Efforts to tackle the current biodiversity crisis need to be as efficient and effective as possible given chronic underfunding. To inform decision-makers of the most effective conservation actions, it is important to identify biases and gaps in the conservation literature to prioritize future evidence generation. We used the Conservation Evidence database to assess the state of the global literature that tests conservation actions for amphibians and birds. For the studies in the database, we investigated their spatial and taxonomic extent and distribution across biomes, effectiveness metrics, and study designs. Studies were heavily concentrated in Western Europe and North America for birds and particularly for amphibians, and temperate forest and grassland biomes were highly represented relative to their percentage of land coverage. Studies that used the most reliable study designs—before-after control-impact and randomized controlled trials—were the most geographically restricted and scarce in the evidence base. There were negative spatial relationships between the numbers of studies and the numbers of threatened and data-deficient species worldwide. Taxonomic biases and gaps were apparent for amphibians and birds—some entire orders were absent from the evidence base—whereas others were poorly represented relative to the proportion of threatened species they contained. Metrics used to evaluate effectiveness of conservation actions were often inconsistent between studies, potentially making them less directly comparable and evidence synthesis more difficult. Testing conservation actions on threatened species outside Western Europe, North America, and Australasia should be prioritized. Standardizing metrics and improving the rigor of study designs used to test conservation actions would also improve the quality of the evidence base for synthesis and decision-making. 相似文献

Calls for biodiversity conservation practice to be more evidence based are growing, and we agree evidence use in conservation practice needs improvement. However, evidence-based conservation will not be realized without improved access to evidence. In medicine, unlike in conservation, a well-established and well-funded layer of intermediary individuals and organizations engage with medical practitioners, synthesize primary research relevant to decision making, and make evidence easily accessible. These intermediaries prepare targeted evidence summaries and distribute them to practitioners faced with time-sensitive and value-laden decisions. To be effective, these intermediaries, who we refer to as evidence bridges, should identify research topics based on the priorities of practitioners; synthesize evidence; prepare and distribute easy-to-find and easy-to-use evidence summaries; and develop and maintain networks of connections with researchers and practitioners. Based on a review of the literature regarding evidence intermediaries in conservation and environmental management, as well as an anonymous questionnaire searching for such organizations, we found few intermediaries that met all these criteria. Few evidence bridges that do exist are unable to reach most conservation practitioners, which include resource managers in government and industry, conservation organizations, and farmers and other private landowners. We argue that the lack of evidence bridges from research to practitioners contributes to evidence complacency and limits the use of evidence in conservation action. Nevertheless, several existing organizations help reduce the gap between evidence and practice and could serve as a foundation for building additional components of evidence bridges in conservation. Although evidence bridges need expertise in research and evidence synthesis, they also require expertise in identifying and communicating with the community of practitioners most in need of clear and concise syntheses of evidence. Effective conservation policies require comprehensive knowledge of biodiversity. However, knowledge shortfalls still remain, hindering possibilities to improve decision making and built such policies. During the last 2 decades, conservationists have made great efforts to allocate resources as efficiently as possible but have rarely considered the idea that if research investments are also strategically allocated, it would likely fill knowledge gaps while simultaneously improving conservation actions. Therefore, prioritizing areas where both conservation and research actions could be conducted becomes a critical endeavor that can further maximize return on investment. We used Zonation, a conservation planning tool and geographical distributions of amphibians, birds, mammals, and reptiles to suggest and compare priority areas for conservation and research of terrestrial vertebrates worldwide. We also evaluated the degree of human disturbance in both types of priority areas by describing the value of the human footprint index within such areas. The spatial concordance between priority conservation and research areas was low: 0.36% of the world's land area. In these areas, we found it would be possible to protect almost half of the currently threatened species and to gather information on nearly 42% of data-deficient (DD) species. We also found that 6199 protected areas worldwide are located in such places, although only 35% of them have strict conservation purposes. Areas of consensus between conservation and research areas represent an opportunity for simultaneously conserving and acquiring knowledge of threatened and DD species of vertebrates. Although the picture is not the most encouraging, joint conservation and research efforts are possible and should be fostered to save vertebrate species from our own ignorance and extinction. 相似文献

Experts can provide valuable information to fill knowledge gaps in published research on management effectiveness, particularly for threatened ecosystems, for which there is often limited evidence and the need for prompt intervention to ensure their persistence. One such ecosystem, alpine peatland, is threatened by climate change and other pressures, provides vital ecosystem services, and supports unique biodiversity. In a workshop, we gathered and synthesized into an accessible format information from experts on interventions used, threat context, and intervention effectiveness for Australian alpine peatland and used this knowledge to evaluate local relevance of the global literature for this threatened ecosystem. Experts identified 15 interventions used to conserve Australian peatlands, most of which enhanced or restored peatland condition and effectively addressed diverse threats. Experts’ perspectives and global studies were strongly aligned, suggesting that research on peatland management may be broadly relevant across contexts, despite the distinct characteristics of Australian systems. Our workshop-based expert elicitation approach provided insights into current management practices unavailable in the literature. 相似文献

Conservation projects subscribing to a community-based paradigm have predominated in the 21st century. We examined the context in which the phrase was coined and traced its growth over time. Community-based conservation first appeared in the literature in the early 1990s; but grew little until after the 5th World Parks Congress in 2003. Thereafter, publications describing community-based conservation approaches increased exponentially. The conference theme was Benefits Beyond Boundaries, and its goal was to provide an economic model based on revenue accrued from conservation fundraising and ecotourism to support ecosystems, wildlife, and people, particularly in the Global South. Such models tended not to incorporate, as a core principle, the heritage of local human communities. Human heritage varies substantially over time and space making generalization of conservation principles across scales challenging. Pitfalls that have grown out of the community-based conservation approaches in the Global South include fortress conservation, conservation militarism, consumptive and nonconsumptive ecotourism, and whiz-bang solutions. We propose 10 tenets in a human heritage-centered conservation framework (e.g., engage in conservation practices using local languages, thoughtfully propose and apply solutions consistent with human heritage, provide clear professional development pathways for individuals from local communities, and promote alternative revenue-generating programs centered in local communities, among others). Efforts to devolve rights and engage Indigenous Peoples and local communities in conservation have increased the demand for evidence of the efficacy of community-based conservation (CBC) and insights into what enables its success. We examined the human well-being and environmental outcomes of a diverse set of 128 CBC projects. Over 80% of CBC projects had some positive human well-being or environmental outcomes, although just 32% achieved positive outcomes for both (i.e., combined success). We coded 57 total national-, community-, and project-level variables and controls from this set, performed random forest classification to identify the variables most important to combined success, and calculated accumulated local effects to describe their individual influence on the probability of achieving it. The best predictors of combined success were 17 variables suggestive of various recommendations and opportunities for conservation practitioners related to national contexts, community characteristics, and the implementation of various strategies and interventions informed by existing CBC frameworks. Specifically, CBC projects had higher probabilities of combined success when they occurred in national contexts supportive of local governance, confronted challenges to collective action, promoted economic diversification, and invested in various capacity-building efforts. Antarctic specially protected areas (ASPAs) are a key regulatory mechanism for protecting Antarctic environmental values. Previous evaluations of the effectiveness of the ASPA system focused on its representativeness and design characteristics, presenting a compelling rationale for its systematic revision. Upgrading the system could increase the representation of values within ASPAs, but representation alone does not guarantee the avoided loss or improvement of those values. Identifying factors that influence the effectiveness of ASPAs would inform the design and management of an ASPA system with the greatest capacity to deliver its intended conservation outcomes. To facilitate evaluations of ASPA effectiveness, we devised a research and policy agenda that includes articulating a theory of change for what outcomes ASPAs generate and how; building evaluation principles into ASPA design and designation processes; employing complementary approaches to evaluate multiple dimensions of effectiveness; and extending evaluation findings to identify and exploit drivers of positive conservation impact. Implementing these approaches will enhance the efficacy of ASPAs as a management tool, potentially leading to improved outcomes for Antarctic natural values in an era of rapid global change. The lack of high-resolution distribution maps for freshwater species across large extents fundamentally challenges biodiversity conservation worldwide. We devised a simple framework to delineate the distributions of freshwater fishes in a high-resolution drainage map based on stacked species distribution models and expert information. We applied this framework to the entire Chinese freshwater fish fauna (>1600 species) to examine high-resolution biodiversity patterns and reveal potential conflicts between freshwater biodiversity and anthropogenic disturbances. The correlations between spatial patterns of biodiversity facets (species richness, endemicity, and phylogenetic diversity) were all significant (r = 0.43–0.98, p < 0.001). Areas with high values of different biodiversity facets overlapped with anthropogenic disturbances. Existing protected areas (PAs), covering 22% of China's territory, protected 25–29% of fish habitats, 16–23% of species, and 30–31% of priority conservation areas. Moreover, 6–21% of the species were completely unprotected. These results suggest the need for extending the network of PAs to ensure the conservation of China's freshwater fishes and the goods and services they provide. Specifically, middle to low reaches of large rivers and their associated lakes from northeast to southwest China hosted the most diverse species assemblages and thus should be the target of future expansions of the network of PAs. More generally, our framework, which can be used to draw high-resolution freshwater biodiversity maps combining species occurrence data and expert knowledge on species distribution, provides an efficient way to design PAs regardless of the ecosystem, taxonomic group, or region considered. 相似文献

Conservation practitioners widely recognize the importance of making decisions based on the best available evidence. However, the effectiveness of evidence use in conservation planning is rarely assessed, which limits opportunities to improve evidence-based practice. We devised a mixed methodology for empirically evaluating use of evidence that applies social science tools to systematically appraise what kinds of evidence are used in conservation planning, to what effect, and under what limitations. We applied our approach in a case study of the Nature Conservancy of Canada (NCC), a leading land conservation organization. We conducted qualitative and quantitative analyses of 65 NCC planning documents (n = 13 in-depth) to identify patterns in evidence use, and surveyed 35 conservation planners to examine experiences of and barriers to using evidence. Although claims in plans contained a wide range of evidence types, 26% of claims were not referenced or associated with an identifiable source. Lack of evidence use was particularly apparent in claims associated with direct threats, particularly those identified as low (71% coded as insufficient or lacking evidence) or medium (45%) threats. Survey participants described relying heavily on practitioner experience and highlighted capacity limitations and disciplinary gaps in expertise among planning teams as barriers to using evidence effectively. We found that although time-intensive, this approach yielded actionable recommendations for improving evidence use in NCC conservation plans. Similar mixed-method assessments may streamline the process by including interviews and refining the document analysis frames to target issues or sections of concern. We suggest our method provides an accessible and robust point of departure for conservation practitioners to evaluate whether the use of conservation planning reflects in-house standards and more broadly recognized best practices. 相似文献

The optimal design of reserve networks and fisheries closures depends on species occurrence information and knowledge of how anthropogenic impacts interact with the species concerned. However, challenges in surveying mobile and cryptic species over adequate spatial and temporal scales can mask the importance of particular habitats, leading to uncertainty about which areas to protect to optimize conservation efforts. We investigated how telemetry-derived locations can help guide the scale and timing of fisheries closures with the aim of reducing threatened species bycatch. Forty juvenile speartooth sharks (Glyphis glyphis) were monitored over 22 months with implanted acoustic transmitters and an array of hydrophone receivers. Using the decision-support tool Marxan, we formulated a permanent fisheries closure that prioritized areas used more frequently by tagged sharks and considered areas perceived as having high value to fisheries. To explore how the size of the permanent closure compared with an alternative set of time-area closures (i.e., where different areas were closed to fishing at different times of year), we used a cluster analysis to group months that had similar arrangements of selected planning units (informed by shark movements during that month) into 2 time-area closures. Sharks were consistent in their timing and direction of migratory movements, but the number of tagged sharks made a big difference in the placement of the permanent closure; 30 individuals were needed to capture behavioral heterogeneity. The dry-season (May–January) and wet-season (February–April) time-area closures opened 20% and 25% more planning units to fishing, respectively, compared with the permanent closure with boundaries fixed in space and time. Our results show that telemetry has the potential to inform and improve spatial management of mobile species and that the temporal component of tracking data can be incorporated into prioritizations to reduce possible impacts of spatial closures on established fisheries. 相似文献

Despite a common understanding of the harmful impacts of Western conservation models that separate people from nature, widespread progress toward incorporating socioeconomic, political, cultural, and spiritual considerations in conservation practice is lacking. For some, the concept of nature-based solutions (NbS) is seen as an interdisciplinary and holistic pathway to better integrate human well-being in conservation. We examined how conservation practitioners in the United States view NbS and how social considerations are or are not incorporated in conservation adaptation projects. We interviewed 28 individuals working on 15 different such projects associated with the Wildlife Conservation Society's Climate Adaptation Fund. We completed 2 rounds of iterative coding in NVivo 12.6.1 to identify in the full text of all interview responses an a priori set of themes related to our research questions and emergent themes. Many respondents saw this moment as a tipping point for the field (one in which the perceived values of social considerations are increasing in conservation practice) (76%) and that social justice concerns and the need to overcome racist and colonial roots of Western conservation have risen to the forefront. Respondents also tentatively agreed that NbS in conservation could support social and ecological outcomes for conservation, but that it was far from guaranteed. Despite individual intention and awareness among practitioners to incorporate social considerations in conservation practice, structural barriers, including limited funding and inflexible grant structures, continue to constrain systemic change. Ultimately, systemic changes that address power and justice in policy and practice are required to leverage this moment to more fully address social considerations in conservation. 相似文献

Knowing how much biodiversity is captured by protected areas (PAs) is important to meeting country commitments to international conservation agreements, such as the Convention on Biological Diversity, and analyzing gaps in species coverage by PAs contributes greatly to improved locating of new PAs and conservation of species. Regardless of their importance, global gap analyses have been conducted only for a few taxonomic groups (e.g., mangroves, corals, amphibians, birds, mammals). We conducted the first global gap analysis for a complete specious plant group, the highly threatened Cactaceae. Using geographic distribution data of 1438 cactus species, we assessed how well the current PA network represents them. We also systematically identified priority areas for conservation of cactus species that met and failed to meet conservation targets accounting for their conservation status. There were 261 species with no coverage by PAs (gap species). A greater percentage of cacti species (18%) lacked protection than mammals (9.7%) and birds (5.6%), and also a greater percentage of threatened cacti species (32%) were outside protected areas than amphibians (26.5%), birds (19.9%), or mammals (16%). The top 17% of the landscape that best captured covered species represented on average 52.9% of species ranges. The priority areas for gap species and the unprotected portion of the ranges of species that only partially met their conservation target (i.e., partial gap) captured on average 75.2% of their ranges, of which 100 were threatened gap species. These findings and knowledge of the threats affecting species provide information that can be used to improve planning for cacti conservation and highlight the importance of assessing the representation of major groups, such as plants, in PAs to determining the performance of the current PA network. 相似文献

Protected-area systems should conserve intraspecific genetic diversity. Because genetic data require resources to obtain, several approaches have been proposed for generating plans for protected-area systems (prioritizations) when genetic data are not available. Yet such surrogate-based approaches remain poorly tested. We evaluated the effectiveness of potential surrogate-based approaches based on microsatellite genetic data collected across the Iberian Peninsula for 7 amphibian and 3 reptilian species. Long-term environmental suitability did not effectively represent sites containing high genetic diversity (allelic richness). Prioritizations based on long-term environmental suitability had similar performance to random prioritizations. Geographic distances and resistance distances based on contemporary environmental suitability were not always effective surrogates for identification of combinations of sites that contain individuals with different genetic compositions. Our results demonstrate that population genetic data based on commonly used neutral markers can inform prioritizations, and we could not find an adequate substitute. Government administered protected areas (PAs) have dominated conservation strategies, discourse, and research, yet private actors are increasingly managing land for conservation. Little is known about the social and environmental outcomes of these privately protected areas (PPAs). We searched the global literature in English on PPAs and their environmental and social outcomes and identified 412 articles suitable for inclusion. Research on PPAs was geographically skewed; more studies occurred in the United States. Environmental outcomes of PPAs were mostly positive (89%), but social outcomes of PPAs were reported less (12% of all studies), and these outcomes were more mixed (65% positive). Private protected areas increased the number or extent of ecosystems, ecoregions, or species covered by PAs (representativeness) and PA network connectivity and effectively reduced deforestation and restored degraded lands. Few PPA owners reported negative social outcomes, experienced improved social capital, increased property value, or a reduction in taxes. Local communities benefited from increased employment, training, and community-wide development (e.g., building of schools), but they reported reduced social capital and no significant difference to household income. The causal mechanisms through which PPAs influence social and environmental outcomes remain unclear, as does how political, economic, and social contexts shape these mechanisms. Future research should widen the geographical scope and diversify the types of PPAs studied and focus on determining the casual mechanisms through which PPA outcomes occur in different contexts. In conservation understanding the drivers of behavior and developing robust interventions to promote behavioral change is challenging and requires a multifaceted approach. This is particularly true for efforts to address illegal wildlife use, where pervasive—and sometimes simplistic—narratives often obscure complex realities. We used an indirect questioning approach, the unmatched count technique, to investigate the drivers and prevalence of wildlife crime in communities surrounding 2 national parks in Uganda and combined scenario interviews and a choice experiment to predict the performance of potential interventions designed to tackle these crimes. Although poverty is often assumed to be a key driver of wildlife crime, we found that better-off households and those subject to human–wildlife conflict and those that do not receive any benefits from the parks’ tourism revenue sharing were more likely to be involved in certain types of wildlife crime, especially illegal hunting. The interventions predicted to have the greatest impact on reducing local participation in wildlife crime were those that directly addressed the drivers including, mitigating damage caused by wildlife and generating financial benefits for park-adjacent households. Our triangulated approach provided insights into complex and hard-to-access behaviors and highlighted the importance of going beyond single-driver narratives. 相似文献

Marxan is the most common decision-support tool used to inform the design of protected-area systems. The original version of Marxan does not consider risk and uncertainty associated with threatening processes affecting protected areas, including uncertainty about the location and condition of species’ populations and habitats now and in the future. We described and examined the functionality of a modified version of Marxan, Marxan with Probability. This software explicitly considers 4 types of uncertainty: probability that a feature exists in a particular place (estimated based on species distribution models or spatially explicit population models); probability that features in a site will be lost in the future due to a threatening process, such as climate change, natural catastrophes, and uncontrolled human interventions; probability that a feature will exist in the future due to natural successional processes, such as a fire or flood; and probability the feature exists but has been degraded by threatening processes, such as overfishing or pollution, and thus cannot contribute to conservation goals. We summarized the results of 5 studies that illustrate how each type of uncertainty can be used to inform protected area design. If there were uncertainty in species or habitat distribution, users could maximize the chance that these features were represented by including uncertainty using Marxan with Probability. Similarly, if threatening processes were considered, users minimized the chance that species or habitats were lost or degraded by using Marxan with Probability. Marxan with Probability opens up substantial new avenues for systematic conservation planning research and application by agencies. 相似文献

Market-based conservation mechanisms are designed to facilitate the mitigation of harm to and conservation of habitats and biodiversity. Their potential is partly hindered, however, by the quantification tools used to assess habitat quality and functionality. Of specific concern are the lack of transparency and standardization in tool development and gaps in tool availability. To address these issues, we collected information via internet and literature searchers and through conversations with tool developers and users on tools used in U.S. conservation mechanisms, such as payments for ecosystem services (PES) and ecolabel programs, conservation banking, and habitat exchanges. We summarized information about tools and explored trends among and within mechanisms based on criteria detailing geographic, ecological, and technical features of tools. We identified 69 tools that assessed at least 34 species and 39 habitat types. Where tools reported pricing, 98% were freely available. More tools were applied to states along the U.S. West Coast than elsewhere, and the level of tool transferability varied markedly among mechanisms. Tools most often incorporated conditions at numerous spatial scales, frequently addressed multiple risks to site viability, and required 1–83 data inputs. Most tools required a moderate or greater level of user skill. Average tool-complexity estimates were similar among all mechanisms except PES programs. Our results illustrate the diversity among tools in their ecological features, data needs, and geographic application, supporting concerns about a lack of standardization. However, consistency among tools in user skill requirements, incorporation of multiple spatial scales, and complexity highlight important commonalities that could serve as a starting point for establishing more standardized tool development and feature-incorporation processes. The threat posed to protected areas by the illegal killing of wildlife is countered principally by ranger patrols that aim to detect and deter potential offenders. Deterring poaching is a fundamental conservation objective, but its achievement is difficult to identify, especially when the prime source of information comes in the form of the patrols’ own records, which inevitably contain biases. The most common metric of deterrence is a plot of illegal activities detected per unit of patrol effort (CPUE) against patrol effort (CPUE-E). We devised a simple, mechanistic model of law breaking and law enforcement in which we simulated deterrence alongside exogenous changes in the frequency of offences under different temporal patterns of enforcement effort. The CPUE-E plots were not reliable indicators of deterrence. However, plots of change in CPUE over change in effort (ΔCPUE-ΔE) reliably identified deterrence, regardless of the temporal distribution of effort or any exogenous change in illegal activity levels as long as the time lag between patrol effort and subsequent behavioral change among offenders was approximately known. The ΔCPUE-ΔE plots offered a robust, simple metric for monitoring patrol effectiveness; were no more conceptually complicated than the basic CPUE-E plots; and required no specialist knowledge or software to produce. Our findings demonstrate the need to account for temporal autocorrelation in patrol data and to consider appropriate (and poaching-activity-specific) intervals for aggregation. They also reveal important gaps in understanding of deterrence in this context, especially the mechanisms by which it occurs. We considered a series of conservation-related research projects on the island of Pemba, Tanzania, to reflect on the broad significance of Beier et al.’s recommendations for linking conservation science with practical conservation outcomes. The implementation of just some of their suggestions can advance a successful coproduction of actionable science by small research teams. Key elements include, first, scientists and managers working together in the field to ensure feedback in real time; second, questions jointly identified by managers and researchers to facilitate engaged collaboration; third, conducting research at multiple sites, thereby broadening managers’ abilities to reach multiple stakeholders; and fourth, establishing a multidisciplinary team because most of the concerns of local managers require input from multiple disciplines. 相似文献

Migratory animals are declining worldwide and coordinated conservation efforts are needed to reverse current trends. We devised a novel genoscape-network model that combines genetic analyses with species distribution modeling and demographic data to overcome challenges with conceptualizing alternative risk factors in migratory species across their full annual cycle. We applied our method to the long distance, Neotropical migratory bird, Wilson's Warbler (Cardellina pusilla). Despite a lack of data from some wintering locations, we demonstrated how the results can be used to help prioritize conservation of breeding and wintering areas. For example, we showed that when genetic, demographic, and network modeling results were considered together it became clear that conservation recommendations will differ depending on whether the goal is to preserve unique genetic lineages or the largest number of birds per unit area. More specifically, if preservation of genetic lineages is the goal, then limited resources should be focused on preserving habitat in the California Sierra, Basin Rockies, or Coastal California, where the 3 most vulnerable genetic lineages breed, or in western Mexico, where 2 of the 3 most vulnerable lineages overwinter. Alternatively, if preservation of the largest number of individuals per unit area is the goal, then limited conservation dollars should be placed in the Pacific Northwest or Central America, where densities are estimated to be the highest. Overall, our results demonstrated the utility of adopting a genetically based network model for integrating multiple types of data across vast geographic scales and better inform conservation decision-making for migratory animals. 相似文献
