This article examines a research effort undertaken by a large electric utility to integrate a broad range of chemical management information in order to improve regulatory compliance, facilitate chemical management, identify opportunities for waste reduction, and support research applications. The chemical management system (CMS) integrated data from pre-existing MSDS and procurement databases. While CMS generally proved useful for a range of research applications, using CMS highlighted numerous problems in the underlying data and brought into question the feasibility of the CMS approach. In various ways this project highlighted many issues common to many electric utilities that must be resolved in order to achieve a successful integration of chemical management functions. The problems encountered, particularly those related to procurement data, were related to corporate policy and procedures, not to technical limitations of integrating these databases. This article shows how (as with any TQEM effort) the key to the success of a chemical management system is not to design such a system as a peripheral appendage, but rather as a primary component of mainstream business functions.  相似文献

An integrated system, consisting of Up-flow Anaerobic Sludge Blanket (UASB)-duckweed-tilapia ponds was used for recovery of sewage nutrients and water recycling. A UASB reactor with 40 liter working volume was used as pre-treatment unit followed by a series of three duckweed ponds for nitrogen recovery. The treated effluent and duckweed biomass was used to feed fishponds stocked with Nile tilapia (Oreochromis niloticus). The UASB reactor was fed with raw, domestic sewage at 6 h hydraulic retention time. The three duckweed ponds were stocked with Lemna gibba and fed with UASB effluent at 15 days hydraulic retention time. Nitrogen recovery from UASB effluent via duckweed biomass represented 81% of total nitrogen removal and 46.5% from the total nitrogen input to the system. In subsequent fishponds the nitrogen recovery from duckweed as fish feed was in the range of 13.4–20%. This nitrogen in fish biomass represented 10.6–11.5 g N from the total nitrogen in the raw sewage fed to the UASB reactor. The growth performance of tilapia (Oreochromis niloticus) showed specific growth rates (SGR) in the range of 0.53–0.97. The range of feed conversion ratio (FCR) and protein efficiency ratio (PER) were 1.2–2.2 and 2.1–2.28, respectively. The results of the experiments showed total fish yield and net fish yield in the range of 17–22.8 ton/ha/y and 11.8–15.7 ton/ha/y respectively. In conclusion UASB-duckweed-tilapia ponds provide marketable by-products in the form of duckweed and fish protein, which represent a cost recovery for sewage treatment.  相似文献

The author examines the provisions of the New International Economic Order (NIEO), and maintains that with or without a Common Fund, International Commodity Agreements are, and will remain, a recognized instrument for achieving the objectives of the NIEO. Because of various factors conducive to effective organization — including the convergence of interests among producing and consuming countries — the International Tin Agreement (ITA) has made some useful contributions. To meet the changing needs of 3M's expanding worldwide operations, its International Environmental Operations group is striving to enhance and integrate a global environmental management system. When well-designed, such systems not only can function to guarantee compliance with environmental regulations but also serve to help the company reap the benefits of going “beyond compliance.” They can also prepare facilities to meet the requirements of international standards, such as ISO 14000 or EMAS. An Environmental Management System (EMS) is a necessary step toward achieving sustainable development and gaining competitive advantage in the global marketplace. The challenge of constructing such a system can seem daunting to a multinational company confronted with the spectrum of regional environmental regulations/directives and its own diversity of business and social cultures. The Wanjiazhai Water Transfer Project, now under development by the Shanxi Province of China with World Bank assistance, is a pioneering undertaking providing massive integrated water transfer, to enable the 'parched' regions of northern China to be able to survive. The Wanjiazhai project will deliver some 1.76 million m3/day of fresh water from the Wanjiazhai Reservoir on the Yellow River, by means of a series of pumping stations tunnels, and other components, over a distance of some 285 km to the City of Taiyuan, which is the hub of one of China's major industrial zones. Due to the continuing growth of population and of associated industry and agriculture, the local water resources have become totally overutilised, although extensive recycling for industry and irrigation occurs. The current sustainability of the groundwater resources is seriously threatened, for the present water shortage is 0.43 million m3/day. In addition, because of the large production of pollutant discharges with insufficient attention to waste management, the local river has become grossly polluted. The only answer is a massive importation of water, which is the first step in the project now underway.The focus of the present paper is to examine how the overall project will incorporate essential components to ensure that the expensive imported water will be wisely utilized. To manage this problem the overall project includes a number of special components including: (i) a critical assessment of the new total water resources availability and its allocation between various users, including a pricing structure which assigns equal value to both local and imported water supplies, (ii) an optimization of use of clean technologies and of recycling by industries, as well as improved waste treatment, including the establishment of a financial revolving fund to assist in achieving these goals, (iii) a substantial strengthening of the community/regional water pollution control management operations, with adequate funding, so as to upgrade the municipal wastewater treatment system to restore the river to acceptable water quality levels and, (iv) the recharging of the groundwater basins with treated sewage effluents, plus recharging using floodwater runoff during the rainy seasons.  相似文献

The ability to access information for use in decision making is a well-recognized need within the context of management sciences. A similar need exists in order to make effective technical decisions pertaining to environmental resource management. Data bases are the principle vehicle by which scientists, engineers, and resource managers store and access environmental information. An integrated data-base mechanism is essential in order for federal agencies to manage programs such as enforcement of the Canadian Environmental Protection Act (CEPA), state of the environment (SOE) reporting, and the environmental assessment and review process (EARP). A data-base structure and data dissemination mechanism under current development within Environment Canada, Conservation and Protection, Atlantic Region, is presented along with some of its operational benefits and constraints.  相似文献

In this paper, the authors propose a mixed integer linear programming model for designing an Integrated Solid Waste Management System (ISWMS) to meet specific economic goals. The model refers to a set of municipalities, known as ‘local basin’, which have to share a common waste management system. At the municipal level the model allows for an identification of the optimal collection service option; at the local basin level, the model provides the optimal waste flow appropriate to the collection service option of each municipality. The model has been applied to a full-scale case study of an area located in southeast Italy. A scenario analysis was carried out to investigate alternative municipal solid waste management options, which fundamentally differ in the organic flow mass rate to be either collected and composted or landfilled. Findings show that an increase in the cost of landfilling determines the optimal collection scenario and the configuration plants tend to recover higher rates of organics in separate collection and thus higher refuse derived fuel productions. The results obtained validate the application of the model in both the strategic planning and operational phases, by supporting public administrators at both municipality and local basin level in decision making and evaluation of technical and economic performances of ISWMSs.  相似文献

Many management processes and tools can provide companies with information to support their environmental decision making. Risk assessment, environmental auditing, life cycle assessment and environmental reporting are but a few examples. Each of these has typically evolved independently as the need for it has arisen. Today, however, this abundance of tools can lead to confusion: What is the exact objective of each tool? How do they differ? Are some ‘better’ than others? Should they be used in parallel, sequentially or in place of each other? More importantly, how do they fit together into a coherent environmental management framework that will ensure sound environmental and economic decision making in a company? This paper seeks to answer these questions. It describes the overall environmental framework that has been developed internally within Procter & Gamble and which allows the company to make coherent economically and environmentally sound decisions, in both the short- and long-term.  相似文献

This article argues that much of the economic criticism of the Integrated Programme for Commodities has been based on outdated and simplistic models and that fears of ‘dirigisme’ and price raising derive from a misunderstanding of the fundamental focus of the IPC on price stabilization. Moreover, the proposed IPC would, it is argued, generate benefits significantly in exces of its costs, which themselves have often been exaggerated. The article concludes by arguing that compensatory finance should be viewed as complementary to, not competitive with, the IPC.  相似文献

The techno-economic and environmental performance of hybrid solar hydrogen energy systems was investigated to provide combined cooling, heating and power (CCHP) demands of a standalone greenhouse in Iran to achieve sustainable agriculture based on an optimization procedure. From the environmental point of view, by deploying hybrid energy systems, 83%, to 100% of emissions can be avoided. Also a sensitivity analysis was performed on the hybrid energy systems in order to study the effect of major parameter variation on the systems justification. It was concluded that hybrid solar systems are economically competitive with conventional systems, for high solar intensity locations with high diesel fuel prices and decreased prices for PV and hydrogen storage technology.  相似文献

Natural and technological disasters of the past have shown that such incidences significantly affect local and regional development. Faced with the task of ensuring economic, human and environmental development as well as insuring physical structures, planning authorities, insurance companies and emergency managers are looking for methodologies to identify highly sensitive areas in terms of their overall risk. Existing methodologies like the Natural Hazard Index for Megacities or the Total Place Vulnerability Index have limitations due to their sectoral approach, which makes them less useful for integrated spatial planning. This paper presents the Integrated Risk Assessment of Multi-Hazards as a new approach to serve as a basis for a spatial risk management process. The approach integrates various hazards into an integrated hazard map, combines this with the region's vulnerability and thus produces an integrated risk map. Moreover, the methodology offers a tool to derive weighting factors for hazards as well as for vulnerability components.  相似文献

In the present study, decolorization of a simulated dye waste containing three different triphenylmethane (TPM) dyes--Magenta, Malachite Green and Crystal Violet, was investigated in a laboratory scale, two-stage anaerobic high-rate reactor. The effect of various parameters (influent dye concentration, hydraulic and co-substrate loading rates) on color and COD removal efficiency of the reactor has been studied. It has been shown that the influent dye concentration had little effect on overall COD and color removal efficiency. More than 99% color removal and 96% COD removal efficiency were maintained even at a dye concentration of 500 mg/l and a dye loading rate of 1000 mg/l day. However, a minimum level of glucose as supplementary carbon source is required to maintain the maximum color removal efficiency and it drops appreciably when no glucose is added to the influent. The study also showed that the acidogenic phase of the reaction plays an important role in decolorization of the TPM dyes. In addition, the two-stage anaerobic reactor was observed to have distinct advantages over the single-stage system, as the drop in color and COD removal efficiency of stage 1 are adequately compensated by stage 2 of the reactor especially under high dye loading rates accompanied by low co-substrate loading and under reduced HRTs.  相似文献

This paper introduces an integrated assessment (IA) approach for a Canada-China joint research project that linked forest carbon sequestration, forest resource management, and local sustainability enhancement. The purpose of the IA was to improve the measurement of carbon in different land uses and vegetation covers, as well as to direct decision makers to those land uses or options as an CO2 emission reduction strategy while supporting rural sustainable development. In this connection, three questions are addressed in this paper:

In this article the authors assert that successful long-term pollution prevention will require changes in the culture and business practices of an organization such that the term “pollution prevention” eventually becomes obsolete. They envision firms evolving to a point where actions that today are referred to as pollution prevention will simply be part of standard business practices and thoroughly embedded in the firms' culture. Although pollution prevention projects and programs need to be highly visible at the outset to communicate throughout the organization and to demonstrate the benefits that can be gained, companies should adopt a long-term strategy aimed at making fundamental changes in the way they do business, rather than relying solely on piecemeal projects and special plans or programs. Such evolution of the firm will maximize the chances of meeting the dual challenges of business competitiveness and environmental stewardship. This article presents a vision for integrating environmental performance with business objectives and suggests practical steps to begin moving toward that vision.  相似文献

There has been much debate in recent years about whether or not water should be regarded as an 'economic good', and, if so, what this implies. This paper discusses both water resources in general and the more specific issue of domestic water supply within the context of current debates on sustainable development. It addresses some practical and some more philosophical aspects of the matter, and how these relate to the concerns of different international organisations involved in the sector. Beginning with E. O. Wilson’s notion of biophilia, our “innate tendency to focus on life and life-like processes,” I construct an environmental virtue with the same name that meets certain criteria an environmental virtue should meet. I argue that this virtue can have its status as a virtue by its contribution to human flourishing, while having care for live nature as its target, and care about live nature as its affective content. I explore its characteristics as both an individual and a collective virtue, and finally show how cultivation of it might serve to unite various communities in the cause of preserving biodiversity.  相似文献
