Changes in attitudes toward animal welfare, with a greater emphasis on the importance of allowing animals to express normal patterns of behavior has led to an examination of the practice of keeping hens in battery cages. There is widespread scientific consensus that the conditions of confinement and the barren nature of battery cages severely restrict hens’ behavioral repertoire, and are thus detrimental to their welfare. The New Zealand Animal Welfare Act 1999, stipulates that animals must have “the opportunity to display normal patterns of behaviour.” In spite of this provision, the New Zealand government has not acted in phasing out battery cages, arguing instead that there is insufficient evidence that welfare will be improved by a phase-out. There is evidence of strong industry pressure on the government, and the use of tactics common in policy considerations where changes are resisted by powerful interests. It is important that policy processes are better managed so that welfare changes are based on both public preferences and scientific knowledge, and ways of doing this are discussed. 相似文献

The Ethics and Politics of Animal Welfare
in New Zealand: Broiler Chicken Production as a Case Study

The cause of poor welfare in broilers is multifactorial, but genotype is a major contributor. Modern broilers have been bred
for rapid growth, and this leads to increases in lameness and ascites as the legs and hearts of the heavier birds find it
difficult to cope with the extra demands placed on them. Visible lameness indicative of pain is more common in New Zealand
than in Europe. The government, however, insists that New Zealand welfare standards are higher than Europe. The government
also appears to have a strong antipathy to those demanding better welfare for broilers. Reasons for this antipathy and disparities
between government statements and research results are discussed. Government publications reveal that animal welfare is seen
as a question of image for market access and that there is little concern with animal welfare as an ethical imperative for
its own sake. The Animal Welfare Act in theory makes it an offence to ill treat an animal, but in practice allows exemptions
for industrial agriculture. The interests of animals may be better protected by an independent animal welfare advisory service. 相似文献

The public attitude to animal use in Australia and New Zealandcan be inferred from survey results and political activity. This paper describes the frustrating reality of sustainability implementation in the USA and New Zealand (NZ), an early adopter of sustainability mandates. Local government has a key role in implementation, but has been slow to uptake sustainable practices. We surveyed senior planners in small to medium-sized local government agencies in both countries to identify which features of local government support (or hinder) sustainability in practice.
Environmentally sustainable practices are not well entrenched in either country. In the USA, the framing of sustainability and public support are significant predictors of implementation. However, sustainability is rarely a priority. In NZ, local government capacity is the main driver of implementation. We recommend that planners promote sustainability values, reconcile economic development goals with sustainability (e.g., green economy model), and translate public support for sustainability into institutional priorities. NZ localities also need increased capacity and US localities need continued Federal and State support. 相似文献

This paper reports on a nationwide survey of environmental farm plan programmes and plan characteristics, towards determining New Zealand's (NZ's) capability and eligibility for reporting on the Organisation for Economic Cooperation and Development's (OECD) environmental whole farm management plan agri-environmental indicator. Considerations regarding the validity of the indicator are discussed. Environmental farm planning in NZ is widespread, fragmented, and diverse. Nine of NZ's 16 regional authorities have environmental farm plan programmes involving 20 different types of environmental farm plans. Potentially half of NZ's total area of farmland is included, but this is reduced by limited and selective use of environmental farm plans as policy instruments. Three authorities are capable of readily reporting the number and coverage of their environmental farm plans; six would need to manually compile the information. Compliance monitoring is mostly informal, but necessary for checking the implementation of plan works and actions. Eligibility of NZ environmental farm plans cannot be determined until the OECD define acceptance standards. A contemporary definition of environmental farm plans is proposed, along with additional criteria necessary to ensure such plans are credible indicators of issue ownership, adoption of best management practice, and landscape changes intended to improve environmental quality. 相似文献

This research adds an action research approach to mixed methods to understand the drivers and barriers to residential waste minimisation in Palmerston North, New Zealand. While local, national, and global structural barriers persisted outside the participants’ immediate control, action research enhanced waste minimisation practices within the limits of these structural barriers. The reflexive and collaborative principles of action research allowed research participants to identify individualised needs and challenges. Thus, the research proceeded according to the participants’ circumstances. Some of the key drivers included a sense of accountability, active learning, social support, convenience, affordability, and access to information and resources. The participants also offered recommendations to the City Council, producers, and policy-makers to enhance residential waste minimisation in Palmerston North. While the value-action gap persists in purely quantitative waste research seeking to understand and change waste behaviour, action research was beneficial as it added a more nuanced understanding of participants’ waste behaviours. It also contextualised waste-related practices and attitudes in a specific locale. 相似文献

Sodium monofluoroacetate (1080) is a mammalian pesticide used in different parts of the world for the control of mammalian pest species. In New Zealand it is used extensively and very successfully as a conservation management tool for the control of brushtail possums (Trichosurus vulpecula) – an introduced marsupial that has become a substantial agricultural and conservation management pest. Possums pose a threat to cattle farming in New Zealand as they are a vector for bovine tuberculosis. In protected natural areas, possum browsing is responsible for large scale defoliation of native vegetation. As with many other pesticides, there has been some degree of popular concern about the use of this toxin and its safety, with particular reference to non-target effects. These concerns have been associated with potential non-target effects on human health, and the health of animals of recreational value (e.g., hunting dogs and game animals). This has led to the development of a strong “anti-1080” lobby in New Zealand. In contrast, this study encompasses a science-based risk analysis focusing on the potential risks to non-target native wildlife with a particular focus on chronic toxicity. It finds that there is evidence that 1080 may have endocrine disrupting capabilities (with potential relevance for non-target wildlife) but that this still needs more detailed investigation. This can be clarified by further targeted research. Further research is also needed to test the degradation rates of 1080 and its breakdown products at ecologically-relevant temperatures (i.e., winter stream temperatures – below 11 °C). Such research may demonstrate that some adjustment to 1080 risk management is warranted in New Zealand, or it may help to put to rest the current controversy over the use of this cost effective conservation management tool. 相似文献

Due to increasing empiricalinformation on farm animal welfare since the1960s, the prospects for sound decisionmakingconcerning welfare have improved. This paperdescribes a strategy to develop adecision-making aid, a decision support system,for assessment of farm-animal welfare based onavailable scientific knowledge. Such a decisionsupport system allows many factors to be takeninto account. It is to be developed accordingto the Evolutionary Prototyping Method, inwhich an initial prototype is improved inreiterative updating cycles. This initialprototype has been constructed. It useshierarchical representations to analysescientific statements and statements describingthe housing system. Welfare is assessed fromwhat is known about the biological needs of theanimals, using a welfare model in the form of atree that contains these needs as welfarecomponents. Each state of need is assessedusing welfare relevant attributes of thehousing system and weighting factors.Attributes are measurable properties of thehousing system. Weighting factors are assignedaccording to heuristic rules based on theprinciple of weighting all components(attributes and needs) equally, unless thereare strong reasons to do otherwise. Preliminarytests of the prototype indicate that it may bepossible to perform assessment of farm-animalwelfare in an explicit way and based onempirical findings. When making an assessment of animal welfare, it is important to take environmental (housing) or animal-based parameters into
account. An alternative approach is to focus on the behavior and appearance of the animal, without making actual measurements
or quantifying this. None of these tell the whole story. In this paper, we suggest that it is possible to find common ground
between these (seemingly) diametrically opposed positions and argue that this may be the way to deal with the complexity of
animal welfare. The model will have to be acceptable for the different parties that will be affected by it and real benefits
for the animal should result from it. This will be the basis of a practical ethical approach. All this can be condensed into
a model that essentially is made up out of three basic elements: the classical welfare analysis with an existing welfare assessment
tool, an assessment of the stockholder, and an implementation of the Free Choice Profiling technique. This new framework does
not pretend to be a different or better animal welfare matrix; it is intended to integrate existing knowledge and to provide
a practical tool to improve animal welfare. It identifies whether there are welfare problems on a farm, if present whether
these problems are caused by the housing system or the stockholder, and what can be done to improve the situation. 相似文献

The role of the central government in New Zealand is generally limited to research and policy development, and regional councils
are responsible for most monitoring and management of the problem. The role of the federal government in the United States
includes research and monitoring, policy development, and regulation. States also have a significant management role. Both
countries rely on voluntary approaches for NPS pollution management. Very few national water quality standards exist in New
Zealand, whereas standards are widely used in the United States. Loading estimates and modeling are often used in the United
States, but not in New Zealand. A wide range of best management practices (BMPs) are used in the United States, including
buffer strips and constructed/engineered wetlands. Buffer strips and riparian management have been emphasized and used widely
in New Zealand.
Many approaches are common to both countries, but management of the problem has only been partly successful. The primary barriers
are the inadequacy of the voluntary approach and the lack of scientific tools that are useful to decision-makers. More work
needs to be performed on the evaluation of approaches developed in both countries that could be applied in the other countries.
In addition, more cooperation and information/technology transfer between the two countries should be encouraged in the future. 相似文献

We developed logistic regression models from data on biotic and abiotic variables for 172 sites on Banks Peninsula, New Zealand,
to predict the probability of occurrence of two diadromous fish, banded kokopu (Galaxias fasciatus) and koaro (G. brevipinnis). Banded kokopu occurrence was positively associated with small streams and low-intensity land uses (e.g., sheep grazing
or forested), whereas intensive land uses (e.g., mixed sheep and cattle farming) and lack of riparian forest cover impacted
negatively on occurrence at sampled sites. Also, if forests were positioned predominantly in lowland areas, banded kokopu
occurrence declined with increasing distance to stream mouth. Koaro occurrence was positively influenced by catchment forest
cover, high stream altitudes, and areas of no farming activity or mixed land uses. Intensive land uses, distance to stream
mouth, and presence of banded kokopu negatively influenced koaro occupancy of stream reaches. Banded kokopu and koaro presence
was predicted in 86.0% and 83.7% agreement, respectively, with field observations. We used the models to quantify the amount
of stream reaches that would be of good, moderate, and poor quality, based on the probability of occurrences of the fish being
greater than 0.75, between 0.75 and 0.5, or less than 0.5, respectively. Hindcasting using historical data on vegetation cover
undertaken for one catchment, Pigeon Bay, showed they would have occupied most of the waterway before anthropogenic modification.

Access opportunities for outdoor recreation in New Zealand and England and Wales are classified according to their conformity with collective, citizenship or exclusion rights and their degrees of permanence. Alternative criteria for the apportionment of access rights are considered in the context of this classification. Different criteria for rights apportionment are found to be appropriate according to different circumstances in the context of pluralist provision. Policy developments in New Zealand are compared with those in England. After 150 years of a dominance of collective rights in New Zealand current policy is shifting provision towards exclusionary rights. In England, there is a policy shift in the other direction, towards collective rights. Lessons for the development of collective rights in England are drawn from the New Zealand experience in relation to styles of governance, public preferences, public cost, insurance liability and the potential of markets. 相似文献

Few moral arguments have been made against vegetarian diets. One exception is the “Logic of the Larder:” We do animals a favor
by purchasing their meat, eggs, and milk, for if we did not purchase these products, fewer animals would exist. This argument
fails because many farm animals have lives that are probably not worth living, while others prevent a significant number of
wild animals from existing. Even if this were not so, the purchase of animal products uses resources that could otherwise

During the past few years,organic dairy farming has grown dramatically inDenmark. Consequently, an increasing number ofpeople are encountering this method ofproduction for the first time. Amongst these,many veterinarians have suddenly had to dealwith organic herds in their home district, and,meeting examples of poor animal welfare, theyhave recently started to express some concerns.Against this background, a so-called``Synthesis of Knowledge' project was initiatedto examine the health and welfare of dairycattle and the use of medication in thetransition to organic production. The aim ofthe project was to investigate associatedproblems from the point of view of the dairyherd. Based on qualitative research interviewswith vets and agricultural advisors, as well asfocus group interviews with farmers who hadrecently converted from conventional to organicfarming, an expert panel attempted to identifyproblem areas and possible solutions. Theproblems related to (a) the adjustment to newand unknown practices, (b) poor management ingeneral, and (c) inappropriate legislation fororganic farming.One problem area was the rearing of dairycalves, particularly with regard to theestablishment of post partumrelationships between cow and calf, grouphousing, and the grazing of young animals. A``natural life' was identified as beingfundamental to organic animal husbandry. Interms of animal welfare, this concept can beunderstood as a way of living in which the calfis allowed to express its natural behavior andsatisfy its natural needs. Essentially, theconditions needed for good calf welfare requirethe compatibility and interplay of elementsfrom ``nature' (the natural life; includingopportunities to satisfy natural needs) and``culture' (farmer management skills; exerciseof care). The lack of consistency between people’s engagement in ethical issues and their food choices has received considerable attention.
Consumption as “choice” dominates this discourse, understood as decision-making at the point of purchase. But ideas concentrating
on individual choice are problematic when trying to understand how social and ethical issues emerge and are dealt with in
the practices of buying and eating food. I argue in this paper that “consumer choice” is better understood as a political
ideology addressing a particular way in which everyday practices can be directed so as to solve social problems. It is a way
that makes questions of power particularly challenging. Some assume consumer sovereignty, emphasizing consumer choice as a
reflection of neoliberal deregulation and commercialization. Others worry that ongoing changes increase consumers’ powerlessness.
None of these seem to capture that there is active regulation, where public as well as commercial and civil actors are making
strong efforts to make people do the right thing—voluntarily. Labeling is the key measure. In practice, the individualized
and rationalized model of responsibility depends not only on market opportunities, but even political and social expectations
and trust. People may lack concrete capabilities and power to follow up on moral calls, but they may also have a different
understanding of who is responsible and what is a “good deed,” or their actions may, in a Foucauldian sense, represent resistance.
The paper will, with examples from European empirical studies, discuss how mobilization as well as inertia and disinterest
emerge within specific political constellations and practical contexts. 相似文献
