This paper examines strategies for improving recycling behaviour within the Cornwall National Health Service (NHS). Using quantitative (questionnaires and waste bin analyses) and qualitative (ethnography and interviews) methodologies, the study examined the waste management practices of staff from the Cornwall NHS. It was found that employee participation in waste recycling at work was low due to a range of factors including NHS focus and policies, group norms, and individual attitudes and beliefs about sustainable waste management. Recommendations for improving the sustainability of NHS, employee waste management practices, with a specific focus on recycling are included in the paper. These recommendations include measures focused towards both the NHS organization and individual staff members.  相似文献

Although the 2Rs (reduce and reuse) are considered high-priority approaches, there has not been enough quantitative research on effective 2R management. The purpose of this paper is to provide information obtained through the International Workshop in Kyoto, Japan, on 11–13 November 2015, which included invited experts and researchers in several countries who were in charge of 3R policies, and an additional review of 245 previous studies. It was found that, regarding policy development, the decoupling between environmental pressures and economy growth was recognized as an essential step towards a sustainable society. 3R and resource management policies, including waste prevention, will play a crucial role. Approaches using material/substance flow analyses have become sophisticated enough to describe the fate of resources and/or hazardous substances based on human activity and the environment, including the final sink. Life-cycle assessment has also been developed to evaluate waste prevention activities. Regarding target products for waste prevention, food loss is one of the waste fractions with the highest priority because its countermeasures have significant upstream and downstream effects. Persistent organic pollutants and hazardous compounds should also be taken into account in the situation where recycling activities are globally widespread for the promotion of a material-cycling society.  相似文献

Combining the process of learning and the theory of planned behaviour into a new theoretical framework provides an opportunity to explore the impact of data on waste behaviour, and consequently on waste management, in South Africa. Fitting the data to the theoretical framework shows that there are only three constructs which have a significant effect on behaviour, viz experience, knowledge, and perceived behavioural control (PBC). Knowledge has a significant influence on all three of the antecedents to behavioural intention (attitude, subjective norm and PBC). However, it is PBC, and not intention, that has the greatest influence on waste behaviour. While respondents may have an intention to act, this intention does not always manifest as actual waste behaviour, suggesting limited volitional control. The theoretical framework accounts for 53.7% of the variance in behaviour, suggesting significant external influences on behaviour not accounted for in the framework. While the theoretical model remains the same, respondents in public and private organisations represent two statistically significant sub-groups in the data set. The theoretical framework accounts for 47.8% of the variance in behaviour of respondents in public waste organisations and 57.6% of the variance in behaviour of respondents in private organisations. The results suggest that respondents in public and private waste organisations are subject to different structural forces that shape knowledge, intention, and resultant waste behaviour.  相似文献

Waste prevention behaviors (WPBs) should be investigated separately from recycling behaviors and analyzed in the context of local policies and measures. Previous studies on WPBs have been mainly conducted in the USA and Europe (mainly in the UK), and studies in Japan have remained very limited to date. Moreover, the effects of socio-demographic factors have been rarely described correctly based on appropriate large sampling. In this study, we conducted an on-line questionnaire survey and obtained 8000 respondents in three megacity regions (Tokyo, Osaka, and Aichi) in Japan. Among these three regions, Osaka respondents showed significantly lower practice rates in nine of 18 WPBs. Particularly in My-bag behavior, the charging of plastic shopping bags strongly affects the practice rate. As shown in the results, local policies and measures affect WPBs. Based on the practice rates, latent four factors were extracted by factor analysis. Multiple regression analysis revealed that gender and age significantly affect WPB factors before local policy effects.  相似文献

In response to the EU Landfill Directive and the challenge of mitigating climate change, the UK government (nationally and locally) must develop strategies and policies to reduce, recycle, compost and recover waste. Best practice services that yield high recycling rates, such as alternate weekly collections, are now largely mainstream in suitable areas. However, national recycling performance is short of what is needed; policy makers must look for innovative ways to meet challenging recycling targets.Increasingly, local authorities are using behaviour change interventions to encourage the public to recycle; these tend to be based on the premise that an individuals’ behaviour is predetermined by their values. In practice, this has led to a host of initiatives that attempt to change individuals’ behaviour without addressing situational barriers. In this paper, we argue that that a behaviour-centric approach has limited effectiveness. Using an analysis of the literature and studies that investigated recycling participation in the city of Portsmouth, we have identified three significant clusters that can facilitate effective recycling: infrastructure, service and behaviour (ISB). We present the ISB model - a tool that can be used by waste practitioners when planning interventions to maximise recycling to better understand the situation and context for behaviour. Analysis using the ISB model suggests that current best practice, “business as usual” interventions could realistically achieve a national recycling rate of 50%. If the UK is to move towards zero waste, policy makers must look “upstream” for interventions that change the situational landscape.  相似文献

The study tested whether attitude towards littering mediates the relationship between personality attributes (altruism and locus of control) and responsible environmental behavior (REB) among some residents of Ibadan metropolis, Nigeria. Using multistage sampling technique, measures of each construct were administered to 1360 participants. Results reveal significant independent and joint influence of personality attributes on attitude towards littering and responsible environmental behavior, respectively. Attitude towards littering also mediates the relationship between personality characteristics and REB. These findings imply that individuals who possess certain desirable personality characteristics and who have unfavorable attitude towards littering have more tendencies to engage in pro-environmental behavior. Therefore, stakeholders who have waste management as their priority should incorporate this information when guidelines for public education and litter prevention programs are being developed. It is suggested that psychologists should be involved in designing of litter prevention strategies. This will ensure the inclusion of behavioral issues in such strategies. An integrated approach to litter prevention that combines empowerment, cognitive, social, and technical solutions is recommended as the most effective tool of tackling the litter problem among residents of Ibadan metropolis.  相似文献

Human activities generate waste and the amounts tend to increase as the demand for quality of life increases. Today’s rate in the Southeast Asian Nations (ASEANs) is alarming, posing a challenge to governments regarding environmental pollution in the recent years. The expectation is that eventually waste treatment and waste prevention approaches will develop towards sustainable waste management solutions. This expectation is for instance reflected in the term ‘zero emission systems’. The concept of zero emissions can be applied successfully with today’s technical possibilities in the agro-based processing industry. First, the state-of-the-art of waste management in Southeast Asian countries will be outlined in this paper, followed by waste generation rates, sources, and composition, as well as future trends of waste. Further on, solutions for solid waste management will be reviewed in the discussions of sustainable waste management. The paper emphasizes the concept of waste prevention through utilization of all wastes as process inputs, leading to the possibility of creating an ecosystem in a loop of materials. Also, a case study, focusing on the citrus processing industry, is displayed to illustrate the application of the aggregated material input–output model in a widespread processing industry in ASEAN. The model can be shown as a closed cluster, which permits an identification of opportunities for reducing environmental impacts at the process level in the food processing industry. Throughout the discussion in this paper, the utilization of renewable energy and economic aspects are considered to adapt to environmental and economic issues and the aim of eco-efficiency. Additionally, the opportunities and constraints of waste management will be discussed.  相似文献

Stakeholder approaches have been applied to the management of companies with a view to the improvement of all areas of performance, including economic, health and safety, waste reduction, future policies, etc. However no agreement exists regarding stakeholders, their interests and levels of importance. This paper considers stakeholder analysis with particular reference to environmental and waste management systems. It proposes a template and matrix model for identification of stakeholder roles and influences by rating the stakeholders. A case study demonstrates the use of these and their ability to be transferred to other circumstances and organizations is illustrated by using a large educational institution.  相似文献

The wide variety of activities at healthcare facilities generates different types of waste. There is always a danger of spreading infection due to mishandling of infectious waste or sharps. Hence, a variety of policies and actions have been taken to improve healthcare waste management systems. A large body of literature is available which suggests methods for tackling different problematic situations but management is confronted with a variety of complex problems, such as the choice of technological options to control infection, legal and budget restrictions and the timely removal of waste, which can, at times, conflict with each other. Hence, a planning model is presented that is based on a trans-shipment goal programming approach wherein the waste flow is optimized for multiple objectives under different priority structures or with different relative importance (weights). The use of the model is demonstrated as a decision-making tool that would help the management to understand the effects of their policies on the system performance. The model is validated for a case application representing a real-life situation. It can be easily seen that, in the case in which the management is biased toward a higher level of safety protection towards infection control, they have to compromise on cost control and to some extent on environmental pollution control.  相似文献

Whilst the education of young people is often seen as a part of the solution to current environmental problems seeking urgent attention, it is often forgotten that their parents and other household members can also be educated/influenced via home-based educational activities. This paper explores the theory of intergenerational influence in relation to school based waste education. Waste Watch, a UK-based environmental charity (www.wastewatch.org.uk), has pioneered a model that uses practical activities and whole school involvement to promote school based action on waste. This methodology has been adopted nationally. This paper outlines and evaluates how effective school based waste education is in promoting action at a household level. The paper outlines Waste Watch's 'Taking Home Action on Waste (THAW)' project carried out for two and half years in Rotherham, a town in South Yorkshire, England. The project worked with 6705 primary age children in 39 schools (44% of primary schools in the project area) to enable them to take the "reduce, reuse and recycle message" home to their families and to engage these (i.e. families) in sustainable waste management practices. As well as substantial increases in students' knowledge and understanding of waste reduction, measurement of the impact of the project in areas around 12 carefully chosen sample schools showed evidence of increased participation in recycling and recycling tonnages as well as declining levels of residual waste. Following delivery of the project in these areas, an average increase of 8.6% was recorded in recycling set out rates which led to a 4.3% increase in paper recycling tonnages and an 8.7% increase in tonnages of cans, glass and textiles collected for recycling. Correspondingly, there was a 4.5% fall in tonnages of residual waste. Waste Watch's THAW project was the first serious attempt to measure the intergenerational influence of an education programme on behaviour at home (i.e. other than schools' own waste). It clearly shows that household recycling behaviour can be positively impacted by intergenerational influence via a practical school-based waste education model. However, although the model could potentially have a big impact if rolled out nationally, it will require seed funding and the long-term durability of the model has not yet been fully quantified.  相似文献

As environmental awareness rises, integrated solid waste management (WM) schemes are increasingly being implemented all over the world. The different WM schemes usually address issues such as landfilling restrictions (mainly due to methane emissions and competing land use), packaging directives and compulsory recycling goals. These schemes are, in general, designed at a national or regional level, whereas local conditions and constraints are sometimes neglected. When national WM top-down policies, in addition to setting goals, also dictate the methods by which they are to be achieved, local authorities lose their freedom to optimize their operational WM schemes according to their specific characteristics. There are a myriad of implementation options at the local level, and by carrying out a bottom-up approach the overall national WM system will be optimal on economic and environmental scales. This paper presents a model for optimizing waste strategies at a local level and evaluates this effect at a national level. This is achieved by using a waste assessment model which enables us to compare both the economic viability of several WM options at the local (single municipal authority) level, and aggregated results for regional or national levels. A test case based on various WM approaches in Israel (several implementations of mixed and separated waste) shows that local characteristics significantly influence WM costs, and therefore the optimal scheme is one under which each local authority is able to implement its best-fitting mechanism, given that national guidelines are kept. The main result is that strict national/regional WM policies may be less efficient, unless some type of local flexibility is implemented. Our model is designed both for top-down and bottom-up assessment, and can be easily adapted for a wide range of WM option comparisons at different levels.  相似文献

Understanding the factors influencing recycling behaviour can lead to better and more effective recycling programs in a community. The goal of this study was to examine factors associated with household waste behaviours in the context of the theory of planned behaviour (TPB) among a community sample of Iranians that included data collection at time 1 and at follow-up one year later at time 2. Study participants were sampled from households under the coverage of eight urban health centers in the city of Qazvin. Of 2000 invited households, 1782 agreed to participate in the study. A self-reported questionnaire was used for assessing socio-demographic factors and the TPB constructs (i.e. attitude, subjective norms, perceived behavioural control, and intention). Furthermore, questions regarding moral obligation, self-identity, action planning, and past recycling behaviour were asked, creating an extended TPB. At time 2, participants were asked to complete a follow-up questionnaire on self-reported recycling behaviours. All TPB constructs had positive and significant correlations with each other. Recycling behaviour at time 1 (past behaviour) significantly related to household waste behaviour at time 2. The extended TPB explained 47% of the variance in household waste behaviour at time 2. Attitude, perceived behavioural control, intention, moral obligation, self-identity, action planning, and past recycling behaviour were significant predictors of household waste behaviour at time 2 in all models. The fact that the expanded TPB constructs significantly predicted household waste behaviours holds great promise for developing effective public campaigns and behaviour-changing interventions in a region where overall rates of household waste reduction behaviours are low. Our results indicate that educational materials which target moral obligation and action planning may be particularly effective.  相似文献

Householders’ response to weight-based billing for the collection of household waste was investigated with the aim of providing decision support for waste management policies. Three questions were addressed: How much and what kind of information on weight-based billing is discernible in generic Swedish waste collection statistics? Why do local authorities implement weight-based billing, and how do they perceive the results? and, Which strengths and weaknesses of weight-based billing have been observed on the local level? The study showed that municipalities with pay-by-weight schemes collected 20% less household waste per capita than other municipalities. Surprisingly, no part of this difference could be explained by higher recycling rates. Nevertheless, the majority of waste management professionals were convinced that recycling had increased as a result of the billing system. A number of contradicting strengths and weaknesses of weight-based billing were revealed.  相似文献

Waste prevention is a principle means of achieving the goals of waste management and a key element for developing sustainable economies. Small and medium sized enterprises (SMEs) contribute substantially to environmental degradation, often not even being aware of their environmental effects. Therefore, several initiatives have been launched in Austria aimed at supporting waste prevention measures on the level of SMEs. To promote the most efficient projects, they have to be evaluated with respect to their contribution to the goals of waste management. It is the aim of this paper to develop a methodology for evaluating waste prevention measures in SMEs based on their goal orientation. At first, conceptual problems of defining and delineating waste prevention activities are briefly discussed. Then an approach to evaluate waste prevention activities with respect to their environmental performance is presented and benchmarks which allow for an efficient use of the available funds are developed. Finally the evaluation method is applied to a number of former projects and the calculated results are analysed with respect to shortcomings and limitations of the model. It is found that the developed methodology can provide a tool for a more objective and comprehensible evaluation of waste prevention measures.  相似文献

Since 2005, France has been facing a reform of the financial regulation of the management of municipal solid waste, by tax or flat fees. Nevertheless, the application of unit pricing is limited to about 15 local authorities, but interest is expanding. The French examples confirm the efficiency of this PAYT system. The prevention and the sorting of packaging waste are increasing and the quantity of residual waste falling. But, we have highlighted the difficulty for the local authorities to balance their budgets during the years of PAYT system implementation. After a short review of the situation in France of the financing of waste services, and in particular of PAYT system, the paper presents, firstly the financial model and then, the results of its application in two communities. The cost model takes into account the expenditure of management on various waste flows and the revenues for the sale of by-products. A financial balance is ensured by the payments from households. Consequently, the unit pricing and the effect of the behaviour of the inhabitants are introduced into the simulation model. The application on two local authorities showed that the increase of sorting waste did not restore the balance. From the analysis, three reasons explain this situation: Thus, the development of the tariff must be carried out according to an economic approach. In the end, after the presentation of the financial modelling and its application, we make recommendations to aid the implementation of the PAYT system and the development of the pricing structures by local authorities.  相似文献

Waste prevention has been assigned the highest priority under European waste management law. However, the initiatives which have been taken so far have not reduced the regular annual increase in total waste arising across Europe. The purpose of this paper is to quantify and analyze in depth the prevention potential for selected case studies (advertising material, beverage packaging, diapers, food waste, waste from events). Only such measures are considered, which do not require a reduction of consumption. The prevention potentials for household waste in theory are exemplified for the city of Vienna, also with a view to barriers that may reduce the achievable prevention potential. The results show that the prevention potentials for the analyzed individual measures can reach an order of magnitude of some 10% of the relevant waste stream (e.g., advertising material, beverage packaging), or rather 1-3% of municipal solid waste. The prevention potentials appear to be relatively small in relation to the total municipal waste quantities. Methodological shortcomings, such as the missing availability of basic data, make it difficult to exactly estimate the impact of waste prevention measures on waste quantities, which is only one of the effects of waste prevention among other ecological, social and economic aspects.  相似文献

A stochastic robust interval linear programming model (IPRO) was developed for supporting municipal solid waste management under uncertainty. The model improves upon the existing stochastic robust optimization (SRO) and interval linear programming (ILP) methods by allowing evaluations of trade-offs among expected costs, cost variability, and risk of violating relax constraints simultaneously, as well as reflections of complex uncertainties through both interval and stochastic theories. A long-term waste management problem was used to demonstrate the applicability of IPRO model. The results indicated that IPRO normally led to interval solutions, where waste-management alternatives could be generated by adjusting the decision-variable values within their intervals. The model could also help waste managers to identify desired policies that under various environmental, economic, system-feasibility and system-reliability constraints.  相似文献

Wastes, which are the by-products of consumption, are a growing problem in the urban and peri-urban areas of the Lake Victoria region largely due to high urban population growth rates, consumption habits, low collection rates and hence waste accumulation. Whereas the biodegradable proportion is high and could be reutilized, a few have tapped the economic potential of this waste. This study was conducted to explore the potential alternatives and determinants of waste separation and utilization among urban and peri-urban households in the Lake Victoria crescent. A random sample of households in five urban and peri-urban areas of the crescent were selected and surveyed. Logit models were used to establish the factors influencing waste separation and utilization in urban and peri-urban areas of the lake crescent. Results indicate that, gender, peer influence, land size, location of household and membership of environmental organization explain household waste utilization and separation behaviour. Campaigns for waste separation and reuse should be focused in the peri-urban areas where high volumes of wastes are generated and accumulate. Social influence or pressure should be used to encourage more waste reuse and separation.  相似文献

In India, a few studies have been conducted for analyzing the generation rates and composition of medical waste (MW). Inadequate information about the amount and composition of MW results in ineffective management practices. The present study seeks to evaluate healthcare waste (HCW) generation rates by healthcare facilities (HCFs) available in Uttarakhand, a northern state of India. Study also focuses on modeling the quantity of different types of MW generated at various HCFs and determining significant factors contributing towards MW generation. Seasonal variation in amount of MW generated from various HCFs has also been considered. To achieve these objectives, cross-sectional as well as longitudinal data have been collected from various HCFs in Uttarakhand, India. The survey revealed that around 36% of the total HCFs did not segregate their MW as per policy guidelines. Cross-sectional data for May 2015 were collected from 75 HCFs to analyze and model the composition and quantity of HCW generated. Multiple Linear Regression and Artificial Neural Network techniques were applied to model cross-sectional data. In the composition of the overall MW, ‘yellow waste’ carries the maximum share, followed by ‘red waste’ and then the ‘blue waste’. In addition, the ‘type of HCF’ and ‘bed occupancy’ have been modeled as the important factors, contributing towards the MW generations rates. Longitudinal data for 2 years (2013 and 2014) were collected to examine seasonal variation in HCW generation rates using polynomial regression analysis. Result shows that MW quantity also varies with the change in the season. Findings of the study will help hospitals and waste treatment facilities to predict amount of waste that may be generated, and plan resources towards efficient handling and disposal of MW.  相似文献
