Radioactive particles present a novel exposure pathway for members of the public. For typical assessments of potential doses received by members of the public, habit surveys and environmental monitoring combine to allow the assessment to occur. In these circumstances it is believed that the probability of encounter/consumption is certain. The potential detriment is assessed through sampling the use of environmental monitoring data and dose coefficients such as that in ICRP 60 [ICRP, 1990. 1990 Recommendations of the international commission on radiological protection. Publication 60. Annals of the ICRP 21 (1-3)]. However, radioactive particles often represent a hazard that is difficult to quantify and where the probability of encounter is less than certain as are the potential effects on health. Normal assessment methodologies through sampling and analysis are not appropriate for assessing the impact of radioactive particles either prospectively or retrospectively. This paper details many of the issues that should be considered when undertaking an assessment of the risk to health posed by radioactive particles.  相似文献

The paper presents the results of a study on radiological impacts resulting from a zircon sand processing plant located in the North-Eastern part of Italy. Activity concentrations of radionuclides found in materials associated with this industrial process are presented as well as the results of the assessment of the annual effective doses to the workers and the members of the public. Gamma-spectrometric analyses were performed on "raw" sands, end-products, and soils sampled near the plant. Thermoluminescent dosimeters, electric pumps and electret ion chambers were used to measure the external irradiation, the indoor dust concentrations and the radon concentrations, respectively. The ground-level air concentration of radioactive particulate near the plant and the deposition of particulate matter were estimated by a Gaussian model (ISCLT3). Finally, the annual effective doses, calculated as provided for by Directive 96/29/Euratom, were estimated to be 1.7 mSv y(-1) for workers and 4.4 microSv y(-1) for members of the public.  相似文献

Risk assessment is an important tool to help evaluate the appropriate course for social decisions. But this methodology does not appear to have played a significant role in such decisions. Moreover, public decisions often appear to be at wide variance with what course risk assessment would counsel. In this paper risk is defined, the nature of risk taking is examined, and risk assessment issues in terms of societal decisions are identified. Eight such issues are listed as technical challenges for risk assessors to take into consideration if their analyses are to be more successful in influencing public policy. Finally, the paper suggests two operative guidelines to improve the effectiveness of risk assessment influence on social decisions. One is to recognize that risk assessment is only one input, albeit an important one, to such decisions. The other is to strive for simplicity without loss of completeness or exactness.  相似文献

The contribution of mining to the Ghanaian economy has been substantial. The mining sector is currently a major foreign exchange earner and contributes to long-term capital formation and fiscal payment to the state. However, the industry continues to have adverse consequences on the lives of local community dwellers, most of whom are often unprepared to deal with these impacts. Often, new mining exploration takes place on land that provides land-based livelihood to many rural people. Ironically, compensation payments seem to worsen poverty in the mining communities and bring about the social conflicts. Hence, whilst communities are highly welcoming of mining companies during exploration, they become resentful during operation of the mine. Using two communities in the Asutifi District of Ghana as case studies, this paper presents a candid assessment of the changes that occur in respondents’ perception of mining during, before and after the inception of mining. It also examines the gender dimensions of the impacts of mining activities as well as the communities’ sources of information. Since public participation is an integral part of the environmental assessment process in Ghana, the paper concludes by recommending among others, precise channels of communication and dialogue before mining begins and during the operation of the mine, to increase awareness among community members.  相似文献

在我国日益推进的城市化进程中,土地污染问题日益凸显,污染对于土地造成的价值损失也越来越引起人们的关注。因此,在土地的价值评估中如何纳入环境因素成为当前亟待解决的技术问题。而国外的棕地(即污染土地)价值评估起步较早,实践较为丰富,本文在参考大量外文文献的基础上,结合国外评估师的实践经验,对主要的国外棕地价值评估方法进行系统梳理总结,并针对市场比较法、收益还原法、成本逼近法和内涵定价法等四种不同方法的具体实践应用,筛选出有代表性的国外案例进行探讨,以期为国内的棕地价值评估提供方法与实践的参考。在此基础上,本文也就学术界的争论对棕地价值评估方法中的污名、清理期间和风险评估等三个方面的问题进行了总结和讨论,提出棕地价值评估对我国四个方面的启示和借鉴:重视环境因素,为促进和激励土地环境整治提供依据;出台相关政策,加强土地用途转换过程中的环境风险评估;公开环境数据,为棕地价值评估提供数据支撑;积累和借鉴经验,提高评估结果的准确性。  相似文献

Risk assessment is a new research area. The risk assessment research area deals with a wide range of issues other than landfills. Examples of these issues are Radiation, Food Industry, Ecology, Epidemiology, etc. The authors have found that there are generic elements in risk assessment and these elements are independent of the subject areas mentioned above. An important example of these generic elements is the Concentration Assessment of hazards and is equally important from the perspective of landfill risk assessment. Furthermore, in the literature review of landfill risk assessment approaches, no evidence has been discovered of a holistic risk assessment methodology for landfill gas, leachate, or degraded landfill waste. A range of knowledge deficiencies has been found in the literature reviewed to date. One of these deficiencies in knowledge is the lack of a holistic procedure for carrying out Concentration Assessment. From the perspective of landfill leachate, this paper discusses the extent to which the Concentration Assessment of hazards is absent in landfill risk assessment approaches described in the literature reviewed to date, and the elements that should be added to the procedure of the Concentration Assessment in order to enhance the process of risk assessment. The paper also briefly outlines a holistic procedure for the Concentration Assessment and a corresponding computer model for the risk assessment of landfill leachate.  相似文献

Modelling calculations have been performed to predict the radiological impact of the sea to land transfer pathway to members of the public in North Wales from 1952 to 2004. The radionuclides of interest were (99)Tc, (137)Cs, (239,240)Pu and (241)Am and the exposure routes considered were food consumption, external and inhalation. The consumption of locally grown terrestrial food in the early to mid 1980s was the most significant source of exposure to all of the groups considered, with (239,240)Pu being the radionuclide contributing most to the dose. A maximum dose of 1.46muSvy(-1) was calculated for adult members of the critical consumption group in 1985, with doses for 2004 reducing to 0.59muSvy(-1). Despite the conservative approach of the dose calculations, the dose rate values are very low, less than 0.15% of the annual limit of 1000muSvy(-1) for the UK public from controlled radiation sources (excluding medical).  相似文献

The ERICA Integrated Approach requires that a risk assessment screening dose rate is defined for the risk characterisation within Tiers 1 and 2. At Tier 3, no numerical screening dose rate is used, and the risk characterisation is driven by methods that can evaluate the possible effects of ionising radiation on reproduction, mortality and morbidity. Species sensitivity distribution has been used to derive the ERICA risk assessment predicted no-effect dose rate (PNEDR). The method used was based on the mathematical processing of data from FRED (FASSET radiation effects database merged with the EPIC database to form FREDERICA) and resulted in a PNEDR of 10 microGy/h. This rate was assumed to ascribe sufficient protection of all ecosystems from detrimental effects on structure and function under chronic exposure. The value was weighed against a number of points of comparison: (i) PNEDR values obtained by application of the safety factor method, (ii) background levels, (iii) dose rates triggering effects on radioactively contaminated sites and (iv) former guidelines from literature reviews. In Tier 3, the effects analysis must be driven by the problem formulation and is thus highly case specific. Instead of specific recommendations on numeric values, guidance on the sorts of methods that may be applied for refined effect analysis is provided and illustrated.  相似文献

The concept of managing the environment and any associated human health impacts by means of such science-based tools as toxicological evaluation, risk assessment, and economic appraisal has become widely accepted in professional circles. These increasingly complex methodologies have not won universal support, however, even among the technically minded, and the wider public has in many cases remained sceptical. The public's seeming lack of enthusiasm has frequently been assigned to ignorance of science, irrationality even, and some attempts have been made to ameliorate the situation by means of education, though with little evidence of success. However, this review advances an alternative explanation, namely, that the disenchantment has more to do with procedural than technical matters. Many issues, although treated with technical risk assessment appear to have forced themselves onto the agenda because of factors only passingly connected with risk, and which are more related to the intrusion of disputed values and other sources of bias. This paper also notes that the intervention of bias in decision making is rife, and is found as much in professional as in public approaches. This need not itself be a problem, providing it is recognised and openly expressed. However, there remains a need for much greater circumspection and frankness by professions about the status of their art, and a determined effort if the full social benefits of environmental risk assessment (ERA) are to be realised.  相似文献

It has been generally recognized that strategic environmental assessment integrates environment and development into decision-making and becomes an important decision-making tool for implementing sustainable development. This paper firstly introduces the relationships of SEA, public participation(PP)and information publicity(IP), then discusses the key parts in enforcing the effective process of PP: They are the methods for how to make sufficient information open (What), when to implement PP (When), who will determinate the public (Who), and how to make the models of PP (How). Decision analysis in subsurface contamination management is generally carried out through a traditional engineering economic viewpoint. However, new advances in human health risk assessment, namely, the probabilistic risk assessment, and the growing awareness of the importance of soft data in the decision-making process, require decision analysis methodologies that are capable of accommodating non-technical and politically biased qualitative information. In this work, we discuss the major limitations of the currently practiced decision analysis framework, which evolves around the definition of risk and cost of risk, and its poor ability to communicate risk-related information. A demonstration using a numerical example was conducted to provide insight on these limitations of the current decision analysis framework. The results from this simple ground water contamination and remediation scenario were identical to those obtained from studies carried out on existing Superfund sites, which suggests serious flaws in the current risk management framework. In order to provide a perspective on how these limitations may be avoided in future formulation of the management framework, more matured and well-accepted approaches to decision analysis in dam safety and the utility industry, where public health and public investment are of great concern, are presented and their applicability in subsurface remediation management is discussed. Finally, in light of the success of the application of risk-based decision analysis in dam safety and the utility industry, potential options for decision analysis in subsurface contamination management are discussed.  相似文献

When soil and groundwater contaminations occur over large areas, remediation measures should be spatially prioritized on the basis of the risk posed to human health and in compliance with technological and budget constraints. Within this scope, the application of human health risk assessment algorithms in a spatially resolved environment raises a number of methodological and technical complexities. In this paper, a methodology is proposed and applied in a case study to support the entire formulation process of remediation plans, encompassing hazard assessment, exposure assessment, risk characterisation, uncertainty assessment and allocation of risk reduction measures. In the hazard assessment, it supports the selection of Contaminants of Concern (CoC) with regard to both their average concentrations and peak concentrations, i.e. hot spots. In the exposure assessment, it provides a zoning of the site based on the geostatistical mapping of contaminant. In the risk characterisation, it generates vector maps of Risk Factors on the basis of the risk posed by multiple substances and allows the interrogation of most relevant CoC and exposure pathways for each zone of the site. It also supports the Monte Carlo based probabilistic estimation of the Risk Factors and generates maps of the associated uncertainty. In the risk reduction phase, it supports the formulation of remediation plans based on the stepwise spatial allocation of remediation interventions and the on-time simulation of risk reduction performances. The application of this methodology is fully supported by an easy-to-use and customized Geographical Information System and does not require high expertise for interpretation. The proposed methodology is the core module of a Decision Support System (DSS) that was implemented in the DESYRE software aimed at supporting the risk-based remediation of megasites.  相似文献

This paper presents the method used by the UK Food Standards Agency (FSA) to assess the potential impact of proposed radioactive discharges from the Sellafield nuclear site on food and determine their acceptability. It explains aspects of a cautious method that has been adopted to reflect the UK government policy and uncertainties related to people's habits with regard to food production and consumption. Two types of ingestion doses are considered in this method: 'possible' and 'probable' doses. The method is specifically applied to Sellafield discharge limits and calculated possible and probable ingestion doses are presented and discussed. Estimated critical group ingestion doses are below the dose limit and constraint set for members of the public. The method may be subject to future amendments to take account of changes in government policy and the outcome of a recent Consultative Exercise on Dose Assessments carried out by FSA. Uncertainties inherent in dose assessments are discussed and quantified wherever possible.  相似文献

In the past, the safety of technology has mainly been ensured by deterministic criteria that were based on engineering principles and on experience. Recently, however, it has become necessary to include risk assessment into safety policy. This need arises due to the order of magnitude of possible health and environmental impact from normal operation or accidents, as well as the complexity of modern systems that no longer allow for intuitive understanding of possible accident sequences. Assessment of risks of technical installations is subject to large uncertainties that are caused by lack of data and inadequate quantification and evaluation methods. This paper reviews the main areas of uncertainties with regard to their importance for decisionmaking. Uncertainties are an inherent part of any risk assessment result and can never be avoided. It is thus important to pay particular attention to them including limitations of methods, sensitivity to assumptions about parameters, and site-specific considerations. All this information must be described in great detail so that it can be integrated into the decisionmaking process. If applied in this context, risk assessment is a useful tool for identifying major contributors to risk and effective actions of risk management.  相似文献

This paper highlights some recent trends and developments in dialogue on radioactive waste management in the UK. In particular, it focuses on the use of dialogue around options for the management of risk, and describes techniques for stakeholder dialogue in the field of radioactive waste management. The paper summarises past and on-going experience in the UK, and provides an overview of some practical examples from decommissioning of the former reprocessing facility at Dounreay in Scotland. In common with developments and trend in other countries, the UK has moved to a position where there is now widespread recognition that radioactive waste management requires not only sound technical assessment of risk, but also public participation, consultation and stakeholder dialogue on proposed solutions and the associated risks. In fact, the shift of position has arguably been quite pronounced, with formal procedures to identify, clarify and integrate stakeholders' issues and concerns within the decision-making processes. Experience suggests that citizens are capable of engaging with complex technical issues such as radioactive waste. Indeed, the earlier in the decision-making process that public and stakeholder engagement (PSE) occurs--for example, on the consideration of options and alternatives--the greater the chance of reaching a successful outcome that properly reflects the values and opinions of stakeholders. In the UK, the assessment of alternative waste management options is increasingly being addressed through Best Practical Environmental Option (BPEO) studies. Responses to stakeholder engagement processes and experience of conducting BPEO studies emphasise that consultation must be open, transparent, deliberative and inclusive. However, while early consideration of generic approaches and option choices is necessary to generate a climate of openness and understanding, it remains essential to fully engage with local stakeholder and community groups to consider issues associated with proposed developments at a site-specific level. An interesting area where further attention may be warranted is the use in final decision-making of the results from participatory processes such as BPEO studies. Demonstrating clearly that participants' views have influenced decisions appears to be essential for retaining legitimacy and trust, confidence and goodwill.  相似文献

The ERICA Tool is a computerised, flexible software system that has a structure based upon the ERICA Integrated Approach to assessing the radiological risk to biota. The Tool guides the user through the assessment process, recording information and decisions and allowing the necessary calculations to be performed to estimate risks to selected animals and plants. Tier 1 assessments are media concentration based and use pre-calculated environmental media concentration limits to estimate risk quotients. Tier 2 calculates dose rates but allows the user to examine and edit most of the parameters used in the calculation including concentration ratios, distribution coefficients, percentage dry weight soil or sediment, dose conversion coefficients, radiation weighting factors and occupancy factors. Tier 3 offers the same flexibility as Tier 2 but allows the option to run the assessment probabilistically if the underling parameter probability distribution functions are defined. Results from the Tool can be put into context using incorporated data on dose-effects relationships and background dose rates.  相似文献

Single point estimates of human health hazard/toxicity values such as a reference dose (RfD) are generally used in chemical hazard and risk assessment programs for assessing potential risks associated with site- or use-specific exposures. The resulting point estimates are often used by risk managers for regulatory decision-making, including standard setting, determination of emission controls, and mitigation of exposures to chemical substances. Risk managers, as well as stakeholders (interested and affected parties), often have limited information regarding assumptions and uncertainty factors in numerical estimates of both hazards and risks. Further, the use of different approaches for addressing uncertainty, which vary in transparency, can lead to a lack of confidence in the scientific underpinning of regulatory decision-making. The overarching goal of this paper, which was developed from an invited participant workshop, is to offer five approaches for presenting toxicity values in a transparent manner in order to improve the understanding, consideration, and informed use of uncertainty by risk assessors, risk managers, and stakeholders. The five approaches for improving the presentation and communication of uncertainty are described using U.S. Environmental Protection Agency's (EPA's) Integrated Risk Information System (IRIS) as a case study. These approaches will ensure transparency in the documentation, development, and use of toxicity values at EPA, the Agency for Toxic Substances and Disease Registry (ATSDR), and other similar assessment programs in the public and private sector. Further empirical testing will help to inform the approaches that will work best for specific audiences and situations.  相似文献

Air quality is managed in Great Britain via an effects-based, risk management process designed to provide a dynamic solution to public health issues associated with elevated concentrations of seven specified air pollutants. This paper is concerned with an examination and evaluation of the process of Local Air Quality Management (LAQM) in Great Britain from the late 1980s to date as a risk management process. The statutory basis of LAQM process is provided by the Environment Act 1995. The Act provides a framework in which national and local actions are required to identify and remediate areas of poor air quality. Within this framework, the implementation of the process at national and local levels is considered, leading to an identification and assessment of risks in the formulation and implementation of air quality management policy and practice. Local Authorities began the process of Review and Assessment in 1999 and the first round of the process concluded in 2001. Following this, some 129 Local Authorities declared one or more Air Quality Management Areas (AQMAs). The Review and Assessment elements of the framework were subjected to an evaluation in 2001 and the essential elements of it were confirmed as fit for purpose. The evaluation led to a confirmation of the process of LAQM but also a simplification based on the experience of Round 1. Now, a two step process is required comprising of an Updating and Screening Assessment and, where a risk of exceeding an Air Quality Objective (AQO) is identified, a Detailed Assessment follows. The Government has identified a time scale for Review and Assessment through to 2010 and also introduced the requirement of a regular Progress Report in order that a Local Authority is able to address routine matters of air quality management. The risks inherent in epidemiological or scientific uncertainty are factored into the LAQM process at an early stage of the process and, by identifying the risks and subjecting them to regular review, the process provides a 'level playing field' across spatial and temporal scales. Whilst the process of LAQM described in this paper has been developed for Great Britain, the generic elements of the process are applicable to other countries challenged by air pollution problems which require both national and local action to resolve them.  相似文献

Radon gas can be present within buildings at sufficiently high levels that it becomes a health risk. Such levels can be reduced, and so radon remediation programmes in the home in UK Affected Areas should result in reduced risks to the population. This paper considers the benefits and costs of the domestic radon remediation programme in Northamptonshire, UK, and considers the implications of the choice of Action Level, in view of the adoption of different levels in many countries. A programme with a higher Action Level will cost less, and target those most at risk, but will be less cost effective. In addition, a higher Action Level leaves a higher residual dose and risk to the remaining population. Such doses are higher than and inconsistent with the radiation dose limits for the general public in the EU Basic Standards Directive.  相似文献
