/ Costa Rica has recently established a program that provides funds for reforestation and forest protection on private lands, partly through the sale of carbon certificates to industrialized countries. Countries purchasing these carbon offsets hope one day to receive credit against their own commitments to limit emissions of greenhouse gases. Costa Rica has used the proceeds of the sale of carbon offsets to Norway to help finance this forest incentive program, called the Private Forestry Project, which pays thousands of participants to reforest or protect forest on their lands. The Private Forestry Project is accompanied by a monitoring program conducted by Costa Rican forest engineers that seeks to determine net carbon storage accomplished on these lands each year. The Private Forestry Project, which is officially registered as an Activity Implemented Jointly, is a possible model for bundled projects funded by the Clean Development Mechanism (CDM) established by the 1997 Kyoto Protocol to the UN Framework Convention on Climate Change. It also serves as an interesting example for the CDM because it was designed by a developing country host-not by an industrialized country investor. Accordingly, it reflects the particular "sustainable development" objectives of the host country or at least the host planners. Early experience in implementing the Private Forestry Project is evaluated in light of the main objectives of the CDM and its precursor-Activities Implemented Jointly. It is concluded that the project appears to meet the criteria of global cost-effectiveness and financing from non-ODA sources. The sustainable development implications of the project are specific to the region and would not necessarily match the ideals of all investing and developing countries. The project may be seen to achieve additional greenhouse gas abatement when compared against some (although not all) baselines.  相似文献

Sustainability appraisals produce evidence for how well water governance regimes operate and where problems exist. This evidence is particularly relevant for regions that face water scarcity and conflicts. In this study, we present a criteria-based and participatory sustainability appraisal of water governance in a region with such characteristics—the dry tropics of NW Costa Rica. Data collection included 47 interviews and three stakeholder workshops. The appraisal was conducted through a collaborative and iterative process between researchers and stakeholders. Out of the 25 sustainability criteria used, seven posed a significant challenge for the governance regime. We found challenges faced by the governance regime primarily clustered around and were re-enforced by failing coordination related to the use, management, and protection of groundwater resources; and inadequate leadership to identify collective goals and to constructively deliberate alternative ways of governing water with diverse groups. The appraisal yielded some positive impact in the study area, yet we found its application provided only limited strategic information to support broader problem-solving efforts. Insights from this study suggest key starting points for sustainable water governance in the Central American dry tropics, including investing in increasingly influential collective organizations that are already active in water governance; and leveraging policy windows that can be used to build confidence and disperse more governing authority to regional and local governing actors that are in-tune with the challenges faced in the dry tropics. We conclude the article with reflections on how to produce research results that are actionable for sustainable water governance.  相似文献

This paper studies the emergence of one particular ‘new’ environmental policy instrument: disclosure of emission and pollution data. Disclosure is part of a relatively new sub‐set of regulatory measures, based on monitoring, transparency, citizen‐empowerment and accountability. It originated in the United States but has recently attracted international attention. The attractiveness of disclosure is obvious; it promises environmental improvement combined with strengthened environmental democracy and community empowerment. By analysing the experiences in the US, and the developments in the Netherlands, this paper seeks to assess the functioning and effectiveness of disclosure. The available empirical evidence suggests that disclosure has a positive impact on the environmental performance of industrial facilities as well as a democratising effect. It is argued that Dutch policy makers wrongfully assume that disclosure cannot work in the Netherlands. The consequence is that citizens are provided with little specific information that cannot be used to put pressure on polluters.  相似文献

Fertilizer use in coffee plantations is a suspected cause of rising ground water nitrate concentrations in the ground water-dependent Central Valley of Costa Rica. Nitrate adsorption was evaluated beneath two coffee (Coffea arabica L.) plantations in the Central Valley. Previous work at one site had identified unsaturated zone nitrate retardation relative to a tritium tracer. Differences in nitrate adsorption were assessed in cores to 4 m depth in Andisols at this and one other plantation using differences in KCl- and water-extractable nitrate as an index. Significant adsorption was confirmed at the site of the previous tracer test, but not at the second site. Anion exchange capacity, X-ray diffraction data, extractable Al and Si, and soil pH in NaF corroborated that differences in adsorption characteristics were related to subtle differences in clay mineralogy. Soils at the site with significant nitrate adsorption showed an Al-rich allophane clay content compared with a more weathered, Si-rich allophane and halloysite clay mineral content at the site with negligible adsorption. At the site with significant nitrate adsorption, nitrate occupied less than 10% of the total anion adsorption capacity, suggesting that adsorption may provide long-term potential for mitigation or delay of nitrate leaching. Evaluation of nitrate sorption potential of soil at local and landscape scales would be useful in development of nitrogen management practices to reduce nitrate leaching to ground water.  相似文献

For more than half a century, research and practice in international development has focused on improving the quality of life of people living in developing regions of the world. Recently, researchers, practitioners, and policy makers have recognized the need to blend insights from experts and community stakeholders in development decisions. Research in the decision sciences tells us that these kinds of multiparty and multiattribute decisions are extremely challenging. However, recent experience using structured decision-making (SDM) approaches suggests that the quality of both expert and stakeholder input, and resulting decisions, can be improved by ensuring that people address a series of basic principles relating to identifying objectives and their associated attributes, estimating the consequences of proposed actions, and directly confronting trade-offs that arise during the evaluation of management alternatives. In this paper, we provide an overview of SDM and then discuss a research initiative aimed at applying the approach to a pressing international development problem in rural Costa Rica: management of the lucrative but also environmentally destructive pineapple industry. The objectives of this research were twofold: First, we sought to help inform policy decisions by eliciting land management preferences regarding the pineapple industry from people living in communities surrounding plantations. In this study we evaluate the accuracy of four global and regional forest cover assessments (MODIS, IGBP, GLC2000, PROARCA) as tools for baseline estimation. We conduct this research at the national scale for Costa Rica and for two tropical dry forest study sites in Costa Rica (Santa Rosa) and Mexico (Chamela-Cuixmala). We found that at the national level, the total forest cover accuracy of the four land cover maps was inflated due to an overestimation of forest in areas with an evergreen canopy. However, the four maps greatly underestimated the extent of the deciduous forest (dry forest); an ecosystem that faces high deforestation pressure and poses complications to the mapping of its extent from remotely sensed data. For the tropical dry forest sites, all maps have low forest cover accuracies (mean for Santa Rosa: 27%; mean for Chamela-Cuixmala: 56%). This has implications for policy implementation.  相似文献

Many nations promote nature-based tourism in order to promote the dual goals of nature conservation and income generation. To be most effective in providing services that facilitate achievement of these goals, decision makers will need to understand and incorporate tourist preferences for nature appreciation, infrastructure, use restrictions, and other attributes of national parks and protected areas. This paper presents the use of choice experiments as a mechanism to analyze preferences of national and international tourists in relation to the development of Barva Volcano Area in Costa Rica. In this section of the Braulio Carrillo National Park, managers are faced with an immediate need to plan for greatly increased visitation rates due to a new road, which will greatly improve access. Choice sets were developed in collaboration with park managers. A survey was conducted of 171 Costa Rican and 271 foreign tourists who visited Poás Volcano, a well-visited alternative site to Barva Volcano. Survey data was analyzed using conditional multinomial logit models. Results of the study demonstrate, that both sets of tourists preferred: (i) improved infrastructure; (ii) aerial trams with observation towers and picnic areas; (iii) more information; and (iv) low entrance fees. Foreign tourists demonstrated strong preferences for the inclusion of restrictions in the access to some trails, whereas Costa Ricans did not show any significant preference for restrictions. Marginal willingness-to-pay for greater information was estimated to be $1.54 for foreign tourists and $1.01 for Costa Rican visitors. The study concludes that choice experiments are a useful tool in the analyses of tourist preferences for the development of protected areas in developing countries.  相似文献

A tour guide training program was developed for rural communities near Costa Rica's Tortuguero National Park to respond to the impacts of the 24-fold increase in park visitation in the past decade, to involve local communities in resource management, and to provide regional environmental education. The development of the training course involved a survey of scientists and park managers to ascertain resource management needs, priorities for information to be disseminated, and impacts of tourism on the resource base. Current and potential tour guides were surveyed to identify their information needs, solicit their input in the training program, and to determine their knowledge and skills. Written questionnaires were developed and given to 400 tourists to determine their activities and environmental information needs, and hotel owners were censused to examine the economic feasibility of a local guide program. A pilot training course and guide program involving 12 Tortuguero residents demonstrated that a tour guide program: (1) helped mitigate negative tourism impacts on Tortuguero National Park's natural resources, particularly by regulating tourists on the park's 35-km beach used for nesting by endangered sea turtles; (2) provided environmental education to an important segment of the local community not traditionally reached through school or government development projects; (3) provided environmental information to tourists, thus enhancing their visit; and (4) provided local economic benefits through lucrative part-time employment, thereby allowing local people to participate more fully in the tourism system. An extended training course is being planned to provide further environmental education programming and to increase year-round employment opportunities for the tour guides.  相似文献

The paper examines a forest guard system protecting Monteverde Cloud Forest Reserve in Costa Rica. Using field observation, interviews and content analysis of records, the study determines the major threats facing the reserve from the local population. These threats, which include hunting, squatting and logging, are dealt with by the guards not just by creating barriers but by the guards as linkages among the many participants in the region. Community, institutional, legal and ecological linkages are identified, described and measured. The community linkage is recognized as particularly important because the Reserve's protection will be greatly enhanced if the community itself becomes ‘the guards’ and protects the Reserve. Human well-being is intricately connected to ecosystem services. A keystone contribution to the ecosystem service literature has been the Millennium Ecosystem Assessment, MA, (Ecosystems and human well-being: a framework for assessment, Island Press, Washington, DC; 2003, 2005). Much of the work on ecosystem services to date has focused on the assessment and classification of environmental functions. The need for inclusion of community perspectives in ecosystem assessments has been widely recognized in order to better understand the distribution of impacts and benefits resulting from natural resource use. Communities can offer a direct route to understanding the complex relationships between ecosystems and human well-being and how environmental management affects their livelihoods. Photovoice has been made popular as a tool for participatory needs assessment but it has had limited use in ecosystem assessments to date. The purpose of this paper is twofold: (1) to present the results of a community-level assessment of environmental services in a watershed dominated by pineapple monoculture in Costa Rica; and (2) to evaluate the strengths and the limitations of photovoice as a tool for mapping the relationship between ecosystems and people. I argue that photovoice is an underutilized methodology that has the potential to complement biophysical ecosystem service assessments in the context of impoverished and resource-dependent communities, particularly, since assessing ecosystem services and acting upon that information requires integrating the knowledges of diverse stakeholders, recognizing power imbalances, and grappling with the complexity of social-ecological systems. Processes such as photovoice have the potential to catalyze community self-organization, which is a critical component for empowerment.  相似文献

The cost-efficiency of payments for environmental services (PES) to private landowners in the Osa Conservation Area, Costa Rica, is evaluated in terms of the trade-off between biodiversity representation and opportunity costs of conservation to agricultural and forestry land-use. Using available GIS data and an 'off-the-shelf' software application called TARGET, we find that the PES allocation criteria applied by authorities in 2002-2003 were more than twice as cost-efficient as criteria applied during 1999-2001. Results show that a policy relevant assessment of the cost-effectiveness of PES relative to other conservation policies can be carried out at regional level using available studies and GIS data. However, there are a number of data and conceptual limitations to using heuristic optimisation algorithms in the analysis of the cost-efficiency of PES. Site specific data on probabilities of land-use change, and a detailed specification of opportunity costs of farm land, labour and capital are required to use algorithms such as TARGET for ranking individual sites based on cost-efficiency. Despite its conceptual soundness for regional conservation analysis, biodiversity complementarity presents a practical challenge as a criterion for PES eligibility at farm level because it varies depending on the set of areas under PES contracts at any one time.  相似文献

Evaluation of conservation education programs can: (1) provide accountability in demonstrating a program's worth, (2) offer an opportunity for receiving feedback and improving programs, (3) further our understanding of the process of program development, and (4) promote conservation education by substantiating claims about its benefits. The Planning-Process-Product systems evaluation model provides feedback needed for making decisions about the development, implementation, and outcome of a program. Planning evaluation was useful in assessing the needs, goals, opportunities, and constraints of a number of programs in Costa Rica and Belize, such as a forestry education project and a zoo outreach program. It provided a basis for making planning decisions incorporating specific objectives, such as the reforestation of a region or a change in knowledge and attitudes in program participants. Process evaluation provided a Costa Rican sustainable development program with feedback during its implementation and enabled it to modify and improve its newsletter for local farmers and its ecology classes for school children. Product evaluation assessed project accomplishments, such as the $700,000 raised by the Children's Rainforest group and the 20 miles of riparian land under conservation management as part of the Belize Community Baboon Sanctuary project. Outcomes are compared with the programs original monetary or land management objectives to determine the success of the programs and to provide feedback for improvement.  相似文献

Costa Rica is a nation with a vast wealth of water resources; however, recently the country has faced water conflicts (WC) due to social, economic, legal, and political impediments in response to limited water availability during El Niño events and inefficient use of its water resources. This study presents a spatial distribution and temporal analysis of WC in Costa Rica from 2005 to 2015. In total, 719 WC were analyzed of which 54% were among private individuals and government. The largest urban areas and the Grande de Tárcoles Basin were identified as the main “hot spot” for the conflicts. WC were mainly caused by spills of wastewater, water pollution, water shortage, infrastructure damage, and flooding, and can be predicted using a multiple linear model including the population size and the number of hydro‐meteorological events (HME) (R2 = 0.77). The identified HME also coevolved significantly with the changes in precipitation regimes (r = 0.67, = 0.021). Our results suggest that there is a need to recognize that water infrastructure longevity across the country concatenates and amplifies WC, mainly in the most populated area located in the Central Valley. Implications of our findings include the need for truly integrated water resources management plans that include, for example, WC as indicators of hydro‐climatic changing conditions and water supply and sanitation infrastructure status.  相似文献

Traditionally, the criteria used to measure conservation success or failure are based on biological factors. Biological factors include changes in the amount of targeted conserved species, biodiversity, and total area conserved. However, conservation efforts are not simply a matter of biological concern; environmental, political, social, and conflict pressures on different scales (ranging from local to global) also have strong influences on the outcome of conservation. These other factors can either pose threats to or enhance conservation, but are not addressed by current criteria. Using a proposed holistic rubric that includes interdisciplinary fields, this paper examines a set of conservation factors on different scales – ranging from local to global – to determine their importance in conservation. The paper analyses positive factor influences with more successful conservation and negative factor influences with less successful, or failed, conservation attempts. Neutral and non‐applicable factor influences are also identified, defined, and ranked as a standardization mechanism. The determination of success changed when the holistic rubric was applied to conservation projects in Costa Rica, Mekong Valley, and Cameroon. In the Costa Rica case study, conservation success for Guanacaste and Talamanca national parks is rated ‘moderately low’. In the case of Mekong Valley, conservation success is rated ‘low’ for Lower Mekong, ‘moderately low’ for Greater Annamites, and ‘low’ for Phong Nha‐Ke Bang national parks. Cameroon's Congo Basin and Sangha Tri‐National conservation efforts are both rated ‘low’, while Dja Faunal is rated ‘very low’. We conclude that if conservation efforts are to attain a high level of success, the strategy for global conservation must move away from the traditional biological approach, which focuses mainly on biological concerns, and embrace a holistic approach, which in addition to biological concerns, addresses environmental, political, social, and conflict pressures, which have strong influences on the outcomes of conservation.  相似文献

Our group, composed of modelers working in conjunction with tropical ecologists, 3 has produced a simulation model that quantifies the net carbon exchange between tropical vegetation and the atmosphere due to land use change. The model calculates this net exchange by combining estimates of land use change with several estimates of the carbon stored in tropical vegetation and general assumptions about the fate of cleared vegetation. In this report, we use estimates of land use and carbon storage organized into sixlife zone (sensu Holdridge) categories to calculate the exchange between the atmosphere and the vegetation of four tropical countries. Our analyses of these countries indicate that this life zone approach has several advantages because (a) the carbon content of vegetation varies significantly among life zones, (b) much of the land use change occurs in life zones of only moderate carbon storage, and (c) the fate of cleared vegetation varies among life zones. Our analyses also emphasize the importance of distinguishing between temporary and permanent land use change, as the recovery of vegetation on abandoned areas decreases the net release of carbon due to clearing. We include sensitivity analysis of those factors that we found to be important but are difficult to quantify at present.  相似文献

The core element of the Costa Rican forestry policy is a financial instrument called the environmental service payment. This instrument rewards forest owners for the environmental services (the mitigation of greenhouse gases, the protection of watersheds and scenic beauty, and the development of biodiversity) their forests provide. In this article, the experiences with this new instrument are analyzed by focusing on the way interests are represented and access is granted, the openness of information exchange, whether social learning occurred, and whether decision-making authority is shared. The analysis is based on a survey conducted in the Huetar Norte Region and on in-depth interviews with the major stakeholders. The Costa Rican case indicates that financial instruments can be used to share responsibilities and that stakeholders can successfully cooperate on forest issues. It also shows that such a participatory approach is only promising if certain cultural, economic, organizational, and political conditions are met.  相似文献

This paper examines Indigenous water rights in rural and remote Australia and how water justice seems to be elusive in many of these spaces. The purpose of this literature review is to link water justice theory and practices to the way different water cultures are valued in Australia while simultaneously critiquing the water justice movement. This paper situates the notion of water justice as a specific kind of environmental justice to cater for the unique qualities that define this resource. In doing so, this paper draws on Schlosberg’s (2004) conception of environmental justice with its trivalent approach that describes the following three ‘circles of concern’: recognition of difference, plurality of participation, and finally equitable distribution of resources and costs and benefits. This framework provides that if the first two ‘circles of concern’ are not in existence in a natural resource management process, then inequitable distribution of that resource is a likely outcome. This paper presents two areas where water injustices exist in the context of Indigenous rural and remote Australia. The first relates to how Indigenous rights to water have been inadequately recognized and the second presents empirical data on water supply and sanitation in rural and remote Indigenous communities that demonstrates ongoing dilemmas around securing this basic human right. The undervaluing of cultural differences relating to water is argued to be antecedent to the injustice manifest in poor water supply and sanitation provision for Indigenous rural contexts. This paper does not attempt to survey the body of ethnographic work on society-water relations in rural and remote Indigenous Australian contexts but reviews the gaps in current mainstream acknowledgement of Indigenous water cultures. In exploring water justice in rural and remote Indigenous Australia, this paper offers a novel approach to a dilemma more frequently analysed solely as a health development issue.  相似文献

Glyphosate [N-(phosphonomethyl) glycine]-resistant crops (GRCs), canola (Brassica napus L.), cotton (Gossypium hirsutum L.), maize (Zea mays L.), and soybean [Glycine max (L.) Merr.] have been commercialized and grown extensively in the Western Hemisphere and, to a lesser extent, elsewhere. Glyphosate-resistant cotton and soybean have become dominant in those countries where their planting is permitted. Effects of glyphosate on contamination of soil, water, and air are minimal, compared to some of the herbicides that they replace. No risks have been found with food or feed safety or nutritional value in products from currently available GRCs. Glyphosate-resistant crops have promoted the adoption of reduced- or no-tillage agriculture in the USA and Argentina, providing a substantial environmental benefit. Weed species in GRC fields have shifted to those that can more successfully withstand glyphosate and to those that avoid the time of its application. Three weed species have evolved resistance to glyphosate in GRCs. Glyphosate-resistant crops have greater potential to become problems as volunteer crops than do conventional crops. Glyphosate resistance transgenes have been found in fields of canola that are supposed to be non-transgenic. Under some circumstances, the largest risk of GRCs may be transgene flow (introgression) from GRCs to related species that might become problems in natural ecosystems. Glyphosate resistance transgenes themselves are highly unlikely to be a risk in wild plant populations, but when linked to transgenes that may impart fitness benefits outside of agriculture (e.g., insect resistance), natural ecosystems could be affected. The development and use of failsafe introgression barriers in crops with such linked genes is needed.  相似文献

The Scottish Government is committed to carbon reduction targets which are the most ambitious across the devolved administrations of the UK. Whilst Scotland operates within broader international and UK policy contexts, it has developed particular programmes and approaches to engage communities in the transition towards low-carbon futures. Rural areas have a role in the transition to a low-carbon Scotland; however, beyond land use and agriculture contributions, little research has explored the “rural” dimension of “low-carbon” transitions. The paper presents a policy and literature review relating to the low-carbon agenda in Scotland. It reflects on Scottish low-carbon policy and governance, the positioning of “rural communities” within this, and the opportunities and challenges this might present. Based on this, we develop an understanding of how rural communities may contribute to a low-carbon Scotland and identify a future research agenda to explore in more detail the nature and relative effectiveness of diverse governance structures to support this.  相似文献
