Designing or transforming urban areas into 'sustainable cities' is becoming an increasingly common vision. It is, however, an unrealizable vision without agreement on how to determine whether a sustainable city vision has been fulfilled. In this paper we define a provisional set of urban environmental sustainability metrics, chosen to cover the spectrum of issues related to urban areas, and to be drawn from data that are customarily available. We devise a display technique to communicate efficiently the results of a metrics evaluation to a variety of stakeholders. The approach is illustrated by applying the metrics set to Vancouver, Canada, an urban area that has expended considerable effort toward achieving its own environmental vision. 相似文献

This article delineates concepts of eco-modernisation and urban sustainability (including its associated discourses), elucidating Foucault's notion of governmentality and examining select moments of contested urban governance in the neighbourhood of Old Ottawa South, in Ottawa, Ontario, Canada. It shows how intensification – a “compact city approach” to urban sustainability – as both policy and practice, serves to both discipline and regulate by “conducting the conduct” of environmental and entrepreneurial subjects. It reveals that zoning has more explicitly become a political technology (albeit a flexible one) for achieving “highest and best use” of private property, privileging intensification projects proposed by developers, through a hierarchical exercise of state power that privileges market processes, while undermining community values and priorities. 相似文献

Intensification of existing urban areas is currently a major item on the policy agenda of the Ontario and Canadian governments. As part of the urban intensification drive, brownfield sites have become major candidates for redevelopment. Governments at all levels have initiated policies and programmes to encourage their remediation and redevelopment. This paper reports the findings of a qualitative exploration of brownfield redevelopment in London, Canada. Through in-depth interviews (n?=?17) with key stakeholders involved in brownfield redevelopment, the study explores the level of participation in brownfield redevelopment, barriers to brownfield redevelopment in the city, and perceptions about financial incentives in the city's Brownfield Community Improvement Plan. The study found that despite the availability of financial incentives, the overall private sector participation in brownfield redevelopment is low due to barriers such as competition from greenfield, risk, cost, negative public perception of brownfields, and complex remediation processes. The paper provides policy suggestions that may contribute to a more active participation in brownfield redevelopment in the city. 相似文献

ABSTRACT: Calgary, the fastest growing city in Canada, is about to expand its urban water supply facilities in order to meet peak summer demands. Most of Calgary's residential water is sold by flat rate. The effect of this pricing policy on peak and average demands is discussed. The true marginal cost of peak capacity from the new expansion is calculated. The effect of a proposed metering program on capacity expansion requirements is computed. Most urban growth in Canada occurs in the urban-rural fringe. The increasing dispersal of the Canadian urban population is due to centrifugal forces pulling urbanites past the suburbs into the surrounding exurban communities. Most Canadian urban centres are located on prime agricultural land. Exurban sprawl devours an inordinate amount of the better agricultural land. The growth around the city of Winnipeg is a case in point. Within Winnipeg's urban field are the rural municipalities of East and West St Paul. The objective of this study is to investigate the impact of urban growth on the agricultural land of these RMs as well as the rate of urban growth in both Municipalities based on database analysis using aerial photographs taken in 1960 and 1989 and Geographic Information System (GIS). East St Paul was found to have a higher rate of urbanization (from 10.14% to 43.75%) between 1960 and 1989 than West St Paul (from 7.36% to 23.57%). The growth prediction using Markov probability chain analysis showed that East St Paul will henceforth experience a reduced rate of increase than West St Paul. The rate of urbanization for both RMs is found to be comparable with areas surrounding other major cities such as Toronto. The largest increases in urban land use categories occurred in and around the existing exurban settlements. It was found that most urbanization take place on the most fertile soil. 相似文献

Many urban areas face conflicts between economic growth and environmental limitations. The ecological footprint is popular for communicating the global impacts of local activities, and if calculated at the local level, should be useful in emphasising the impacts of local planning, engaging community members, and allowing intra-community comparisons. We compare the two dominant methods for local ecological footprints: the compound and component methods. Both fail to adequately represent local footprints in North America. We propose a hybrid component method that takes advantage of the benefits of the component method but incorporates interpolation from the compound method to address data limitations. Grounded in Montreal, Canada, a city currently facing significant conflict between environment and growth, the study applies the hybrid method and discusses its potential benefits and limitations for community activists and planners. 相似文献

In 2008, the city of Philadelphia made increasing healthy food access a priority for sustainable development. Recognising that almost 25% of the population are considered food insecure, government agencies, non-governmental organisations and community leaders sought to increase food access through increasing food production and access to land in the city. Urban agriculture has gradually been incorporated in sustainability narratives in the past decade, both providing a platform for advocates to inform on policymaking, and potentially stripping away the political and activist origins of gaining access to food, land and green spaces in the city. In this paper, we argue that the depoliticising of urban agriculture advocacy through its incorporation in sustainability planning may serve to increase existing inequities in the city. Focusing on the policy-making scale, we examine measures enacted under the Philadelphia Greenworks Sustainability Plan to facilitate urban agriculture in the city. Our preliminary findings suggest that the processes by which urban agriculture gains acceptance demonstrate a disconnect in urban agriculture advocacy and policymaking and further work is needed to understand the impacts of the formalising of urban agriculture in Philadelphia. 相似文献

ABSTRACTAddressing urban sustainability challenges requires changes in the way systems of provision and services are designed, organised and delivered. In this context, two promising phenomena have gained interest from the academia, the public sector and the media: “smart cities” and “urban sharing”. Smart cities rely on the extensive use of information and communications technology (ICT) to increase efficiencies in urban areas, while urban sharing builds on the collaborative use of idling resources enabled by ICT in densely populated cities. The concepts have many similar features and share common goals, yet cities with smart city agendas often fail to take a stance on urban sharing. Thus, its potentials are going largely unnoticed by local governments. This article addresses this issue by exploring cases of London and Berlin – two ICT-dense cities with clearly articulated smart city agendas and an abundance of sharing platforms. Drawing on urban governance literature, we develop a conceptual framework that specifies the roles that cities assume when governing urban sharing: city as regulator, city as provider, city as enabler and city as consumer. We find that both cities indirectly support urban sharing through smart agenda programmes, which aim to facilitate ICT-enabled technical innovation and emergence of start-ups. However, programmes, strategies, support schemes and regulations aimed directly at urban sharing initiatives are few. We also find that Berlin is sceptical towards urban sharing organisations, while London took more of a collaborative approach. Implications for policy-makers are discussed in the end. 相似文献

环境空间管控和环境空间规划是我国城市空间规划体系中的短板,我国亟需建立起一套城市环境空间管控体系,来参与城市空间规划体系的建立,进而彻底扭转城市环境污染被动治理的尴尬局面。构建覆盖城市各领域的环境空间管控体系是城市环境总体规划的主要任务。本文梳理了我国环境空间管控发展现状和问题,从城市环境总体规划的角度,在城市层面构建了由环境功能区划、以生态保护红线为核心的严格管控区以及环境承载调控等手段组成的环境空间管控体系,并以贵阳城市环境总体规划为案例,进行了环境空间管控体系的构建。最后提出了实施城市环境总体规划空间管控的政策建议,保障空间管控体系能够落地和发挥作用。 相似文献

ABSTRACT The role of water resources in the urban economic and social environment, particularly in the inner city, has never been established to the degree necessary for making informed decisions on investments in urban waterway and shoreline improvements. The basic tools for measuring psychological and social impacts of waterway and shoreline developments in the inner city have not been fully developed and utilized to date. However, through a detailed analysis of the water resources in the urban core area of Cleveland, it appears that deliberate development of water-based recreation and other environmental resources can lead to improvement in some of the social problems of the inner city. In recreation analysis, there is currently a great gap between methodologies that are conceptually sound and those that have been applied by urban and water-resources planning agencies. New tools and methodologies can only be used successfully when public agencies are given the institutional and policy means for using them equitably in light of social needs. ABSTRACTImproving urban liveability and prosperity is commonly set as a priority in urban development plans and policy around the world. Several annual reports produced by international consulting firms, media, and global agencies rank the liveability of cities based on a set of indicators, to represent the quality of life in these cities. The higher is the ranking, the more liveable is the city. In this paper, we argue that such quantitative approaches to framing and addressing urban liveability challenges leave little room to reflect on people's experiences of this liveability, which cannot be expressed through numbers. To illustrate our argument, we draw on empirical evidence of urban liveability challenges in access to water and land in Kampala, the capital city of Uganda, ranked recently as the most liveable East African city by various global agencies and media outlets. By showing that increasing the number of water connections does not guarantee improved access to water and sanitation in the long run, first, we demonstrate how urban liveability challenges are tightly linked with land-title issues in the city. Second, we highlight the political game-playing between the central government, the opposition, the traditional leadership, and the slum dwellers in governance processes of service delivery. Finally, by arguing that urban liveability can be enhanced by broadening political participation in city development planning, we discuss some of the strategies that can be used by communities to make collective claims towards improving their quality of life and the environment. 相似文献

Drawing on a growing literature on the integration of environmental discourses into urban development schemes, this paper charts the urban development of LeBreton Flats, in Ottawa, Ontario, Canada. An industrial neighbourhood expropriated as part of a post-war urban renewal project, LeBreton Flats is being redeveloped in line with green, mixed-use urban planning principles. The paper investigates how national narratives are intertwined within urban development practices and argues that historically and geographically embedded expressions of national nature first used to justify post-war expropriation are being adapted as part of urban neo-liberal naturalised practices of central-city redevelopment. 相似文献

The idea of the ‘smart city’ is increasingly central to debates on urban development and sustainability, and a host of cities are now pursuing ‘smartness’ as a way to improve energy efficiency, transport, and public services. However, existing research does not provide a clear picture of how this smart city agenda actually contributes to sustainability. The social science literature has been critical toward urban smartness, with most of the empirical research focusing on the politics of data-driven and entrepreneurial urbanism. This article seeks to contribute to this debate by empirically examining the role that sustainability plays in the smart city discourse. Its distinctive approach is to investigate how urban smartness and sustainability are framed by an authoritative institution (the European Union) and then to trace these framings down to a particular city (Stavanger, Norway). The data show that the smartness approach is strongly tied to innovation, technology, and economic entrepreneurialism, and sustainability does not appear to be a very important motivating driver. Nevertheless, the ‘sustainability component’ of the smart city agenda becomes clearer the closer we come to the city level. 相似文献
