While there is ample – though partially contradictory – evidence regarding the effects climate change will have on various regions of the world, there is only very limited work dedicated to the analysis of different governance structures, and how these structures are likely to influence the resilience of alpine tourism systems in the face of climate change. We present an analytical framework based on network theory, and apply this to the Swiss case study destination of Engelberg, in order to deduct a number of insights for the future assessment of resilience based on the cooperation of local actors. The main aim of the paper is to come up with comparable resilience metrics based on social network analysis in order to assess the structural strengths and weaknesses of a geographically delimited tourism system in the face of climate change. Together with the action potential of the individual actors these structural properties influence the adaptive capacity of both individual actors, and the tourism system as a whole. In line with comparable studies, we identify structural strengths and weaknesses around the core-periphery distribution (centrality), subgroups (modularity) and information flows (path length). We find that the Engelberg network follows an almost ideal-typical scale-free structure and the overall cooperation rate (density) is comparable to other tourism networks. The main weaknesses of the network with regard to climate change resilience are the lacking integration of public sector actors and the relatively high number of actors in the periphery of the network.  相似文献

An integrated network is conceived that qualitatively relates environmental actors and environmental systems within a social unit such as a town, an industrial district or the like. The resulting matrix shows the flow of decisions and information between its active vector representing the environmental objectives, and its passive vector representing the environmental achievements. By way of three additional vectors, the properties of environmental systems are determined and compared to the expectations created by provisions of the environmental actors. The result is a set of residuals that define the living comfort in the social unit. The network motivates interested parties such as administrations, schools or individuals to go through the exercise of finding the causes of the residuals. In order to eliminate them, definite responsibilities have to be assigned to community members. The study pretends to involve all citizens in the flow of information, facts and decisions, and to help them identify themselves in the matrix. It is anticipated that as a result of this educational exercise, individual and collective responsibilities become apparent and are accepted and practiced.  相似文献

Given the heightened pace and extent of human interactions with landscapes, there is increasing recognition of the interdependence of hydrogeomorphological, ecological, and human systems in understanding human–landscape interactions. There is also widespread agreement for greater integration across disciplinary boundaries to generate new knowledge urgently needed for theory building to understand, predict, and respond to rapidly changing human–landscape systems. The development of new conceptual frameworks, methods, tools, and collaborations linking across the natural and social sciences are key elements to such integration. In an effort to contribute to a broader conceptual framework for human–landscape systems, this paper describes how environmental policy research has contributed to four integrative themes—thresholds and tipping points; spatial scales and boundaries; feedback loops; and time scales and lags—developed by participants in an NSF-sponsored interdisciplinary workshop. As a broad and heterogeneous body of literature, environmental policy research reflects a diversity of methodological and theoretical approaches around institutions, actors, processes, and ideas. We integrate across multiple subfields and research programs to help identify complementarities in research that may support future interdisciplinary collaborative work. We conclude with a discussion of future research questions to help advance greater interdisciplinary research around human–landscape systems.  相似文献

Core themes of geomorphology include: open systems and connectivity; feedbacks and complexity; spatial differentiation of dominant physical processes within a landscape; and legacy effects of historical human use of resources. Core themes of ecology include: open systems and connectivity; hierarchical, heterogeneous, dynamic, and context-dependent characteristics of ecological patterns and processes; nonlinearity, thresholds, hysteresis, and resilience within ecosystems; and human effects. Core themes of environmental governance include: architecture of institutions and decision-making; agency, or ability of actors to prescribe behavior of people in relation to the environment; adaptiveness of social groups to environmental change; accountability and legitimacy of systems of governance; allocation of and access to resources; and thresholds and feedback loops within environmental policy. Core themes common to these disciplines include connectivity, feedbacks, tipping points or thresholds, and resiliency. Emphasizing these points of disciplinary overlap can facilitate interdisciplinary understanding of complex systems, as well as more effective management of landscapes and ecosystems by highlighting drivers of change within systems. We use a previously published conceptual framework to examine how these core themes can be integrated into interdisciplinary research for human–landscape systems via the example of a river.  相似文献

Adaptive strategies to deal with uncertainty in water management are often collaboratively developed. So far, however, little attention has been paid to the influence of collaboration on handling uncertainty through adaptive planning. In this paper, we study how collaboration has influenced the handling of uncertainty through adaptive planning for water management strategies for the IJsselmeer area in the Netherlands. We show how a fixation on certainty, different perspectives among actors and unclear responsibilities between arenas affect the handling of uncertainty, and found that it is adversely affected by collaboration. The use of adaptive planning challenged current water uses and system functions, creating resistance from actors. We conclude that developing a shared problem perception, creating a common understanding of uncertainties and ensuring a clear demarcation between the water system, its societal functions and water usage, are necessary to make adaptive planning successful in handling uncertainty.  相似文献

Due to the complex character of environmental issues there has been a call for change towards integration and co-operation on the development and environmental management scene. This holds true at all levels of society, from the global to the local. Due to cultural differences between different professions in municipalities, it may be hard to reach co-operation between different actors in municipal environmental management (MEM). Based on the present situation in Sweden in general and the municipality of Västera § s in particular, this paper discusses how co-operation in MEM may be promoted by the adoption of an environmental management system (EMS) in an entire municipality. Results from the study suggest that municipality-wide implementation of EMSs may help to bridge professional culture and language gaps. An EMS may provide the basis of a formal network that functions as a common platform and structure for environment-related discussion and work in different municipal authorities and companies, and thereby facilitate communication and co-operation among the actors in MEM.  相似文献

In many developed countries private arrangements have emerged in food governance. Following limited successes of state regulation, market actors and mechanisms are increasingly included in the environmental and safety governance of domestic and global food chains and networks. But do such private governance arrangements also work in domestic markets in developing countries? Pesticide use in vegetable supply is taken as a case to explore the role of market actors and dynamics in food safety governance in Vietnam. The so-called safe vegetable production system in the Red River Delta, introduced 10 years ago as a domestic alternative to conventional vegetable production, is analyzed through detailed monitoring of farmers, surveys of retailers and consumers, and in-depth interviews with state officials and vegetable traders. The paper finds limited success of this low-pesticide vegetable production, distribution and consumption system. This private arrangement in food governance lacked trust from market actors (especially consumers), and was short of an active state that organized transparency and got market actors involved. As such, market governance in food safety needs to be strong.  相似文献

Several studies attempt to explain how collaborative environmental governance processes operate, but the question of why collaboration relationships form has received much less attention. Motivated by this need, this paper provides insights to the broad question: why does collaborative river basin management in France depend so heavily on partnerships made up around a few actors? Accordingly, our analytical framework develops a transaction cost explanation for the extent to which participatory procedures help stakeholders to identify partners and initiate collaboration, and for the causal link between the attributes of these stakeholders and their partnerships. The p2 model is implemented to investigate partnership networks of the key actors that govern the management of the Gironde estuary, the study case. The results provide evidence that environmental institutions bring together heterogeneous actors who might not be ready for collaboration, thereby actors’ perceived power similarity; their geographical proximity and co-presence in formal fora limit transaction costs.  相似文献

In this paper, we present a comprehensive framework for analysing formal rules regulating the involvement of various actors in protected areas decision-making over time and apply it to Poland. Based on the analysis of legal acts and policy documents, we suggest that since the democratic transition started in 1989, the governance of Polish protected areas has been increasingly multi-level and participatory. However, different designations indicate different levels of involvement by non-state actors, with Natura 2000 standing out from the traditional protected areas. Regarding governance issues, establishing and taking management decisions were characterised by the greatest changes in actors’ involvement. While participation of non-public actors is still limited mostly to information and consultation, the involvement of non-state public actors of various levels increased significantly. The paper highlights the importance of a systematic analysis of legal rules as a starting point for empirical investigation of the governance of protected areas.  相似文献

In this study, we seek to verify the contributions made by three international standards to efforts by eight companies to reduce their environmental impacts and move toward sustainable development. The standards considered in this article are the International Organization for Standardization's (ISO) 9001 (quality), ISO 14001 (environmental management systems), and the Occupational Health and Safety Assessment Series (OHSAS) 18001. The eight companies analyzed for this study are located in the state of Rio Grande do Sul in Brazil. As part of this work, the authors generated a proposed sustainable positioning matrix and placed each company within one of four quadrants—economic approach, environmental approach, social approach, and sustainability approach—derived from the context of the Triple Bottom Line (Elkington, 2004 ).  相似文献

Mediterranean wetlands are of key interest in the preservation of biodiversity. However, their ecological water requirement is in constant competition with human uses, particularly in a context of aridity and climate change. This paper examines the case of the Ichkeul Lake‐Lagoon system located in the north of Tunisia in a river basin that is heavily contributing to the water supply of southern regions through water transfers. It maps out the various actors involved, their stakes, discourses and strategies, and explains the current degradation of the Ichkeul system by unpacking the decision‐making power of these actors. It confirms that marginal social groups, ecosystems and next generations are the main parties affected by current water allocation patterns.  相似文献

Institutional work focuses on the role of actors in creating, maintaining, or disrupting institutional structures. The concept has its origin in organisational studies. In this paper, we rethink and redefine institutional work to make it fit for use in the multi-actor and multi-level context of environmental governance. We survey key approaches to institutional change in the literature, and argue that institutional work should have a central place within this theorising. Drawing on the insights from this literature, we argue that studying institutional work should involve a look at both the actions taken by actors, as well as the resulting effects. We identify a critical need for attention to the fundamentally political character of institutional work, the cumulative effects of action taken by multiple actors, and communicative and discursive dimensions. Overall, the concept of institutional work opens up new possibilities for unpacking the longstanding challenge of understanding institutional change in environmental governance.  相似文献

We examine the advantages and disadvantages of a methodological framework designed to analyze the poorly understood relationships between the ecosystem properties of large portions of land, and their capacities (stocks) to provide goods and services (flows). These capacities (stocks) are referred to as landscape functions. The core of our assessment is a set of expert- and literature-driven binary links, expressing whether specific land uses or other environmental properties have a supportive or neutral role for given landscape functions. The binary links were applied to the environmental properties of 581 administrative units of Europe with widely differing environmental conditions and this resulted in a spatially explicit landscape function assessment. To check under what circumstances the binary links are able to replace complex interrelations, we compared the landscape function maps with independently generated continent-wide assessments (maps of ecosystem services or environmental parameters/indicators). This rigorous testing revealed that for 9 out of 15 functions the straightforward binary links work satisfactorily and generate plausible geographical patterns. This conclusion holds primarily for production functions. The sensitivity of the nine landscape functions to changes in land use was assessed with four land use scenarios (IPCC SRES). It was found that most European regions maintain their capacity to provide the selected services under any of the four scenarios, although in some cases at other locations within the region. At the proposed continental scale, the selected input parameters are thus valid proxies which can be used to assess the mid-term potential of landscapes to provide goods and services.  相似文献

The paper contributes to the research on understanding local global warming politics. Strategic documents from The Cities for Climate Protection Campaign (CCPC) are analysed to show how CCPC has constructed climate change protection as a local issue. The paper's premise is that the climate change issue must be translated or framed to enable actors to work with this problem in a local context, and that successful framing requires establishing a coherent method of describing social reality. CCPC emphasises that the different elements of local and global sustainable development agendas can be mutually reinforcing, and that climate change protection can be reconciled with local priorities and initiatives that reduce greenhouse gases (GHG). It is argued that this framing of climate change makes it difficult to see why and how climate change should be an important concern for local communities. The modest reductions of GHG in CCPC cities thus far highlights that finding meaningful new ways of linking the global and the local should be a core concern of CCPC.  相似文献

Food citizenship is considered a helpful tool for extending the debate about the rights and duties of citizens to the field of food, and for fomenting participation of all actors in the governance of agri-food systems. Despite its generalized use, this concept has still to be systematically defined. The objective of this article is to apply the analytical framework of citizenship to the food dimension in order to identify the features which, from an analytical perspective, characterise food citizenship. By reviewing the available literature, we identify which are the constituent elements associated with the current concept of citizenship and we explore the treatment that different food theory approaches give to them. We also analyze what are the characteristics attributed to food citizenship by scholars and food movement practitioners. In addition, we propose a theoretical model of food citizenship structured into eight propositions. These propositions have as core ideas an extended concept of the right to food, the assumption of obligations, the combination of public and private behavior, the individual and collective participation, the empowerment of all actors of the agri-food system, the promotion of justice, fairness and sustainability in food systems, and a cosmopolitan character of food citizenship. The theoretical model of food citizenship we propose is a framework under construction, but we believe it to be a useful tool to stimulate theoretical debate about the concept, guide empirical research and foment citizen awareness about food issues.  相似文献

ABSTRACT: A common framework for the analysis of water resources systems is the input-parameter-output representation. The system, described by its parameters, is driven by inputs and responds with outputs. To calibrate (estimate the parameters) models of these systems requires data on both inputs and outputs, both of which are subject to random errors. When one is uncertain as to whether the predominant source of error is associated with inputs or outputs, uncertainty also exists as to the correct specification of a calibration criterion. This paper develops and analyzes two alternative least squares criteria for calibrating a numerical water quality model. The first criterion assumes that errors are associated with inputs while the second assumes output errors. Statistical properties of the resulting estimators are examined under conditions of pure input or output error and mixed error conditions from a theoretical perspective and then using simulated results from a series of Monte Carlo experiments.  相似文献

The social and institutional context of infrastructure planning has shifted tremendously over recent decades. From top–down implementation, infrastructure planners are now forced to incorporate the demands and wishes of citizens and other external stakeholders. This paper adopts the analytical perspective of institutional work to analyse how a number of Dutch infrastructure planning organisations try to remain in control over these changes in their institutional context. Building on social systems thinking, this paper distinguishes three environments in which this control can play out: the internal environment over which an organisation has complete control, an external environment over which an organisation has little control and a transactional environment where the organisation, through its interactions with other actors, can influence institutional development. The paper concludes that while most forms of institutional work applied by the infrastructure planning organisations under study aim to change the organisations’ interactions with stakeholders, the forms of institutional work are predominantly located within the internal environment of planning organisations.  相似文献
