Many countries in sub‐Saharan Africa have adopted similar approaches to tackle the challenges of rural water supply, including community‐based management, community participation and the demand‐responsive approach. These are often combined with nationwide programmes of capacity‐building and decentralization. This paper first shows how Uganda has adopted these approaches in its rural water supply programme. Based on Government documents, we construct an organizational framework that illustrates the overall programme and outlines the roles and responsibilities which actors are expected to fulfil. Second, based on interviews with sector staff and a review of Government documents, the paper examines challenges to successfully “walk the talk”; that is, it provides insight into challenges affecting programme implementation. Among numerous difficulties, two key issues are highlighted: local political interference and the weak capacity of local governments. Concerning local political interference, local planning processes need to be reformed so that local politicians commit more strongly to improving water supply. Regarding local government capacity, the Government department responsible for the programme has established eight regional units that provide support to local governments. This promising strategy, combined with more appropriate engagement and the commitment of local politicians, should help to improve the implementation of the rural water supply programme in Uganda.  相似文献

DOI: 10.1111/jawr.12006 Abstract: Results from the Upper Midwest Major River Basin (MRB3) SPARROW model and underlying Fluxmaster load estimates were compared with detailed data available in the Lake Erie and Ohio River watersheds. Fluxmaster and SPARROW estimates of tributary loads tend to be biased low for total phosphorus and high for total nitrogen. These and other limitations of the application led to an overestimation of the relative contribution of point sources vs. nonpoint sources of phosphorus to eutrophication conditions in Lake Erie, when compared with direct estimates for data‐rich Ohio tributaries. These limitations include the use of a decade‐old reference point (2002), lack of modeling of dissolved phosphorus, lack of inclusion of inputs from the Canadian Lake Erie watersheds and from Lake Huron, and the choice to summarize results for the entire United States Lake Erie watershed, as opposed to the key Western and Central Basin watersheds that drive Lake Erie’s eutrophication processes. Although the MRB3 SPARROW model helps to meet a critical need by modeling unmonitored watersheds and ranking rivers by their estimated relative contributions, we recommend caution in use of the MRB3 SPARRROW model for Lake Erie management, and argue that the management of agricultural nonpoint sources should continue to be the primary focus for the Western and Central Basins of Lake Erie.  相似文献

ABSTRACT: The State of Texas has initiated the development of a Total Maximum Daily Load program in the Bosque River Watershed, where point and nonpoint sources of pollution are a concern. Soil Water Assessment Tool (SWAT) was validated for flow, sediment, and nutrients in the watershed to evaluate alternative management scenarios and estimate their effects in controlling pollution. This paper discusses the calibration and validation at two locations, Hico and Valley Mills, along the North Bosque River. Calibration for flow was performed from 1960 through 1998. Sediment and nutrient calibration was done from 1993 through 1997 at Hico and from 1996 through 1997 at Valley Mills. Model validation was performed for 1998. Time series plots and statistical measures were used to verify model predictions. Predicted values generally matched well with the observed values during calibration and validation (R2≥ 0.6 and Nash‐Suttcliffe Efficiency ≥ 0.5, in most instances) except for some underprediction of nitrogen during calibration at both locations and sediment and organic nutrients during validation at Valley Mills. This study showed that SWAT was able to predict flow, sediment, and nutrients successfully and can be used to study the effects of alternative management scenarios.  相似文献

This study analyzed stream characteristics in a mountain watershed in southwestern Colorado and developed a three‐level hierarchical classification scheme using national datasets to demonstrate jurisdictional evaluation as “waters of the United States (U.S.)” under U.S. Clean Water Act Section 404 at the watershed scale. The National Hydrography Dataset and USGS StreamStats were used with field observations to classify streams in the 53 km2 Cement Creek Watershed based on flow duration (Level 1), stream order (Level 2), and other biophysical metrics (Level 3). Kruskal‐Wallis tests and discriminant analysis showed significant differences among Level 2 classes. Level 3 classification used cluster analysis for stream length, distance to the downstream traditional navigable water (TNW), and the ratio of mean annual flow from the source stream to the TNW. Results showed all perennial and intermittent streams are jurisdictional relatively permanent waters (RPWs), which include over a third of all streams, 64% are intermittent or ephemeral, and almost half are ephemeral first order. All ephemeral reaches are non‐RPWs requiring significant nexus evaluation to determine jurisdiction. These ephemeral first‐order streams can contribute 5% of the annual flow to the TNW at the confluence, while the Cement Creek main stem contributes 21% of the TNW flow. The study demonstrated that the classification provides key biophysical and regulatory information to aid jurisdictional evaluations in mountain watersheds.  相似文献

Climate change poses water resource challenges for many already water stressed watersheds throughout the world. One such watershed is the Upper Neuse Watershed in North Carolina, which serves as a water source for the large and growing Research Triangle Park region. The aim of this study was to quantify possible changes in the watershed’s water balance due to climate change. To do this, we used the Soil and Water Assessment Tool (SWAT) model forced with different climate scenarios for baseline, mid‐century, and end‐century time periods using five different downscaled General Circulation Models. Before running these scenarios, the SWAT model was calibrated and validated using daily streamflow records within the watershed. The study results suggest that, even under a mitigation scenario, precipitation will increase by 7.7% from the baseline to mid‐century time period and by 9.8% between the baseline and end‐century time period. Over the same periods, evapotranspiration (ET) would decrease by 5.5 and 7.6%, water yield would increase by 25.1% and 33.2%, and soil water would increase by 1.4% and 1.9%. Perhaps most importantly, the model results show, under a high emission scenario, large seasonal differences with ET estimated to decrease by up to 42% and water yield to increase by up to 157% in late summer and fall. Planning for the wetter predicted future and corresponding seasonal changes will be critical for mitigating the impacts of climate change on water resources.  相似文献

Management efforts to control excess algal growth in the Neuse River and Estuary, North Carolina began in the 1980s, with an initial focus on phosphorus (P) input reduction. However, continued water quality problems in the 1990s led to development of a Total Maximum Daily Load (TMDL) for nitrogen (N) in 1999 to improve conditions in N-sensitive estuarine waters. Evaluation of the effectiveness of management actions implemented in the Neuse River basin is a challenging endeavor due to natural variations in N export associated with climate. A simplified approach is presented that allows evaluation of trends in flow-normalized nutrient loading to provide feedback on effectiveness of implemented actions to reduce N loading to estuarine waters. The approach is applied to five watershed locations, including the headwaters of the Neuse Estuary. Decreases in nitrate + nitrite (NO3–N) concentrations occurred throughout the basin and were largest just downstream of the Raleigh metropolitan area. Conversely, concentrations of total Kjeldahl N (TKN) increased at many stations, particularly under high flow conditions. This indicates a relative increase in organic N (Org-N) inputs since the mid-1990s. Overall, patterns in different N fractions at watershed stations indicate both partial success in reducing N inputs and ongoing challenges for N loading under high flow conditions. In downstream waters, NO3–N concentrations decreased concurrent with TMDL implementation in the upper portion of the estuary but not in the middle and lower reaches. The lack of progress in the middle and lower reaches of the estuary may, at least in part, be affected by remineralization of settled particle-bound N deposited under high river flows.  相似文献

The Phase 5.3 Watershed Model simulates the Chesapeake watershed land use, river flows, and the associated transport and fate of nutrient and sediment loads to the Chesapeake Bay. The Phase 5.3 Model is the most recent of a series of increasingly refined versions of a model that have been operational for more than two decades. The Phase 5.3 Model, in conjunction with models of the Chesapeake airshed and estuary, provides estimates of management actions needed to protect water quality, achieve Chesapeake water quality standards, and restore living resources. The Phase 5.3 Watershed Model tracks nutrient and sediment load estimates of the entire 166,000 km2 watershed, including loads from all six watershed states. The creation of software systems, input datasets, and calibration methods were important aspects of the model development process. A community model approach was taken with model development and application, and the model was developed by a broad coalition of model practitioners including environmental engineers, scientists, and environmental managers. Among the users of the Phase 5.3 Model are the Chesapeake watershed states and local governments, consultants, river basin commissions, and universities. Development and application of the model are described, as well as key scenarios ranging from high nutrient and sediment load conditions if no management actions were taken in the watershed, to low load estimates of an all‐forested condition.  相似文献

Recent findings in the Umpqua River Basin in southwestern Oregon illustrate a tension in the rise of both community-based and watershed-based approaches to aquatic resource management. While community-based institutions such as watershed councils offer relief from the government control landowners dislike, community-based approaches impinge on landowners' strong belief in independence and private property rights. Watershed councils do offer the local control landowners advocate; however, institutional success hinges on watershed councils' ability to reduce bureaucracy, foster productive discussion and understanding among stakeholders, and provide financial, technical, and coordination support. Yet, to accomplish these tasks current watershed councils rely on the fiscal and technical capital of the very governmental entities that landowners distrust. Adaptive management provides a basis for addressing the apparent tension by incorporating landowners' belief in environmental resilience and acceptance of experimentation that rejects “one size fits all solutions.” Therefore community-based adaptive watershed management provides watershed councils a framework that balances landowners' independence and fear of government intrusion, acknowledges the benefits of community cooperation through watershed councils, and enables ecological assessment of landowner-preferred practices. Community-based adaptive management integrates social and ecological suitability to achieve conservation outcomes by providing landowners the flexibility to use a diverse set of conservation practices to achieve desired ecological outcomes, instead of imposing regulations or specific practices.  相似文献

In 1998 the Washington State Legislature enacted the Watershed Planning Act, which encourages local governments to develop watershed plans using collaborative processes. Objectives of the statute are to address water resource and water quality issues, salmon habitat needs and to establish instream flows. This exploratory study sought to examine two aspects of how local governments are implementing the Act: challenges and benefits associated with collaborative watershed planning and the capacity of local governments to conduct collaborative watershed planning. Using documents and interview data from four cases, it was found that all planning groups experience similar challenges, although newer planning groups experienced more challenges than groups with previous planning experience. Challenges include issues surrounding the collaborative process, interagency co-ordination and trust. Local governments struggle with building capacity to plan, particularly in the areas of funding, technical expertise, incentives for participation, adequate time to conduct planning and questions regarding appropriate scale and scope of their planning efforts. Despite the challenges, collaborative watershed planning is well underway, with more than 37 planning units conducting planning under the Act.  相似文献

ABSTRACT: Integrated watershed management in the Lower Mississippi Alluvial Plain (Delta) requires blending federal, state, and local authority. The federal government has preeminent authority over interstate navigable waters. Conversely, state and local governments have authority vital for comprehensive watershed management. In the Delta, integrating three broad legal and administrative regimes: (1) flood control, (2) agricultural watershed management, and (3) natural resources and environmental management, is vital for comprehensive intrastate watershed, and interstate river basin management. Federal Mississippi River flood control projects incorporated previous state and local efforts. Similarly, federal agricultural programs in the River's tributary headwaters adopted watershed management and were integrated into flood control efforts. These legal and administrative regimes implement national policy largely in cooperation with and through technical and financial assistance to local agencies such as levee commissions and soil and water conservation districts. This administrative infrastructure could address new national concerns such as nonpoint source pollution which require a watershed scale management approach. However, the natural resources and environmental management regime lacks a local administrative infrastructure. Many governmental and non governmental coordinating organizations have recently formed to address this shortcoming in the Delta. With federal and state leadership and support, these organizations could provide mechanisms to better integrate natural resources and environmental issues into the Delta's existing local administrative infrastructure.  相似文献

We present conceptual and quantitative models that predict changes in fertilizer‐derived nitrogen delivery from rowcrop landscapes caused by agricultural conservation efforts implemented to reduce nutrient inputs and transport and increase nutrient retention in the landscape. To evaluate the relative importance of changes in the sources, transport, and sinks of fertilizer‐derived nitrogen across a region, we use the spatially explicit SPAtially Referenced Regression On Watershed attributes watershed model to map the distribution, at the small watershed scale within the Upper Mississippi‐Ohio River Basin (UMORB), of: (1) fertilizer inputs; (2) nutrient attenuation during delivery of those inputs to the UMORB outlet; and (3) nitrogen export from the UMORB outlet. Comparing these spatial distributions suggests that the amount of fertilizer input and degree of nutrient attenuation are both important in determining the extent of nitrogen export. From a management perspective, this means that agricultural conservation efforts to reduce nitrogen export would benefit by: (1) expanding their focus to include activities that restore and enhance nutrient processing in these highly altered landscapes; and (2) targeting specific types of best management practices to watersheds where they will be most valuable. Doing so successfully may result in a shift in current approaches to conservation planning, outreach, and funding.  相似文献

Salinity in the Upper Colorado River Basin (UCRB) is due to both natural sources and processes, and anthropogenic activities. Given economic damage due to salinity of $295 million in 2010, understanding salinity sources and production together with transport are of great importance. SPAtially Referenced Regressions On Watershed (SPARROW) is a nonlinear regression water quality model that simulates sources and transport of contaminants such as dissolved‐solids. However, SPARROW simulations of dissolved‐solids in the UCRB only represent conditions through 1998 due to limited data availability. More importantly, prior simulations focused on a single year calibration and its transferability to other years, and the validity of this approach is questionable, given the changing hydrologic and climatic conditions. This study presents different calibration approaches to assess the best approach for reducing model uncertainty. This study conducted simulations from 1999 to 2011, and the results showed good model accuracy. However, the number of monitoring stations decreased significantly in recent years resulting in higher model uncertainty. The uncertainty analysis was conducted using SPARROW results and bootstrapping. The results suggest that the watershed rankings based on salinity yields changed due to the uncertainty analysis and therefore, uncertainty consideration should be an important part of the management strategy.  相似文献

ABSTRACT: Watershed management strategies generally involve controlling nonpoint source pollution by implementing various best management practices (BMPs). Currently, stormwater management programs in most states use a performance‐based approach to implement onsite BMPs. This approach fails to link the onsite BMP performance directly to receiving water quality benefits, and it does not take into account the combined treatment effects of all the stormwater management practices within a watershed. To address these issues, this paper proposes a water quality‐based BMP planning approach for effective nonpoint source pollution control at a watershed scale. A coupled modeling system consisting of a watershed model (HSPF) and a receiving water quality model (CE‐QUAL‐W2) was developed to establish the linkage between BMP performance and receiving water quality targets. A Monte Carlo simulation approach was utilized to develop alternative BMP strategies at a watershed level. The developed methodology was applied to the Swift Creek Reservoir watershed in Virginia, and the results show that the proposed approach allows for the development of BMP strategies that lead to full compliance with water quality requirements.  相似文献

SPAtially Referenced Regression on Watershed models developed for the Upper Midwest were used to help evaluate the nitrogen‐load reductions likely to be achieved by a variety of agricultural conservation practices in the Upper Mississippi‐Ohio River Basin (UMORB) and to compare these reductions to the 45% nitrogen‐load reduction proposed to remediate hypoxia in the Gulf of Mexico (GoM). Our results indicate that nitrogen‐management practices (improved fertilizer management and cover crops) fall short of achieving this goal, even if adopted on all cropland in the region. The goal of a 45% decrease in loads to the GoM can only be achieved through the coupling of nitrogen‐management practices with innovative nitrogen‐removal practices such as tile‐drainage treatment wetlands, drainage–ditch enhancements, stream‐channel restoration, and floodplain reconnection. Combining nitrogen‐management practices with nitrogen‐removal practices can dramatically reduce nutrient export from agricultural landscapes while minimizing impacts to agricultural production. With this approach, it may be possible to meet the 45% nutrient reduction goal while converting less than 1% of cropland in the UMORB to nitrogen‐removal practices. Conservationists, policy makers, and agricultural producers seeking a workable strategy to reduce nitrogen export from the Corn Belt will need to consider a combination of nitrogen‐management practices at the field scale and diverse nitrogen‐removal practices at the landscape scale.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00570.x Abstract: Watershed‐scale water‐quality simulation tools provide a convenient and economical means to evaluate the environmental impacts of conservation practices. However, confidence in the simulation tool’s ability to accurately represent and capture the inherent variability of a watershed is dependent upon high quality input data and subsequent calibration. A four‐stage iterative and rigorous calibration procedure is outlined and demonstrated for Soil Water Analysis Tool (SWAT) using data from Upper Big Walnut Creek (UBWC) watershed in central Ohio, USA. The four stages and the sequence of their application were: (1) parameter selection, (2) hydrology calibration, (3) crop yield calibration, and (4) nutrient loading calibration. Following the calibration, validation was completed on a 10 year period. Nash‐Sutcliffe efficiencies for streamflow over the validation period were 0.5 for daily, 0.86 for monthly, and 0.87 for annual. Prediction efficiencies for crop yields during the validation period were 0.69 for corn, 0.54 for soybeans, and 0.61 for wheat. Nitrogen loading prediction efficiency was 0.66. Compared to traditional calibration approaches (no crop yield calibration), the four‐stage approach (with crop yield calibration) produced improved prediction efficiencies, especially for nutrient balances.  相似文献

ABSTRACT: Watershed management decision making is a complex process. Cooperation and communication among federal, state, and local stakeholders is required while balancing biophysical and socioeconomic concerns. The public is taking part in environmental decisions, and the need for technology transfer from public agencies to stakeholders is increasing. Information technology has had a profound influence on watershed management over the past decade. Advances in data acquisition through remote sensing, data utilization through geographic information systems (GIS), and data sharing through the Internet have provided watershed managers access to more information for management decisions. In the future, applications incorporating hydrologic simulation models, GIS, and decision support systems will be deployed through the Internet. In addition to challenges in making complex modeling technology available to diverse audiences, new information technology issues, such as interoperability, Internet access, and security, are introduced when GIS, simulation models, and decision support systems are integrated in an Internet environment. This paper presents a review of current use of information technology in watershed management decision making and a discussion of issues created when developing Internet based, integrated watershed management decision support systems. A prototype spatial decision support system (SDSS) for rangeland watershed management was developed using web services, which are components that communicate using text based messages, thus eliminating proprietary protocols. This new framework provides an extensible, accessible, and interoperable approach for SDSS.  相似文献

A plethora of terms are used to describe the form of governance of complex social‐ecological systems, such as multi‐level governance, polycentricity and network governance. This plethora of terms is associated with a diffuse literature from which it can be challenging to identify which variables are important for investigation of the governance system and what questions could be asked. The purpose of this article is to present the development of a guide for the analysis of the complex governance systems of renewable natural resources, informed by a breadth of literature from which key characteristics, challenges and concepts are identified. The guide consists of three dimensions: multiplicities of levels, actors and institutions; the existence, opportunities for, and challenges of, interactions within and between levels (vertical and horizontal interactions); and an assessment of governance performance through application of governance principles. The guide is applied to a case study of mangrove forests in Kenya, to illustrate its utility in generating understanding and identification of challenges and opportunities for more effective multi‐level governance. It is proposed that the guide could be beneficial to researchers and practitioners seeking to develop an understanding of structures, performance and outcomes of multi‐level governance.  相似文献

There is an increasing need for improved process‐based planning tools to assist watershed managers in the selection and placement of effective best management practices (BMPs). In this article, we present an approach, based on the Water Erosion Prediction Project model and a pesticide transport model, to identify dominant hydrologic flow paths and critical source areas for a variety of pollutant types. We use this approach to compare the relative impacts of BMPs on hydrology, erosion, sediment, and pollutant delivery within different landscapes. Specifically, we focus on using this approach to understand what factors promoted and/or hindered BMP effectiveness at three Conservation Effects Assessment Project watersheds: Paradise Creek Watershed in Idaho, Walnut Creek Watershed in Iowa, and Goodwater Creek Experimental Watershed in Missouri. These watersheds were first broken down into unique land types based on soil and topographic characteristics. We used the model to assess BMP effectiveness in each of these land types. This simple process‐based modeling approach provided valuable insights that are not generally available to planners when selecting and locating BMPs and helped explain fundamental reasons why long‐term improvement in water quality of these three watersheds has yet to be completely realized.  相似文献

ABSTRACT: In 1996, the Big Thompson Watershed Forum (BTWF) was formed “to assess and protect the quality of water” in the Big Thompson Watershed in northern Colorado. However, until 1999, water quality monitoring in the watershed was performed by many state, local, and federal agencies with no coordination among programs and with few efforts toward efficiency, data comparability, or information exchange. To better meet the needs of its stakeholders, the BTWF since 1999 has been actively pursuing the design and implementation of a cooperative water quality monitoring program. The program design involved consensus building among the funding participants, primarily drinking water providers. The final design included 38 parameters to be sampled 15 times per year at 24 stream and canal locations plus two reservoirs. Although the collaborative consensus based approach has been successful for the BTWF, this approach has its drawbacks; most notable among these are the time and labor this approach requires. Also, the BTWF struggled with achieving equal representation of all interests, since those agencies that provided funding had the greatest voice in the final product. While a collaborative approach may not always be best for monitoring program design, it should be appropriate for many watershed organizations that face the common problem of severe financial constraints.  相似文献
