might deliver better results in this respect than spontaneously evolved market coordination. This paper takes an historical approach to suggest that comprehensive planning is unlikely to live up to the expectations of its proponents.The essay is structured as follows. The first section provides short case studies of industrial symbiosis in highly different economic and institutional settings, the essentially free-market regime of Victorian England and communist Hungary (1948–1989). The available evidence suggests that market coordination proved much more favorable to the emergence of industrial symbiosis, despite the elaboration of a comprehensive policy to that effect in Hungary. Insights derived from the so-called “Austrian” critique of central planning are then used to explain this paradox. The analysis presented suggests that the Hungarian planners’ failure was not so much the result of the bad implementation of sound policies, but the logical outcome of a top-down approach’s shortcomings. Policy implications for the public planning of industrial symbiosis in a mixed economy are then derived and the case for self-organization is found more compelling. The creation of more innovative institutions that will force firms to “internalize their externalities” while leaving them the necessary freedom to innovate is viewed as an urgently needed and promising path towards increased, sustainable reuse of industrial by-products.  相似文献

This paper analyses the implications of the World Trade Organisation (WTO) trade rules for the use of product policy instruments in a potential Integrated Product Policy (IPP) approach to reducing the life cycle impacts of products. To demonstrate these implications, an example of the policy instruments for reducing the risk of exposure and harm from hazardous substances in the life cycle of personal computers (PCs) is used. The product policy instruments examined include regulatory instruments, economic instruments, compulsory information instruments, voluntary information instruments and voluntary agreements. It is found that the WTO rules do limit the ability of governments to use trade-restrictive, mandatory measures to address both the risks associated with uncertainty and limited knowledge and the upstream life cycle phases of raw material extraction and production processes of imported products. Governments have more leeway in the use of economic and voluntary instruments.  相似文献

针对产品生命周期评价中普遍存在着的不确定性数据问题,提出基于概率统计的方法,进行生命周期评价以及重要环境影响清单参数的识别与灵敏度分析。结合水源中央空调系统,建立了统计平均意义下的污染排放清单,运用MonteCarlo模拟获得了以均值219.746和方差9.4243所表征的空调机系统生命周期环境影响的概率分布。进一步通过K—S检验与灵敏度分析,识别出10个具有重要环境影响贡献的清单参数及其中4个对环境影响分布较敏感的参数。以概率分布代替固定数值可以反映产品环境绩效的统计信息,能够有效地用于不确定数据条件下的产品生命周期评价。  相似文献

This paper reviews quantitative assessments of uncertainty in level and trend in national greenhouse gas inventories. The reported uncertainty in the total emissions of high-quality greenhouse gas inventories ranges from ±5–20% in studies of five industrialised countries. The differences in uncertainty are, in particular, due to different subjective assessment of the uncertainty in emissions of nitrous oxide from agricultural soils. The fraction of CO2 in the inventory has little effect on the uncertainty. The uncertainties in trends are about ±4–5 percentage points for those countries that have made estimates. High uncertainties of emission levels indicate potential for improvements and, consequently, recalculations. Recalculations will reduce uncertainty, but might also cause practical problems. A high uncertainty in the emission level for large emission sources may be an obstacle for assessing cost-effective reduction strategies as well as for designing effective systems of emission trading. This could imply that the more uncertain emission sources should be excluded from emission trading. Alternatively, subjective uncertainty estimates may be expressed in terms of an economic risk of recalculation. The latter system may allow a market-based encouragement to reduce emission uncertainty. Reductions in uncertainties are anticipated in the future. However, it will be extremely difficult to reduce the trend uncertainty. Trend uncertainties may consequently remain high compared with the emission reduction targets in the Kyoto protocol.  相似文献

This paper investigates the circumstances under which “environmental supply chain dynamics” (ESCD) emerge. ESCD are a phenomenon where environmental innovations diffuse from a customer firm to a supplier firm. Its relevance is based on the argument that systemic approaches are needed to understand the environmental implications of industrial systems, of which supply chains are a key component. Furthermore, buyer–supplier relationships play a critical role in the decision-making processes of most suppliers, which in turn has the potential to stimulate environmental change within the supply chain. Based on case studies in the British and Japanese food retail sector and the British aerospace industry, it will be shown that ESCD emerge if there is a channel leader with sufficient channel power over their suppliers, technical competencies, and are themselves under specific environmental pressure.  相似文献

This article investigates the impact of organizational drivers for the implementation of business process and network information and communication capabilities (ICCs) supporting cleaner production in the Dutch food and beverage industry. We do so with the intention to promote ‘dynamic behavioral fingerprinting’.Survey results show, that sub-sectors of this industry are driven to adopt environmental ICCs to a different level. Responses range from compliance-oriented (Slaughterhouses & meat sub-sector) to market-oriented (Bakery and biscuits sub-sector). Knowledge of key drivers and their impact offers opportunities to adjust the environmental policy and instruments to sub-sector specifics so that its effectiveness is improved. We therefore propose ‘dynamic behavioral fingerprinting’: mapping “typical” patterns of managerial response towards environmental issues, in order to improve the effectiveness of public–private interaction and cooperation.  相似文献

Technological and regulatory responses to large-scale environmental threats, such as depletion of the natural resources and climate change, tend to focus on one issue at time. Emerging carbon capture and storage (CCS) technologies that are in different stages of development offer a case that demonstrates this dilemma. This article approximates the implications of two emerging CCS applications on existing steel mill’s CO2 emissions and its use of material resources. The evaluated applications are based on the mineralization method and the comparative case represents two versions of a geological CCS method. The results of the evaluation indicate that if technical bottleneck issues related to CO2 sequestration with mineralization can be solved, it can be possible to achieve a similar CO2 reduction performance with mineralization-based CCS applications as with more conventional CCS applications. If the CO2 capturing potential of mineralization-based applications could be taken into use, it could also enable the significant improvement of material efficiency of industrial operations. Urgent problem hampering the development of mineralization-based CCS applications is that the policy regimes related to CCS especially in the European Union (EU) do not recognize mineralization as a CCS method. Article suggests that the focus in the future evaluations and in policy should not be directed only on CO2 sequestration capacity of CCS applications. Similarly important is to consider their implications on material efficiency. Article also outlines modifications to the EU’s CCS policy in terms of the formal terminology.  相似文献

我国燃煤电厂掺烧废弃物进入了快速发展期,但也暴露出底数不清、现状不清等问题。基于文献调研和国家排污许可平台统计数据介绍了国内外燃煤电厂掺烧废弃物的现状。相较国外,目前我国燃煤电厂掺烧生物质的项目较少,以掺烧污泥为主,包括城市污水厂污泥以及各种工业污泥,烟气污染物排放标准交叉引用GB 13223—2011《火电厂大气污染物排放标准》、GB 18485—2014《生活垃圾焚烧污染控制标准》、GB 18484—2001《危险废物焚烧污染控制标准》和地方排放标准等,烟气、粉煤灰等污染治理措施普遍沿用电厂原有技术路线。据此,全面梳理了现阶段我国燃煤电厂掺烧废弃物存在的无序掺烧、污染物管理与排放控制要求缺失、信息公开力度不够等环境管理问题,并提出了相应的对策建议。  相似文献

随着我国近年核电产业的迅速扩张,核风险管理已成为社会各界关注甚至争议的热点.核风险沟通是核突发事件预防、应对及恢复的关键要素,对核风险管理具有重要的影响.然而,对如何与核电站周边风险群体进行有效沟通还知之甚少.为弥补这个缺憾,作者走访了山东海阳在建核电站相关管理人员并对周边常住居民进行问卷调查,以了解他们对核电发展的态度.文章描述了风险沟通的基本框架,意识到公众信任和信息公开的重要性.结果发现我国核能发展决策是由政府部门、核能企业和科研院所组成的"铁三角"主导的,受访者获取核信息的最主要途径是媒体,相对于其它渠道,超过51%的公众更相信政府发布的信息,更多受访者不愿意接受核风险和反对在当地建设核电站.最后提出了有效风险沟通的基本原则.研究结论对未来核电风险管理具有重要指导意义,也对利益相关方具有参考价值.  相似文献

A community-based Clean Development Mechanism (CDM) project – asolar water heating project in a low-income community in South Africa –is analysed to illustrate the methodological and policy challenges that faceimplementation of the Kyoto Protocol to the United Nations FrameworkConvention on Climate Change. We evaluate four baseline options, andthree potential CDM interventions. The emissions reductions range from –670 to +5 929 Mg CO2 per year, with all option but oneshowing positive emission reductions. Using metered solar water heatingwith liquefied petroleum gas back-up as the CDM intervention, and electricstorage geysers as the baseline, the annual emissions reductions are 5686 Mg CO2. The cost-effectiveness from the national perspective,which is the incremental life cycle costs divided by the lifetime emissionsreductions, is –$18 per Mg CO2 From the perspective of theCDM investor, however, the cost-effectiveness is $5.2 per mgCO2, assuming that the investor receives all of the carbon credits forproviding the incremental capital investment. From our analysis, weconclude that using the current technology (kerosene stoves) as a baselineis probably not appropriate because it does not reflect likely future trendsand also penalises the community for their poverty and current lack ofinfrastructure. We also highlight the importance of credit sharing, and howit affects the cost-effectiveness of the project from the CDM investor'sperspective. The lessons from this analysis are important for the currentinternational policy debate on how to preferentially treat small-scale CDMprojects.  相似文献

This study assesses the wood waste generation and its associated true cost which Australian wooden furniture manufacturing companies encounter and are exposed to. The assessment aims to create awareness and facilitate understanding within the wooden furniture manufacturing industry about how much wood is wasted into the production process and how this is translated in financial terms, how wood waste can be reduced, what can and can't be recycled and what services are available to assist businesses with recycling. The results indicate that during processing, 7% up to 40–50% of the annual supply of wooden raw material become residues. The costs connected directly to these wastes represent 2–8% of the turnover.  相似文献

The emergence of Life Cycle Assessment (LCA) on the global stage as a design and policy tool increases the importance of assessing and managing uncertainty. This article develops and implements uncertainty methods for hybrid LCA. Hybrid LCA combines a bottom-up construction of the supply-chain based on facility-level data on material/energy use with a top-down economic input-output (EIO) model to account for processes for which direct data were unavailable. For the bottom-up part of the LCA, we account for variability in process and usage pattern data by developing parameter ranges. For the EIO side we develop a method to assess price uncertainty. These methods are explored through a case study examining energy use and carbon dioxide emissions of manufacturing and use of a laptop computer, a 2001 Dell Inspiron 2500. Results show that manufacturing the computer requires 3010-4340 MJ of primary energy, 52-67% less than the energy to make a desktop computer, and emits 227-270 kg CO2. The manufacturing phase represents 62-70% of total primary energy of manufacturing and operation. This indicates, as for desktop computers, that mitigating manufacturing energy use, for example through extending lifespan, can be an important strategy to manage the life cycle energy of laptop computers. Results also indicate that truncation error from excluded processes in the bottom-up process model is significant, perhaps particularly so due to complex supply chains of information technology products.  相似文献

The Indo-Gangetic plain (IGP; including regions of Pakistan, India, Nepal, and Bangladesh) is generally characterised by fertile soils, favourable climate and an abundant supply of water. Nevertheless, the challenge of increasing food production in the IGP in line with demand grows ever greater; any perturbation in agriculture will considerably affect the food systems of the region and increase the vulnerability of the resource-poor population. Increasing regional production is already complicated by increasing competition for land resources by non-agricultural sectors and by the deterioration of agri-environments and water resources. Global environmental change (GEC), especially changes in climate mean values and variability, will further complicate the agricultural situation and will therefore, have serious implications for food systems of the region. Strategies to reduce the vulnerability of the region's food systems to GEC need to be based on a combination of technical and policy options, and developed in recognition of the concurrent changes in socioeconomic stresses. Adaptation options need to be assessed with regard to their socioeconomic and environmental efficacy, but a greater understanding of the interactions of food systems with GEC is needed to be able to do this with confidence. This paper discusses information needs relating to resource management and policy support to guide the development of research planning for increasing the robustness of IGP food systems to GEC. Further information is needed to develop a range of adaptation strategies including augmenting production and its sustainability, increasing income from agricultural enterprises, diversification from rice–wheat systems, improving land use and natural resource management, and instigating more flexible policies and institutions.  相似文献
