US government regulations require that all effluents from industrial operations, including mining, meet certain water quality standards. Constructed wetlands have proven to be useful in helping to attain those standards. Application of this biotechnology to mine water drainage can reduce water treatment costs and improve water quality in streams and rivers adversely affected by acidic mine water drainage from abandoned mines. Over 400 constructed wetland water treatment systems have been built on mined lands largely as a result of research by the US Bureau of Mines. Wetlands are passive biological treatment systems that are relatively inexpensive to construct and require minimal maintenance. Chemical treatment costs are reduced sufficiently to repay the cost of construction in less than a year. The mine waste water is typically treated in a series of excavated ponds that resemble small marsh areas. The ponds are engineered to facilitate bacterial oxidation of iron. Ideally, the water then flows through a composted organic substrate supporting a population of sulphate-reducing bacteria which raises the pH. ABSTRACT Twenty-seven watersheds in the Susquehanna River Basin are severely degraded by acid mine drainage pollution. Approximately 620 miles of significant tributaries as well as 230 miles of principal rivers are either sterile or intermittently degraded by acid slugs. As a result of the acid discharges, many uses of the streams, such as water supply and recreation, are precluded. In the past, acid mine drainage abatement programs did not look beyond the immediate problem area. No considerations were given to the blending effect of natural alkalinity in other streams. Since the abatement of acid mine drainage pollution is extremely costly, a method of minimizing these costs was needed. The systematic, cost-effectiveness approach, discussed in this paper presents such a method. This system allows the water resources planners to control the allocation of funds for maximizing the abatement of acid mine drainage.  相似文献

Acid-base accounting (ABA) is an analytical procedure that provides values to help assess the acid-producing and acid-neutralizing potential of overburden rocks prior to coal mining and other large-scale excavations. This procedure was developed by West Virginia University scientists during the 1960s. After the passage of laws requiring an assessment of surface mining on water quality, ABA became a preferred method to predict post-mining water quality, and permitting decisions for surface mines are largely based on the values determined by ABA. To predict the post-mining water quality, the amount of acid-producing rock is compared with the amount of acid-neutralizing rock, and a prediction of the water quality at the site (whether acid or alkaline) is obtained. We gathered geologic and geographic data for 56 mined sites in West Virginia, which allowed us to estimate total overburden amounts, and values were determined for maximum potential acidity (MPA), neutralization potential (NP), net neutralization potential (NNP), and NP to MPA ratios for each site based on ABA. These values were correlated to post-mining water quality from springs or seeps on the mined property. Overburden mass was determined by three methods, with the method used by Pennsylvania researchers showing the most accurate results for overburden mass. A poor relationship existed between MPA and post-mining water quality, NP was intermediate, and NNP and the NP to MPA ratio showed the best prediction accuracy. In this study, NNP and the NP to MPA ratio gave identical water quality prediction results. Therefore, with NP to MPA ratios, values were separated into categories: <1 should produce acid drainage, between 1 and 2 can produce either acid or alkaline water conditions, and >2 should produce alkaline water. On our 56 surface mined sites, NP to MPA ratios varied from 0.1 to 31, and six sites (11%) did not fit the expected pattern using this category approach. Two sites with ratios <1 did not produce acid drainage as predicted (the drainage was neutral), and four sites with a ratio >2 produced acid drainage when they should not have. These latter four sites were either mined very slowly, had nonrepresentative ABA data, received water from an adjacent underground mine, or had a surface mining practice that degraded the water. In general, an NP to MPA ratio of <1 produced mostly acid drainage sites, between 1 and 2 produced mostly alkaline drainage sites, while NP to MPA ratios >2 produced alkaline drainage with a few exceptions. Using these values, ABA is a good tool to assess overburden quality before surface mining and to predict post-mining drainage quality after mining. The interpretation from ABA values was correct in 50 out of 52 cases (96%), excluding the four anomalous sites, which had acid water for reasons other than overburden quality.  相似文献

中国煤电行业的发展伴随着各种环境风险,本文以典型煤电企业为例,在产能过剩、能效标准提高、环境保护税、全国碳市场、水资源税和非水可再生能源规划目标的风险约束下,建立环境成本内部化和环境风险分析工具,考虑不同压力情境下对煤电企业价值的影响,构建环境风险影响财务成本的压力测试框架。结果表明,对单个风险而言,产能过剩和碳市场风险对企业价值的影响是大多数地区在不同情景中面临的主要风险驱动因素。对于综合风险压力测试而言,各地区1 000MW超超临界机组乐观情景及悲观情景的企业价值距合理回报预期企业价值相差小,而300MW和600MW亚临界机组因能效水平低、经营成本高等原因在环境风险压力下企业价值偏离合理回报较多。随着环境风险严重程度的不断增加,环境压力测试有助于煤电企业和金融机构了解环境风险对企业财务状况的影响,从而对投资决策产生影响。  相似文献

This article addresses the concepts of economies of scope and multiproduct production, subadditivity and transray convexity as it applies to the mining industry. The article goes on to expand these concepts to include the case of mining waste utilization. It discusses how the modification of mining wastes into a marketable product can develop a relationship across the cost functions of the modified mining waste and ore production and how this interrelationship affects the profit maximizing condition. It discusses four possible outcomes from mining waste modification and its development into marketable products on the profitability and production of ore by the firm. Finally, it discusses mining waste utilization effects on rehabilitation costs and the potential for a decrease in the adverse community effects due to mine closure.  相似文献

US Federal law mandates that mined land be returned by mine operators to a condition capable of supporting its pre-mining use or a higher use. Previously forested lands have commonly been reclaimed to hayland/pasture or wildlife habitat, and most of these lands have been abandoned from management and rendered non-productive. This situation has left landowners in the position of converting these reclaimed mined lands to forests at a later date, if they choose to make them economically productive. Such land-use conversion, however, comes with a substantial up-front cost to the landowner, which makes the financial viability of such a conversion questionable. We examine the financial viability of reforestation of these previously reclaimed mine lands by calculating land expectation value (LEV) under a range of conditions that include forest type, site quality, and reforestation intensity. We find that conversion to white pine is viable on higher quality sites under low to moderate interest rates with low or high timber prices, but conversion to mixed hardwoods is only profitable under the high price scenario with low interest rates, and only on higher quality sites. We also consider the implications of a shift in reforestation burden from the landowner to the mine operator, and results suggest that including costs of reforestation as part of the mining operation creates a financially viable forest enterprise for landowners under all scenarios for both white pine and mixed hardwoods. Two forms of carbon payments that could encourage reforestation of previously reclaimed mined lands also are examined: an annual payment based upon the total accumulated carbon found on-site in a given year, and an annual payment based on only the increment of carbon storage each year. Our carbon payment results indicate that annual values of up to $5.17 per ton of carbon stored in hardwoods and $9.39 per ton of carbon stored in pines would be required to make reforestation profitable under the poorest conditions (high interest rates, low prices, and poor quality site) when the payment is based on accumulated on-site carbon, although lower values are required under more favorable scenarios. Payments that are based upon the annual increment of carbon must fall in the range of $8.66–$71.88 per ton of carbon stored in hardwoods and $0–$83.29 per ton of carbon stored in pines to make reforestation financially viable.  相似文献

The cost of developing groundwater resources in northeastern Illinois from 198cL2020 is estimated for the purpose of providing a basis for comparing alternative sources. Demands for each township in the study area are estimated at 10-year increments and are satisfied, where the supply is sufficient, in such a way as to minimize the cost subject to constraints on supply. Sources of water are two shallow aquifers with known potential yields and a series of deep aquifers treated as a single unit and modeled on a digital computer. For each township the costs of wells, pumps, power and rehabilitation is estimated for each aquifer on a per million gallons of water per day basis. In addition the cost of groundwater treatment necessary to raise the quality to that of treated Lake Michigan water is considered. Raw water costs are found to vary from 2 to 14 cents per 1000 gallons depending upon the depth to the deep aquifer water. Treated water costs vary from 22 to 53 cents per 1000 gallons, the lower costs applying to the largest users because of the economy of scale. It is found that with proper distribution of pumpage there is sufficient water in storage in the deep aquifers to meet groundwater demands through 2020.  相似文献

ABSTRACT: A study was undertaken to determine the effect of water intensive appliances or activities on household water consumption. Activities included in the study were use of the washing machine, dishwasher, swimming pool, and lawn watering. In the majority of cases these activities increased per capita consumption and were statistically significant. Households included in the study were not familiar with water saving devices available in the retail market. Even if tehse appliances were purchased, private economic benefits to the household would be low due to the inexpensive water charges levied. However, aggregate community benefits could be large if new well drilling cost or increase in storage facilities could be avoided. In order to avoid these increased costs, regulation or subsidy programs may be the most efficient policy alternatives available to the communities. Subsidies and regulation could potentially decrease water use and offer alternatives to increasing the water supply.  相似文献

ABSTRACT: Stream water during fair weather (base flow) is largely ground water discharge, which has been in contact with minerals of the underlying aquifer. Base flow water quality should therefore reflect aquifer mineralogy as well as upstream land use. Three upstream mining categories (unmined lands, abandoned coal mines, and reclaimed coal mines) differed in pH, specific conductance, sulfate, iron, aluminum, and alkalinity for 122 streams in eastern Ohio. Aquifer rock type influenced pH, specific conductance, sulfate, iron, and alkalinity. Reclamation returned many components of acid mine drainage to near unmined levels, although sulfate and specific conductance were not improved. Acid mine drainage problems were less severe in watersheds underlain by the calcareous Monogahela Formation. These results should ayply to other Appalachian coal regions having similar rock units. The water quality data distributions were neither consistently normal nor lognormal. Statistical tests utilizing ranks of the water quality data, instead of the data themselves, proved useful in analyzing the influences of mining category and rock type.  相似文献

ABSTRACT. A rationale is set forth for requiring and/or encouraging the consolidation or regionalization of all systems beneath certain population size levels based on the small water systems’ capability to produce an adequate supply of safe drinking water at a reasonable cost to customers. Estimates for basic costs of water service including personnel, other operation and maintenance and capital are made and a range of water rates is suggested based on reasonableness and acceptability to customers. Guidelines are then drawn for a moderate rate of $10.00 per month and an upper limit rate of $15.00 per month to show the sizes at which public water systems might be expected to achieve fiscal viability. Finally, recommendations are made to State and Federal governmental agencies concerning possible legislation, plans and programs to achieve better public water service through the regionalization or consolidation of small public water systems.  相似文献

ABSTRACT: Two computer models, the Continuous Stormwater Pollution Simulation System (CSPSS) and the Computer Optimized Storm-water Treatment Program (COST), were developed to aid in performing water quality planning. This paper describes COST and its site specific applications to the Philadelphia urban area, using the results from an updated CSPSS receiving water simulation. COST provides a planning and conceptual design tool to identify the economically optimum combination of wet weather and dry weather pollution abatement alternatives. Economic analysis procedures incorporated are based on production theory and marginal cost analysis. This study demonstrates that by transforming BOD removal to reduction in low DO events, using CSPSS results, the benefits associated with pollutant removal can be accounted for explicitly by COST simulations. This is important because a pound of BOD removed from combined sewer overflow may be of more benefit to the receiving water than a pound of BOD removed from urban stormwater runoff. The selection of a pollution control strategy is often a difficult decision which should consider social, political, financial, and regulatory factors. It is suggested that such a selection can be based on evaluating the tradeoffs between total annual costs and receiving water improvements, as determined using the COST and CSPSS programs.  相似文献

The socio‐economic fabric of single‐company mining towns needs to be carefully considered by both Government and companies in sustainability policymaking. Policy design and effectiveness in such towns are significantly impacted by the city's economic dependence on a single company. This paper explores the perceived effectiveness of government and voluntary private sector mining policies for pursuing sustainability in the historic mining town of Itabira, Brazil over a period of 20 years. Itabira serves as a worthwhile case study because it allows for an in‐depth and longitudinal analysis that can reveal valuable lessons to policymakers of different sectors and jurisdictions located elsewhere. Based on extensive face‐to‐face interviews and literature reviews, study results indicate that changes to the state environmental licensing policies in the 1990s led to significant socio‐environmental improvements in the area. The globalization of the mining company also contributed to an increase in the quantity and quality of voluntary industry policies. Recent technological improvements in the beneficiation processes of the mining company promises to extend the life of the mine to 2050. Although there are significant incremental socio‐environmental policies and programmes, sustainability remains an elusive vision in Itabira, with no clear objectives or monitoring and accountability mechanisms. The paper concludes by recommending a more formal integrated policymaking framework.  相似文献

Financial assurance is increasingly seen as a means to ensure orderly, clean and lasting closure of mines. Broadly interpreted, “closure” requires leaving viable ecosystems on mining lands that are compatible with a healthy environment and with human activities, that have low hazard, and that encompass measures to prevent ongoing pollution from the site in the long-term. Financial assurance encompasses environmental surety instruments that protect the government and public in the event a mining company cannot meet its reclamation or rehabilitation obligations. As such, financial assurance is in essence the money available for closure of the mine in the case when the mine owner is not available to perform the work. A general trend towards greater environmental concern among social stakeholders in mining further serves to focus attention on policies and practices that can actually “assure” financial assurance.Financial assurance is also perceived as a means to address closure-related challenges that are increasing in number as well as diversity. Notably, current trends involve a shift towards a greater focus to the societal aspects of mine closure rather than just the ecological. The use of financial assurance, however, also raises some fundamental questions about how assurance mechanisms influence mining operations and the relationship between mining operations and their surroundings. This paper examines both the internal effect of a variety of financial assurance approaches on mining operations—in particular the manner in which environmental and social concerns are addressed by mining firms, and the almost inevitable tension between some form of financial provision for closure on the one hand, and governmental expectations of tax revenue on the other. As a major argument for supporting the conduct of mining is that state revenues from the extractive industries supply monies for the building of human and infrastructural capital, this second area of tension also has strong social and developmental overtones.  相似文献

ABSTRACT .A case study was performed to evaluate potential applications of desalted saline water for agriculture using 2 distillation type processes and 2 membrane type processes. The investigation determined the costs and benefits associated with desalting saline water at concentrations of 1,500, 900, 400, 200, and 50 ppm. Benefits from desalting are generated by shifts to more profitable crops, reduced costs for drainage, and reduction in fertilizer and labor requirements with better quality water. Costs are based on the project features such as desalting plants, raw water diversion facilities, storage reservoirs, conveyance and distribution systems, brine disposal, blending facilities, and gypsum addition systems. Hydrologic studies determined the crop irrigation requirements, water demand schedules, desalted water storage requirements, brine disposal requirements, and size of facilities required. Reconnaissance design layouts were made for producing desalted water using a combination of 14 schemes. The study also included a review of irrigation practices. The benefit-cost ratios range from 0.4 to 1.0 for 1,500 ppm irrigation water to 0.8 to 1.0 for 50 and 200 ppm water. Investment costs per acre are high, ranging from $12,900 to $20,900. Irrigation benefits are based on the increase in production from a desert condition with no water supply to the irrigation conditions studied.  相似文献

Although contract sugarcane farming is the most dominant and popular land use among farmers in Nzoia Sugarbelt, results from a 2007 study suggests that the intended goal of increasing farmers’ incomes seems to have failed. With a mean monthly income of Kenya Shillings 723 (US $ 10) from an average cane acreage of 0.38 hectares, it would be difficult for a household of eight family members to meet their basic needs and lead a decent life. Analysis of farmer statements showed that up to 86% of the changes in net income were significantly determined by six cost variables as a group (i.e., acreage, tillage costs, seedcane costs, transport costs, yield, and farmer’s education level). Area under sugarcane had the greatest influence on net income whereby an increase in one hectare under cane would result in an increase of Kenya Shillings 110,427 in net income (per crop cycle of 21 months), holding other variables constant. This translates into Kenya shillings 5,258 per month (or 175 per day per household, or for a family of eight people—KES 22 or US $ 10) from an average cane acreage of 0.38 hectares, it would be difficult for a household of eight family members to meet their basic needs and lead a decent life. Abandoned mines are an important global concern and continue to pose real or potential threats to human safety and health including environmental damage/s. Very few countries had government mine regulation and reclamation policies until the latter part of the century where legal, financial and technical procedures were required for existing mining operations. Major reasons for mine closure may be mainly due to poor economies of the commodity making mining unprofitable, technical difficulties and national security. If the mine is abandoned, more often than not it is the government that shoulders the burden of clean-up, monitoring and remediation. The topic of abandoned mines is complex because of the associated financial and legal liability implications. Abandoned mercury mines have been identified as one of the major concerns because of their significant long-term environmental problems. Primary mercury production is still ongoing in Spain, Kyrgzystan, China, Algeria, Russia and Slovakia while world production declined substantially in the late 1980s. In the Philippines, the mercury mine located southeast of Manila was in operation from 1955 to 1976, before ceasing operation because of the decline in world market price for the commodity. During this time, annual production of mercury was estimated to be about 140,000 kg of mercury yearly. Approximately 2,000,000 t of mine-waste calcines (retorted ore) were produced during mining and roughly 1,000,000 t of these calcines were dumped into nearby Honda Bay to construct a jetty to facilitate mine operations where about 2000 people reside in the nearby three barangays. In October, 1994 the Department of Health received a request from the Provincial Health Office for technical assistance relative to the investigation of increasing complaints of unusual symptoms (e.g. miscarriages, tooth loss, muscle weakness, paralysis, anemia, tremors, etc.) among residents of three barangays. Initial health reports revealed significant elevation of blood mercury levels exceeding the then recommended exposure level of 20ppb in 12 out of the 43 (27.9%) residents examined. The majority of the volunteers were former mine workers. In this study the abnormal findings included gingivitis, mercury lines, gum bleeding and pterydium. The most common neurologic complaints were numbness, weakness, tremors and incoordination. Anemia and elevated liver function tests were also seen in a majority of those examined. The assessment also revealed a probable association between blood mercury level and eosinophilia. The same association was also seen between high mercury levels and the presence of tremors and working in the mercury mine. To date, there are very limited environmental and health studies on the impact of both total and methylmercury that have been undertaken in the Philippines. Thus, this area of study was selected primarily because of its importance as an emerging issue in the country, especially regarding the combined effects of total and methylmercury low-dose and continuous uptake from environmental sources. At present the effects of total mercury exposure combined with MeHg consumption remain an important issue, especially those of low-dose and continuous uptake. Results of the study showed that four (4) species of fish, namely ibis, tabas, lapu-lapu and torsillo, had exceeded the recommended total mercury and methylmercury levels in fish (NV>0.5 microg/gf.w., NV>0.3 microg/gf.w., respectively). Saging and kanuping also exceeded the permissible levels for methylmercury. Total and methylmercury in canned fish, and total mercury in rice, ambient air and drinking water were within the recommended levels, however, additional mercury load from these sources may contribute to the over-all body burden of mercury among residents in the area. Surface water quality at the mining area, Honda Bay and during some monitoring periods at Palawan Bay exceeded total mercury standards (NV>0.002 ng/mL). Soil samples in two sites, namely Tagburos and Honda Bay, exceeded the EPA Region 9 Primary Remediation Goal recommended values for total mercury for residential purposes (NV>23 mg/kg). The hand to mouth activity among infants and children is another significant route for mercury exposure. Statistically significant results were obtained for infants when comparing the results after one year of monitoring for methylmercury levels in hair for both exposed and control sub-groups. Likewise, comparing the initial and final hair methylmercury levels among pregnant women/mothers in the exposed group showed statistically significant (p<0.05) results. Comparing the exposed and control sub-groups' mercury hair levels per sub-group showed statistically significant results among the following: (a) initial and final total mercury hair levels among children, (b) initial and final methylmercury hair levels among children, (c) final total mercury hair levels among pregnant women, (d) initial and final total mercury hair levels among mothers, and (e) initial and final methyl hair levels among mothers.  相似文献
