While water-energy-food (WEF) Nexus is one of the most important, and widely investigated, environmental topics of our time, previous stock taking efforts possess notable limitations, namely (i) their focus is restricted to research articles, and (ii) there is less focus on nexus permutations that begin with energy and food. This paper assembled more than 900 documents and systematically categorized them according to more than 10 key parameters (e.g. scale, methods, limitations), to characterize approaches, achieved outcomes and presence of variables likely to support on-the-ground change. Our results reveal that WEF Nexus activities are often driven by the water sector, undertaken at global and national scale and authored by experts from diverse backgrounds. Among the utilized methods, modelling and review (i.e. systematic) are the most common. While climate change and governance are routinely considered in WEF Nexus documents, gender, stakeholders and capacity are not. These findings highlight areas for improvement in the design of WEF Nexus initiatives.  相似文献

ABSTRACT: The environmental setting of the Red River of the North basin within the United States is diverse in ways that could significantly control the areal distribution and flow of water and, therefore, the distribution and concentration of constituents that affect water quality. Continental glaciers shaped a landscape of very flat lake plains near the center of the basin, and gently rolling uplands, lakes, and wetlands along the basin margins. The fertile, black, fine-grained soils and landscape are conducive to agriculture. Productive cropland covers 66 percent of the land area. The principal crops are wheat, barley, soybeans, sunflowers, corn, and hay. Pasture, forests, open water, and wetlands comprise most of the remaining land area. About one-third of the 1990 population (511,000) lives in the cities of Fargo and Grand Forks, North Dakota and Moorhead, Minnesota. The climate of the Red River of the North basin is continental and ranges from dry subhumid in the western part of the basin to subhumid in the eastern part. From its origin, the Red River of the North meanders northward for 394 miles to the Canadian border, a path that is nearly double the straight-line distance. The Red River of the North normally receives over 75 percent of its annual flow from the eastern tributaries as a result of regional patterns of precipitation, evapotranspiration, soils, and topography. Most runoff occurs in spring and early summer as a result of rains falling on melting snow or heavy rains falling on saturated soils. Lakes, prairie potholes, and wetlands are abundant in most physiographic areas outside of the Red River Valley Lake Plain. Dams, drainage ditches, and wetlands alter the residence time of water, thereby affecting the amount of sediment, biota, and dissolved constituents carried by the water. Ground water available to wells, streams, and springs primarily comes from sand and gravel aquifers near land surface or buried within 100 to 300 feet of glacial drift that mantles the entire Red River of the North basin. Water moves through the system of bedrock and glacial-drift aquifers in a regional flow system generally toward the Red River of the North and in complex local flow systems controlled by local topography. Many of the bedrock and glacial-drift aquifers are hydraulically connected to streams in the region. The total water use in 1990, about 196 million gallons per day, was mostly for public supply and irrigation. Slightly more than one half of the water used comes from ground-water sources compared to surface-water sources. Most municipalities obtain their water from ground-water sources. However, the largest cities (Fargo, Grand Forks and Moorhead) obtain most of their water from the Red River of the North. The types and relative amounts of various habitats change among the five primary ecological regions within the Red River of the North basin. Headwater tributaries are more diverse and tend to be similar to middle-reach tributaries in character rather than the lower reaches of these tributaries for the Red River of the North. Concentrations of dissolved chemical constituents in surface waters are normally low during spring runoff and after thunderstorms. The Red River of the North generally has a dissolved-solids concentration less than 600 milligrams per liter with mean values ranging from 347 milligrams per liter near the headwaters to 406 milligrams per liter at the Canadian border near Emerson, Manitoba. Calcium and magnesium are the principal cations and bicarbonate is the principal anion along most of the reach of the Red River of the North. Dissolved-solids concentrations generally are lower in the eastern tributaries than in the tributaries draining the western part of the basin. At times of low flow, when water in streams is largely from ground-water seepage, the water quality more reflects the chemistry of the glacial-drift aquifer system. Ground water in the surficial aquifers commonly is a calcium bicarbonate type with dissolved-solids concentration generally between 300 and 700 milligrams per liter. As the ground water moves down gradient, dissolved-solids concentration increases, and magnesium and sulfate are predominant ions. Water in sedimentary bedrock aquifers is predominantly sodium and chloride and is characterized by dissolved-solids concentrations in excess of 1,000 milligrams per liter. Sediment erosion by wind and water can be increased by cultivation practices and by livestock that trample streambanks. Nitrate-nitrogen concentrations also can increase locally in surficial aquifers beneath cropland that is fertilized, particularly where irrigated. Nitrogen and phosphorous in surface runoff from cropland fertilizers and nitrogen from manure can contribute nutrients to lakes, reservoirs, and streams. Some of the more persistent pesticides, such as atrazine, have been detected in the Red River of the North. Few data are available to conclusively define the presence or absence of pesticides and their break-down products in Red River of the North basin aquifers or streams. Urban runoff and treated effluent from municipalities are discharged into streams. These point discharges contain some quantity of organic compounds from storm runoff, turf-applied pesticides, and trace metals. The largest releases of treated-municipal wastes are from the population centers along the Red River of the North and its larger tributaries. Sugar-beet refining, potato processing, poultry and meat packing, and milk, cheese, and cream processing are among the major food processes from which treated wastes are released to streams, mostly in or near the Red River of the North.  相似文献

This article presents the design of a fuzzy decision support system (DSS) for the assessment of alternative strategies proposed for the restoration of Lake Koronia, Greece. Fuzzy estimates for the critical characteristics of the possible strategies, such as feasibility, environmental impact, implementation time, and costs are evaluated and supplied to the fuzzy DSS. Different weighting factors are assigned to the critical characteristics and the proposed strategies are ordered with respect to the system responses. The best strategies are selected and their expected impact on the ecosystem is evaluated with the aid of a fuzzy model of the lake. Sensitivity analysis and simulation results have shown that the proposed fuzzy DSS can serve as a valuable tool for the selection and evaluation of appropriate management actions. ABSTRACT: Resource utilization as practiced by humans is identified as the main cause of the degradation of rangeland watersheds, a process referred to as desertification. This paper introduces a multi-objective decision making methodology for the selection of a plan which if implemented should limit the desertification process. The evaluation objectives are measured by quantitative and qualitative criteria. The quantitative criteria provide the performance level for production and sediment yield, while the qualitative criteria give such information as public acceptance of a particular alternative or worth of an appropriate wildlife habitat. A system model is applied to describe the dynamics of a range site in response to climatic and human inputs. As such it provides the information required by the quantitative criteria as well as a range condition index that identifies the productivity of a given range site. A multiobjective selection procedure is presented that will lead to the appropriate technique from an available set, in this case ESAP, Environmental Sensitivity Analysis Package. Four individuals with diverse backgrounds in natural resource management participated as decision makers and decided on their preferred alternatives. Finally, ranked alternatives in agreement with all of the decision makers were obtained.  相似文献

Oyster farmers depend on good water quality. Activities upstream from estuaries result in externalities that impact water quality. Over the last 10 years, oyster farmers have been developing estuary‐wide environmental management systems ( EMSs ) to tackle internal (i.e. industry‐related) and external (i.e. catchment) issues in N ew S outh W ales, A ustralia. Drawing on interview‐based research and document analyses, this paper shows that the process of creating an EMS for the oyster industry, as well as the creation of the EMS itself, resulted in legitimizing the industry's stewardship over the natural resource it depends on (water). For the oyster industry, this result was due to a change in the scale on which EMSs have been developed: instead of viewing issues at the individual business level, the systems expanded their viewpoint to the entire catchment, and included every oyster business in the estuary, as well as all other activities in the upper catchment. By providing a means of communicating internal efforts and with the support of local government bodies, EMSs provided a mechanism with which influence over upstream actors and activities could be exerted. We demonstrate this by using the ‘social‐ecological systems’ and ‘ ENCORE ’ frameworks, emphasizing the transitions that allowed for this change of scale to take place.  相似文献

One of the major changes in flash-flood mitigation in the past decade is the number of communities that have implemented warning systems. The authors conducted a survey of 18 early-warning systems in the United States developed by communities or regions to provide protection against flash floods or dam failures. Problems revealed by the study included the following: equipment malfunctions, inadequate maintenance funding, inconsistent levels of protection and expenditure, inconsistent levels of expectations and formalization, varying levels of local commitment to the systems, underemphasis on response capability, and a tendency to over-rely on warning systems. The study also revealed some unanticipated benefits experienced by the survey communities: the warning systems serve as valuable data collection tools, a great deal of interagency cooperation has been demonstrated, and warning systems offer increased alternatives to structural modification projects. The interjurisdictional nature of drainage basins, the evolving roles of the various federal agencies involved in flood mitigation, and the lack of governmental standards of operations for flood warning systems are issues that must be considered as communities make decisions regarding the adoption of warning systems. The record on these systems is too short for a precise assessment of how successful they are; however, results of the study indicate that if the goal of reducing loss of life and property from flooding is to be achieved, warning systems must be only one part of a comprehensive flood loss reduction program.  相似文献

ABSTRACT: Appraisal-level, engineering economic analyses for two types of irrigation systems are compared: (1) a surface-water irrigation system, and (2) a ground-water recharge irrigation system. An artificial recharge irrigation system is an economically viable alternative to surface-distributed irrigation in a conjunctive irrigation plan if electric power rates remain sufficiently low. As electric rates increase, this viability generally decreases until it becomes completely unattractive at rates of about 0.012 dollars per kilowatt hour.  相似文献

ABSTRACT: A geographic information system (GIS) was used to determine the relation between the stream-water quality and underlying geology in Roberts Creek watershed, Clayton County, Iowa, for base-flow conditions during the spring and summer of 1988–90. Geologic, stream, basin and subbasin boundaries, and water-quality sampling-site coverages were created by digitizing available maps. A contour coverage was created from digital line-graph data. The areal extent of geologic units subcropping in each subbasin was quantified with GIS, and the results then were output and joined with the discharge and water-quality data for statistical analyses. Illustrations showing the geology of the study area and the results of the study were prepared using GIS. By using GIS and a statistical software package, a weak but statistically significant relation was found between the water temperature, pH, and nitrogen concentrations in Roberts Creek and the underlying geology during base-flow conditions.  相似文献

The East Usambara Mountains, recognized as one of the 25 most important biodiversity hot spots in the world, have a high degree of species diversity and endemism that is threatened by increasing human pressure on resources. Traditional slash and burn cultivation in the area is no longer sustainable. However, it is possible to maintain land productivity, decrease land degradation, and improve rural people’s livelihood by ameliorating cultivation methods. Improved agroforestry seems to be a very convincing and suitable method for buffer zones of conservation areas. Farmers could receive a reasonable net income from their farm with little investment in terms of time, capital, and labor. By increasing the diversity and production of already existing cultivations, the pressure on natural forests can be diminished. The present study shows a significant gap between traditional cultivation methods and improved agroforestry systems in socio-economic terms. Improved agroforestry systems provide approximately double income per capita in comparison to traditional methods. More intensified cash crop cultivation in the highlands of the East Usambara also results in double income compared to that in the lowlands. However, people are sensitive to risks of changing farming practices. Encouraging farmers to apply better land management and practice sustainable cultivation of cash crops in combination with multipurpose trees would be relevant in improving their economic situation in the relatively short term. The markets of most cash crops are already available. Improved agroforestry methods could ameliorate the living conditions of the local population and protect the natural reserves from human disturbance.  相似文献

In the environmental conflict that surrounds the sighting of hazardous waste facilities there is usually a volatile mix of disparities in power, expertise and information access as well as differing views on risk, which are all played out amidst commercial arrangements and environmental justice concerns. In recent times, the volatility of this mix has been further compounded by the growing climate of public concern and distrust surrounding scientific developments and technology. While there is no 'quick fix' to the complex conflict that this entails, community information systems (CISs) based on participatory models can help address the outstanding issues of capacity, information access, power inequities and environmental justice. CISs are an effective response to the five crucial elements of a toxic dispute, that is, the dialogue, capacity building, information access, evaluation of hazards and risk, and expertise. This paper will review the role of community accessible information systems in the dispute in Botany over the management and destruction of Orica Australia's stockpile of the persistent organic pollutant, hexachlorobenzene (HCB). It will focus on the role of CIS in responding to the challenges for expert information delivery, and in addressing the disparity of informational power within the toxic dispute.  相似文献

The economic feasibility of short rotation coppice (SRC) production and energy conversion in areas contaminated by Chernobyl-derived (137)Cs was evaluated taking the spatial variability of environmental conditions into account. Two sequential GIS-embedded submodels were developed for a spatial assessment, which allow for spatial variation in soil contamination, soil type, and land use. These models were applied for four SRC production and four energy conversion scenarios for the entire contaminated area of Ukraine, Belarus, and Russia and for a part of the Bragin district, Belarus. It was concluded that in general medium-scale SRC production using local machines is most profitable. The areas near Chernobyl are not suitable for SRC production since the contamination levels in SRC wood exceed the intervention limit. Large scale SRC production is not profitable in areas where dry and sandy soils predominate. If the soil contamination does not exceed the intervention limit and sufficient SRC wood is available, all energy conversion scenarios are profitable.  相似文献

ABSTRACT: The application of a water balance model in finding “solutions” to the supply/demand problem was demonstrated using the South Platte River basin as a case study. Solutions were ascertained by hand, using both “average” and “stress” supply/demand conditions, and were developed for 1980, 2000, and 2020; nonquantifiable boundary conditions were incorporated by judgement. The solution obtained for a particular set of conditions is not unique and has strong normative characteristics; thus it must be judged by various interest groups having different ethical positions. The water balance model has a tabular display format and so the “model” is merely a simple table, i.e., a “water balance table.” In this work the water balance table was displayed on an eight-foot by eight-foot color-coded magnetic board. The board provides a means to both find and display the needed supply/demand “solution.” The tabular display facilitates understanding of the systemwide solution and the formulation of value judgments. Based upon these value judgments and an initial “straw man” solution, successive negotiated solutions can be found which can minimize “conflict.”  相似文献

A Monte Carlo analysis of two sequential GIS-embedded submodels, which evaluate the economic feasibility of short rotation coppice (SRC) production and energy conversion in areas contaminated by Chernobyl-derived (137)Cs, was performed to allow for variability of environmental conditions that was not contained in the spatial model inputs. The results from this analysis were compared to the results from the deterministic model presented in part I of this paper. It was concluded that, although the variability in the model results due to within-gridcell variability of the model inputs was considerable, the prediction of the areas where SRC and energy conversion is potentially profitable was robust. If the additional variability in the model input that is not contained in the input maps is also taken into account, the SRC production and energy conversion appears to be potentially profitable at more locations for both the small scale and large scale production scenarios than the model predicted using the deterministic model.  相似文献

Irrigated agriculture has resulted in substantial changes in water flows to the lower reaches of the River Murray. These changes have led to large-scale occurrences of dieback inEucalyptus largiflorens (black box) woodlands as well as increased inputs of salt to the river. Management options to address problems of this scale call for the use of spatial data sets via geographic information systems (GIS). A GIS exists for one floodplain of the River Murray at Chowilla, and a simple model predicted six health classes ofEucalyptus largiflorens based on groundwater salinity, flooding frequency, and groundwater depth.To determine the usefulness of the model for vegetation management, the quality of both the model and the GIS data sets were tested. Success of the testing procedure was judged by the degree of spatial matching between the model's predictions of health and that assessed from aerial photographs and by field truthing. Analyses at 80 sites showed that tree health was significantly greater where groundwater salinity was less than 40 dS/m or flooding occurred more frequently than 1 in 10 years or depth to groundwater exceeded 4 m. Testing of the GIS data sets found that vegetation was misclassified at 15% of sites. Association was shown between GIS-predicted values and field-truthed values of groundwater salinity but not groundwater depth. The GIS model of health is a useful starting point for future vegetation management and can be further improved by increasing the quality of the data coverages and further refining of the model to optimize parameters and thresholds.  相似文献

The sustainable management of coastal natural resources inevitably involves identifying stakeholder conflicts and developing planning processes that prevent these conflicts from becoming intractable disputes. This study links environmental conflict to specific areas within a large ecological system. Specifically, we use Geographic Information Systems (GIS) to map potentially competing stakeholder values associated with establishing protected areas in Matagorda Bay, Texas. By overlaying multiple values associated with a range of stakeholders across space, we are able to identify hotspots of potential conflict as well as areas of opportunity for maximizing joint gains. Mapping stakeholder conflict is an approach to proactively locate potential controversy in response to a specific environmental management proposal and guide decision makers in crafting planning processes that mitigate the possibility of intractable disputes and facilitate the implementation of sustainable coastal policies. Results indicate that under different management scenarios, protected area proposals will generate more conflict in specific areas. Most notably, regulated uses would produce the greatest degree of conflict on or near shore, particularly at the mouth of the Colorado River. Additionally, of all the management scenarios evaluated, the prohibition of coastal structural development would generate the overall highest level of conflict within the Bay. Based on the results, we discuss the policy implications for environmental managers and provide guidance for future research on location-based conflict management within the coastal margin.  相似文献

ABSTRACT: Although the curve number method of the Natural Resources Conservation Service has been used as the foundation of the hydrology algorithms in many nonpoint source water quality models, there are significant problematic issues with the way it has been implemented and interpreted that are not generally recognized. This usage is based on misconceptions about the meaning of the runoff value that the method computes, which is a likely fundamental cause of uncertainty in subsequent erosion and pollutant loading predictions dependent on this value. As a result, there are some major limitations on the conclusions and decisions about the effects of management practices on water quality that can be supported with current nonpoint source water quality models. They also cannot supply the detailed quantitative and spatial information needed to address emerging issues. A key prerequisite for improving model predictions is to improve the hydrologic algorithms contained within them. The use of the curve number method is still appropriate for flood hydrograph engineering applications, but more physically based algorithms that simulate all streamflow generating processes are needed for nonpoint source water quality modeling. Spatially distributed hydrologic modeling has tremendous potential in achieving this goal.  相似文献
