We have compared three legal and administrative systems of risk management in Sweden, namely those responsible for work environment, environmental protection and chemicals control. Large differences were found in terms of the organisational structure and the general modi operandi of government activities in the three areas. Many of these differences seem to be the result not of deliberate choice, but rather of the lack of coordination between policy areas. One of the most striking differences is the much lower priority assigned to enforcement activities in the environmental than in the occupational health sector. It is concluded that systematic comparisons of experiences from different policy areas can be helpful in improving the efficiency of risk management.  相似文献

Environmental psychology research in Sweden is reviewed beginning with studies in the 1960s. The traditional main foci of the Swedish research are the visual perception of form, space, colour, and texture, the meaning of social and physical environments; and the effects of the indoor and outdoor ambient environment (noise, air quality and temperature). More recent research foci include environmental cognition (perceptual categorization, cognitive mapping, orientation, planning), affective reactions to the environment, and systems applications. It is concluded that the Swedish research is integrated with environmental psychology research in other countries in terms of a common data base and methodology, despite the fact that the problems investigated are to some extent national in tone. It is also pointed out that the Swedish research appears to have the potential of theoretical contributions to environmental psychology, which is badly needed within the field as a whole.  相似文献

Abstract

Chapter 28 of the UNCED agreement ‘Agenda 21’ asks for implementing sustainable development at the local level of government. Sweden is amongst the fore‐running nations in having responded quickly to these demands. Virtually all of Sweden's 288 municipalities have decided to embark on the Local Agenda 21 process. In this article, the progress so far and how LA21 has been interpreted at the local level are examined. The motives behind the process, the tensions between national and local policy making, and the role of municipal networks and NGOs are analysed. Four case studies of pioneer municipalities are used to illustrate how LA21 has sometimes inspired more far‐reaching goals at the local than at the national level, and the combination of economic development and marketing with environmental policy. It remains to be seen whether the most recent national government investment programme towards local projects for sustainable development will resolve the present conflicts between national goals and local priorities.  相似文献

In Sweden, environmental policy is essentially carried out through a system of environmental objectives adopted by Parliament in the late 1990s. This system contains principles, objectives, interim targets, strategies, and follow-up mechanisms, which together provide a solid ground for increased efficiency and improved prioritization in environmental policies. Despite the ambitious approach of the Swedish Parliament, the system of environmental objectives suffers from certain shortcomings. Some of the objectives are imprecise and difficult to evaluate, and there are no rules or principles that may be used to solve goal conflicts and to prioritize between different objectives. Regional Representativeness of Swedish Reference Lakes   总被引:1,自引:1,他引:0  
/ Recent focus has been placed on ecoregion delineations for providing an appropriate framework for monitoring and assessment of region-specific attainable water/habitat quality. Using an ecoregion approach to stratify variance, this study was conducted to determine whether earlier (subjectively) selected Swedish reference lakes may be considered as regionally representative reference sites when compared with a randomly selected lake population. Predictive modeling by discriminant function analysis with lakes classified by ecoregion and lake surface area and six physicochemical variables showed that the greater majority of reference lakes may be considered as regionally representative. The highest proportion of lake "misclassifications" occurred in the boreonemoral ecoregion, a relatively diverse ecoregion of southern Sweden. This apparent bias may be in part be due to the criteria used in selecting regional reference lakes. In the earlier selection of reference lakes emphasis was placed on lakes not being adversely affected by land usage or pollutant discharges, consequently forest lakes were often overrepresented and sites in agricultural areas underrepresented in the selected reference sites. As a complement to predictive modeling, PCA ordination showed the placement of reference lakes within the random lake population and indicated where reference sites might be missing along potentially important ecological gradients. This article contributes to the debate on the role of local sustainability indicators in ongoing democratisation efforts. We examine the extent to which five different systems of local sustainability indicators within two Swedish municipalities—Stockholm and Sundsvall—are either expert or citizen oriented, and relate these findings to the indicator systems' profile, function and political/ administrative context. Even though three of the indicator systems can be classified as citizen oriented, there are few signs of true engagement and dialogue with the citizens over a longer period of time. The remaining two indicator systems are expert oriented with an environmental focus. Hence, we conclude that the systems in use are largely symbolic responses to the demands for democracy within the agenda for sustainable development albeit attempts to include environmental, economic, social and democratic perspectives of sustainability. Despite the fact that Stockholm and Sundsvall show differences in governing styles in their approaches to sustainability indicators it seems difficult for both municipalities to put sustainable development into practice in terms of citizen participation.  相似文献

The aim of the paper is to compare the planning for wind power in three municipalities and analyze how it has influenced three important aspects of the wind power development: the siting of turbines, the ownership of turbines and citizen participation. The paper shows that the planning strategies of the municipalities differed considerably and that this in turn has led to differences in the development of wind power. A general conclusion is that there seems to be a dilemma in municipal planning between, on the one hand, the promotion of wind power and, on the other hand, the organization of a planning that effectively regulates the siting of turbines and allows for citizen participation. The results show that there is a need to support and strengthen municipal planning capacities, and efforts in that direction are being undertaken by state and regional authorities in Sweden. The results, however, also imply the need for stronger policy measures in order to avoid large differences between the way wind power is handled at the municipal level.  相似文献
