Our experiences calculating a local ecological footprint of Oslo form the basis for a discussion of key methodological aspects supporting the use of local sustainability indicators. The footprint's strength is its ability to communicate simply the complexity of global environmental challenges. Initially developed for measuring per capita consumption at the national level, the footprint has been adopted at local and regional levels. We argue for adjustments in the footprint methodology when shifting from a national to a local policy context, to ensure the indicator's applicability in local politics and administration. First, the analysis should be limited to consumption aspects relevant to the local environmental policy agenda. Second, the analysis should integrate as much genuine local data as possible. We argue also that a standardised methodology based on the national footprint approach, with the main purpose of international benchmarking of cities, cannot but reduce the indicator's usefulness for administrative/political guidance, due to the methodology's lack of transparency and inability to identify local variations.  相似文献

No clear ecological footprint calculation strategy is available for small- and mid-sized communities within Canada. By adjusting provincial or national footprint findings using data sets available in the public domain, we develop and test a calculation strategy to estimate municipal ecological footprints. Because the calculation approach is consistent with the Global Footprint Network standardised methodology, it permits meaningful comparisons between communities and with global and national footprint estimates. It offers planners, policy-makers, and community leaders an accessible, straight forward, and cost effective strategy for estimating the ecological footprint at the community and municipal level. The suggested approach is best suited for using the ecological footprint as an awareness and education tool. The large number of limitations associated with calculating the municipal approach and limitations associated with calculating ecological footprints in general at the local level make it an unsuitable tool to inform community planning and policy development.  相似文献

The paper focuses on the interplay between policy implementation and heterogeneous everyday social practices that, we argue, finally determine the success of environmental policies. We compare two empirical case studies to show how the targets of international climate policy and the agri-environmental policy of the EU have been achieved in energy production and agriculture in rural Finland. The focus of our analysis is on the power effects of these policies at the level of local natural resource management practices. Our analysis revealed tensions that arose during the implementation of the policies and showed that the policies modified the local actors' capacities to act. Therefore, we claim that policy practices should be analysed and appreciated as sites for the articulation of conflict and difference, as places of social and cultural contestation.  相似文献

Adaptive management as applied to tourism policy treats management policies as experiments that probe the responses of the system as human behavior changes. We present a conceptual systems model that incorporates the gap between observed and desired levels of the ecological footprint with respect to biocapacity. Addressing this gap (or 'overshoot') can inform strategies to increase or decrease visitation or its associated consumption in the coming years. The feedback mechanism in this conceptual model incorporates a gap between observed and desired ecological footprint levels of tourists and residents. The work is based on longer-term and ongoing study of tourism impacts and ecological footprint assessments from the SPIN-Eco Project. We present historical tourism and environmental data from the province of Siena, Italy and discuss the use of discrete, static environmental indicators as part of an iterative feedback process to manage tourism within biophysical limits. We discuss a necessary shift of emphasis from certain and static numbers to a process-based management model that can reflect slow changes to biophysical resources. As underscored by ecological footprint analysis, the energy and material use associated with tourism and local activity can erode natural capital foundations if that use exceeds the area's biological capacity to support it. The dynamic, and iterative process of using such indicators as management feedback allows us to view sustainability more accurately as a transition and journey, rather than a static destination to which management must arrive.  相似文献

Utilization of natural resources has multiplied globally, resulting in serious environmental deterioration and impeding the achievement of the Sustainable Development Goals (SDGs). For the harmonious development of human nourishment and the balance of nature, it is vital to evaluate environmental segments' resource usage, transformation, and residue, referred to as ‘footprint,’ in order to highlight carrying capacity and sustainability. This analysis highlights the Environmental Footprint (EF) of India per state from 2010 to 2020 in terms of hectares per capita. This study evaluates India's biological, hydrological, energy, ecological, and pollution footprints, carrying capacity, environmental pressure, and environmental deficit using 17 distinct parameters categorized under the themes of biological resource, hydrological resource, energy resource, and pollution concentration. We proposed a reoriented methodology and EF concepts that determine India's footprint, carrying capacity, nature of sustainability, environmental pressure index, and its consequential links to the 2030 SDGs. As a result, the biological resources contributed to ~50% of the environmental footprint, while hydrological, energy, and pollutants made up the remaining. Between 2010 and 2020, Delhi, Uttar Pradesh, Bihar, and West Bengal had the highest EF, while Jammu and Kashmir and the north-eastern provinces had the lowest. During the research period, the ecological deficit in India has increased overall. India impedes the 2030 SDGs; therefore, the study provides a picture of resource consumption, waste generation, economic growth, and societal changes, enabling academics and policymakers to redefine or document policy for a more sustainable future.  相似文献

This paper challenges “Big Society (BS) Localism”, seeing it as an example of impoverished localist thinking which neglects social justice considerations. We do this through a critical examination of recent turns in the localist discourse in the UK which emphasise self-reliant communities and envisage a diminished role for the state. We establish a heuristic distinction between positive and negative approaches to localism. We argue that the Coalition Government's BS programme fits with a negative localist frame as it starts from an ideological assumption that the state acts as a barrier to community-level associational activity and that it should play a minimal role. “BS localism” (as we call it) has been influential over the making of social policy, but it also has implications for the achievement of environmental goals. We argue that this latest incarnation of localism is largely ineffective in solving problems requiring collective action because it neglects the important role that inequalities play in inhibiting the development of associational society. Drawing upon preliminary research being undertaken at the community scale, we argue that staking environmental policy success on the ability of local civil society to fill the gap left after state retrenchment runs the risk of no activity at all.  相似文献

The heuristic value of the ecological footprint (EF) conceptual device has met with considerable political and civic buy-in at national, regional and local levels. It is seen as particularly valuable for visualizing ecological overshoot but debates about methodological soundness have undermined this potential. This paper examines the emerging opportunities for advanced footprinting approaches that use input-output analysis to test 'what if?' policy scenarios and hence turn EF into a proactive driver for sustainability-oriented policy development. This work is part of a larger project, which aims at investigating the environmental sustainability of the Province of Siena and of its communes, by means of different indicators and methods of analysis. The research presented in this article uses ecological footprint and biocapacity as indicators to monitor the environmental conditions of the area of Siena, thus complementing previous studies carried out using Emergy, greenhouse gases balance and other methods. The calculations have been performed in such a way as to enable a disaggregation of the final results according to the classical categories of ecologically productive land and of consumption, but also according to citizen's and public administration's areas of influence. This information allows us to investigate in detail the socio-economic aspects of environmental resource use. Among the notable results, the Siena territory is characterized by a nearly breakeven total ecological balance, a result contrasting with the national average and most of the other Italian provinces. Furthermore, the analysis has been carried out at different spatial scales (province, districts and communes), highlighting an inhomogeneous territorial structure consisting of subareas in ecological deficit compensated by zones in ecological surplus.  相似文献

The concept of ecological footprint (EF) assessment embeds into the broader concept of sustainable development, relating directly to quality of life and maintaining the natural constraints of the global ecosystem. EFs relate to the balance between the Earth's biocapacity and consumption, measured as land equivalence in global hectares per capita. The majority of studies relating to EF assessments have adopted a top-down methodology in order to assess national and regional EFs. Furthermore, these studies are mainly based upon national accounts of input, output and trade; information which is readily available for most countries, and the EFs usually require an assessment of equivalent land area per capita to maintain the current levels of consumption. Since its inception in the mid-1990s, the EF methodology has been refined and has been widely adopted by many countries and governments as a tool to measure biocapacity, or, the consumption of resources. In this paper, we present a bottom-up methodology to measure the EF of a rural region (near Chennai) in southern India. Advantages and limitations of this approach are then discussed through comparisons with regional and national assessments.  相似文献

Many different approaches for national sustainable development strategies (NSDS) have been proposed since 1992, with some components common to all. A country's national strategy should be designed to help mainstream environmental concerns into policy. More broadly, it should coordinate local policy with global concerns, as well as integrate scientific knowledge into policy and development planning. The peer review mechanism for national strategies was piloted by France, and also involved representatives of countries from the North and the South as well as stakeholders. The peer review process allows countries to share their experience and information, and can assist them in identifying their own path to sustainable development. The business community can also contribute to sustainable development through provision of local and global public goods. Another input to sustainable development could come from the International Organization for Standardization (ISO) and its Guidance Standard on Social Responsibility (ISO 26000), as a coordinating mechanism between voluntary initiatives and binding obligations (such as international conventions). ISO standards and guidelines should therefore be integrated with national sustainable development strategies and local Agenda 21 frameworks.  相似文献

Across the Americas, biofuels production systems are diverse due to geographic conditions, historical patterns of land tenure, different land use patterns, government policy frameworks, and relations between the national state and civil society, all of which shape the role that biofuels play in individual nations. Although many national governments throughout the Americas continue to incentivize growth of the biofuels industry, one key challenge for biofuels sustainability has been concern about its social impacts. In this article, we discuss some of the key social issues and tensions related to the recent expansion of biofuels production in Mexico, Colombia, and Brazil. We argue that a process of “simplification” of ecological and cultural diversity has aided the expansion of the biofuels frontier in these countries, but is also undermining their viability. We consider the ability of governments and non-state actors in multi-stakeholder initiatives (MSI) to address social and environmental concerns that affect rural livelihoods as a result of biofuels expansion. We analyze the tensions between global sustainability standards, national level policies for biofuels development, and local level impacts and visions of sustainability. We find that both government and MSI efforts to address sustainability concerns have limited impact, and recommend greater incorporation of local needs and expertise to improve governance.  相似文献

The concept of sustainable development has become very much in vogue in the past decade. We have also observed a shift in the interpretation of this concept from a global perspective to a meso perspective—that is, at a local, regional or sectoral level. This paper aims at highlighting the urban dimension of environmental issues. After a sketch of urban pollution problems and of tools for economic analysis, the notion of urban sustainability will be advocated as a meaningful analytical and policy concept. Next, the main focus of this paper will be on a typological approach to urban sustainability issues on the basis of three characteristic angles, viz. strong and weak sustainability, absolute and relative decoupling and the spatial ecological footprint. Several community gardens have been developed in Edinburgh over the past five years, which reflects renewed interest in “grow your own” projects, and the recognition of the associated environmental and social health benefits they provide. Community gardens have been included in a range of policy documents at national and local levels, acknowledging their contribution to sustainable food systems, health and well-being and environment and biodiversity. This research explores how public policy influences community garden practice and, reflexively, how organisations running community gardens in the third sector are represented in public policy frameworks. A mixed methodology of desk-based research of policy documents, associated reports and academic literature; and informal interviews with community gardens staff and organisers was utilised. It was found that while community gardens are represented in policy, at a national level the framing of community gardens and related food growing projects as “alternative” hinders their full potential. Community gardens fulfil a wide range of policy goals, particularly in the health, social capital and well-being sectors which can minimise their capacity to contribute to local food production in a substantial way. It is proposed that community gardens could be normalised by promoting gardens in visible locations in neighbourhoods and within local plans; and through reflexive strategic and community action utilising a reasoning backwards approach to planning and funding.  相似文献

Although intrinsically a global environmental concern, the climate change issue has a number of implications for local authorities. Within the European Union (EU), the remit of local authorities in—-for abatement policies—the crucial areas of energy and transport policy varies considerably, as does their commitment to environmental action more generally. This paper examines the role of local authorities in climate protection within a framework of global, EU and national action, through examples of local strategies from Germany, Italy, Spain, Sweden and the UK. The paper finds positive instances of action in all countries, but points to unsympathetic policy frameworks both at national and EU level, such as budget constraints imposed on local authorities, the pursuit of low energy prices combined with a resistance to impose carbon taxes, a lack of energy efficiency standards and insufficient support for public transport.  相似文献

ABSTRACT: The use of scientific knowledge in environmental policy making is an important topic. However, the relation between knowledge producers and policy makers is not a straightforward producer-user relationship. The development of a national desiccation policy in the Netherlands and the implementation of desiccation plans in local situations are used as a case study to investigate the knowledge policy relationship. Three theoretical explanations were used to analyze this case: a difference between the cultures of producers and users; a different rationality of the policy making and research processes; and processes of social construction of problem definitions which imply that different knowledge stocks are used depending on the framing of the policy problem. Emergence of the policy issue at the national level is demonstrated to develop in close interaction between knowledge producers and policy makers, while the interactions at the local level were more based on integration of expert knowledge through personal expertise and closely tied to the development of management plans. This case study thus reveals a difference between general knowledge supporting measures at the national policy level and the way in which specific knowledge is applied in local cases. Therefore more attention should be paid to the translation of policy problems from rather high levels of political authority to the conceptualization at lower management levels. A final conclusion is that knowledge use in Dutch desiccation policy can be understood by pointing to multiple theoretical perspectives. The rational actor model and a construc-tivist perspective turned out to be especially useful in explaining the different ways knowledge was used at the national and the local level.  相似文献

我国土壤环境修复属于政策驱动型产业,完善政策制度和标准体系对推动我国土壤修复健康发展、保障土壤环境安全具有重要意义。本文从国家和地方两个层面,系统分析了我国当前已经发布的土壤污染防治相关环境管理政策法规和技术标准现状、内容特点及其在推进土壤环境管理过程中发挥的作用,总结归纳出国家层面环境管理文件和地方层面制度建设的不同特点。针对国家层面和地方层面环境管理文件的不同特点,结合"十三五"国家土壤污染防治行动计划体现的土壤环境管理总体思路和任务要求,借鉴国际土壤污染防治制度建设经验,提出"十三五"时期我国土壤污染防治政策制度和标准体系建设的主要方向,即"一中心、三方向",包括基于风险管理的分级分类核心思想,重点提高政策制度操作性、提高技术标准的精细化和针对性、提高关键环境管理的有效性三个主要方向。  相似文献

Electricity consumption is a crucial factor in the environmental pollution process, and therefore, its impact needs to be carefully considered by policymakers. This study investigates the relationship between energy consumption, electricity generation, natural resource utilization, and environmental pollution in BRICS nations, which have a substantial share in global resource consumption. To this end, we employed a novel methodology, namely the Method of Moment Quantile Regression (MMQR), for the time period between 1990 and 2018, within the framework of the Environmental Kuznets Curve (EKC) theory. The study's outcome shows that natural resources and renewable energy are efficacious and significant in curbing environmental degradation among the sample countries. The investigation reveals a positive correlation between electricity consumption and environmental degradation, thereby highlighting this vital resource's role in exacerbating the BRICS nations’ ecological footprint. The findings from this research can provide crucial insights for policymakers to achieve sustainable development and carbon neutrality in these countries.  相似文献

In Norway, traditional nature conservation by government declaration is still the dominant way of protecting nature areas of national and international interest. This article presents some results from a case study of one exceptional case of private-public partnership in nature conservation. Strong opposition among local actors resulted in conservation by legal contracts between public and private actors. Discussing some possible explanations, the authors argue that a rather special network among the local community and central government and a rather creative combination of environmental and agricultural policy instruments were essential for this particular outcome.  相似文献

Abstract

In recent years there has been increasing interest in the use of so‐called ‘economic instruments’ in environmental policy. Economic instruments influence the behaviour of economic agents by providing financial incentives for environmentally improved behaviour, or disincentives for damaging behaviour. This paper explores the use of economic instruments in the field of sustainable community planning and development. It does so in the wider context of how environmental economic policy is made. The focus of this paper is to examine the role of policy instruments in community planning, and to review the different types of instruments that are available to policy‐makers. Numerous examples of the various instruments at the community level are described. It is widely believed that policy making should occur at the lowest or most local level possible while maintaining effectiveness. A system of government that does not give adequate legal power to local governments, and does not allow local governments considerable flexibility in the use of funds, cannot be expected to achieve all community objectives. Central governments must give local governments permission to take measures towards sustainable community planning, even though that requires giving them power to address broader issues. At the same time, when issues that should be addressed at national and international levels are not addressed, local governments may be able to take action individually. Given the general reluctance (and perhaps inability) of governments at all levels today to consider non‐economic and, particularly, non‐market policy instruments, it is pragmatic as well as timely to improve our understanding of economic instruments for sustainable community development.  相似文献

Abstract

What can local case studies contribute to our understanding of the processes underlying the growth in greenhouse gas emissions? Since much abatement and mitigation are local in character, it is important that policy makers identify the mix of local, national and international processes that contribute to changes in greenhouse gas emissions. Drawing upon the results of case studies in Kansas, North Carolina and Ohio, how patterns of emissions in local areas can be connected analytically to the driving forces of environmental change is demonstrated. Emissions at the local level are empirically associated with the same set of trends found at national and international scale, namely, changes in population, affluence‐consumption and technology.  相似文献
