Studies of multiple stressors in Africa often focus on vulnerable inland communities. Rising concentrations of the world’s poor live in coastal rural–urban areas with direct dependencies on marine as well as terrestrial ecosystem goods and services. Using participatory methods we elicited perceptions of stressors and their sources, impacts and consequences held by coastal communities in eastern Africa (Mtwara in Tanzania and Maputo in Mozambique). Respondent-informed timelines suggest wars, economic policies and natural increase have led to natural resource-dependent populations in marginal, previously little-inhabited lowland coastal areas. Respondents (n = 91) in interviews and focus groups rank climate stressors (temperature rise/erratic rain) highest amongst human/natural stressors having negative impacts on livelihoods and wellbeing (e.g., cross-scale cost of living increases including food and fuel prices). Sources of stress and impacts were mixed in time and space, complicating objective identification of causal chains. Some appeared to be specific to coastal areas. Respondents reported farms failing and rising dependence on stressed marine resources, food and fuel prices and related dependence on traders and credit shrunk by negative global market trends. Development in the guise of tourism and conservation projects limited access to land–sea livelihoods and resources in rural–urban areas (coastal squeeze). Mental modelling clarified resource user perceptions of complex linkages from local to international levels. We underline risks of the poor in marginal coastal areas facing double or multiple exposures to multiple stressors, with climate variability suggesting the risks of climate change.  相似文献

Commercial and small-scale farmers in South Africa are exposed to many challenges. Interviews with 44 farmers in the upper Thukela basin, KwaZulu-Natal, were conducted to identify common and specific challenges for the two groups and adaptive strategies for dealing with the effects of climate and other stressors. This work was conducted as part of a larger participatory project with local stakeholders to develop a local adaptation plan for coping with climate variability and change. Although many challenges related to exposure to climate variability and change, weak agricultural policies, limited governmental support, and theft were common to both farming communities, their adaptive capacities were vastly different. Small-scale farmers were more vulnerable due to difficulties to finance the high input costs of improved seed varieties and implements, limited access to knowledge and agricultural techniques for water and soil conservation and limited customs of long-term planning. In addition to temperature and drought-related challenges, small-scale farmers were concerned about soil erosion, water logging and livestock diseases, challenges for which the commercial farmers already had efficient adaptation strategies in place. The major obstacle hindering commercial farmers with future planning was the lack of clear directives from the government, for example, with regard to issuing of water licences and land reform. Enabling agricultural communities to procure sustainable livelihoods requires implementation of strategies that address the common and specific challenges and strengthen the adaptive capacity of both commercial and small-scale farmers. Identified ways forward include knowledge transfer within and across farming communities, clear governmental directives and targeted locally adapted finance programmes.  相似文献

We systematically reviewed current climate change literature in order to examine how multiple processes that affect human vulnerability have been studied. Of the 125 reviewed articles, 79 % were published after 2009. There are numerous concepts that point out to stressors other than climate change that were used in reviewed studies. These different concepts were used interchangeably, and they illustrate processes that act on different scales. Most widely used concepts included non-climatic (40 % of the articles), multiple stressors (38 %) and other factors (37 %). About 75 % of the studies either acknowledged or carefully analyzed the social and environmental context in which vulnerability is experienced. One-third of the studies recognized climate change-related stressors as the most important, one-third argued that stressors other than climate are more important, and the rest of the studies did not analyze the relative importance of the different processes. Interactions between different stressors were mentioned in 76 % and analyzed explicitly in 28 % of the articles. Our review shows that there are studies that analyze the social context of vulnerability within climate change-related literature and this literature is rapidly expanding. Reviewed studies point out that there are multiple interacting stressors, whose interlinkages need to be carefully analyzed and targeted by policies, which integrate adaptation to climate change and other stressors. In conclusion, we suggest that future studies should include analytical frameworks that reflect dissimilarities between different types of stressors, methodological triangulation to identify key stressors and analysis of interactions between multiple stressors across different scales.  相似文献

Climate change poses serious challenges for populations whose livelihoods depend principally on natural resources. Given the increases in extreme weather events projected to adversely affect the arid and semi-arid regions of Iran, adaptation of the agricultural sector is imperative. Few studies have addressed the farmers’ adaptation in Iran, and little is known about ongoing adaptation strategies in use. Adopting principal component analysis/fuzzy logic-based method, this paper considers the agricultural adaptation to climate variability. A survey of 255 farmers of Fars Province, selected through a multistage stratified random sampling method, revealed different levels of adaptation, specifically the low, moderate and high, which are principally distinguished by various degrees of sensitivity and adaptive capacity. The study also identified the main adaptation strategies used by farmers in response to climate-related shocks. Results indicated that although a large percentage of farmers make some adjustments to their farming practices, there are significant differences in choice of adaptation strategies by the adaptation categories. Some conclusions and recommendations are offered to increase the adaptive capacity of farmers and reduce negative impacts of climate variability and change.  相似文献

Social participation has been broadly analysed by comparing case studies of different types of socio-economic developments in Brazil and the United Kingdom (UK). A key objective has been to consider how effective social participation has been in incorporating society’s points of view in the decision making process. In most cases, it would appear that very little can be done by stakeholders to change big decisions on development policies that support public and private development because in reality social participation often only provides an opportunity for discussion and agreement on specific issues regarding how development will be undertaken and how stakeholders will be affected. Although Brazil and the United Kingdom have socio-economic and cultural differences, it is necessary to emphasize that education, self-organization and knowledge of civil rights are crucial for an effective social participation process. As climate change is an important topic for present and future generations and that some of the development activities analysed in this study will emit greenhouse gases, this study also attempts to investigate if climate change mitigation strategies have been integrated into the social participation process. Investigation shows that there is little evidence that climate change mitigation actions involving stakeholders have been integrated into development strategies or have been part of social participation schemes in the case studies analysed. Having said that, the study also describes positive examples of climate change mitigation actions in different parts of the world that involve local people in ‘carbon-neutral’ or ‘social-carbon’ projects and proposes the creation of a carbon-neutral committee that would be responsible for coordinating climate change mitigation measures within development proposals such as the ones analysed in this study.  相似文献

Climate change severely impacts on the natural and socio-economic systems of the Pacific Islands. Samoa, a small insular state of the region, is characterized by widespread awareness of climate change reflected by its leading international role. This also makes Samoa a potentially exemplary reference for the Pacific Islands. Against this backdrop, the overall aim of this article is to investigate the notion of social vulnerability and measure its dimensions in Samoa through a specific index: the Samoa Social Vulnerability Index (SSVI). The SSVI may yield better understanding of the characteristics and dynamics of social vulnerability, as well as information for fostering adaptation strategies in Samoa and in the Pacific Islands. In particular, the article first outlines the major vulnerabilities to climate change in Samoa and then analyses the composite notion of social vulnerability. On this basis, the article methodologically specifies, designs and constructs the SSVI. Afterwards, it uses such index for measuring the dimensions of social vulnerability in Samoa’s districts. Finally, some considerations are made concerning the policy relevance of the SSVI and its potential regional role.  相似文献

Climate, farmers’ actions and previous cultivation history influence regional crop yields and drive autonomous adaptation in time. Proceeding climate change will induce needs for various adaptation measures in the future, especially in the northern regions. We investigated how farms take advantage of novel opportunities in Finland as dictated by the biophysical environment, farmer experience and knowledge, and the dynamics of the socioeconomic environment. Using Finland as a case, we aimed to characterize the relation of regional climate and yield development of the four major cereal crops since 1965 and of spring rape since 1978. Yields in the northernmost regions were most responsive to growing season temperature sum and precipitation. However, yield levels in southern relative to northern and eastern areas have polarized through the period, which might be an indication of a socioeconomic rather than a climate-related response. As socioeconomic factors can be more deterministic for targeting autonomous adaptation on farms, regionally planned proactive adaptation strategies are needed to prepare for long-term changes such as the climate change.  相似文献

Considerable barriers can emerge in developing and implementing climate change adaptation strategies. Understanding the nature of barriers to adaptation is important so as to find strategic ways of dealing with them. However, our current understanding is limited and highly fragmented across the academic community. This paper aims to bring some conceptual convergence in these debates by applying a systematic review method to assess the current state of knowledge on barriers to adaptation in the peer-reviewed literature. The review results show that: (1) Barriers to adaptation have hardly been defined in the literature and no clear indicators exist so as to identify and assess them systematically. (2) An impressive number of barriers have been reported, but the list of possible barriers is seemingly endless. (3) The most frequently reported barriers relate to the institutional and social dimensions of adaptation. (4) Barriers are identified as configurations of climate and non-climate factors and conditions that emerge from the actor, the governance system, or the system of concern. (5) Barriers are mainly studied in developed countries with a strong focus on water-related domains. (6) The majority of studies on barriers use small-n inductive case approaches while comparative studies across different contexts are limited. (7) Although interventions to overcome barriers are recommended by most studies, empirical studies on interventions are scarce. We present further conceptual clarification and a more precise definition of barriers to adaptation. We conclude that future research should go beyond asking the questions ‘if’ and ‘which’ barriers to adaptation exist and begin asking ‘how’ and ‘why’ barriers emerge.  相似文献

Human activities are projected to lead to substantial increases in temperature that will impact northern Europe during winter and southern Europe during summer. Moreover, it is expected that these changes will cause increasing water shortages along the Mediterranean and in the south-west Balkans and in the south of European Russia. The consequences on the European agricultural ecosystems are likely to vary widely depending on the cropping system being investigated (i.e. cereals vs. forage crops vs. perennial horticulture), the region and the likely climate changes. In northern Europe, increases in yield and expansion of climatically suitable areas are expected to dominate, whereas disadvantages from increases in water shortage and extreme weather events (heat, drought, storms) will dominate in southern Europe. These effects may reinforce the current trends of intensification of agriculture in northern and western Europe and extensification and abandonment in the Mediterranean and south-eastern parts of Europe. Among the adaptation options (i.e. autonomous or planned adaptation strategies) that may be explored to minimize the negative impacts of climate changes and to take advantage of positive impacts, changes in crop species, cultivar, sowing date, fertilization, irrigation, drainage, land allocation and farming system seem to be the most appropriate. In adopting these options, however, it is necessary to consider the multifunctional role of agriculture and to strike a variable balance between economic, environmental and economic functions in different European regions.  相似文献

In view of past environmental degradation and anticipated climate change impacts, we assessed the potential for ecosystem-based adaptation in the Murray-Darling Basin, Australia. In a workshop with staff from three Catchment Management Authorities (CMAs) who had jurisdiction over three sub-basins, as well as technical experts, nine adaptation options were identified that ranged from environmental flows, restoring river channel habitat, reoperating infrastructure and controlling invasive species. A Catchment Adaptation Framework was developed and used to assess and compare these adaptation options with each of the CMAs, drawing on interviews with their key stakeholders, to identify the risks, benefits and costs. We found that ecosystem-based adaptation can augment catchment management programs and requires investment in a suite of different but complementary measures to lower risk. Our research found institutional challenges in implementing this approach, including the complexities of multi-agency management, constricting legal requirements, narrow funding arrangements, under-developed institutional capacity, difficulties of implementing catchment-scale programs on private property and the need to adhere to community expectations. These institutional issues are ubiquitous internationally and point to the wider issues of providing sufficient management capacity to support adaptation. The Catchment Adaptation Framework presented here enables river basin managers to systematically assess the adaptation options to better inform their decision-making.  相似文献

Global mitigative and adaptive efforts have not been able to effectively address the adverse impacts caused by climate change. Therefore, a direct solution is needed to address the significant resulting loss and damage (L&D). During the United Nations Framework Convention on Climate Change held in Doha in 2012, the issue of responding to L&D arising from climate change gained sudden traction and became one of the key issues that affected the outcome of the convention. In this paper, a study on the definition and connotations of L&D arising from climate change was conducted, together with an analysis of its relationship with related concepts, namely impacts, vulnerability, and risks. This led to the proposal of an L&D conceptual model that is more comprehensive, with the recognition of the need to address the issue through effective supplementation of existing mitigative and adaptive efforts. A systematic elaboration of an L&D response mechanism was made based on politics, law, and the market, leading to a preliminary presentation of a possible format for an L&D mechanism. Potential academic research directions for L&D were also proposed that could serve as references for the establishment of international and national L&D response mechanisms and related research.  相似文献

Numerous studies have shown that collective action affects the type and efficiency of short- and long-term adaptation to climate change. This empirical study contributes to the body of the literature on collective action and adaptive capacity by demonstrating how organizations frame responses to climate variability and change in rural Kenya by promoting local rural institutions. By analyzing interviews, role-playing games, and household surveys, we ask how local rural organizations shape coping strategies to climate variability and how they may structure future adaptations to climate change. We also investigate what types of households participate in those organizations and how their participation may impact their vulnerability to climate change and variability. Our analysis shows that in places rendered especially vulnerable to climate change by arid climatic conditions, the disengagement of governmental services, and a limited access to income-generating activities, local rural organizations increase livelihood security. Those organizations reduce local vulnerabilities and enhance collective action. In contrast to common diversification and livelihood security strategies which rely on the access to urban or peri-urban structures, local rural institutions and organizations allow for rural and grassroots sustainable adaptation strategies. In that respect, they constitute a resilient and mostly untapped resource for visibly strengthening livelihood security and adaptive capacities in rural Kenya.  相似文献

Few other policy zones are as complex as the issue of climate change.If the more pessimistic projections of climate change doom are correct,then the failure to address the issue is likely to be catastrophic and irreversible.The Inter-governmental Panel on Climate Change has predicted the potential extinction of many species and that the existence of small-island and other vulnerable countries will be threatened if business-as-usual greenhouse gas emissions continue.Climate change is a transboundary problem and requires unprecedented levels of cooperation between states and serious and sustained responses from major emitters.However,the growing demand and consumption of natural resources for continued energy security and cornucopian economic growth have undermined the outcomes of international climate change negotiations.It is argued here that there is a strong connection between the major emitters’positions at United Nations’climate talks,their possessions,dependence and consumption of natural resources,and the continued undermining of international climate change policy for unsustainable growth.This paper assesses the resource politics of the US,China,India,Canada,Russia,and Saudi Arabia and their positions at climate talks to show the link between lack of climate change policy progress and the positions of these main players.  相似文献

This article proposed the concept of"climate capacity"as a way of measuring human’s adaptiveness to climate change.This article also focused on the related concepts like ecological carrying capacity,water resources carrying capacity,land carrying capacity as well as population carrying capacity.The concept of climate capacity was articulated against a background of global climate and environmental change.Essentially,China’s efforts to adapt to climate change was a matter of improving climate capacity,which is the ecosystem as well as the frequency,the intensity and the scale of human’s social activities that the climatic resources of a particular geographic area were supposed to support.The climate capacity has two components.One is the natural climate capacity,which includes temperature,sunlight,precipitation,extreme climatic events,etc.The other is the derived climate capacity,which includes water resources,land resources,ecological systems,climatic risks,etc.The climate capacity can be developed or be transferred between regions by taking engineering,technology or regime-based adaptive measures.However,these adaptive measures must be implemented under the principle of economic rationalism,ecological integrity,climate protection,and social justice.It is expected that by combining the climate capacity and its threshold value with the assessment of climate change risks,we are able to predict the optimal population carrying capacity and the scale of socioeconomic development,and furthermore,provide policy support for the socioeconomic development strategy and adaptive planning.In the regions with high climate capacity,there is a symbiotic relationship between adaptation and socioeconomic development.But,in the regions with limited climate capacity,irrational development may further damage the environment.Taking the Yangtze River delta,a region with high climate capacity,and a region of Ningxia,a region with limited climate capacity,as illustrative examples,the authors of this article analyzed the policy implications of climate capacity and further made suggestions on the problems of capacitylimited adaptation and development-driven adaptation.This article argued that the concept of climate capacity can not only be used as an analytical instrument of climate change economics,but also it can provide research support for planning regional adaptation and development with climate change impact and risk assessments.  相似文献
