The study presented in this article used a combination of key informant interviews and a review and synthesis of existing country level literature to identify the major sources of land tenure insecurity in six Southern African countries: Botswana, Lesotho, Malawi, Mozambique, South Africa, and Zambia. Findings reveal that the main causes of land tenure insecurity experienced in Southern Africa include lack of land rights of minority groups, unclear or overlapping land rights, overcrowding, land alienation into leasehold, insecurity of farm workers and farm labour tenants, inappropriate and exploitative administrative practices, land encroachment and illegal settlers and limited women's land rights. The article presents a summary of land tenure security related initiatives that the study countries have or are in the process of adopting. Analysis of these initiatives shows that tenure reforms have focused on changing the law and rules but little has been done to translate new laws into implementable programs; capacity building; prioritization of resources to support tenure reform; provision of complementary policies and incentives; addressing HIV/AIDS‐land tenure related problems; and monitoring and evaluation. The paper contends that these policy issues should be addressed in order to ensure realization of land tenure security for all.  相似文献

This paper examines the effects of growing land pressure on the distribution and quality of cropland allocations on customary tenured land (CTL) in Swaziland. Within the wider Sub‐Saharan context, the reform of indigenous tenure systems is now generally seen as a process of adaptation rather than replacement. The legal recognition of (existing and future) user rights is considered a practical way forward. This essentially rights‐based approach may divert attention from technical inadequacies indigenous systems may have, particularly under conditions of increasing land pressure. The case of CTL substantiates such shortcomings. CTL has seen a marked growth in population and land allocations since Independence. This had led to concerns on the land distribution efficiency in view of the improved agricultural production required to sustain the increasing number of rural households. By analysing historical changes in the number, size and quality of cropland allocations in selected rural communities, this paper demonstrates the occurrence of a high degree of inconsistency in cropland distribution at the community level, as well as inefficient land distribution at higher levels of scale. These shortcomings threaten the sustainability of the local agricultural production systems, and will need to be addressed in any meaningful reform process.  相似文献

Low soil fertility is one of the most important biophysical constraints to increasing agricultural productivity in sub‐Saharan Africa. Several renewable soil fertility replenishment (RSFR) technologies that are based on nutrient re‐cycling principles have been developed in southern Africa. Some success stories have been recorded (e.g. nitrogen‐fixing legumes), but the adoption of RSFR technologies has generally lagged behind scientific advances thereby reducing the potential impacts of the technologies. This paper describes the major RSFR technologies being promoted in the region, synthesizes available information regarding their adoption by farmers, and identifies the challenges, key lessons learnt and the way forward for up‐scaling RSFR technologies in the region. The review indicated that farmer uptake of RSFR technologies depends on several factors that can be grouped into broad categories: technology‐specific (e.g. soil type, management regime), household‐specific (e.g. farmer perceptions, resource endowment, household size), policy and institutions context within which RSFR is disseminated (inputs and output prices, land tenure and property rights), and geo‐spatial (performance of species across different bio‐physical conditions, location of village). Adoption of RSFR technologies can be enhanced by targeting them to their biophysical and social niches, facilitating appropriate policy and institutional contexts for dissemination, understanding the broader context and dynamics of the adoption process, a paradigm shift in the approach to the dissemination of RSFR (e.g. expanding RSFR to high value crop systems, exploring synergy with inorganic fertilizer) and, targeted incentive systems that encourage farmers to take cognizance of natural resource implications when making agricultural production decisions.  相似文献

Across the Americas, biofuels production systems are diverse due to geographic conditions, historical patterns of land tenure, different land use patterns, government policy frameworks, and relations between the national state and civil society, all of which shape the role that biofuels play in individual nations. Although many national governments throughout the Americas continue to incentivize growth of the biofuels industry, one key challenge for biofuels sustainability has been concern about its social impacts. In this article, we discuss some of the key social issues and tensions related to the recent expansion of biofuels production in Mexico, Colombia, and Brazil. We argue that a process of “simplification” of ecological and cultural diversity has aided the expansion of the biofuels frontier in these countries, but is also undermining their viability. We consider the ability of governments and non-state actors in multi-stakeholder initiatives (MSI) to address social and environmental concerns that affect rural livelihoods as a result of biofuels expansion. We analyze the tensions between global sustainability standards, national level policies for biofuels development, and local level impacts and visions of sustainability. We find that both government and MSI efforts to address sustainability concerns have limited impact, and recommend greater incorporation of local needs and expertise to improve governance.  相似文献

Agroforestry systems are fundamental features of the rural landscape of the Indian state of Kerala. Yet these mixed species systems are increasingly being replaced by monocultures. This paper explores how public policies on land tenure, agriculture, forestry and tree growing on private lands have interacted with farmer preferences in shaping land use dynamics and agroforestry practices. It argues that not only is there no specific policy for agroforestry in Kerala, but also that the existing sectoral policies of land tenure, agriculture, and forestry contributed to promoting plantation crops, even among marginal farmers. Forest policies, which impose restrictions on timber extraction from farmers’ fields under the garb of protecting natural forests, have often acted as a disincentive to maintaining tree-based mixed production systems on farmlands. The paper argues that public policies interact with farmers’ preferences in determining land use practices.  相似文献

The government of Zimbabwe launched the Fast Track Land Reform Programme (FTLRP) in 2000 as part of its ongoing land reform and resettlement programme which aims to address a racially skewed land distribution. Its goal has been to accelerate both land acquisition and redistribution, targeting at least five million hectares of land for resettlement. This paper investigates the impact of the FTLRP on its beneficiaries' perceptions of land tenure security, and how these subsequently impacted soil conservation investments. Evidence suggests that the programme created some tenure insecurity, which adversely affected soil conservation investments among its beneficiaries. We find support for the contention that households make land‐related investments to enhance security of tenure. The results underscore the need for the government of Zimbabwe to clarify and formalize land tenure arrangements within the programme.  相似文献

Securing sustainable livelihood conditions and reducing the risk of outmigration in savanna ecosystems hosted in the tropical semiarid regions is of fundamental importance for the future of humanity in general. Although precipitation in tropical drylands, or savannas, is generally more significant than one might expect, these regions are subject to considerable rainfall variability which causes frequent periods of water deficiency. This paper addresses the twin problems of “drought and desertification” from a water perspective, focusing on the soil moisture (green water) and plant water uptake deficiencies. It makes a clear distinction between long‐term climate change, meteorological drought, and agricultural droughts and dry spells caused by rainfall variability and land degradation. It then formulates recommendations to better cope with and to build resilience to droughts and dry spells. Coping with desertification requires a new conceptual framework based on green‐blue water resources to identify hydrological opportunities in a sea of constraints. This paper proposes an integrated land/water approach to desertification where ecosystem management supports agricultural development to build social‐ecological resilience to droughts and dry spells. This approach is based on the premise that to combat desertification, focus should shift from reducing trends of land degradation in agricultural systems to water resource management in savannas and to landscape‐wide ecosystem management.  相似文献

The conceptual rubric of ecosystem management has been widely discussed and deliberated in conservation biology, environmental policy, and land/resource management. In this paper, I argue that two critical aspects of the ecosystem management concept require greater attention in policy and practice. First, although emphasis has been placed on the “space” of systems, the “time”—or rates of change—associated with biophysical and social systems has received much less consideration. Second, discussions of ecosystem management have often neglected the temporal disconnects between changes in biophysical systems and the response of social systems to management issues and challenges. The empirical basis of these points is a case study of the “Crown of the Continent Ecosystem,” an international transboundary area of the Rocky Mountains that surrounds Glacier National Park (USA) and Waterton Lakes National Park (Canada). This project assessed the experiences and perspectives of 1) middle- and upper-level government managers responsible for interjurisdictional cooperation, and 2) environmental nongovernment organizations with an international focus. I identify and describe 10 key challenges to increasing the extent and intensity of transboundary cooperation in land/resource management policy and practice. These issues are discussed in terms of their political, institutional, cultural, information-based, and perceptual elements. Analytic techniques include a combination of environmental history, semistructured interviews with 48 actors, and text analysis in a systematic qualitative framework. The central conclusion of this work is that the rates of response of human social systems must be better integrated with the rates of ecological change. This challenge is equal to or greater than the well-recognized need to adapt the spatial scale of human institutions to large-scale ecosystem processes and transboundary wildlife.  相似文献

Carbon sequestration through forestry and agroforestry can help mitigate global warming. For Africa, carbon sequestration also represents an opportunity to fund sustainable development through financial inflows. However, with a low share of global carbon trade, there are strong concerns that African countries are losing out on this valuable opportunity. Through a comprehensive review of 23 carbon sequestration projects across 14 countries, this paper discusses ways to overcome critical challenges to scale up carbon investments in Africa. These projects are expected to sequester 26.85 million tCO2 beyond the baseline situation. Within the continent, East Africa is the preferred destination for carbon investors. Most projects are non‐Kyoto compliant and represent voluntary emission reductions. While project benefits such as increased local incomes and improved natural resources are promising, there are concerns that conversion of grasslands into tree plantations can harm local ecosystems. Insecure land tenure constrains new investments and increases the risk that local communities will lose access to forests. Another challenge is that projects with smallholders have high transaction costs. These costs can be overcome by building strong community institutions and simplifying project guidelines. To attract more projects, African governments will need to build their capacity to identify relevant opportunities.  相似文献

Due to the important role that the agricultural sector plays in sustaining growth and reducing poverty in developing countries, the adoption of practices that have the potential to simultaneously improve agricultural productivity while minimizing environmental impacts is essential. This paper examines the determinants of farmers’ perceptions of climate change and subsequent adoption of sustainable land management practices in the Niger basin of Benin. Binary and multivariate probit models are applied in a two‐stage regression procedure to cross‐sectional data collected through a survey of 545 randomly selected farm households in 28 villages. The findings indicate that there are substitutabilities among three pairs of sustainable land management practices being used by the farmers. Climate change perception is positively related to land tenure, experience in farming, number of relatives, tractor use, and membership in farmers’ organizations, and negatively related to household size, remoteness, and plough use. Moreover, the findings reveal that the uptake of land management practices is related to assets, land tenure, education level of the household head, remoteness, social network, non‐irrigated land size, having a farm located near a river/lake/stream, tractor and plough use, being a subsistence farmer or not, and memberships in farmers’ organizations. The adoption of sustainable land management practices could be encouraged through improving access to markets, adequate roads, and technologies, as well as by promoting membership in farmers’ organizations.  相似文献

Over the last five decades, Malaysia has undergone rapid economic, social and environmental change, a process which is still continuing. The pursuit of socio‐economic progress has been accompanied by an unprecedented rate of change in the natural environment. In parallel to this development, governmental responses have also adapted over time to address emerging environmental situations. This article views the recent history of Malaysia's evolving policy response to development needs and environmental change as consisting of four distinct stages. Despite an impressive array of policy statements and strategies to implement sustainable development, many challenges remain today. A clear articulation of normative principles of sustainable development is of paramount importance, as is the monumental task of policy implementation. The article argues that the trajectory of Malaysia's policy on natural resources and environmental issues bears the characteristics of path‐dependent evolution.  相似文献

Among the world's poor, approximately 75% of those in extreme poverty live and work in rural areas and two‐thirds of them depend mainly on farming or farm labour for their livelihood. Policies to grant the rural poor secure access to land and water for irrigation — and to improve the economic efficiency of small‐scale agriculture — can thus play a critical role in the implementation of rural development strategies, including efforts to combat rural poverty. Since inadequate access to arable land is probably the most important cause of rural poverty, redistributive land reform is increasingly seen as crucial for socio‐economic development and poverty alleviation in many developing countries with substantial amounts of (unused) arable state land or (under‐utilized) large private landholdings. This article argues that market‐based land redistribution schemes, such as the one being implemented in South Africa, can be considered one of the most innovative approaches to land reform that have emerged over the last decade. These schemes thus provide a useful alternative to more conventional, state‐controlled land redistribution programmes. The article concludes, however, that when countries opt for market‐based approaches to land redistribution, the State still has an important role to play, without necessarily deciding which land parcels change hands.  相似文献

Though a recent phenomenon, land grabs have generated considerable debate that remains highly polarized. In this debate, one view presents land deals as a path to sustainable and transformative rural development through capital accumulation, infrastructural development, technology transfer, and job creation while the alternative view sees land grabs as a new wave of neo-colonization, exploitation, and domination. The underlying argument, at least theoretically, is that international land deals unlock the much needed capital to accelerate the achievement of sustainable and transformative rural development in developing countries. It is against this backdrop that this paper examines the contribution of large scale land deals in Malawi to rural development by employing the political economy perspective using the Limphasa Sugar Corporation as a case study with particular focus on the nature and interest of the actors involved; the legal framework supporting large scale land deals; major individual and community benefits; and the extent to which these large land deals can indeed bring about sustainable and transformative rural development. The findings of this article demonstrate that large scale land deals present short term benefits to local communities such as capital for rural development; technology transfer and job creation in exchange for the priceless economic and social capital that local people depend upon; destruction of local social systems; deepening of local communities’ vulnerability to economic shocks; and the entrenchment of community dependence that may in the long run result in social and political unrest.  相似文献

Many bank erosion models have limitations that restrict their use in wildland settings. Scientists and land managers at the Sequoia National Forest would like to understand the mechanisms and rates of streambank erosion to evaluate management issues and post‐wildfire effects. This study uses bank erosion hazard index (BEHI) and near‐bank stress (NBS) methods developed in Rosgen (2006 Watershed Assessment of River Stability and Sediment Supply [WARSSS]) for predicting streambank erosion in a geographic area that is dominated by colluvium and in which streambank erosion modeling has not been previously evaluated. BEHI evaluates bank susceptibility to erosion based on bank angle, bank and bankfull height, rooting depth and density, surface protection, and stratification of material within the banks. NBS assesses energy distribution against the bank measured as a ratio of bankfull near‐bank maximum depth to mean bankfull depth. We compared BEHI classes and NBS to actual bank erosion measured from 2008 to 2012. This index predicted streambank erosion with clear separation among BEHI ratings with R2 values of 0.76 for extreme, 0.37 for high/very high, 0.49 for moderate, and 0.70 for low BEHI. The relationships between measured erosion and BEHI extend the application of BEHI/NBS to a new region where they can inform management priorities, afforestation, stream/riparian restoration projects, and potentially burned area rehabilitation.  相似文献

The Chinese government has recently been attaching increasing importance to the application of effective legal tools to tackle land degradation (LD) issues. Based on the concept of sustainable development, China began developing and reaping the benefits of environmental and natural resources legislation including LD control regulations in the 1990s. In the past three years, some central‐western provinces in China have been implementing a “ People's Republic of China/Global Environment Facility (PRC/GEF ) Partnership on LD Control of Dryland Ecosystems”, which is based on an integrated ecosystem management (IEM) approach. IEM is designed to achieve a balanced, scientific and participatory approach to natural resources management, which creates the potential to improve the quality of Chinese environmental law and policy procedures. The paper studies the existing Chinese national laws and regulations pertinent to LD control within 9 areas covering land, desertification, soil erosion, grassland, forest, water, agriculture, wild animals and plants, and environment protection in detail, against IEM principles and basic legal elements. The main objective is to identify problems and provide feasible solutions and recommendations for the improvement of the existing laws and regulations. The authors conclude that the development of an improved national legislative framework is essential if LD control is to be successfully achieved. The legacy of mining activities has typically been land ‘returned to wildlife’, or, at some sites, degraded to such an extent that it is unsuitable for any alternate use. Progress towards sustainability is made when value is added in terms of the ecological, social and economic well‐being of the community. In keeping with the principles of sustainable development, the innovative use of flooded open pits and tailings impoundments as commercial, recreational or ornamental fish farms should be considered in some locations, as it could make a significant contribution to the social equity, economic vitality and environmental integrity of mining communities. This article highlights the growing significance of aquaculture and explores the benefits and barriers to transforming flooded pits and impoundments into aquaculture operations. Among other benefits, aquaculture may provide a much‐needed source of revenue, employment and, in some cases, food to communities impacted by mine closure. Further, aquaculture in a controlled closed environment may be more acceptable to critics of fish farming who are concerned about fish escapes and viral transmissions to wild populations. Despite the potential benefits, aquaculture in flooded pits and impoundments is not without its complications — it requires a site‐specific design approach that must consider issues ranging from metals uptake by fish, to the long‐term viability of the aquatic system as fish habitat, to the overall contribution of aquaculture to sustainability.  相似文献

Most large scale resource extraction projects in Papua New Guinea (PNG) require companies to negotiate with customary landowners for access to development sites. In the discussion of process and challenges of development and operation of projects, particularly mines, the paper, basing as a case study of land use arrangements in PNG mining, has several objectives to address. First, it discusses land use arrangements in the mining industry and how they have evolved over the last few decades. Today, most of these arrangements involve pluralistic framework agreements which have been shaped by land tenure debates, civil uprisings, government initiatives and increasingly politically savvy customary landowners. This pluralistic process encourages key stakeholder involvement, particularly customary landowner participation which has been an innovative piece of sustainable mineral policy development in PNG. Second, the paper argues that ‘it is not business as usual’ for mining companies as it would generally be the case in developed and many developing countries because they are increasingly forced to be proactive in addressing landowner and community interests while managing mining projects. A brief overview of land use debates in PNG is summarised at the outset to provide background to mining and development in the country. Third, the significance of the corporate social responsibility (CSR) paradigm and its impact on business, particularly the mining industry is acknowledged intermittently in the discussion to shed light on how it is influencing development of local communities. Finally, the paper argues that the post-Bougainville period has led to a change of the old enclave model of mining development to a broad based community driven form of development around mining. However, it is difficult to predict as to how this model of mining led development in rural PNG will span out in the long run. In the meantime, genuine landowner partnerships with developers and government in the management and operation of mining projects in the country are proving to be a positive outcome for everyone despite some major challenges.  相似文献

The growing importance of the environment and its management has simultaneously emphasized the benefits of hydroelectric power and its environmental costs. In a changing policy climate, giving importance to renewable energy development and environmental protection, conflict potential between stakeholders is considerable. Navigation of conflict determines the scheme constructed, making sustainable hydropower a function of human choice. To meet the needs of practitioners, greater understanding of stakeholder conflict is needed. This paper presents an approach to illustrate the challenges that face small-scale hydropower development as perceived by the stakeholders involved, and how they influence decision-making. Using Gordleton Mill, Hampshire (UK), as an illustrative case, soft systems methodology, a systems modeling approach, was adopted. Through individual interviews, a range of problems were identified and conceptually modeled. Stakeholder bias towards favoring economic appraisal over intangible social and environmental aspects was identified; costs appeared more influential than profit. Conceptual evaluation of the requirements to meet a stakeholder-approved solution suggested a complex linear systems approach, considerably different from the real-life situation. The stakeholders introduced bias to problem definition by transferring self-perceived issues onto the project owner. Application of soft systems methodology caused a shift in project goals away from further investigation towards consideration of project suitability. The challenge of sustainable hydropower is global, with a need to balance environmental, economic, and social concerns. It is clear that in this type of conflict, an individual can significantly influence outcomes; highlighting the need for more structured approaches to deal with stakeholder conflicts in sustainable hydropower development.  相似文献

It is the contention of this paper that some progress in alleviating the social and environmental problems which are beginning to face Papua New Guinea can be achieved by supporting traditional Melanesian values through maintaining the customary system of communal land tenure. In accordance with this aim, I will proceed to contrast certain Western attitudes towards individual freedom, selfinterested behaviour, individual and communal interests and private ownership with attitudes and values expressed in the traditional Melanesian approach. In order to demonstrate the latter, I will briefly touch upon the phenomenon of wantokism and indicate how the Melanesian values associated with this concept find their locus in the system of customary communal ownership. Subsequently, I will describe how the emergence of a cash economy and the attachment to Western gadgetry and products have effected injury to the environment and undermined values which have previously maintained Melanesian social cohesion. While admitting that little can be done to eradicate the desire for cash and the products it can buy, I suggest that Melanesian communities and the environment itself would receive more protection if future development in Papua New Guinea embraced a system which incorporated certain of the traditional Melanesian values through the preservation of the communal form of land tenure. Ultimately, I suggest a way in which customary communal land tenure can be integrated into the established Anglo-Australian legal system.  相似文献

In the Piedmont of North Carolina, a traditionally water‐rich region, reservoirs that serve over 1 million people are under increasing pressure due to naturally occurring droughts and increasing land development. Innovative development approaches aim to maintain hydrologic conditions of the undisturbed landscape, but are based on insufficient target information. This study uses the hydrologic landscape concept to evaluate reference hydrology in small headwater catchments surrounding Falls Lake, a reservoir serving Raleigh and the greater Triangle area. Researchers collected one year of detailed data on water balance components, including precipitation, evapotranspiration, streamflow, and shallow subsurface storage from two headwater catchments representative of two hydrologic landscapes defined by differences in soils and topographic characteristics. The two catchments are similar in size and lie within the same physiographic region, and during the study period they showed similar water balances of 26‐30% Q, ?4 to 5% ΔS, 59‐65% evapotranspiration, and 9‐10% G. However, the steeper, more elevated catchment exhibited perennial streamflow and nongrowing season runoff ratios (Q/P) of 33%, whereas the flat, low‐lying stream was drier during the growing season and exhibited Q/P ratios of 52% during the nongrowing season. A hydrologic landscape defined by topography and soil characteristics helps characterize local‐scale reference hydrology and may contribute to better land management decisions.  相似文献
