The debate on different waste management practices has become an issue of utmost importance as human activities have overloaded the assimilative capacity of the biosphere. Recent Italian law on solid waste management recommends an increase in material recycling and energy recovery, and only foresees landfill disposal for inert materials and residues from recovery and recycling. A correct waste management policy should be based on the principles of sustainable development, according to which our refuse is not simply regarded as something to eliminate but rather as a potential resource. This requires the creation of an integrated waste management plan that makes full use of all available technologies. In this context, eMergy analysis is applied to evaluate three different forms of waste treatment and construct an approach capable of assessing the whole strategy of waste management. The evaluation included how much investment is needed for each type of waste management and how much "utility" is extracted from wastes, through the use of two indicators: Environmental yield ratio (EYR) and Net eMergy. Our results show that landfill is the worst system in terms of eMergy costs and eMergy benefits. Composting is the most efficient system in recovering eMergy (highest EYR) from municipal solid waste (MSW) while incineration is capable of saving the greatest quantity of eMergy per gram of MSW (highest net eMergy). This analysis has made it possible to assess the sustainability and the efficiency of individual options but could also be used to assess a greater environmental strategy for waste management, considering a system that might include landfills, incineration, composting, etc.  相似文献

Reduction and recycling initiatives such as producer responsibility and pay-as-you-throw are being implemented in Taiwan. This paper presents a study assessing the impact of recently implemented municipal solid waste (MSW) reduction and recycling management strategies on the characteristics of waste feedstock for incineration in Taiwan. Through the periodic sampling of two typical MSW incineration plants, proximate and ultimate analyses were conducted according to standard methods to explore the influence of MSW reduction and recycling management strategies on incineration feed waste characteristics. It was observed that the annual amount of MSW generated in 2005 decreased by about 10% compared to 2003 and that the characteristics of MSW have changed significantly due to recent management strategies. The heating value of the MSW generated in Taiwan increased yearly by about 5% after program implementation. A comparison of the monthly variations in chemical concentrations indicated that the chlorine content in MSW has changed. This change results from usage reduction of PVC plastic due to the recycling fund management (RFM) program, and the food waste as well as salt content reduction due to the total recycling for kitchen garbage program. This achievement will improve the reduction of dioxin emissions from MSW incineration. In summary, management strategies must be conducted in tandem with the global trend to achieve a zero-waste-discharge country. When implementing these strategies and planning for future MSW management systems, it is important to consider the changes that may occur in the composition and characteristics of MSW over time.  相似文献

This paper addresses the problems of the municipal solid waste (MSW) collection system in the Tubas district of Palestine. More specifically, it addresses the often-voiced concerns pertaining to low efficiency as well as environmental problems. This was carried out through a systematic methodological approach. The paper illustrates how a private company applied a logistical management strategy, by rescheduling the MSW collection system, reallocating street solid waste containers and minimizing vehicle routing. The way in which the MSW collection timetable was rescheduled decreased the operating expenses and thus reduced MSW collection costs. All data needed to reschedule the collection timetable and optimize vehicle routing were based on actual field measurements. The new MSW collection timetable introduced by a private company was monitored for a period of a month. The new system resulted in an improvement in the MSW collection system by reducing the collection cost to a level that is socially acceptable (US dollars 3.75/family/month), as well as economically and environmentally sound.  相似文献

In order to develop a sound material-cycle society, cost-effective municipal solid waste (MSW) management systems are required for the municipalities in the context of the integrated accounting system for MSW management. Firstly, this paper attempts to establish an integrated cost-benefit analysis (CBA) framework for evaluating the effectiveness of MSW management systems. In this paper, detailed cost/benefit items due to waste problems are particularly clarified. The stakeholders of MSW management systems, including the decision-makers of the municipalities and the citizens, are expected to reconsider the waste problems in depth and thus take wise actions with the aid of the proposed CBA framework. Secondly, focusing on the financial cost, this study develops a generalized methodology to evaluate the financial cost-effectiveness of MSW management systems, simultaneously considering the treatment technological levels and policy effects. The impacts of the influencing factors on the annual total and average financial MSW operation and maintenance (O&M) costs are analyzed in the Taiwanese case study with a demonstrative short-term future projection of the financial costs under scenario analysis. The established methodology would contribute to the evaluation of the current policy measures and to the modification of the policy design for the municipalities.  相似文献

Landfilling is nowadays the most common practice of waste management in Italy in spite of enforced regulations aimed at increasing waste pre-sorting as well as energy and material recovery. In this work we analyse selected alternative scenarios aimed at minimizing the unused material fraction to be delivered to the landfill. The methodological framework of the analysis is the life cycle assessment, in a multi-method form developed by our research team. The approach was applied to the case of municipal solid waste (MSW) management in Rome, with a special focus on energy and material balance, including global and local scale airborne emissions. Results, provided in the form of indices and indicators of efficiency, effectiveness and environmental impacts, point out landfill activities as the worst waste management strategy at a global scale. On the other hand, the investigated waste treatments with energy and material recovery allow important benefits of greenhouse gas emission reduction (among others) but are still affected by non-negligible local emissions. Furthermore, waste treatments leading to energy recovery provide an energy output that, in the best case, is able to meet 15% of the Rome electricity consumption.  相似文献

Municipal solid waste management (MSWM) constitutes one of the most crucial health and environmental problems facing authorities in the Arabian Gulf. Recent literature on current solid waste management (SWM) in Qatar has been reviewed in this paper, and a focused study has been carried out to provide a review on the total amount of municipal solid waste generated, stored, collected, disposed as well as the constituents of the waste. The analysis showed that Qatar produced around 2,000,000 tons of solid municipal waste annually, corresponding to a daily generation rate per capita of about 2.5 kg. About 60% of MSW is organic material and about 300 kg is composed daily. Landfill and composting is considered the most appropriate waste disposal techniques in Qatar. Um-Al-Afai landfill has nearly 80% of MSW. Because of the increased migration in Qatar, there is a sharp rise in the volume and also in the variety of solid waste. It is important to alleviate societal concerns over the increased rate of resource consumption and waste production; thus, policy makers have encouraged recycling and reuse strategies to reduce the demand for raw materials and to decrease the quantity of waste going to landfill. An example of the benefit of mechanical recycling of plastics compared to land filling and composting was conducted by GaBi 4 life cycle analysis tool which showed the benefits to the global warming and human toxicity. Recycling is the favored solution for plastic waste management, because it has a lower environmental impact on the defined impact categories, from Global Warming Potential (GWP) and Human Toxicity Potentials (HTP) indicators.  相似文献

The dual influences of the resource supply and protection in ecological environments will pose a significant challenge to China's sustainable development. Solid waste management offers opportunities to improve profits by conserving resources and improving environmental performance. This paper examines municipal solid waste (MSW) management in urban Chongqing, the nation's fourth largest municipality after Beijing, Shanghai and Tianjin. In this paper, we will provide information on the quantity and composition of MSW, as well as give an overview of different methods for collection, transport, treatment and disposal of MSW. At present the daily amount of MSW generated per person is about 1.08 kg; food waste accounts for about 59% of total MSW. MSW in Chongqing has a higher moisture content (64.1%) and a lower LHV (3728 kJ/kg) than other cities in Asia, which is an obstruction for incineration. Landfills are the main method of disposal in Chongqing, but pollution caused by simple landfills and lack of backup MSW disposal capacity are becoming major problems in the main districts of Chongqing. In this paper, the challenges being faced and opportunities to MSW in Chongqing are analyzed and some suggestions are given for improving the MSW system in the future.  相似文献

The US Environmental Protection Agency (US EPA) launched the Resource Conservation Challenge (RCC) in 2002 to help reduce waste and move towards more sustainable resource consumption. The objective of the RCC is to help communities, industries, and the public think in terms of materials management rather than waste disposal. Reducing cost, finding more efficient and effective strategies to manage municipal waste, and thinking in terms of materials management requires a holistic approach that considers life-cycle environmental tradeoffs. The US EPA's National Risk Management Research Laboratory has led the development of a municipal solid waste decision support tool (MSW-DST). The computer software can be used to calculate life-cycle environmental tradeoffs and full costs of different waste management or materials recovery programs. The environmental methodology is based on the use of life-cycle assessment and the cost methodology is based on the use of full-cost accounting. Life-cycle inventory (LCI) environmental impacts and costs are calculated from the point of collection, handling, transport, treatment, and disposal. For any materials that are recovered for recycling, offsets are calculated to reflect potential emissions savings from use of virgin materials. The use of the MSW-DST provides a standardized format and consistent basis to compare alternatives. This paper provides an illustration of how the MSW-DST can be used by evaluating ten management strategies for a hypothetical medium-sized community to compare the life-cycle environmental and cost tradeoffs. The LCI results from the MSW-DST are then used as inputs into another US EPA tool, the Tool for the reduction and assessment of chemical and other environmental impacts, to convert the LCI results into impact indicators. The goal of this paper is to demonstrate how the MSW-DST can be used to identify and balance multiple criteria (costs and environmental impacts) when evaluating options for materials and waste management. This type of approach is needed in identifying strategies that lead to reduced waste and more sustainable resource consumption. The city of Havana, the political, administrative and cultural centre of Cuba, is also the centre of many of the economic activities of the nation: industries, services, scientific research and tourism. All of these activities contribute to the generation of municipal solid waste (MSW), which also impact other Cuban cities. Inadequate handling of waste and the lack of appropriate and efficient solutions for its final disposal and treatment increase the risk and possibility of contamination. The main difficulty in the development of a system of management of MSW lies in the lack of knowledge of the chemical composition of the waste that is generated in the country as a whole, and especially in Havana, where solid waste management decisions are made. The present study characterizes MSW in Havana city during 2004. The Calle 100, Guanabacoa and Ocho Vías landfills were selected for physical-chemical characterization of MSW, as they are the three biggest landfills in the city. A total of 16 indicators were measured, and weather conditions were recorded. As a result, the necessary information regarding the physical-chemical composition of the MSW became available for the first time in Cuba. The information is essential for making decisions regarding the management of waste and constitutes a valuable contribution to the Study on Integrated Management Plan of MSW in Havana.  相似文献

There is a great interest in solving problems related to municipal solid waste (MSW) management in the Palestinian territory. However, few studies have been done to assess the extent of these problems and suggest the best alternative solutions. This study aims at assessing MSW conditions in the seven major districts in northern West Bank, Palestinian territory. The study focuses on comparing several MSW management elements (such as collection, budget, and disposal) in municipalities, village councils, and refugee camps in the studied districts and the problems faced by these institutions in handling the waste. It also provides information on MSW collection service availability and waste disposal practices in the districts studied. It was found that, although MSW collection service was available for 98% of the residents in the areas surveyed, no proper treatment or landfill procedure was followed for the collected waste in most of these areas. Instead, waste burning in open dumpsites was the most common practice. Moreover, due to inefficient collection of waste disposal fees from the residents, municipalities were forced to sometimes cut the collection service and reduce its labor force, especially in villages. The budget for MSW management was between 2% and 8% of the total budget of the municipalities studied, indicating a low priority for this issue.  相似文献

Waste management planning requires reliable data concerning waste generation, influencing factors on waste generation and forecasts of waste quantities based on facts. This paper aims at identifying and quantifying differences between different municipalities' municipal solid waste (MSW) collection quantities based on data from waste management and on socio-economic indicators. A large set of 116 indicators from 542 municipalities in the Province of Styria was investigated. The resulting regression model included municipal tax revenue per capita, household size and the percentage of buildings with solid fuel heating systems. The model explains 74.3% of the MSW variation and the model assumptions are met. Other factors such as tourism, home composting or age distribution of the population did not significantly improve the model. According to the model, 21% of MSW collected in Styria was commercial waste and 18% of the generated MSW was burned in domestic heating systems. While the percentage of commercial waste is consistent with literature data, practically no literature data are available for the quantity of MSW burned, which seems to be overestimated by the model. In recent years municipal solid waste (MSW) disposal has been one of the most important environmental problems for all of the Portuguese regions. The basic principles of MSW management in Portugal are: (1) prevention or reduction, (2) reuse, (3) recovery (e.g., recycling, incineration with heat recovery), and (4) polluter-pay principle. A brief history of legislative trends in waste management is provided herein as background for current waste management and recycling activities. The paper also presents and discusses the municipal solid waste management in Portugal and is based primarily on a national inquiry carried out in 2003 and directed to the MSW management entities. Additionally, the MSW responsibility and management structure in Portugal is presented, together with the present situation of production, collection, recycling, treatment and elimination of MSW. Results showed that 96% of MSW was collected mixed (4% was separately collected) and that 68% was disposed of in landfill, 21% was incinerated at waste-to-energy plants, 8% was treated at organic waste recovery plants and 3% was delivered to sorting. The average generation rate of MSW was 1.32 kg/capita/day.  相似文献

Municipal Solid Waste (MSW) disposal has been a controversial issue in many countries over the past years, due to disagreement among the various stakeholders on the waste management policies and technologies to be adopted. One of the ways of treating/disposing MSW is energy recovery, as waste is considered to contain a considerable amount of bio-waste and therefore can lead to renewable energy production. The overall efficiency can be very high in the cases of co-generation or tri-generation. In this paper a model is presented, aiming to support decision makers in issues relating to Municipal Solid Waste energy recovery. The idea of using more fuel sources, including MSW and agricultural residue biomass that may exist in a rural area, is explored. The model aims at optimizing the system specifications, such as the capacity of the base-load Waste-to-Energy facility, the capacity of the peak-load biomass boiler and the location of the facility. Furthermore, it defines the quantity of each potential fuel source that should be used annually, in order to maximize the financial yield of the investment. The results of an energy tri-generation case study application at a rural area of Greece, using mixed MSW and biomass, indicate positive financial yield of investment. In addition, a sensitivity analysis is performed on the effect of the most important parameters of the model on the optimum solution, pinpointing the parameters of interest rate, investment cost and heating oil price, as those requiring the attention of the decision makers. Finally, the sensitivity analysis is enhanced by a stochastic analysis to determine the effect of the volatility of parameters on the robustness of the model and the solution obtained.  相似文献

Taiwan is the second most densely populated country in the world; its 22.604 million residents (2002) live in an area of 35,967 km2 (628 people/km2). Taiwan's economy has grown rapidly during the last 20 years, resulting in a corresponding increase in the amount of municipal solid waste (MSW). This study describes and evaluates the municipal solid waste management system in Taiwan. The study's results indicate that the amount of MSW began to decline after 1997, when the government enforced aggressive MSW management policies. By 2002, total MSW production had dropped by 27%, and the average daily per capita weight of MSW had fallen from 1.14 kg in 1997 to 0.81 kg in 2002. Summarizing the successful experience of MSW reduction in Taiwan, the most important factor was the government's combining of the MSW collection system with reduction/recycling programs. The second most important factor was the policy of extended producer responsibility, which laid a foundation of recycling by producers and retailers and promoted public recycling.  相似文献

Japan's basic approach to municipal solid waste (MSW) is (1) waste reduction, (2) promotion of recycling, (3) volume reduction by intermediate treatment, and (4) environmentally sound final disposal. A brief history of legislative trends in waste management is given as background for current waste management and recycling activities. The material recovery rate for MSW collected by local municipalities was only 5.6% in 1996. More than half of MSW, on a volume basis, consists of containers and packages, while great amounts of landfill space are also taken up by bulky wastes such as electric appliances. Therefore, in order to promote recycling and decrease landfill waste, Japan is targeting containers, packages, and electric appliances. A law promoting separate collection and recycling of containers and packages (Packaging Waste Recycling Law) and a law requiring the recycling of specific home electric appliances into new products (Home Electric Appliance Recycling Law) were introduced in June 1995 and June 1998, respectively. Identifying and characterising the factors that determine why a local authority opts for a particular way of managing its waste collection service is an important issue, warranting research interest in the field of municipal solid waste (MSW) management. This paper presents empirical evidence spanning a broad time horizon (2002–2010) showing that economic and political factors impact in different ways on the provision of waste management services. We examine five alternatives in this area, including public and private service delivery formulas and, within each field, individual and joint options. Our findings highlight the importance of the service cost and that of the various indicators of fiscal stress as determinant factors of management decisions regarding the provision of MSW management services.  相似文献

The increase of Municipal Solid Waste (MSW) generated over the last years forces waste managers pursuing more effective collection schemes, technically viable, environmentally effective and economically sustainable. The assessment of MSW services using performance indicators plays a crucial role for improving service quality. In this work, we focus on the relevance of regular system monitoring as a service assessment tool. In particular, we select and test a core-set of MSW collection performance indicators (effective collection distance, effective collection time and effective fuel consumption) that highlights collection system strengths and weaknesses and supports pro-active management decision-making and strategic planning. A statistical analysis was conducted with data collected in mixed collection system of Oporto Municipality, Portugal, during one year, a week per month. This analysis provides collection circuits’ operational assessment and supports effective short-term municipality collection strategies at the level of, e.g., collection frequency and timetables, and type of containers.  相似文献

This paper reports the environmental results, integrated with those arising from mass and energy balances, of a research project on the comparative analysis of strategies for material and energy recovery from waste, funded by the Italian Ministry of Education, University and Research. The project, involving the cooperation of five University research groups, was devoted to the optimisation of material and energy recovery activities within integrated municipal solid waste (MSW) management systems. Four scenarios of separate collection (overall value of 35%, 50% without the collection of food waste, 50% including the collection of food waste, 65%) were defined for the implementation of energetic, environmental and economic balances. Two sizes of integrated MSW management system (IWMS) were considered: a metropolitan area, with a gross MSW production of 750,000 t/year and an average province, with a gross MSW production of 150,000 t/year. The environmental analysis was conducted using Life Cycle Assessment methodology (LCA), for both material and energy recovery activities. In order to avoid allocation we have used the technique of the expansion of the system boundaries. This means taking into consideration the impact on the environment related to the waste management activities in comparison with the avoided impacts related to the saving of raw materials and primary energy. Under the hypotheses of the study, both for the large and for the small IWMS, the energetic and environmental benefits are higher than the energetic and environmental impacts for all the scenarios analysed in terms of all the indicators considered: the scenario with 50% separate collection in a drop-off scheme excluding food waste shows the most promising perspectives, mainly arising from the highest collection (and recycling) of all the packaging materials, which is the activity giving the biggest energetic and environmental benefits. Main conclusions of the study in the general field of the assessment of the environmental performance of any integrated waste management scheme address the importance of properly defining, beyond the design value assumed for the separate collection as a whole, also the yields of each material recovered; particular significance is finally related to the amount of residues deriving from material recovery activities, resulting on average in the order of 20% of the collected materials.  相似文献

Industrialization and urbanization result in significant changes in lifestyle. These lifestyle changes seem to lead to unsustainable consumption patterns and increase the generation of various kinds of environmental loads, especially the amount of municipal solid waste (MSW). Taiwan is a small island with scarce natural resources. The economic development in Taiwan has resulted in the generation of large amounts of MSW. As a result, the Taiwan Environmental Pollution Administration (TEPA) has produced regulations for waste minimization and has imposed several important policy measures that have successfully reduced the MSW discard rate in recent years and have established a public recycling network as a part of the MSW collection. Nowadays, the objective of the MSW policies in Taiwan is to develop a “zero-waste society.” This article aims to review the MSW management progress in Taiwan and to project future MSW discards up to 2011 based on the national plan and assumed scenarios for socioeconomic variables. According to the analysis results, a more sustainable consumption pattern can be proposed and the corresponding MSW management system can be planned so as to develop a low-waste-discard society.  相似文献

A stochastic linear fractional programming (SLFP) approach is developed for supporting sustainable municipal solid waste management under uncertainty. The SLFP method can solve ratio optimization problems associated with random information, where chance-constrained programming is integrated into a linear fractional programming framework. It has advantages in: (1) comparing objectives of two aspects, (2) reflecting system efficiency, (3) dealing with uncertainty expressed as probability distributions, and (4) providing optimal-ratio solutions under different system-reliability conditions. The method is applied to a case study of waste flow allocation within a municipal solid waste (MSW) management system. The obtained solutions are useful for identifying sustainable MSW management schemes with maximized system efficiency under various constraint-violation risks. The results indicate that SLFP can support in-depth analysis of the interrelationships among system efficiency, system cost and system-failure risk.  相似文献
