Integrated resource management (IRM) is currently implemented in many parts of the world. This article promotes a pragmatic interpretation and suggests that idealistic beliefs in the problem-solving capacities of IRM are not justified. Successful implementation and performance of IRM are primarily a function of the historical context into which a project is placed. A comparative analysis of several case studies in Western Canada provides evidence for this argument, and the results can be summarized in a conceptual model about integration in resource management. IRM is interpreted as a process of constructing an objective reality of integration for sectorial management decisions, and this construction involves the transformations of power structures. This article suggests several pragmatic conclusions for IRM practice.  相似文献

This article analyses the current and future end-of-life management of electronic displays (flat screen televisions and monitors), and identifies and discusses possible ecodesign recommendations to improve it. Based on an investigation of the treatment of displays in two typical European recycling plants, key aspects and criticalities of the recycling methods (sorting, dismantling and pre-processing) are identified. Disaggregated data concerning on-site measurements of the time needed to manually dismantle different displays are presented. The article also discusses the potential evolution of end-of-life scenarios for electronic displays and suggests possible recommendations for recyclers, producers and policy-makers to promote resource efficiency in the recycling of such waste products. Data on time for dismantling the displays can be used to build measurers for voluntary and mandatory policies, to stimulate design innovations for products improvement, and to assess possible alternative treatments of the waste during the pre-processing at the recycling plants. Some quantitative product measures (based on the time thresholds for dismantling some key components) are also discussed, including an assessment of their economic viability. These measures can potentially be enforced through mandatory and voluntary European product policies, and could also be extended to other product groups.  相似文献

We propose a method for the appropriate assessment of adverse effects of roads in compliance with the European Union Habitats Directive. The method incorporates an analysis of ecological risk of edge effects by the proposed roads with the related increase in accessibility. The method was tested on 30 km of planned forest roads inside an 8,000-ha reserve included in two Natura 2000 sites. As a result, the cumulative effect of 19 road segments was judged as not significantly affecting the integrity of the sites, although they made accessible an extra 314 ha. On the basis of the accessibility calculation, 20 ha of land were set aside from forest exploitation as a mandatory mitigation measure. The method objectively determined the cumulative adverse effects, enabled comparison of plan revisions and alternatives and proved to measure direct and indirect significant effects with a realistic effort in terms of field survey and geographic information system processing.  相似文献

ABSTRACT: Water quality monitoring cannot address every information need through one data collection procedure. This paper discusses the goals and related procedures for designing water quality monitoring programs. The discussion focuses on the broad information needs of those agencies operating water quality networks. These information needs include the ability to assess trends and environmental impacts, determine compliance with objectives or standards, estimate mass transport, and perform general surveillance. Each of these information needs has different data requirements. This paper outlines these goals and discusses factors to consider in developing a monitoring plan on a site by site basis.  相似文献

As a part of the USEPA's concentrated animal feeding operation (CAFO) final rule, all CAFOs are required to develop and implement a nutrient management plan (NMP). The USEPA's emphasis on better management of nutrients appropriately targets a critical environmental issue associated with animal production. The concentration of animals in livestock feeding operations, often separate from feed grain production, requires importing of substantial quantities of feed nutrients. Due to the inefficiencies of nutrient utilization in livestock production, quantities of nitrogen (N) and phosphorus (P) in manure greater than can be utilized in local crop production often result. With the focus of the USEPA's NMP rules on internal farm manure management planning, nutrient concentrations resulting from animal concentration may not be adequately addressed by compliance with the USEPA rules alone. A review of two mandatory and two voluntary nutrient management strategies is made by comparing whole-farm nutrient balance for a case-study beef cattle feedlot. The results suggest that voluntary BMPs, such as modification to animal feeding program and exporting of manure, can have greater environmental benefits (30-60% reduction in P accumulation for case-study farm) than mandatory NMPs and buffers (5-7% reduction in P accumulation for case-study farm) for a typical beef cattle feedlot. Whole-farm nutrient balance procedures can also be valuable for reviewing the nutrient performance of livestock systems.  相似文献

ABSTRACT: The predominant mixtures of pesticides found in New York surface waters consist of five principal components. First, herbicides commonly used on corn (atrazine, metolachlor, alachlor, cyanazine) and a herbicide degradate (deethylatrazine) were positively correlated to a corn‐herbicide component, and watersheds with the highest corn‐herbicide component scores were those in which large amounts of row crops are grown. Second, two insecticides (diazinon and carbaryl) and one herbicide (prometon) widely used in urban and residential settings were positively correlated to an urban/residential component. Watersheds with the highest urban/residential component scores were those with large amounts of urban and residential land use. A third component was related to two herbicides (EPTC and cyanazine) used on dry beans and corn, the fourth to an herbicide (simazine) and an insecticide (carbaryl) commonly used in orchards and vineyards, and the fifth to an herbicide (DCPA). Results of this study indicate that this approach can be used to: (1) identify common mixtures of pesticides in surface waters, (2) relate these mixtures to land use and pesticide applications, and (3) indicate regions where these mixtures of pesticides are commonly found.  相似文献

Sediments of five Ligurian beaches in compliance with European Union bathing water regulations were studied based on the characteristics of the fungal assemblage during the tourism season. Among the 179 taxa of filamentous fungi isolated, 120 were opportunistic pathogens, such as Acremonium sp., and the genus Penicillium was also present as the pathogenic species P. citrinum. Furthermore, 5% of the total filamentous fungi belonged to the dermatophyte genus Microsporum, whose species can cause mycoses. Beach sediments showed elevated densities of opportunistic pathogens, of pathogenic filamentous fungi, and of yeasts during the tourism season. Although monitoring of beach sediments for microbiological contamination is not mandatory, and disease transmission from sediments has not yet been demonstrated, our study suggests that beach sediments may act as a reservoir of potential pathogens, including fungi. In addition, the mycoflora displayed high sensitivity to critical environmental situations in the beaches studied. Therefore, the fungal community can be a useful tool for assessing the quality of sandy beaches in terms of sanitary and environmental quality.  相似文献

Detecting water quality improvements following watershed management changes is complicated by flow-dependent concentrations and nonlinear or threshold responses that are difficult to detect with traditional statistical techniques. In this study, we evaluated the long-term trends (1997-2009) in total P (TP) concentrations in the Illinois River of Oklahoma, and some of its major tributaries, using flow-adjusted TP concentrations and regression tree analysis to identify specific calendar dates in which change points in P trends may have occurred. Phosphorus concentrations at all locations were strongly correlated with stream flow. Flow-adjusted TP concentrations increased at all study locations in the late 1990s, but this trend was related to a change in monitoring practices where storm flow samples were specifically targeted after 1998. Flow-adjusted TP concentrations decreased in the two Illinois River sites after 2003. This change coincided with a significant decrease in effluent TP concentrations originating with one of the largest municipal wastewater treatment facilities in the basin. Conversely, flow-adjusted TP concentrations in one tributary increased, but this stream received treated effluent from a wastewater facility where effluent TP did not decrease significantly over the study period. Results of this study demonstrate how long-term trends in stream TP concentrations are difficult to quantify without consistent long-term monitoring strategies and how flow adjustment is likely mandatory for examining these trends. Furthermore, the study demonstrates how detecting changes in long-term water quality data sets requires statistical methods capable of identifying change point and nonlinear responses.  相似文献

Wetland Mitigation Compliance in the Western Upper Peninsula of Michigan   总被引:3,自引:3,他引:0  
The Army Corps of Engineers (ACE) is generally responsible for the implementation of federal Clean Water Act wetland regulations. It therefore plays an important role in the protection of wetlands within the United States. Unfortunately, past evaluators of ACEs implementation of these regulations found low rates of regulatory compliance. However, the fact that two states have taken responsibility for the implementation of these regulations within their boundaries provided the opportunity to assess whether one of these states might be doing a better job of enforcement. This paper reports on compliance with some of these regulations within one Michigan region. We evaluated permittee compliance with paperwork filing requirements related to wetland mitigation projects. Sixty-seven percent of county road commission permittees were out of compliance with at least one filing requirement. Forty percent of private and non-county government permittees were out of compliance. Our results therefore suggest that serious problems exist with Michigans implementation of wetland regulations. They do not suggest that compliance in this state is significantly better than in states under ACE administration. We believe that increased agency monitoring and enforcement would improve compliance.  相似文献

/ Implementing the concept of sustainability through integrated approaches to natural resource management poses enormous challenges for both the rural communities and government agencies concerned. This paper reviews the underlying rhetoric of sustainable agricultural systems and the integrated resource management paradigm and identifies some of the challenges being experienced in translating this rhetoric into practice. A relatively recently implemented community-based integrated catchment management (ICM) process in a rural community in northeast Australia is examined in terms of some of the lessons learned that may be relevant to other similar integrated resource management (IRM) processes. It reveals a pragmatic, opportunistic, and evolving implementation process based on adaptive learning rather than a more traditional "rational" planning approach. Some essential characteristics of a community-based IRM process are identified, including fostering communication; providing a structure that fosters cooperation and facilities coordination among community, industry, and government agencies; the integration of IRM principles into local government planning schemes; and an emergent strategic approach to IRM program implementation. We conclude by identifying some essential characteristics of an IRM process that can assist a community to adapt to, and manage change for, sustainable resource use.  相似文献

The United States has lost about half its wetland acreage since European settlement, and the effectiveness of current wetland mitigation policies is often questioned. In most states, federal wetland laws are overseen by the U.S. Army Corps of Engineers, but Michigan administers these laws through the state's Department of Environmental Quality (MDEQ). Our research provides insight into the effectiveness of the state's implementation of these laws. We examined wetland mitigation permit files issued in Michigan's Upper Peninsula between 2003 and 2006 to assess compliance with key MDEQ policies. Forty-six percent of files were out of compliance with monitoring report requirements, and forty-nine percent lacked required conservation easement documents. We also conducted site assessments of select compensatory wetland projects to determine compliance with MDEQ invasive plant species performance standards. Fifty-five percent were out of compliance. We found no relationship between invasive species noncompliance and past site monitoring, age of mitigation site, or proximity to roads. However, we found wetland restoration projects far more likely to be compliant with performance standards than wetland creation projects. We suggest policy changes and agency actions that could increase compliance with wetland restoration and mitigation goals.  相似文献

Biodiversity planners increasingly recognise the need for delivering action on a 'wider countryside', rather than on a purely site-centred, basis. Ecological processes often take place at the 'landscape scale' and are not sufficiently accommodated within reserves, and a failure to reflect this in biodiversity planning has been one of the contributors to species and habitat decline. However, there are generally few powers to enforce compliance with spatial rural land-use strategies, and biodiversity plans at the landscape scale must rely heavily on incentives, advice and goodwill. Not surprisingly, this results in a substantial gap between policy and implementation. One way of analysing the causes of, and potential solutions to, implementation failure is to examine the barriers to plan uptake. This paper addresses barriers to biodiversity action in three case-study areas in terms of 'force fields', depicting the nature and strength of negative and positive influences on land managers and conservation staff. It is concluded that a clearer understanding of the nature of 'barriers' can lead to improved targeting on potential 'bridges' to a better future.  相似文献

We evaluate two 10-year-old mitigation bank wetlands in central Ohio, one created and one with restored and enhanced components, by analysis of vegetation characteristics and by comparison of the year-10 vegetation and macroinvertebrate communities with reference wetlands. To assess different measures of wetland development, we compare the prevalence of native hydrophytes with an index of floristic quality and we evaluate the predictability of these parameters in year 10, given 5 years of data. Results show that the mitigation wetlands in this study meet vegetation performance criteria of native hydrophyte establishment by year 5 and maintain these characteristics through year 10. Species richness and floristic quality, as well as vegetative similarity with reference wetlands, differ among mitigation wetlands in year 1 and also in their rate of change during the first 10 years. The prevalence of native hydrophytes is reasonably predictable by year 10, but 5 years of monitoring is not sufficient to predict future trends of floristic quality in either the created or restored wetland. By year 10, macroinvertebrate taxa richness does not statistically differ among these wetlands, but mitigation wetlands differ from reference sites by tolerance index and by trophic guild dominance. The created wetland herbivore biomass is significantly smaller than its reference, whereas detritivore biomass is significantly greater in the created wetland and smaller in the restored wetland as compared with respective reference wetlands. These analyses illustrate differences in measures of wetland performance and contrast the monitoring duration necessary for legal compliance with the duration required for development of more complex indicators of ecosystem integrity.  相似文献

The number of MPAs has increased sharply, from just 118 in 1970 to well over 6,300 today. This growth in numbers has also been accompanied by a voluminous growth in the academic literature on the theme, with writers employing ecologic, economic and governance lenses (or a combination thereof) to both support the case for MPA creation, and to evaluate just how successfully (or not) existing MPAs match up to their promises. Research suggests effective management of such protected areas is vital if desired outcomes are to be achieved within the allotted time period. This Special Feature on MPAs therefore seeks to address two key questions derived from the management effectiveness framework of Hockings and others (2000), namely: ‘How appropriate are the management systems and processes in place?’ and ‘Were the desired Objectives achieved—and if so, why?’ Fourteen articles, drawing on different disciplinary perspectives relating to MPA experiences from across the globe, offers insights into these questions by considering, inter alia, how: are MPA sites selected?; is ‘buy-in’ to the process from the various stakeholders achieved?; are these stakeholder’s views reflected in the management systems that evolve?, and what monitoring and evaluation mechanisms are in place? Bringing these perspectives and approaches together through the medium of this Special Feature is thus intended to further our understanding of the different issues that may confront both planners and managers of Marine Protected Areas.  相似文献

As Australia recently introduced a mandatory carbon price, this paper provides a rare perspective of how such institutional changes influence consumer preferences for voluntary climate action. When examined using three contingent valuation questions, the results show that the compliance mechanism induces a substantial reduction in the number of air travellers who are willing to pay extra for voluntary carbon offsets and in the payment amount, although the crowding-out effect is incomplete. A disproportionately larger welfare benefit is attached to the carbon offsets for a domestic flight than its international counterpart. Overall empirical findings advocate the continued role of voluntary programmes.  相似文献

Summary Pesticide residues in soil, water, food, wildlife and other media have been analysed in several monitoring studies. The purpose was to establish the distribution of these residues across a defined area, ascertain their trend over a specific period and use the results to assess environmental compliance and safety. In the present review the availability of information on pesticide residues in various Canadian environmental components was sought. With the possible exception of localized pesticide contamination of some private water supply wells, ground and surface water, most analyses revealed concentrations below guideline limits. Only a few cases were reported of mishandling, misuse and poisoning from pesticides. Continuing surveillance programmes and in-depth and well-organized monitoring studies, with special focus on areas that are vulnerable to contamination, by both provincial and federal governments, are largely responsible for the encouraging results. This experience in the control of pesticide use and monitoring of residues in the environment should be of particular interest in developing countries.Dr A.Y. 优化空间格局、强化空间管控是我国新时期生态环境保护及资源开发利用顶层设计的一项重要战略任务。近年来,《生态文明体制改革总体方案》《关于建立国土空间规划体系并监督实施的若干意见》等一系列文件,明确提出在国土空间规划中强化生态文明建设理念传导、落实多规合一、突出用途管制等重大调整。流域水生态环境空间管控体系亟须转型,适应国土空间规划体系改革调整等带来的新形势、新要求。本文在详细梳理流域水生态环境空间管控体系演变历程的基础上,深入分析新时期形势和要求,进一步扩充完善了原有体系:创新水功能区、控制单元的功能定位,突出流域完整性与系统性,初步提出了包含全国—流域—水功能区—控制单元—行政区划的空间分区构想;细化设计了统筹水资源、水生态、水环境的目标指标体系;明确了突出功能用途的生态环境管控措施和责任落实体系,为下一步流域水生态环境空间管理政策顶层设计提供决策参考。  相似文献
