Factors influencing support for climate mitigation policy in the United States are well researched, however, research regarding individuals’ support for climate adaptation policy is relatively sparse. This study explores how an individual’s perception of climate change impacts may influence their support for adaptation actions. Results of a survey of the U.S. public (n = 653) indicates that individuals who believe climate change impacts are unlikely to happen or will primarily affect other people in other places are less likely to be concerned about climate change impacts and less likely to support climate adaptation. However, an individual’s support for climate change adaptation measures is not influenced by their perception of when climate change impacts will occur even when taking into account concern for climate impacts. Critical for policy-makers, a belief that climate adaptation measures will not be effective attenuates the relationship between psychological distance, concern for climate change impacts, and adaptation policy measures. Our results indicate that to effectively communicate about climate change, policy-makers should emphasize that: (i) climate change impacts are occurring, (ii) that their constituents are being affected now, or will be in the future, and (iii) communicate that adaptation measures can be effective in addressing risks associated with climate change impacts.  相似文献

Climate governance in Small Island developing States (SIDS) is a pressing priority to preserve livelihoods, biodiversity and ecosystems for the next generations. Understanding the dynamics of climate change policy integration is becoming more crucial as we try to measure the success of environmental governance efforts and chart new goals for sustainable development. At the international level, climate change policy has evolved from single issue to integrated approaches towards achieving sustainable development. New actors, new mechanisms and institutions of governance with greater fragmentation in governance across sectors and levels (Biermann and Pattberg, 2008) make integration of policy in the area of climate change governance even more of a challenge today. What is the Caribbean reality regarding policy coherence in climate change governance? Are the same climate change policy coherence frameworks useful or indeed applicable for environmental governance in developing states more generally and for SIDS in particular? What are the best triggers to achieve successful climate change policy integration in environmental governance—especially as the complex interconnectivity of new actors, institutions and mechanisms make the process of integration even more challenging? What facilitates and what hampers climate policy integration in the regional Caribbean context? This article reviews the debates around policy coherence for climate change governance, creates a framework to test or measure policy coherence and examines how relevant this has been to regional climate change governance processes in Commonwealth Caribbean States. The study found that though at the regional level, there is substantial recognition of the importance of and mechanics involved in climate policy coherence, this has not translated to policy coherence at the regional and national levels. There is a large degree of fragmentation in the application of climate policy in each Caribbean Island with no mechanism to breach the gap. Silos in public environmental governance architectures, unwillingness to share data, insufficient political will; unsustainable project-based funding and lack of accountability among actors are the main challenges to climate policy coherence. The findings fill a gap in the literature on the elements of climate policy coherence from a SIDS perspective.  相似文献

This paper draws on the example of Tyumen Province, a federal subject of the Russian Federation, to explore the role that policies play in hindering agricultural producers’ adaptation to climate change. Its objective is to contribute to a better understanding of maladaptation at the policy level. The discourse analysis method is used to explain perceptions of climate variability in Tyumen Province and its impact on agriculture. The document analysis method is used to assess agricultural policy in Tyumen Province and its implications for producers’ adaptation to climate change. The results suggest that although agricultural producers and policymakers are acutely aware both of climate variability and the resulting loss of agricultural output, provincial agricultural policy generally fails to encourage better adaptation by agricultural producers or to support their greater economic security. Instead, it primarily focuses on meeting food production targets and thus limits the producers’ own independent moves towards adaptation. The phenomenon of maladaptation at the policy level is discussed in consideration of the general public’s and the authorities’ awareness of climate change and climate variability, and the role of science in shaping this awareness.  相似文献

Climate change adaptation and mitigation decisions made by governments are usually taken in different policy domains. At the individual level however, adaptation and mitigation activities are undertaken together as part of the management of risk and resources. We propose that a useful starting point to develop a national climate policy is to understand what societal response might mean in practice. First we frame the set of responses at the national policy level as a trade off between investment in the development and diffusion of new technology, and investment in encouraging and enabling society to change its behaviour and or adopt the new technology. We argue that these are the pertinent trade-offs, rather than those usually posited between climate change mitigation and adaptation. The preference for a policy response that focuses more on technological innovation rather than one that focuses on changing social behaviour will be influenced by the capacity of different societies to change their greenhouse gas emissions; by perceived vulnerability to climate impacts; and by capacity to modify social behaviour and physical environment. Starting with this complete vision of response options should enable policy makers to re-evaluate the risk environment and the set of response options available to them. From here, policy makers should consider who is responsible for making climate response decisions and when actions should be taken. Institutional arrangements dictate social and political acceptability of different policies, they structure worldviews, and they determine the provision of resources for investment in technological innovation and social change. The importance of focussing on the timing of the response is emphasised to maximise the potential for adjustments through social learning and institutional change at different policy scales. We argue that the ability to respond to climate change is both enabled and constrained by social and technological conditions. The ability of society to respond to climate change and the need for technological change for both decarbonisation and for dealing with surprise in general, are central to concepts of sustainable development.  相似文献

按照成本分析和综合分析2个层次,分别介绍了投入产出模型、可计算一般均衡模型、宏观计量经济模型、工程经济模型、动态能源优化模型、能源系统模拟模型、综合评估模型等不同模型方法的特点及其在气候政策分析中的应用。指出可计算一般均衡模型是应用得最为广泛的方法之一。概括了气候政策模型研究的4个发展趋势,包括加强综合评估模型的应用、扩展成本与效益的内涵、注重不同模型之间的比较、强调不确定性分析。结果中国研究现状,分析了当前面昨的问题,认为国内气候政策模型研究与中国在国际气候变化领域的地位仍不相称,强度要进一步加强研究队伍建设、扩展研究领域、跟踪国际研究前沿问题,以便为国家的气候谈判政策提供更有效的科学依据和决策支持。  相似文献

Adaptation to climate change and mitigation of climate change are policy substitutes, as both reduce the impacts of climate change. Adaptation and mitigation should therefore be analysed together, as they indeed are, albeit in a rudimentary way, in cost-benefit analyses of emission abatement. However, adaptation and mitigation are done by different people operating at different spatial and temporal scales. This hampers analysis of the trade-offs between adaptation and mitigation. An exception is facilitative adaptation (enhancing adaptive capacity), which, like mitigation, requires long-term policies at macro level. Facilitative adaptation and mitigation not only both reduce impacts, but they also compete for resources.  相似文献

This paper contributes to an emerging body of literature on policy experimentation and governance transformation processes. We use the example of REDD+ as consisting of policy experiments in an emerging domestic policy domain to understand obstacles to transformations in forest and climate governance. We ask two interlinked questions: to what extent did the establishment of the REDD+ Agency challenge ‘business as usual’ in Indonesia’s forest and climate policy arena?; and what does this mean for a transformation away from policies and governance that enable deforestation and forest degradation? We draw on the transformation literature to better understand the role of REDD+ to achieve a transformative shift in climate governance. As an experiment of transformative climate governance, the study of REDD+ provides important insights for other forest or climate programs. Our analysis shows that the REDD+ Agency was successful in some extend in introducing an alternative governance mechanism and in shaking the governance structures but we also note that some of the key actors thought that greater ownership was achieved when the REDD+ Agency was dissolved and the mandate was returned to the ministries. We conclude that policy experimenting is a process, and while the creation of novel policies and their experimentation is important, also their assimilation may lead to new opportunities.  相似文献

Water is scarce in Mediterranean countries: cities are crowded with increasing demand; food is produced with large amounts of water; ecosystems demand more water that is often available; drought affects all. As climate change impacts become more noticeable and costlier, some current water management strategies will not be useful. According to the findings of CIRCE, the areas with limited water resources will increase in the coming decades with major consequences for the way we produce food and we protect ecosystems. Based on these projections this paper discusses water policy priorities for climate change adaptation in the Mediterranean. We first summarise the main challenges to water resources in Mediterranean countries and outline the risks and opportunities for water under climate change based on previous studies. Recognising the difficulty to go from precipitation to water policy, we then present a framework to evaluate water availability in response to natural and management conditions, with an example of application in the Ebro basin that exemplifies other Mediterranean areas. Then we evaluate adaptive capacity to understand the ability of Mediterranean countries to face, respond and recover from climate change impacts on water resources. Social and economic factors are key drivers of inequality in the adaptive capacity across the region. Based on the assessment of impacts and adaptive capacity we suggest thresholds for water policy to respond to climate change and link water scarcity indicators to relevant potential adaptation strategies. Our results suggest the need to further prioritise socially and economically sensitive policies.  相似文献

The urgent need to mitigate and adapt to climate change is becoming more widely understood in scientific and policy circles, but public awareness lags behind. The potential of visual communication to accelerate social learning and motivate implementation of the substantial policy, technological, and life-style changes needed, has begun to be recognised. In particular, realistic landscape visualisations may offer special advantages in rapidly advancing peoples’ awareness of climate change and possibly affecting behaviour and policy, by bringing certain possible consequences of climate change home to people in a compelling manner. However, few such applications are yet in use, the theoretical basis for the effectiveness of visualisations in this role has not been clearly established, and there are ethical concerns elicited by adopting a persuasive approach which deliberately engages the emotions with visual imagery. These questions and policy implications are discussed in the context of a theoretical framework on the effects of landscape visualisation on a spectrum of responses to climate change information, drawing in part on evidence from other applications of landscape visualisation. The author concludes that the persuasive use of visualisations, together with other approaches, may be effective, is justified, and could be vital in helping communicate climate change effectively, given ethical standards based on disclosure, drama, and defensibility.  相似文献

This paper uses the likelihood of flooding along Brahmaputra and Ganges Rivers in India to explore the hypothesis that adaptation and mitigation can be viewed as complements rather than sustitutes. For futures where climate change will produce smooth, monotonic and manageable effects, adopting a mitigation strategy is shown to increase the ability of adaptation to reduce the likelihood of crossing critical threshold of tolerable climate. For futures where climate change will produce variable impacts overtime, though, it is possible that mitigation will make adaptation less productive for some time intervals. In cases of exaggerated climate change, adaptation may fail entirely regardless of how much mitigation is applied. Judging the degree of complementarity is therefore an empirical question because the relative efficacy of adaptation is site specific and path dependent. It follows that delibrations over climate policy should rely more on detailed analyses of how the distributions of possible impacts of climate might change over space and time.

Numerous empirical and simulation-based studies have documented or estimated variable impacts to the economic growth of nation states due to the adoption of domestic climate change mitigation policies. However, few studies have been able to empirically link projected changes in economic growth to the provision of public goods and services. In this research, we couple projected changes in economic growth to US states brought about by the adoption of a domestic climate change mitigation policy with a longitudinal panel dataset detailing the production of outdoor recreation opportunities on lands managed in the public interest. Joining empirical data and simulation-based estimates allow us to better understand how the adoption of a domestic climate change mitigation policy would affect the provision of public goods in the future. We first employ a technical efficiency model and metrics to provide decision makers with evidence of specific areas where operational efficiencies within the nation's state park systems can be improved. We then augment the empirical analysis with simulation-based changes in gross state product (GSP) to estimate changes to the states’ ability to provide outdoor recreation opportunities from 2014 to 2020; the results reveal substantial variability across states. Finally, we explore two potential solutions (increasing GSP or increasing technical efficiency) for addressing the negative impacts on the states’ park systems operating budgets brought about by the adoption of a domestic climate change mitigation policy; the analyses suggest increasing technical efficiency would be the most viable solution if/when the US adopts a greenhouse gas reduction policy.  相似文献

Climate change is expected to have far-reaching impacts. Earlier studies have estimated an aggregated monetised damage equivalent to 1.5 to 2.0 % of World GDP (for 2 × CO2). According to these estimates, the OECD would face losses equivalent to 1.0 to 1.5 % of GDP, and developing countries 2.0 to 9.0 %. While these figures are preliminary and highly uncertain, recent findings have not, as yet, changed the general picture. As is shown in this paper, estimates that are fully corrected for differences in purchasing power parity do not significantly differ from the initial figures. Newer studies increasingly emphasise adaptation, variability, extreme events, other (non-climate change) stress factors, and the need for integrated assessment of damages. Incorporating these factors has lead to increased differences in estimated impacts between different regions and sectors. Estimates of market impacts in developed countries tended to fall, while non-market impacts have become more important. Marginal damages are more interesting from a policy point of view. Earlier estimates range from about $5 to $125 per tonne of carbon, with most estimates at the lower end of this range. These figures are based on power functions in the level of climate change. The rate of change may be equally important, as are the speed of adaptation, restoration and value adjustment. Furthermore, future vulnerability to climate change will differ from current vulnerability: market impacts could fall (relatively) with economic growth while non-market impacts may rise. Cities globally face significant risks from climate change, and are taking an increasingly active role in formulating and implementing climate change adaptation policy. However, there are few, if any, global assessments of adaptation taking place across cities. This study develops and applies a framework to track urban climate change adaptation policy using municipal adaptation reporting. From 401 local governments globally in urban areas with >1 m people, we find that only 61 cities (15%) report any adaptation initiatives, and 73 cities (18%) report on planning towards adaptation policy. We classified cities based on their adaptation reporting as extensive adaptors, moderate adaptors, early stage adaptors, and non-reporting. With few exceptions, extensive adaptors are large cities located in high-income countries in North America, Europe, and Oceania, and are adapting to a variety of expected impacts. Moderate adaptors usually address general disaster risk reduction rather than specific impacts, and are located in a mix of developed and developing countries. Early stage adaptors exhibit evidence of planning for adaptation, but do not report any initiatives. Our findings suggest that urban adaptation is in the early stages, but there are still substantive examples of governments taking leadership regardless of wealth levels and institutional barriers.  相似文献

Air quality and related health effects are not only affected by policies directly addressed at air pollution but also by other environmental strategies such as climate mitigation. This study addresses how different climate policy pathways indirectly bear upon air pollution in terms of improved human health in Europe. To this end, we put in perspective mitigation costs and monetised health benefits of reducing PM2.5 (particles less than 2.5 μm in diameter) and ozone concentrations.Air quality in Europe and related health impacts were assessed using a comprehensive modelling chain, based on global and regional climate and chemistry-transport models together with a health impact assessment tool. This allows capturing both the impact of climate policy on emissions of air pollutants and the geophysical impact of climate change on air quality.Results are presented for projections at the 2050 horizon, for a set of consistent air pollution and climate policy scenarios, combined with population data from the UN's World Population Prospects, and are expressed in terms of morbidity and mortality impacts of PM2.5 and ozone pollution and their monetised damage equivalent.The analysis shows that enforcement of current European air quality policies would effectively reduce health impacts from PM2.5 in Europe even in the absence of climate policies (life years lost from the exposure to PM2.5 decrease by 78% between 2005 and 2050 in the reference scenario), while impacts for ozone depend on the ambition level of international climate policies. A move towards stringent climate policies on a global scale, in addition to limiting global warming, creates co-benefits in terms of reduced health impacts (68% decrease in life years lost from the exposure to PM2.5 and 85% decrease in premature deaths from ozone in 2050 in the mitigation scenario relative to the reference scenario) and air pollution cost savings (77%) in Europe. These co-benefits are found to offset at least 85% of the additional cost of climate policy in this region.  相似文献

The restricted definition of “climate change” used by the Framework Convention on Climate Change (FCCC) has profoundly affected the science, politics, and policy processes associated with the international response to the climate issue. Specifically, the FCCC definition has contributed to the gridlock and ineffectiveness of the global response to the challenge of climate change. This paper argues that the consequences of misdefining “climate change” create a bias against adaptation policies and set the stage for the politicization of climate science. The paper discusses options for bringing science, policy and politics in line with a more appropriate definition of climate change such as the more comprehensive perspective used by the Intergovernmental Panel on Climate Change.  相似文献

Climate change combined with human activities poses significant risks to people’s livelihood especially in developing countries. Adaptation at the community level is of crucial importance in enabling them to respond to the direct and indirect effects of changes in climate. In a case study of fishing communities in Chilika lagoon, India, the focus is made on understanding climate change adaptation at the community level and scaling it up into the policy perspective through application of Sustainable Livelihood Approach. This article challenges the research and policy community to encourage the identification of locally negative constraints and positive strengths toward climate resilient communities in rural areas.

Climate change science can trace its origins back to the early 19th Century although interest really took off in the 1980s, when public interest and research activity proliferated as the potential negative effects of global warming became clear. The impacts of climate change on the marine environment was receiving little attention at this time, but in recent years has started to “catch up” both in terms of research activity and public and policy interest. In the UK, the Marine Climate Change Impacts Partnership (MCCIP) has played a key role in transferring the emerging evidence base on marine climate change impacts to decision makers through the development of climate change report cards. Since publishing its first card back in 2006, the MCCIP cards have become established as the principal source of marine climate change impacts evidence for policy makers in the UK, and similar approaches have been adopted elsewhere. Here we broadly describe how the climate change evidence base has evolved over time, with a focus on the marine evidence base, and the approach adopted in the UK by MCCIP to rapidly transfer this evidence to end users. The SIIRMS model developed by MCCIP to ensure integrity and independence in the scientific translation process is explored, along with wider lessons learnt along the way (e.g. about communicating uncertainty) and the impact MCCIP has had on informing decision making.  相似文献
