ABSTRACT Providing adequate water supplies of good quality is becoming a serious problem in many areas of the United States. Some of the alternatives proposed for meeting the growing shortage of clean-water or cheap-water are reallocation, reuse, and importation. This paper outlines a methodology to assess all of these water supply alternatives by examining the amount and time-staging for development of water sources. In conceptualizing the problem, sources of supply are classified in three categories: primary or base supplies, secondary or effluent supplies, and supplementary or imported supplies. A model of the water system is formulated as a “transportation problem” in linear programming depicting the possible sources of supply which can be used to satisfy the requirements of various water users. The optimizing objective in the model is to minimize the cost of water under various assumptions for operating the system. A case study of the Salt Lake Qty, Utah, area is used to illustrate the application of the model in obtaining optimal water supply allocations for projected future demands. Assessment of alternatives in the study include redistribution of supplies, time-staging of supplies and related treatment facilities, and sensitivity of allocations to changes in costs.  相似文献

ABSTRACT: Most southwestern cities were founded along rivers or in areas having springs or readily available ground water. Because of the generally sparse precipitation, the renewable fresh water supply in the Southwest is smaller than most other areas of the United States. Despite the arid climate, water use has increased rapidly, first in the form of irrigation, and more recently the use in cities. This has caused extensive development of local water resources and overdraft of ground water basins in some areas. It is difficult to implement new local supplies and importation projects due to a myriad of environmental and legal constraints and a general shortage of public funds. Various opportunities and plans for water management, both on the demand and supply sides, are discussed. Evolving water strategies in four metropolitan areas - El Paso, Albuquerque, Las Vegas, and Phoenix - and issues regarding the Central Arizona Project are presented.  相似文献

ABSTRACT: A growing number of developing communities in New Jersey is planning for an ultimate population that would be supplied by endogenous sources of water. At the state and national level, however, reliance on exogenous sources appears to be in favor. Both viewpoints, of course, recognize that water supply is one of the major critical factors in determining the capacity of a land area to support population. Three planning issues that bear on this endogenous-exogenous source controversy are discussed: 1) deep aquifers which have recharge areas in other political jurisdictions and are therefore regulated by other bodies will not count as an endogenous source, reliance will be placed only on shallow water table aquifers which are recharged by local precipitation; 2) total development of the groundwater resources of a headwaters community could result in severe base flow diminishment, thereby supporting the notion that these communities have a regional responsibility to restrict their growth so as to preserve and protect the water supply for downstream users; and 3) yield decrementing estimates, i.e., how much recharge water is lost to runoff as a consequence of development, are needed in order to assess the magnitude of local water resources.  相似文献

ABSTRACT: Techniques of optimization and simulation are merged to select the most efficient arrangement of components for regional water resources development and management. Application is made to the Elkhorn River Basin in Nebraska. The Basin extends over 7,000 square miles and includes 184 proposed reservoirs. Structure sizes, locations and operating policies are selected for optimal plans based on economic efficiency and regional development. Results indicate that substantial savings in time and costs over conventional planning techniques are effected. Agreement between model output and agency design values was noted.  相似文献

ABSTRACT: A computer program (MAPS - Methodology for Areawide Planning Studies) has been developed by the U.S. Army Corps of Engineers, Waterways Experiment Station to assist planners in producing a comprehensive array of alternatives without sacrificing the detail and accuracy of the analyses. MAPS is a set of computer based models which can be used to simulate the water resource alternatives and to develop planning level design and cost estimates. Two application examples are discussed. The Salinas-Monterey (California) Urban Study sought to identify and determine cost of combinations of water source, transmission, and treatment to meet an array of water needs in future years. The Nashville (Tennessee) Urban Study had similar objectives but the output was prepared on a service area basis for more than 40 such units. Using MAPS it was possible to prepare planning level design and cost estimates for a very large number of alternatives.  相似文献

The use of linear programming as a planning tool for determining the optimal long-range development of an urban water supply system was explored. A stochastic trace of water demand was synthesized and used as an input to the model. This permitted evaluating the feasibility of imposing demand restrictions as an effective cost reduction mechanism. The City of Lincoln, Nebraska, was used as the urban model. The fundamental problem was to allocate limited water supplies from several sources to an urban load center to minimize costs and comply with system constraints. The study period covered twenty years, and findings indicate the planning direction for stage development during this period. Sensitivity analyses were performed on cost coefficients and demands. Thirteen sources were included in the initial computations. Conclusions were that linear programming and generated demand traces are useful tools for both short- and long-term urban water supply planning. Lowering peak demands results in long-range development of fewer sources of supply and more economic and efficient use of the supplies developed.  相似文献

ABSTRACT: Contamination of supplies by a wide variety of pollutants has long presented water managers with difficult problems. In the last fifteen years the issue of groundwater contamination has received a great deal of attention. Most work has focused on the source side of the problem. Questions have included: where do pollutants come from, how widespread is the problem, and what are the effects of the contaminants on human health and the environment? Very little work, however, has yet been done on the response side of this issue. Are water managers aware of water pollution problems (actual or potential) and their magnitude, and how well prepared are they to deal with contamination situations if they should develop? This paper reports results from a study of such questions for the southern New Jersey area. The study was intended to assess both the methodological and substantive issues involved in an empirical investigation of response capability. In addition to reporting methodological findings, the paper concludes that, while problem awareness is relatively high, actual preparedness and response capabilities are strikingly low.  相似文献

ABSTRACT: This paper examines the cost of water supply for small and mid-sized private water utilities. An econometric approach was employed in which data on utility costs and characteristics were used to estimate a total water supply cost function from which average and marginal costs were derived. The results suggest that although average and marginal costs decline with output, the rate of decline rapidly approaches zero, and unit costs therefore appear to remain relatively constant over a wide range of output. Implications of the results for pricing policy are examined.  相似文献

ABSTRACT. Characterizing ecological indicators such as water quality is necessary to effectively manage human-dominated systems such as the New Jersey Pinelands. Pinelands surface waters are naturally acidic and low in nutrients and other dissolved substances. Water quality for 14 Pinelands stream sites monitored by the U.S. Geological Survey was characterized in relation to land use. A gradient of increasing pH, specific conductance, and concentration of dissolved calcium, dissolved magnesium, total nitrite + nitrate-nitrogen, total ammonia-nitrogen, and total phosphorus was associated with a watershed disturbance gradient of increasing land use intensity and waste water flow. These two parallel gradients emphasized the significant effect that watershed disturbance can have on natural water chemistry in the Pinelands. The results of this study can be applied to planning and regulatory programs in the Pinelands.  相似文献

ABSTRACT. A rationale is set forth for requiring and/or encouraging the consolidation or regionalization of all systems beneath certain population size levels based on the small water systems’ capability to produce an adequate supply of safe drinking water at a reasonable cost to customers. Estimates for basic costs of water service including personnel, other operation and maintenance and capital are made and a range of water rates is suggested based on reasonableness and acceptability to customers. Guidelines are then drawn for a moderate rate of $10.00 per month and an upper limit rate of $15.00 per month to show the sizes at which public water systems might be expected to achieve fiscal viability. Finally, recommendations are made to State and Federal governmental agencies concerning possible legislation, plans and programs to achieve better public water service through the regionalization or consolidation of small public water systems.  相似文献

ABSTRACT: Major parameters and optimum storage volumes of rooftop rain water harvesting systems (RRWHSs) have not been investigated in detail in Taiwan. Accordingly, the four major parameters of RRWHSs were herein identified and elucidated using a simulation method. Because the performance of the RRWHSs is sensitive to the runoff coefficient, a field experiment was conducted to determine the runoff coefficient more precisely for various types of roofs. A simulation model including production theory was developed and employed to estimate the most cost effective combination of the roof area and the storage capacity that best supplies a specific volume of water. Consequently, the expansion path of optimum solutions for different volumetric reliability of water supply can be determined. Additionally, the method based on the marginal rate of substitution can be used for determining the rational volumetric reliability. The procedures developed herein constitute an effective tool for preliminarily estimating the most satisfactory storage capacity of any specific roof area and for determining the rational reliability of a corresponding water supply.  相似文献

ABSTRACT: The cost of water service to rural residents is very high compared to urban areas. This is true even after subsidization by Farmers Home Administration (FmHA) loans and grants. Capital cost data on 44 projects financed by the Ohio office of the FmHA during the period August 1968 to January 1977 are used to derive cost equations for 26 components of rural water distribution systems. These components represent 92 percent of the capital cost of the pipeline distribution systems studied. The data can be used to economically design rural water supply systems from a capital cost viewpoint. More data are needed on operation and maintenance costs as well as central and cluster well costs before totally economic system designs can be undertaken.  相似文献

ABSTRACT: A mathematical programming model is proposed to determine economically efficient urban water resource allocation and pricing policy by maximizing the sum of the consumer and producer surplus. The optimization of this nonlinear problem is accomplished by the use of linear programming algorithm. The feasibility of using recycled water for municipal purposes is examined in a planning context. The impact of higher water quality discharge standards on pricing and allocation of water is analyzed and the attractiveness of water reuse option is demonstrated.  相似文献

ABSTRACT: This paper reports on new methods of linking climate change scenarios with hydrologic, agricultural an water planning models to study future water availability for agriculture, an essential element of sustainability. The study is based on the integration of models of water supply and demand, and of crop growth and irrigation management. Consistent modeling assumptions, available databases, and scenario simulations are used to capture a range of possible future conditions. The linked models include WATBAL for water supply; CERES, SOYGRO, and CROPWAT for crop and irrigation modeling; and WEAP for water demand forecasting, planning and evaluation. These models are applied to the U.S. Cornbelt using forecasts of climate change, agricultural production, population and GDP growth. Results suggest that, at least in the near term, the relative abundance of water for agriculture can be maintained under climate change conditions. However, increased water demands from urban growth, increases in reservoir evaporation and increases in crop consumptive use must be accommodated by timely improvements in crop, irrigation and drainage technology, water management, and institutions. These improvements are likely to require substantial resources and expertise. In the highly irrigated basins of the region, irrigation demand greatly exceeds industrial and municipal demands. When improvements in irrigation efficiency are tested, these basins respond by reducing demand and lessening environmental stress with an improvement in system reliability, effects particularly evident under a high technology scenario. Rain-fed lands in the Cornbelt are not forced to invest in irrigation, but there is some concern about increased water-logging during the spring and consequent required increased investment in agricultural drainage. One major water region in the Cornbelt also provides a useful caveat: change will not necessarily be continuous and monotonic. Under one GCM scenario for the 2010s, the region shows a significant decrease in system reliability, while the scenario for the 2020s shows an increase.  相似文献

ABSTRACT: Public awareness of the importance of protecting the nation's water supplies is growing. Recent studies have shown a substantial increase in the perceived value of protecting water supplies for future use. In the Northeast, much of the water supply comes from ground water. This paper examines three test cases, each with different approaches for using geographic information systems (GIS) for ground water protection planning. In Wellfleet, Massachusetts, build-out scenarios were used to support regulatory and land acquisition decisions for siting a public water supply well. In Hadley, Massachusetts, the focus was on a decision support model for septic suitability assessment in support of regulatory efforts and infrastructure expansion. For Cortland County, New York, an interactive graphic user interface was created to facilitate the manipulation and recombination of a large volume of data by county officials to target ground water pollution prevention efforts. As personal computers become more powerful and inexpensive, and GIS data become more readily available, community and county governments are turning to GIS as a tool for developing comprehensive resource protection plans. Once appropriate data are input, a GIS can effectively and efficiently be used to derive outcomes of various land use plans and regulations.  相似文献

ABSTRACT: In order to determine design capacities for various components of municipal and rural domestic water supply systems, engineers must estimate water requirements for an entire year (water rights), for the peak season (reservoir storage), for the peak day (pump or treatment plant size), and for peak hour (pipeline sizes). Historically, per capita water use rates have varied greatly between systems, particularly in semiarid regions where outdoor demands are large. The resulting uncertainty in design capacity estimates can cause either inadequate capacities or premature investment. In order to minimize that uncertainty multiple regression and frequency analyses were made of the various water demand parameters mentioned above for 14 systems in Utah and Colorado. Specifically, demand functions are reported for average month, peak month, and peak day. Peak hour demands were also studied but are reported in a different paper. The independent variables which were significant for monthly and daily demands were price of water and an outdoor use index which includes the effect of variation in landscaped area and accounts for use of supplementary ditch or pressure irrigation systems. The demand functions were developed with data from systems varying in size from very small low density rural systems to Salt Lake City's water system. The correlation coefficients (R2) vary from 0.80 to 0.95.  相似文献

ABSTRACT: Evaporative heat loss is an essential component of any heat budget used for the modeling of lake water temperatures. Seven evaporative heat loss equations were tested in a year-round, physically-based temperature and dissolved oxygen model for lakes. Deciding which equation to choose for use in the year-round model was based on the goodness of fit of the simulated vs. measured surface temperatures, which were taken at a depth of 1 m below the water surface. An equation which includes free and forced convection components and which was previously used for cooling ponds gave the best fit between temperature simulations and measurements.  相似文献

ABSTRACT: Routine data collection currently consumes a large amount of the total resources devoted to water quality management. All too often data collection becomes an end in itself, with little thought given to the purpose of the data collection. The problem generally stems from a lack of proper routine surveillance system design and a failure on the part of the designers to initially identify the data needs of the management program. This study attempts, in a general way, to delineate the data needs of a water quality management program. This first required an identification of the activities involved in water quality management. The activities were then discussed in terms of the types of information needed to successfully complete their assigned tasks. Several detailed examples are given. The results of the discussion are summarized and several strategies are proposed to relate the results to surveillance system design.  相似文献

ABSTRACT. Adequate and good-quality water supply for medium sized towns is costly when there are insufficient quantity and low quality of groundwater or surface water. In a central water supply system serving a number of towns, the economies of scale may permit a sufficient and good-quality supply at lesser rates. Such a system has the flexibility of supplying rural population through small service lines. The system may be an interbasin or intrabasin conveyance depending on the location of a suitable water source and the economics of the supply network. Seven cost elements are pertinent to the optimum or least-cost design of network consisting of pipelines and pumping stations. The relevant cost functions are based on the available data gathered from various sources. Water conveyance costs are calculated for various flow rates, pipeline diameters, flow variabilities, static heads, and interest rates, thus providing a measure of sensitivity of the conveyance cost to such variations. The economies of scale, the sensitivity of optimum unit conveyance costs, and variations in unit costs with change in cost functions are useful in making a feasibility study for a proposed conveyance system.  相似文献
