It is the contention of this paper that some progress in alleviating the social and environmental problems which are beginning to face Papua New Guinea can be achieved by supporting traditional Melanesian values through maintaining the customary system of communal land tenure. In accordance with this aim, I will proceed to contrast certain Western attitudes towards individual freedom, selfinterested behaviour, individual and communal interests and private ownership with attitudes and values expressed in the traditional Melanesian approach. In order to demonstrate the latter, I will briefly touch upon the phenomenon of wantokism and indicate how the Melanesian values associated with this concept find their locus in the system of customary communal ownership. Subsequently, I will describe how the emergence of a cash economy and the attachment to Western gadgetry and products have effected injury to the environment and undermined values which have previously maintained Melanesian social cohesion. While admitting that little can be done to eradicate the desire for cash and the products it can buy, I suggest that Melanesian communities and the environment itself would receive more protection if future development in Papua New Guinea embraced a system which incorporated certain of the traditional Melanesian values through the preservation of the communal form of land tenure. Ultimately, I suggest a way in which customary communal land tenure can be integrated into the established Anglo-Australian legal system.  相似文献

Summary Biosphere II is a new project to build a self-contained ecological system containing humans, plants, and as many other living organisms as necessary for long-term sustenance. Soviet space scientists have already designed Bios 3, simulating conditions on board a flight to Mars. In building Biosphere II, the Institute of Ecotechnics (IE), in collaboration with Space Biospheres Ventures, Decisions Teams Limited, The Environmental Research Laboratory associated with The University of Arizona, and Sarbid Limited, plan to build the prototype of an artificial world in which environmental and ecological processes can be observed closely; An educational, scientific, and ethical laboratory, Biosphere II will raise public consciousness of the interdependence of all life. It will also serve as a control world where possibly harmful environmental effects can be modelled before they reach a crisis stage. Summary In environmental education in this information age, it is particularly important to adopt the approach of enquiring critically into the environmental, educational and social values informing environmental, educational and social actions when and where required, rather than to simply adopt the approach of emphasising the acquisition and retention of information of an alleged universal type — information drawn from the stockpile of objective knowledge collected by others. This paper argues that to achieve this aim, environmental education in an information age requires aparadigm shift in the areas of professional development — a shift from a paradigm of information technology to a paradigm of information critique. A perspective on the form of this paradigm shift in the particular field of professional development in environmental education is the subject of this paper.Dr Ian Robottom is Senior Lecturer in the Curriculum Studies Centre of the School of Education, at Deakin University, Australia. Arsenic levels in seawater, microplankton (diatoms and dinoflagellates), shrimp (Penaeus semisulcatus), mollusc (Cerithium scabridum) and five types of fish (Maid, Nakroor, Nuwaiby, Suboor and Sheim) in five sampling stations (I–V) off the Kuwait coast were determined during the years 1995 to 1999. The maximum mean concentration of arsenic was observed in the order; the five fish (0.50–0.78 g g–1)> mollusc (0.26 g g–1)> shrimp (0.23 g g–1)> particulate matter (0.03 g g–1)> water and phytoplankton (0.02 g g–1) from all the sites of the Kuwait coast. Station II possessed the maximum arsenic levels. In comparison with the arsenic levels in other parts of the globe, low arsenic levels were observed in most of the marine organisms off the Kuwait Coast. However, an increasing trend in arsenic concentrations was anticipated due to rapid local industrialization and on account of recent spills of arsenic compounds.  相似文献

Summary The author analyses the problems currently faced by the African continent, recognises six factors which he believes are important in influencing the analysis, and argues that the only secure, renewable asset any country or continent has, is its people. He maintains that people development, rather than the classical economic forms of encouraging development, offers Africa a viable way forward. Summary This paper explains why the identification of the increase of national income (or GNP) with economic growth, increase in welfare and economic success is theoretically wrong. This incorrect use of terms strengthens the one-sided orientation of economic policy on the growth of production, often at the expense of the environment. Two examples are given of how this course of affairs is blocking the social choices regarding a fundamental solution of the environmental problem. An overview is given of the possibilities of correcting the Gross National Product (GNP) figures for environmental losses. None of these are perfect, since shadow prices for environmental functions directly comparable with the market prices of goods produced can be construed only in exceptional cases. The conclusion is that the only way to arrive at national income figures corrected for environmental losses is to supplement the corrections for expenditures on preventive, restoratory and compensatory measures (defensive expenditures) with the estimated expenditures on measures required to meet physical standards, based on health and a sustainable economic development.Dr Roefie Hueting is Head of the Department of Environment Statistics at the Netherlands Central Bureau of Statistics and a Visiting Fellow at the International Institute for Environment and Society (IIUG). It is commonly believed that we humans are justified in exploiting animals because we are higher beings:persons who have highly complex, autonomous lives as moral agents. However, there are many marginal humans who are not and never will be persons. Those who think it is permissible to exploit animal nonpersons but wrong to do the same to human nonpersons must show that there is a morally relevant difference between the two groups. Speciesists, who believe that membership in a species whose normal adults are persons is sufficient for a right to life, attempt to do just this. As the failure of the best arguments which can be marshalled on their behalf indicates, they are unable to justify their view. I conclude that, although there is a morally relevant difference between human nonpersons and most animal nonpersons, this difference is not an indication of superior moral status. We would do better to abandon speciesism and the assumption thatpersonhood is morally paramount for a view which implies that both human and nonhuman nonpersons are morally considerable and have a right to life.  相似文献

The Environmental Impact Statement (EIS) attempts to portray the current character of a given ecosystem. This provides a Baseline against which future possible changes can be assessed. Ecosystems, however, are dynamic and in a constant state of change. Consequently, data representing a single year reflect conditions only for that year and can be misleading if compared against any other year. In addition to this temporal variation, considerable spacial variation exists in species composition and cover. Ample sampling is required to compensate for this heterogeneity. Variation, or background noise, can be minimized by the use of similarity indexes and sampling over a period of at least two years.  相似文献

Summary Plants and animals were investigated to ascertain their- radioactivity values on both dune sites (machair) and inter-tidal sites on the western coast of Barra, Outer Hebrides, UK. Material in both habitats was clearly contaminated. The accumulation of-radioactivity through food webs to organisms such asNucella lapillus (dog whelk) in the inter-tidal sites and in sheep and cattle in terrestrial sites is described.Dr F.B. Summary Environmental degradation in the Asian Pacific area developing countries continues and has probably increased since the Stockholm Conference of 1972. The causes for this continued environmental degradation in Asia are analyzed. The paper assesses the actions of the International Assistance Agencies in providing support for the Asian developing countries since Stockholm. The Asian Development Bank project on Economic Policies for Sustained Development is described, and advocated as an important first step in a strategy moving towards economic-cum-environmental sustainability. Drastic changes and bold initiatives are suggested and required to establish true sustainable development for the developing countries.Dr Harvey F. Summary This largely philosophical article argues that we need to examine the roots of our cultural worldview if we are to understand the causes of our global crises and current obstacles to desirable change. Calls for a new ethic are likely to be ineffectual in the absence of a challenge to the damaging dichotomy between fact and value that characterises our culture. However, the dominant worldview is under increasingly strong challege from organic systems thinking which has far-reaching implications, and which suggests that Western culture's dominant assumptions are not in accord with reality. If our culture, and individuals in it, are able to become more balanced, decisive desirable change could take place in society. This balance will involve the proper reintegration of ethical dimensions into thinking, based upon the recognition of the importance of the integrity of human communities and natural systems. This constitutes an emergent worldview and coherent philsophical framework to which many groups are already giving expression. It is imperative that this cultural change is understood and supported as it represents genuine hope for the future.After a teaching career in England and Canada, Stephen Sterling joined, as Assistant Director, the United Kingdom Council for Environmental Education (CEE). Summary This technical paper summarizes the various systems currently available for the removal of SOx, NOx and particles from possible acid rain emission sources associated with industrial processes. Preferred systems are outlined in the conclusions.This paper was first presented at the Institution of Environmental Sciences Seminar An Update on Acid Rain which took place in London during November, 1984. Stanley Wallin is a Principal Scientific Officer at Warren Spring Laboratory. He is an engineer working in the environmental field, and his main interests and research are in the measurement and control of pollution from stationary sources. Six separate but related strains of thought have emerged prominently since 1950 in discussions of such phenomena as the interrelationships among rates of population growth, resource use, and pressure on the environment. They are the ecological/carrying capacity root, the resources/environment root, the biosphere root, the critique of technology root, the no growth/slow growth root, and the ecodevelopment root.Each of these strains of thought was fully developed before the word sustainable itself was used. Many of the roots are based on fundamentally opposing assessments of the future of mankind. Many of the roots, such as the ecology/carrying capacity root, are based on physical concepts, and they exclude normative values. Others, such as the ecodevelopment root, include such values as equity, broad participation in governance, and decentralized government.When the word sustainability was first used in 1972 in the context of man's future, in a British book,Blueprint for Survival, normative concepts were prominent. This continued to be the case when the word was first used in 1974 in the United States to justify a no growth economy.Sustainability was first used in a United Nations document in 1978. Normative concepts, encapsulated in the term ecodevelopment, were prominent in the United Nations publications.After about 1978, the term sustainability began to be used not only in technological articles and reports but also in policy documents culminating in the use of the term in the report of the summit meeting of the Group of Seven in 1989.The roots of the term sustainability are so deeply embedded in fundamentally different concepts, each of which has valid claims to validity, that a search for a single definition seems futile. The existence of multiple meaning is tolerable if each analyst describes clearly what he means by sustainability.  相似文献

A large proportion of existing species — possibly half, conceivably even more — may be lost within the foreseeable future. But this may not prove to be the most consequential outcome of the current biodiversity crisis. More significant could be the disruption and degradation of several basic processes of evolution. It appears likely that for mass extinction episodes (MEEs) in the geological past, the recovery period usually lasted at least five million years. Because of certain unique features of the present MEE — notably the near elimination of biomes such as tropical forests, wetlands and coral reefs, which have served as powerhouses of evolution in the past — the bounce-back phase could extend several times longer than five million years. Among distinctive features of future evolution could be; in the short term, homogenization of biotas, a proliferation of opportunistic species, an outburst of speciation among particular taxa, and a pest-and-weed ecology; and, in the long term, a decline of biodisparity, the elimination of megavertebrates, an end to speciation among large vertebrates, and multiple constraints on origination, innovation and adaptive radiation. These disruptive phenomena would rank among the most prominent departures in the entire course of evolution. Full knowledge and understanding of what may characterize future evolution remains largely a black hole of research. As a consequence, conservation policies fail to reflect a further problem of the biodiversity prospect, perhaps exceeding the better recognized problem of the mass extinction of species.Professor Norman Myers is an Editorial Board member and regular contributor toThe Environmentalist. Conclusion As a final thought, I want to conclude with the cliche that a problem recognized is half solved. Certainly, I cannot be accused of laying out a solution to solving the major fisheries management problems, but it is hoped that the problems managers face are now clearer. The complexity of fisheries assystems to be managed is clear to even the most casual observer. The second point, a broad theory of fisheries management, should provide a framework to categorize all of the disjointed activities that we associate with management of our fisheries resources.  相似文献

In her recent Counter-Reply to my views, Evelyn Pluhar defends her use of literature on nutrition and restates her argument for moral vegetarianism. In his Vegan Ideal article, Gary Varner claims that the nutrition literature does not show sufficient differences among women, men, and children to warrant concern about discrimination. In this response I show how Professor Pluhar continues to draw fallacious inferences: she begs the question on equality, avoids the main issue in my ethical arguments, argues from irrelevancies, misquotes her sources, equivocates on context, confuses safety with morality, appeals to fear, confuses correlation with cause, fails to evaluate scientific studies, draws hasty conclusions from insufficient data, ignores a large amount of data which would call her views into question, does not follow good scientific or moral argumentation, objectionably exceeds the limits of her expertise, and resorts to scapegoating. I also argue that Professor Varner fails to make his case because he offers virtually no evidence from scientific studies on nutrition, relies on outdated and fallacious sources, makes unsupported claims, ignores evidence that would contravene his claims, draws hasty conclusions based on weakly supported hypotheses rather than facts, employs a double standard, appeals to ignorance, does not evaluate arguments from his sources, and makes anad hominem attack on a respected nutritionist when his focus should be on evaluating the evidence and arguments from the scientific studies themselves. Neither Varner nor Pluhar have responded sufficiently to the real issue in my arguments, that of discrimination and bias in the vegan ideal.  相似文献

Environmental research is characterized in each of its successive phases by a strong interdisciplinarity. A rotational groups system (RGS) method is proposed as an instrument to encourage interaction among researchers from fields that are traditionally far apart. Meetings conducted with the RGS procedure involve all the researchers, who, in repeated and topical encounters, are able to exchange information on a wide variety of environmental subjects. These meetings can be arranged according to a special calendar, through a series of phases treating different aspects of the same subjects to be discussed, and above all, referring to specific themes and working guidelines organized on the basis of criteria designed to favor an exchange of ideas and constructive discussion. At the end, the plenary assembly edits an overall resume of the proceedings, and votes on the final resolution, which brings together all the conclusive opinions regarding the themes discussed.  相似文献

Southeastern Utah is a region of world-renowned red-rock sandstone formations, large tracts of federal public land, rural communities centered on agriculture and extractive industries, and is often at the epicenter of environmental protection efforts in the western United States. Environmental groups have proposed formal Wilderness designations for much of the regions public land—proposals that have been actively fought by rural community leaders who do not want large areas locked-up from traditional livelihood and recreational uses. The debate over wilderness designation in the region has been characterized in the media as one that is particularly contentious and polarizing. A survey of southeastern Utah residents was conducted in order to better understand this conflict. The survey focused on attitudes toward wilderness designation and management. We found that residents of southeastern Utah have negative attitudes towards the designation and management of Wilderness Study Areas. We propose that these attitudes should be carefully considered and engaged in future policy and management decisions. We suggest that negative opinions expressed by residents of southeastern Utah are not directed primarily at the concept of environmental protection but rather at the strong perception that these programs and initiatives have been carried out in a heavy-handed manner and dominated by outside influences that have overwhelmed local voices.  相似文献

This project is aimed at studying the feasibility of using sewage sludge to prepare culture media for microalgae (Chlorella-HKBU) and the use of the sludge-grown algae as a feed for some aquatic organisms. Part I of the project included results on preparing sludge extracts and their use on algal culture. By comparing two culturing techniques, aeration and shaking, it was noted that both lag and log phases were shortened in the aeration system. A subsequent experiment noted that algal growth subject to aeration rates of 1.0 and 1.5 liters/min had similar lag and log phases. In addition, both aeration rates had a significantly higher (P < 0.05) final cell density than that of 0.5 liters/min. A detailed study on the variation of growth conditions on the algal growth was done. The results indicated that pH values of all the cultures declined below 5 at day 12. The removal rates of ammonia N ranged from 62% to 70%. The sludge-grown algae contained a rather substantial amount of heavy metals (µg/g): Zn 289–581, Cu 443–682, Ni 310–963, Mn 96–126, Cr 25–118, and Fe 438–653. This implied that the rather high levels of heavy metals may impose adverse effects on higher trophic organisms.  相似文献
