Summary Sustainability as a goal is widely accepted and ranked high on the political agenda. Although the operationalization of this concept differs, the range of opinions shows a pseudo-consensus. Sustainable agriculture is defined in this paper as an agriculture that fulfils functions with regard to food production, nature and landscape, and the development of the rural areas now and in the future. This requires a set of ecological criteria for the agricultural sector. Besides the ecological aspects, sustainable agriculture has consequences for the economic, cultural and socio-political aspects of society. This paper concentrates on the socio-political conditions for sustainable agriculture. An important strategy for the realisation of sustainable agriculture is the stimulation of sustainable initiatives of (groups of) farmers, in particular on a regional level. The future perspectives of such a bottom-upwards approach are described by giving some examples of initiatives of Dutch farmers. It will be argued that the national governmental policy has to enlarge the scope for the development of farming practices.Dr Ing L.G. She currently works at this university as a researcher and lecturer in the Department of Environmental Policy Sciences at the University. She is writing her thesis on agricultural policy. The literature guides environmental planning and, specifically, how to use ecological rehabilitation projects to achieve long-term planning goals and landscape-scale environmental sustainability. There is, however, a perceived gap between principles in the literature and the use of them by practitioners involved in smaller-scale ecological rehabilitation projects. Using interviews with practitioners involved in 11 projects within the Regional Municipality of Waterloo, Ontario, Canada, we tested whether practitioners used five principles for effective planning and implementation of ecological rehabilitation that we derived from the literature. These five principles were: establishing political and ecological context, using ecologically appropriate objectives and practices, using comparative multidisciplinary and cross-scale approaches, using adaptive planning and implementation, and establishing good communication within and external to projects. Few projects followed all five principles, and practitioners indicated that they used three more project-specific principles: obtaining political/social support, promoting projects and changing attitudes about projects, and securing sufficient and persistent funding to maintain a project's life. While the literature emphasizes that ecological rehabilitation is only effective if projects are coordinated on a watershed basis, most practitioners focused solely on the goals of their specific project. The gap between literature and practice may arise because most practitioners are new to the field of ecological rehabilitation and still are focused on the methods involved. Time pressures force practitioners to obviate the literature and get projects started quickly, lest support evaporate. Complicating these difficulties is decreased support from federal and provincial governments for large-scale environmental planning. It is unclear whether ecological rehabilitation projects in Waterloo Region (at least) will ever become effective at promoting landscape-scale ecological goals or remain smaller-scale stop-gaps.  相似文献

Many people within the further and higher education sector in the United Kingdom (UK) have now accepted that responsible environmental management of their day to day site operations is necessary, but they are still unclear as to what lengths they need to go to obtain marketplace credibility. Many people in other sectors believe that the only way to achieve real credibility in this area is to become accredited by the new British Standard BS7750 Specification for Environmental Management Systems. Others are expressing concern that such systems are cumbersome to operate and generate a needless level of bureaucracy and additional unwelcome paperwork.This paper briefly discusses the responsibilities of further and higher education institutions with regard to environmental management and outlines one possible alternative to the BS7750 approach, the Confederation of British Industry (CBI) Environment Initiative. It also outlines the approach taken by the University of Strathclyde over the past three years in the development of an environmental management manual for the Estates Management Department and the development of a system to control university-wide environmental management.In conclusion this paper will focus on the suitability of BS7750 systems within further and higher education institutions in comparison with the approach adopted in the CBI Environment Initiative.This paper was first presented at Global Forum '94 Academic Conference Towards a Sustainable Future: Promoting Sustainable Development, Manchester, UK.Mr K. Sustainable practices at construction sites should be considered from the start of the project, meaning during the design phase. A model for the implementation of sustainability at a site is an important management tool, and its adoption can indicate good practices and propose an assessment of local conditions. Thus, the main contribution of this article is to propose a practical model to evaluate the level of implementation of sustainable practices at construction sites. The model was based on sustainability certifications and validated at six construction sites in Brazil. The results indicate that construction companies that possess environmental certifications have better levels of implementation of good practices at their work sites. However, it was noted that it is not necessary for a company to obtain an environmental certification; rather, it is necessary for sustainability strategies to become corporate culture.  相似文献

Community‐based water supply (CBWS) is an example of how a community manages common pool resources (CPR). This results in an alternative approach to solve water supply problems in developing countries by enhancing community participation in managing water supply. This research evaluates the sustainability of five CBWS projects in Cikarang, Indonesia by using Ostrom's design principles, with additional sustainability factors found in the Sustainable Development Goal (SDG) on drinking water and groundwater sustainability. Quinn et al. (2007) criteria were used in the analysis, and the results show that the management of four CBWS institutions were absent and one CBWS institution was weak. With regards to the SDG's drinking water target, the CBWS institutions were unable to comply with safe water standards, and in terms of groundwater sustainability, efforts to monitor and sustain groundwater tables were absent. Results from this research suggest that more focus must be placed on water quality and groundwater sustainability for CBWS projects.  相似文献

Progress in the greening of UK local government has been hampered by uncertainty about the relationship between resource use and environmental protection. Ecological modernizationmay offer the most appropriateparadigm to reconcile economic, social and environmentalinterpretationsof sustainability. The transition from corporate to strategic environmental management currently being attempted by some 'green' authorities can be construed as an attempt to promote ecological modernization in the form of institutional learning. Fife Council in Scotland provides an interesting case study. Progress with corporate environmental management has become bound up with a radical devolution of decision making. Efforts to link the authority's Sustainable Development Policy to a Local Agenda 21 programme have been initiated with the piloting of sustainability indicators.  相似文献

In March 1994, China announced its plans for sustainable development in a White Paper entitled 'China's Strategy for Population, Environment and Development in the 21st Century. To achieve the objective of sustainable development; economic, social and environmental aims have to be consistent with each other and meet the needs of the present, without compromising the ability of future generations to meet their own needs. Sustainable development, therefore, encompasses many 'ideals, which need to be introduced through practical management techniques. Marine Protected Areas (MPAs) have been hailed worldwide as vehicles toward sustainable development (SD) in coastal zones. The prominent model by which MPAs operate is through a comanagement approach, a shift from traditional top-down management. This paradigm shift must be reviewed continuously to evaluate its social and ecological impacts, thereby allowing adaptive management. We evaluated the perceived impacts of the Cogtong Bay Mangrove Rehabilitation Project (CBMRP; Philippines) by using 12 perception indicators categorized into 3 comanagement impact criteria (equity, efficiency, and sustainability). We also collected 16 contextual attributes of each respondent to determine the correlates of perceived impacts. Our results showed that there were significant improvements in all indicators under the efficiency criterion but mixed impacts in the equity and sustainability criteria. Access to resource and household income (equity) and fisheries abundance (sustainability) were perceived to have decreased during the last 15 years and were not expected to improve in the future. Stepwise multiple regression analysis showed that the asymmetries of the perceived impacts of the CBMRP were principally caused by disparities in perceptions by gender and by location (Candijay and Mabini). This highlighted the importance of cross-scale institutional linkages between Cogtong Bay municipalities to systematically address baywide management issues. Our results further demonstrated the necessity of integrating gender issues into the evaluation of MPA impacts to ensure a robust evaluation. Finally, we recommend that a rigorous evaluation of MPAs using a common set of impact indicators should be encouraged to allow comparison of studies both spatially and temporally.  相似文献

/ The search for sustainable development provides the impetus forexamining the role of indigenous institutions and their ecological knowledgein environmental assessment and local sustainability. This paper attempts totrace the evolution of environmental assessment in Ghana. Focusing on theAshanti Region, the paper further discusses the nature and operations ofindigenous institutions, their ecological knowledge, beliefs, practices, andsocial norms that are relevant to environmental assessment process in thecountry. Some of the challenges that emerge from the discussions arehighlighted. There is a need to establish environmental assessment andcooperative management boards that would include representatives ofindigenous institutions. Regionally specific sustainability processes that account for diverse environments and populations and that integrate social, economic, political and ecological spheres are being developed in Western Australia. A coordinated commitment to sustainability principles and a participatory philosophy by the state and local governments is necessary. This requires a transformation of the public service, from a director of passive programmes and laws to a facilitator of community projects and outcomes, towards an enabling state. An international participatory paradigm provides an array of concepts and methods for local and regional communities in partnership with government and industry to achieve this. Participatory methodologies are utilised successfully around the globe to create an institutional framework that facilitates a process of dialogue, partnership, networking, learning and managing change. This paper examines the potential contribution of a participatory approach to improve the participatory capacity of regional communities and both local and state governments towards the facilitation of regional sustainability processes.  相似文献

Adaptive management as applied to tourism policy treats management policies as experiments that probe the responses of the system as human behavior changes. We present a conceptual systems model that incorporates the gap between observed and desired levels of the ecological footprint with respect to biocapacity. Addressing this gap (or 'overshoot') can inform strategies to increase or decrease visitation or its associated consumption in the coming years. The feedback mechanism in this conceptual model incorporates a gap between observed and desired ecological footprint levels of tourists and residents. The work is based on longer-term and ongoing study of tourism impacts and ecological footprint assessments from the SPIN-Eco Project. We present historical tourism and environmental data from the province of Siena, Italy and discuss the use of discrete, static environmental indicators as part of an iterative feedback process to manage tourism within biophysical limits. We discuss a necessary shift of emphasis from certain and static numbers to a process-based management model that can reflect slow changes to biophysical resources. As underscored by ecological footprint analysis, the energy and material use associated with tourism and local activity can erode natural capital foundations if that use exceeds the area's biological capacity to support it. The dynamic, and iterative process of using such indicators as management feedback allows us to view sustainability more accurately as a transition and journey, rather than a static destination to which management must arrive.  相似文献

Summary Sustainable development is high on development analysts' agendas as people seek viable alternatives to current development concepts. These latter approaches have not satisfied people's livelihoods especially in developing countries. This paper suggests that the promotion of sustainable development must correctly identify the contexts within which it is to be pursued. It is essential to note that this is best done if people recognize that as a complex concept, sustainable development has several dimensions, including the resource base of a country/community/society; external factors impacting on it; internal factors at play within; population factors and political economic factors.For rural Africa, the context is one of small community and kinship based production groups largely dependent on their local environments for survival. It is essential to identify endogenous factors such as local knowledge bases, common property arrangements, other local social institutions and local environmental practices and to base sustainability strategies on these.There is growing awareness of the efficacy of these local indigenous systems but constraints to their promotion as a valuable resource are also significant. There is room for being hopeful that rural Africa might sustain itself if recognition of the correct contexts is sought.Mr Joseph Z.Z. Applying the concept of sustainability to invasive species management (ISM) is challenging but necessary, given the increasing rates of invasion and the high costs of invasion impacts and control. To be sustainable, ISM must address environmental, social, and economic factors (or “pillars”) that influence the causes, impacts, and control of invasive species across multiple spatial and temporal scales. Although these pillars are generally acknowledged, their implementation is often limited by insufficient control options and significant economic and political constraints. In this paper, we outline specific objectives in each of these three “pillars” that, if incorporated into a management plan, will improve the plan’s likelihood of sustainability. We then examine three case studies that illustrate how these objectives can be effectively implemented. Each pillar reinforces the others, such that the inclusion of even a few of the outlined objectives will lead to more effective management that achieves ecological goals, while generating social support and long-term funding to maintain projects to completion. We encourage agency directors and policy-makers to consider sustainability principles when developing funding schemes, management agendas, and policy.  相似文献

The incorporation of sustainability assessment into decision-making processes is a key task for water service providers in the UK and elsewhere. This paper describes the development and application of a set of sustainability criteria, which have been developed and tested with project partners in the UK and Romania. They will be used in a 'guidebook' that will set out a framework to facilitate the inclusion of sustainability in the decision-making process. This work is part of the Sustainable Water Industry Asset Resource Decisions project to develop a multi-criteria analysis decision support system to assist water service providers to assess the relative sustainability of water/wastewater system asset development decisions.  相似文献

Following a global trend, the new policy goals emphasize the need to protect rather than to use the ability of ecosystems to recover from disturbances. This necessitates the adoption of response measurements to quantify ecological condition and monitor ecological change. Response monitoring focuses on properties that are essential to the sustainability of the ecosystem. These monitoring tools can be used to establish natural ranges of ecological change within ecosystems, as well as to quantify conceptually acceptable and unacceptable ranges of change. Through a framework of biological criteria and biological impairment standards, the results of response monitoring can become an integral part of future water resource management strategies in South Africa.  相似文献

The ecosystems of South Florida are unique in the world. The defining features of the natural Everglades (large spatial scale, temporal patterns of water storage and sheetflow, and low nutrient levels) historically allowed a mosaic of habitats with characteristic animals. Massive hydrological alterations have halved the Everglades, and ecological sustainability requires fundamental changes in management.The US Man and the Biosphere Human-Dominated Systems Directorate is conducting a case study of South Florida using ecosystem management as a framework for exploring options for mutually dependent sustainability of society and the environment. A new methodology was developed to specify sustainability goals, characterize human factors affecting the ecosystem, and conduct scenario/consequence analyses to examine ecological and societal implications. South Florida has sufficient water for urban, agricultural, and ecological needs, but most water drains to the sea through the system of canals; thus, the issue is not competition for resources but storage and management of water. The goal is to reestablish the natural system for water quantity, timing, and distribution over a sufficient area to restore the essence of the Everglades.The societal sustainability in the Everglades Agricultural Area (EAA) is at risk because of soil degradation, vulnerability of sugar price supports, policies affecting Cuban sugar imports, and political/economic forces aligned against sugar production. One scenario suggested using the EAA for water storage while under private sugar production, thereby linking sustainability of the ecological system with societal sustainability. Further analyses are needed, but the US MAB project suggests achieving ecological sustainability consistent with societal sustainability may be feasible.  相似文献

This paper provides applications of the integrated assessment (IA) approach in a case study in the Heihe River Basin of Northwest China. Some socio-economic and ecological impact results of forestry land use scenarios are presented in the paper. While seven types of land use scenarios for carbon sequestration purposes were considered for the IA applications, this paper mainly presents impacts of land use scenarios within the Grain for Green (GFG) category [see Yin et al., this volume]. China's national Grain for Green Project was implemented in order to protect and improve ecosystems, while allowing an evolution of agricultural management practices compatible with raising peasants' incomes. Zhangye Prefecture, located in the Heihe River Basin of an arid area in Northwest China, was chosen as the investigation site of the IA case study. Based on fundamental orientation theory, the social sustainability impacts of GFG land use options were assessed. Between 2002 and 2004, the GFG project brought US$23.56 million yuan in net income to the prefecture's peasants. Project implementation resulted in a 1.71 Gg increase in net primary productivity (NPP), as well as a 44.36 Gg rise in net ecosystem productivity (NEP). This suggested that, in Zhangye Prefecture, the Grain for Green Project could enhance the sustainability and stability of the local society, increase peasants' net income, as well as protect and remediate local ecosystems.  相似文献
